Starkweather reacts to cuts
To tfle Editor:
We are writing this in response to the article of
Thursday, Oct. 1, 1981, stating that since April the
central administration has been asking John Howe,
principal of Starkweather Elementary, for enrollment
information and stating he had not responded.
In May, Howe talked ot Norman Kee concerning
Starkweather's loss of a full-time kindergarten
teacher, Doris Balconi. At that time, Kee agreeed
Starkweather needed a halftime kindergarten
teacher
In May the school board proposed boundary and
ESY changes which would have affected
Starkweather's enrollment.
In June Howe hired Mary Kroes, a halftime kindergarten
teacher.
In June Howe, Tom Workman, Carrol Nichols
and Ed Kleinsmith went to the school board meeting
to discuss the proposed boundary and ESY
changes At that time it was decided that Waverly
Village, affected by the boundary changes, would
stay at Starkweather rather than go to Allen. That
decision affected Starkweather's enrollment.
Not until late August did the school board make
the decision to opt out. That also affected
Starkweather's enrollment. Last year, Starkweather
had 29 students opt out.
On Sept 2, a memo wrfs sent to all building principals
from Kee regarding 1981-82 staffing ratios.
On Sept. 10 Howe responded to that memo with a
letter addressed to Kee and Shirley Spaniel stating
tha Starkweather did presently meet the district
requirements. It is in the teacher/school board contract
that any certified student be weighted as two.
Starkweather is a Title I school and has two emotionally
impaired (EI) classrooms where the students
who are ready are mainstreamed into regular
classrooms Starkweather's enrollment in grades
first through sixth is 218 Twenty-eight of these
studnets are certified as learning disabled or EI
which creates a weighted enrollment of 264, and
which brings our student/teacher ratio to 24 76 -
just above the established 24.75.
On Sept 11 in a memo from Kee to Howe, Kee
stated that Howe made some very interesting rationalizations
but still insisted that we were overstaffed.
On Sept 11. Howe informed the parents of
Starkweather that we had lost our halftime kindergarten
teacher, Mary Kroes.
On Sept 24 Howe wrote a letter to Carol Davis,
president of the school board, Dr. John Hoben, superintendent,
Kee, assistant superintendent for employee
relations, and to Mrs. Spaniel, executive director
of elementary education, asking permission
to address the board in reviewing the reconstruction
of grades kindergarten, first, second, and third
at Starkweather School to meet the ratio.
Howe received no response from the board.
Therefore, on Sept. 28, he appeared before the
school board, by signing a parent card, to express
his reasons for opposing the loss of a halftime kindergarten
teacher at Starkweather, but because of
the five-minute limit was not allowed to complete
his presentation.
We as conserned parents at Starkweather feel
Howe was done an injustice and that he did react in
a professional manner. He responded to this situation
as he does all, not only as an excellent administrator
but as the sensitive, understanding and devoted
person that he is. He is respected not only by
the parents and staff but by most of all our children.
We are proud to say John Howe is the principal
of Starkweather School.
Presenty there are two elemenatry, three middle,
and one high school not maintaining the 24.75
student/teacher ratio. We hope these schools do not
lose teachers also. We think the cuts need to be
made elsewhere, not directly affecting the students.
The school board allocated $17,000 this year for
the teachers and administration to go to a workshop
to learn and develop new teaching techniques.
At a time when we all have to tighten our belts, this
type of program could be postponed til the economic
situation improves. The $17,000 would have more
than paid for our halftime kindergarten teacher.
We think the administration and school board
need to take a look at the feelings of mistrust and
frustration they have created with the parents. Our
main concern is providing a reasonable and proper
education for our children. Teacher cuts are not
reasonable
The headline in the Observer on Thursday, Oct.
15, read: "Students are shifting to non-public
schools." Some 85 percent of the 450 declining enrollment
figure still residing in the Plymouth Canton
school district should express some unfavorable
feelings to the school board and administration.
