President of the International Federation of Fruit <strong>Juice</strong> Producers<br />
<strong>The</strong> purpose of this Annual General Report is similar to ones that are found in annual reports<br />
of corporations and non-profit organizations around the world. <strong>The</strong> “Presidents Report” is<br />
typically a quick review of the general health of the organization and its prospects for the<br />
future. Looking back and looking ahead is a continual requirement to ensure the good health<br />
of <strong>IFU</strong>. You will note as you read the reports of the Treasurer, Secretary-General and<br />
Commission Chairs that the general health of <strong>IFU</strong> is good!<br />
<strong>The</strong> 63 rd <strong>IFU</strong> Annual Meeting held in Bonita Beach, Florida in June <strong>2011</strong> was a productive<br />
and enjoyable meeting. <strong>The</strong> meeting was held jointly with meetings of the Florida Citrus<br />
Processors Association (FCPA), Florida Citrus Mutual (FCM) and the Technical Committee<br />
for <strong>Juice</strong> and <strong>Juice</strong> Products (TCJJP) allowing attendees the opportunity to interact with<br />
members of those allied associations who, like <strong>IFU</strong>, are committed to providing quality juice<br />
products to consumers. <strong>The</strong> technical tour to the University of Florida Citrus Research<br />
Center offered the opportunity to visit experimental groves to see and hear first-hand the<br />
research that is being done to eradicate HLB (citrus greening disease). Later in the day the<br />
group toured Southern Gardens Citrus to observe a modern processing plant for NFC juice.<br />
Our thanks go to the FCPA and Kristen Gunter for organizing and hosting this meeting.<br />
<strong>The</strong> <strong>IFU</strong> Workshop in October <strong>2011</strong> (<strong>The</strong> increasing consumption of vegetable juices<br />
worldwide - <strong>Juice</strong> as an ingredient for other products) organized by Dr. Helmut Dietrich in<br />
conjunction with CIBUSTEC was a success with speakers presenting a multitude of technical<br />
subjects and opportunities relative to fruit and vegetable juice. It also afforded the Scientific &<br />
Technical Commission an opportunity to have a mid-year meeting. Attendees had the<br />
opportunity to visit the CIBUSTEC exhibition and Elisabetta Romeo-Vareille and I had the<br />
occasion to meet with the President and Secretary-General of the World Processing Tomato<br />
Council (WPTC) to explore common areas of interest.<br />
Earlier in October I had the opportunity, at the invitation of Foodnews, to speak at their World<br />
<strong>Juice</strong> Conference in Madrid. As part of broadening the exposure of <strong>IFU</strong> I look forward to<br />
attending a number of events in 2012.<br />
Although we experienced the loss of two members in <strong>2011</strong>, we welcomed the following new<br />
members to <strong>IFU</strong>:<br />

that <strong>IFU</strong> holds continues to be an important function of <strong>IFU</strong> and I thank those members who<br />
gave of their time and talents to attend these important meetings.<br />
In June <strong>2011</strong>, Mr. Bruno Jud completed a three year term as <strong>IFU</strong> President. During his term<br />
Bruno was instrumental in leading several significant changes that have strengthened <strong>IFU</strong><br />
among its members and within the international community and I would like to take this<br />
opportunity to thank Bruno for his contributions to <strong>IFU</strong> and I look forward to his continued<br />
participation as a member of the Executive Committee.<br />
<strong>The</strong> heart, soul and strength of <strong>IFU</strong> is our Secretary-General, Elisabetta Romeo-Vareille, who<br />
continues to not only handle the day to day affairs of the Federation, but is always available<br />
and willing to take on any additional tasks to benefit <strong>IFU</strong> and does so in an efficient,<br />
professional manner.<br />
Plans for the upcoming Vaccinium 2012 Symposium June 17 -21, 2012 and the <strong>IFU</strong> internal<br />
meetings to be held June 19 & 20 in Maastricht, Netherlands are pretty well completed and I<br />
look forward to seeing you there.<br />

