if to
ordl-
tional taxes were sufgested.
Then instead of favoring one
variety, the majority of the
Senators became real generous
and decided thai all should be
approved.
As far as reports disclose,
the Salem county Senator's
sujigestlon that instead of im-
posing new taxes the state end
some of Us at'tivlties and ex-
penilitures, did not meet with
approval of his colleagues.
That suggestion was too
Bound to be accepted, but the
public will lie gratified at least
that Senator Leap had courage-
enoiifrn to point out the proper
way.
If anyone honestly expects to
find the proposed new taxes
merely a shifting of the burden
from one class to anothur, they
mo Indeed naive. Real estate
is enrrving too great u burden
that is true, hut • it will be
found that if and when the
whole row of proposed new
taxes are imposed, the owner
of real estate will wish for the
"good old days,"
New methods of taxation al-
most invariably mean more
taxation. They rarely replace
but generally add. In other
words the new program, In-
stead of a shift of burden will
be a growth. If we really ex-.
peeled to reduce the burden,
Mr, Leap pointed the only way
•"and that way is not easy,—
AM, THE RESORTS
ARE DOING IT.
Those who are altaeking At-
lantic City's reduction of as-
the fivct that for years, because
of unduly boosted valuations at
It is no unusual thing in
Atlantic City for a property to
be sold for less than its as-,
sensed valuation, while in the
county districts the * anseised
value of the average property
is half or less svhat It is real.
ly worth, even on the present
market.
There is in fact no fairness
whatever in Atlantic Citya
.move to unload some of its
really false valuations. Tax-
payers there have bome them
for years and the rest of the
AN IDEA ABOUT
THOSE CIBCULARS,
Since this newspaper is in-
terested in selling advertising
it has kept pretty much away
from discussing the distribution
of circulars about town. There
are plenty of subjects to dis-
cuss in which no charge of per-
sonal bias can be brought. But
when the commissioners take
up the matter themselves, we
can see no reason for not won-
dering —~ out loud — why they
don't take a - real grip on the
problem, an most other towiis
have done, instead of slapping
it on the Wrist and walking
away.
In good times and bad thf
distribution of circulars ' from
door to door never ceases. They,
arc altoays a nuisance and al-
ways unnecessary. The cheaper
