SCOPE OF WORK TENDER NO : 72359<br />

Engaging Designated Operational Entity (DOE) for Validation <strong>of</strong> CDM<br />

Project titled "Pulverized Coal injection in Blast furnace-3 <strong>of</strong><br />

Rashtriya Ispat Nigam Limited"<br />

will prepare a check list for the review <strong>of</strong> individual project. Further,<br />

Validator should undertake the site visit for onsite review <strong>of</strong> individual<br />

project. The validator should validate assumptions in the PDD, the local<br />

stakeholder consultation process and liaise with environmental regulators<br />

to confirm that there are no existing restrictions on GHG emissions.<br />

Completed check list <strong>of</strong> the activities will have to be submitted by<br />

validator to RINL-VSP. Using the feedback from the findings <strong>of</strong> local<br />

assessment and the results <strong>of</strong> the document review, the Validator will have<br />

to undertake the draft assessment <strong>of</strong> the PDD against the main checklist.<br />

Where necessary, the validator should raise observations as per UNFCCC<br />

guidelines.<br />

Deliverable: Draft Validation Report<br />

Activity 3: Project Review and issue <strong>of</strong> FVR:<br />

RINL-VSP after obtaining the DVR from the Validator shall address all<br />

corrective actions and clarifications <strong>of</strong>fered in the DVR and submit the<br />

revised PDD to the validator for assessment. The time required by RINL-VSP<br />

for submission <strong>of</strong> revised PDD with all clarifications and replies is 60<br />

days from the date <strong>of</strong> receipt <strong>of</strong> DVR. This time duration (60 days) shall be<br />

attributed on RINL-VSP account and will not be considered in the time line<br />

<strong>of</strong> the contract. Once all outstanding issues have been addressed by RINL-<br />

VSP in the form <strong>of</strong> answers / supplementary documents and revised PDD, the<br />

validator will review these answers / documents and issue the final<br />

validation report.<br />

Activity 4: Submission <strong>of</strong> validation certificate along with Final PDD and<br />

relevant documents to the CDM Executive Board <strong>of</strong> UNFCCC for registration <strong>of</strong><br />

the project.<br />

In case <strong>of</strong> successful validation <strong>of</strong> the project (i.e. in case the project<br />

is concluded positively) or otherwise, validator should submit to the CDM<br />

Executive Board, the Validation Certificate based on FVR, accompanied by<br />

the final version <strong>of</strong> the PDD, the letter <strong>of</strong> acceptance and a report<br />

summarizing how international stakeholder comments have been addressed.<br />

Deliverable: Intimation <strong>of</strong> submission <strong>of</strong> Validation Certificate to UNFCCC.<br />