Producers<br />
<strong>The</strong> year <strong>2011</strong> was one of intense activity in the continuation of work on <strong>IFU</strong> major areas of<br />
focus such as following up regulations established by Codex Alimentarius and assisting its<br />
members on any scientific and technical issues that are important to the global juice industry.<br />
I. <strong>IFU</strong> internal issues<br />
1) General Assembly of Delegates and Commissions meetings 14-15 June <strong>2011</strong><br />
Bonita Springs, Florida (USA)<br />
<strong>The</strong> 63 rd annual meeting of the <strong>IFU</strong> was hosted by the Florida Citrus Processors<br />
Association (FCPA) 14-15 June <strong>2011</strong> at the Hyatt Regency Coconut Point Resort &<br />
Spa located in Bonita Springs, Florida (USA).<br />
This meeting was a great opportunity to create synergies with other industry<br />
representatives as the Technical Committee on <strong>Juice</strong> and <strong>Juice</strong> Products (TCJJP),<br />
Florida Citrus Processors Association (FCPA), Florida Citrus Mutual (FCM) and the<br />
Florida Department of Citrus were also meeting at the same venue.<br />
My sincere thanks go to Kristen GUNTER for her co-operation and assistance in the<br />
organisation of this <strong>IFU</strong> event.<br />
2) <strong>IFU</strong> new office<br />
<strong>The</strong> issue of office move was discussed at multiples occasions because of the need<br />
of having more office space for <strong>IFU</strong> secretariat. During the last years, Secretary-<br />
General investigated the opportunity to find some office space to share with another<br />
international association. Several requisites made the task difficult. It was necessary<br />
not only to have the use of a convenient office room for the Secretary-General but<br />
also of a meeting room for holding meetings of <strong>IFU</strong> Commissions. <strong>The</strong> office should<br />
be situated in a convenient place, easily accessible from international airports and<br />
railway stations. And, last but not least, the global cost of the move shouldn’t be<br />
significantly higher than before. A convenient place at 14, rue de Turbigo<br />
(headquarter of the Confederation of the European Yeast Producers- COFALEC) was<br />
visited by <strong>IFU</strong> President and Treasurer on 6 th October <strong>2011</strong>. This office is located in<br />
the very heart of Paris (1 st district). It is connected with the subway (line 4) directly to<br />
Gare de l’Est (Germany) and Gare du Nord (Belgium, Germany and United Kingdom)<br />
and by RER B (fast local train) to both Parisian airports (Orly and Roissy). Although<br />
the rental rate is substantially the same as the previous one, there is a net savings at<br />
the new location when the total package is considered. <strong>The</strong> Executive Committee<br />
unanimously agreed at its meeting on 19 th October <strong>2011</strong> in Parma on the office move,<br />
which took place on 15 th February 2012. All members were informed of the change.<br />
On the basis of article 3 of <strong>IFU</strong> by-laws, the decision taken by the Executive<br />
Committee of transferring the registered seat is subject to ratification by the General<br />
Assembly of Delegates.<br />

3) <strong>IFU</strong> new accountant<br />
<strong>The</strong> <strong>IFU</strong> office move made it necessary to find a new accountant, as <strong>IFU</strong> accounts were<br />
kept by a member of UNIJUS staff. <strong>The</strong> chartered accountant, Mr Guillaume MAILLARD,<br />
who is also in charge of the accounts of the Confederation of the European Yeast<br />
Producers- COFALEC, was chosen because of his knowledge of associations’<br />
accountancy. He has already had a first meeting with Mr Bernd OSPELT, Accounts<br />
Auditor, at <strong>IFU</strong> new office on 20 th April 2012.<br />
4) <strong>IFU</strong> newsletter<br />
An effort was made to provide <strong>IFU</strong> members with a maximum of information in a<br />
minimum of space. <strong>IFU</strong> newsletter is now forwarded four times a year. It informs <strong>IFU</strong><br />
members on internal <strong>IFU</strong> issues and <strong>IFU</strong> initiatives as well as on the activities of national<br />
associations or individual members. It provides information on national or international<br />
issues or important events for the worldwide juice industry. It also delivers statistics and<br />
economic information.<br />
5) Sale of methods of analysis and microbiological methods:<br />
<strong>The</strong> total amount of revenues from sales of <strong>IFU</strong> methods for <strong>2011</strong> was €19 955.<br />
6) Membership:<br />
a) Leaving members<br />
<strong>The</strong> following companies withdrew from <strong>IFU</strong> in the course of <strong>2011</strong>:<br />
Carrière GmbH (Germany) – Best s.r.l. (Italy).<br />
In accordance with article 7§ 3 of the Articles of Association a letter jointly<br />
signed by President and Treasurer was sent to <strong>2011</strong> debtors mentioning that<br />
payment of the subscription fee must be received within one month (deadline<br />
26 th May 2012) from the receipt of the letter.<br />
<strong>The</strong> General Assembly of Delegates will have to ratify the exclusion at its<br />
meeting on 20 th June 2012 in Maastricht.<br />

