particularly under law—and, I would argue, also through the Constitution. It also depends on us exercising our<br />
responsibilities of respect for the rule of law, observance of the rules of the Commonwealth and a commitment to<br />
participate fully in the life of the nation. On that basis, I shall conclude my remarks.<br />
