Starkweather reacts to cuts<br />

To tfle Editor:<br />

We are writing this in response to the article of<br />

Thursday, Oct. 1, <strong>1981</strong>, stating that since April the<br />

central administration has been asking John Howe,<br />

principal of Starkweather Elementary, <strong>for</strong> enrollment<br />

in<strong>for</strong>mation and stating he had not responded.<br />

In May, Howe talked ot Norman Kee concerning<br />

Starkweather's loss of a full-time kindergarten<br />

teacher, Doris Balconi. At that time, Kee agreeed<br />

Starkweather needed a halftime kindergarten<br />

teacher<br />

In May the school board proposed boundary and<br />

ESY changes which would have affected<br />

Starkweather's enrollment.<br />

In June Howe hired Mary Kroes, a halftime kindergarten<br />

teacher.<br />

In June Howe, Tom Workman, Carrol Nichols<br />

and Ed Kleinsmith went to the school board meeting<br />

to discuss the proposed boundary and ESY<br />

changes At that time it was decided that Waverly<br />

Village, affected by the boundary changes, would<br />

stay at Starkweather rather than go to Allen. That<br />

decision affected Starkweather's enrollment.<br />

Not until late August did the school board make<br />

the decision to opt out. That also affected<br />

Starkweather's enrollment. Last year, Starkweather<br />

had 29 students opt out.<br />

On Sept 2, a memo wrfs sent to all building principals<br />

from Kee regarding <strong>1981</strong>-82 staffing ratios.<br />

On Sept. 10 Howe responded to that memo with a<br />

letter addressed to Kee and Shirley Spaniel stating<br />

tha Starkweather did presently meet the district<br />

requirements. It is in the teacher/school board contract<br />

that any certified student be weighted as two.<br />

Starkweather is a Title I school and has two emotionally<br />

impaired (EI) classrooms where the students<br />

who are ready are mainstreamed into regular<br />

classrooms Starkweather's enrollment in grades<br />

first through sixth is 218 Twenty-eight of these<br />

studnets are certified as learning disabled or EI<br />

which creates a weighted enrollment of <strong>26</strong>4, and<br />

which brings our student/teacher ratio to 24 76 -<br />

just above the established 24.75.<br />

On Sept 11 in a memo from Kee to Howe, Kee<br />

stated that Howe made some very interesting rationalizations<br />

but still insisted that we were overstaffed.<br />

On Sept 11. Howe in<strong>for</strong>med the parents of<br />

Starkweather that we had lost our halftime kindergarten<br />

teacher, Mary Kroes.<br />

On Sept 24 Howe wrote a letter to Carol Davis,<br />

president of the school board, Dr. John Hoben, superintendent,<br />

Kee, assistant superintendent <strong>for</strong> employee<br />

relations, and to Mrs. Spaniel, executive director<br />

of elementary education, asking permission<br />

to address the board in reviewing the reconstruction<br />

of grades kindergarten, first, second, and third<br />

at Starkweather School to meet the ratio.<br />

Howe received no response from the board.<br />

There<strong>for</strong>e, on Sept. 28, he appeared be<strong>for</strong>e the<br />

school board, by signing a parent card, to express<br />

his reasons <strong>for</strong> opposing the loss of a halftime kindergarten<br />

teacher at Starkweather, but because of<br />

the five-minute limit was not allowed to complete<br />

his presentation.<br />

We as conserned parents at Starkweather feel<br />

Howe was done an injustice and that he did react in<br />

a professional manner. He responded to this situation<br />

as he does all, not only as an excellent administrator<br />

but as the sensitive, understanding and devoted<br />

person that he is. He is respected not only by<br />

the parents and staff but by most of all our children.<br />

We are proud to say John Howe is the principal<br />

of Starkweather School.<br />

Presenty there are two elemenatry, three middle,<br />

and one high school not maintaining the 24.75<br />

student/teacher ratio. We hope these schools do not<br />

lose teachers also. We think the cuts need to be<br />

made elsewhere, not directly affecting the students.<br />

The school board allocated $17,000 this year <strong>for</strong><br />

the teachers and administration to go to a workshop<br />

to learn and develop new teaching techniques.<br />

At a time when we all have to tighten our belts, this<br />

type of program could be postponed til the economic<br />

situation improves. The $17,000 would have more<br />

than paid <strong>for</strong> our halftime kindergarten teacher.<br />

We think the administration and school board<br />

need to take a look at the feelings of mistrust and<br />

frustration they have created with the parents. Our<br />

main concern is providing a reasonable and proper<br />

education <strong>for</strong> our children. Teacher cuts are not<br />

reasonable<br />

The headline in the <strong>Observer</strong> on Thursday, Oct.<br />

15, read: "Students are shifting to non-public<br />

schools." Some 85 percent of the 450 declining enrollment<br />

figure still residing in the Plymouth <strong>Canton</strong><br />

school district should express some unfavorable<br />

feelings to the school board and administration.<br />
