Section 8. Amendments.<br />
This constitution and election by-laws may be amended<br />
any time deemed necessary by Elections Board. Any<br />
amendments to the constitution require a quorum vote<br />
of the full board. Two-thirds of the members of Elections<br />
Board shall constitute a quorum. The Chair will only vote<br />
in the case of a tie. Amendments must be discussed at<br />
a meeting prior to voting. All amendments must by<br />
approved by the SGA Executive Board and SGA Senate.<br />
Article XIV<br />
Residence Hall Association.<br />
Section 1. Name.<br />
The name of this organization shall be Residence Hall<br />
Association, hereinafter referred to as RHA.<br />
Section 2. Purpose.<br />
The purpose of RHA shall be to provide a living and learning<br />
environment in the residence halls where each student<br />
is able to develop as a well-rounded individual and as a<br />
contributing member of the community. RHA strives to<br />
provide an atmosphere which is conducive to the intellectual,<br />
social, emotional, physical, spiritual, and vocational<br />
development of students. RHA is committed to serving the<br />
total educational experience of individual students by providing<br />
a climate for the exchange of ideas, an atmosphere<br />
for broadening intellectual activity, and a setting for the<br />
interaction of women.<br />
Section 3. Function.<br />
The functions of RHA shall be to:<br />
A. provide a structure for the governance of residence<br />
halls and for planning and implementing creative<br />
programming and events;<br />
B. provide opportunity for staff and residence hall<br />
student leadership;<br />
C. discuss residence hall problems, policies, and<br />
procedures;<br />
D. assess student needs and provide leadership<br />
in meeting those needs within the residence hall<br />
environment;<br />
E. encourage campus involvement and residence hall<br />
unity, which starts within the RHA community and<br />
extends to the campus community;<br />
F. support and uphold the <strong>Meredith</strong> <strong>College</strong> Honor<br />
System, including participation in the Residence<br />
Hall Hearings Committee.<br />
Section 4. Membership.<br />
A. Voting Members.<br />
Voting Members shall consist of residence hall presidents<br />
(RHP), two from each residence hall, publicity<br />

committee (PC) chair, and the resident assistants (RA).<br />
B. Non-Voting Members.<br />
Non-Voting Members shall consist of the chair (who<br />
shall vote in the case of a tie), the vice-chair, the secretary,<br />
the treasurer, the national communications coordinator<br />
(NCC), the chief fire marshal, the Director of<br />
Residence Life or her designee who shall serve as advisor,<br />
the resident directors (RD), who shall attend as<br />
resource persons, and floor representatives.<br />
Section 5. Organization.<br />
There shall be a RHA executive committee and a RHA<br />
full board. The RHA executive committee is comprised<br />
of a chair, a vice-chair, a secretary, a treasurer, a clerk,<br />
two RHPs representing each residence hall, and the PC<br />
chair. The RHA executive committee is advised by the<br />
Director of Residence Life and her designee. RHA full<br />
board is comprised of the RHA executive committee,<br />
RAs, RDs, floor reps, and the Director of Residence Life.<br />
Section 6. Selections of Officers/Membership.<br />
A. Executive Committee.<br />
The officers of RHA shall consist of a chair, a vice-chair,<br />
a secretary, and a treasurer. The chair and vice-chair<br />
shall be elected by campus-wide vote; the secretary,<br />
treasurer, and RHPs shall be selected by application and<br />
interview. All interviews and selections shall be completed<br />
in the beginning of the Fall semester. Returning<br />
RHPs are required to apply and interview.<br />
B. Resident Assistants.<br />
RAs are selected and hired through an application and<br />
interview process conducted by the Office of Residence<br />
Life. RAs are supervised by RDs and are paid by the<br />
<strong>College</strong> for the administration of their duties as defined in<br />
the RA job description.<br />
C. Advisor.<br />
The advisor of the RHA shall be the Director of Residence<br />
Life or her designee and shall serve as a Non-Voting Member.<br />
D. Membership.<br />
All students living on campus are members of RHA.<br />
Section 7. Duties of Members.<br />
A. Chair.<br />
It shall be the duty of the chair to preside over all meetings<br />
of the RHA executive committee and the RHA full<br />
board; to call any meetings she may deem necessary; to<br />
appoint (following the application and interview process<br />
and counsel with the advisor) the vice-chair, the secretary,<br />
the clerk, and the treasurer; and to appoint committees<br />
as needed. She shall serve as an active member of<br />
and attend all meetings of the SGA Executive Committee<br />
and shall report all RHA activities at SGA meetings. She
