were recorded on major roll call<br />
vote* in tbe closing days of tbe First<br />
Session of tbe 98th Congress.<br />
HOUSE<br />
RAISING TAXES - By a vote of 204<br />
let and 214 against, tbe House refused<br />
to debate a bill (HR 4170) to raise an<br />
additional 18 billion in 1984 tax revenue.<br />
Congress thus ended tbe year having<br />
roieged on its pledge in its budget blueprint<br />
to trim tbe $200 billion annual<br />
deficit by raising $12 billion this fiscal<br />
year in the new taxes. It legislated no<br />
new taxes.<br />
Nor did Congress, in the session just<br />
ended, obey any other key part of its<br />
.self-imposed budget mandate for $85<br />
billion in deficit reductions during fiscal<br />
1984-86. House and Senate leaders<br />
said they will try again next year.<br />
Tbe tax bill lulled by this vote drew<br />
Its most vocal opposition fromlawmakers<br />
unhappy with a cap on tbe<br />
volume of tax-exempt "industrial development<br />
bonds" that state and local<br />
agencies could issue to private developer*.<br />
Democrats voted 191-65 in favor of<br />
debating the bill. Republicans voted 13-<br />
149 against debate. Republicans opposed.<br />
in part, tbe bill's increase in certain<br />
Medicaid benefits and its softening<br />
of a scheduled cut in upper-bracket<br />
personal income tax rates.<br />

Eagle 84, a joint service readiness exercise held at<br />
Eglin Air Force Base, Fla.<br />
Tbe exercise Involved more than 19,000 service<br />
members from all elements of tbe Department of<br />
Defense a«t«ting in repelU'.g from a friendly nation<br />
an invading force. Tue purpose was to test tbe<br />
combat readiness of U S -based forces.<br />
Paul, a 1982 graduate of Wayne Memorial High<br />
School, is a tank systems mechanic with the 82nd<br />
Airborne Division at Fort Bragg. N.C.<br />
• ROBERT AND JOHN MISTER<br />
Robert and John Mister, sons of Nicholas and<br />
Catherine Mister of Ann Street. Plymouth, have<br />
joined the U.S. Army. Both are June 1983 graduates<br />
of Plymouth Salem High School.<br />
Robert Mister is taking basic training at Fort<br />
McClellan, Ala., and is scheduled for training in<br />
military police duties. John Mister, now in basic<br />
training at Fort Jackson, S C., will have advanced<br />
schooling as a food service specialist.<br />

the child must have a parent or legal<br />
