CONTRACTS AND DOCUMENTS<br />
COMMITTEE<br />

Construction<br />
Directly related to Strategic Plan implementation, the<br />
Contracts and Documents Committee was created<br />
in <strong>2010</strong> to manage issues related to MTO and municipal<br />
contracts and procurement practices. The committee has<br />
generated considerable interest from members 18 volunteers<br />
attended the first meeting in December.<br />
As well as establishing the new <strong>ORBA</strong> committee, there is<br />
also new joint Contracts and Documents committee with<br />
the Ministry of Transportation which will identify and work<br />
on priority contractual issues that cannot be resolved in<br />
existing working committees. A smaller group appointed<br />
by the <strong>ORBA</strong> committee will meet regularly with MTO.<br />
Issues identified for discussion in 2011 include office<br />
overheads, termination of contracts and application of liquidated<br />
damages.<br />

With the introduction of Quality Assurance for Acceptance<br />
for concrete, the committee worked with<br />
MTO last year to ensure the OPS 1350 would describe a<br />
workable system that recognizes the new risk being transferred<br />
to contractors. It was a major challenge to design a<br />
referee testing system where, unlike with hot mix asphalt,<br />
there were none before.<br />
Some of the other subjects that highlighted the agenda of<br />
joint meetings with the Ministry of Transportation include:<br />
n Clarification of where the removal of roadway<br />
protection is necessary and practical.<br />
n Time frames for ‘information only’ submissions.<br />
n The design engineer can now perform QVE function<br />
of sealing contractor designs.<br />
n Clarification of specifications for mechanical<br />
connectors.<br />
n Specification changes for dowel pulling.<br />
n A continuing initiative was begun to identify items<br />
that should not require a QVE.