) <strong>New</strong> members<br />
In calendar year <strong>2011</strong>, five new members applied for membership and were all<br />
officially elected by the General Assembly of Delegates on 15 th June <strong>2011</strong> in<br />

At the request of Public Relations and Membership Commission (PRMC) <strong>IFU</strong><br />
Secretary General compiled a list of 60 potential members grouped by<br />
geographical areas with contact details. <strong>The</strong> “Regional Champions” should<br />
contact the companies/ associations of their geographical area.<br />
7) <strong>IFU</strong> accounting position on 31 st December <strong>2011</strong> following audit<br />
Messrs OSPELT and MONCHOVET inspected <strong>IFU</strong> accounts for the calendar year <strong>2011</strong> on<br />
20 th March 2012 in <strong>IFU</strong> new office in Paris. On the basis of this checking, <strong>IFU</strong> accounts show<br />
a positive result of € 20 218.38.<br />
II. Defence of the worldwide juice industry and promotion of its products<br />
1) Participation to Codex sessions :<br />
<strong>The</strong> <strong>IFU</strong> paid a special attention in <strong>2011</strong> to the discussions of CODEX concerning new<br />
additives to fruit and vegetable juices and their concentrates and nectars. Internal surveys<br />
were implemented concerning the change of canned pineapple standard (should the use of<br />
juices other than pineapple juice be allowed) and the addition of stevia to juices and nectars,<br />
so that <strong>IFU</strong> was able to make a clear position on these two important topics. A letter of<br />
February <strong>2011</strong> was signed by former president Bruno JUD to inform the Codex committee<br />
on food additives on <strong>IFU</strong> position regarding the use of stevia: the <strong>IFU</strong> supports the addition<br />
of stevia to nectars and is opposed to its addition to juices.<br />
<strong>The</strong> <strong>IFU</strong> actively participated in the following Codex Committees:<br />

<strong>The</strong> <strong>IFU</strong> also monitored the following Codex Committee in the course of the year <strong>2011</strong>:<br />

An extensive report on the outcomes of the above mentioned Codex sessions can be found<br />
in the report on the activities of the Commission for Legislation by Dr Hany FARAG.<br />
2) Letter to the European Commission<br />
<strong>The</strong> <strong>IFU</strong> sent a letter to the European Commission asking its support to oppose the<br />
proposals from the eWG of the Codex Committee on Food Additives (CCFA) (CX/FA<br />
12/44/9-Add. 1) as well as the respective comments (CX/FA 12/44/99-Add. 2) to replace the<br />
individual additives for the fruit and vegetable juices and nectars in the categories 14.1.2.1 –<br />
14.1.3.4 of the GSFA by the functional classes of acidity regulators and<br />
thickeners/stabilizers.<br />
3) Finalisation of the <strong>IFU</strong> nutrition policy paper<br />
After a phone conference held on 14 th February <strong>2011</strong>, the <strong>IFU</strong> nutrition paper was finalised<br />
by the Scientific and Technical Commission under the leadership of Professor HELMUT<br />
DIETRICH who also wrote an “easy-to-understand version” based on a draft prepared by Dr<br />
CANCALON. This paper contains essentially all aspects of “fruit juice and health” based on a<br />
thorough literature survey and insists that there is no link of fruit juices to obesity. It is<br />
available for downloading from the home page of <strong>IFU</strong> website. This document is an important<br />
communication tool to present to public officials and/or health professionals working for<br />
health institutions regarding the benefits of fruit juices for healthy life. It may also be used by<br />
companies for their own publicity.<br />
4) Review on carbendazim in orange juice<br />
At the end of <strong>2011</strong> the US Food and Drug Administration was notified by a US company that<br />
it had detected very low levels of carbendazim in their and their competitors finished products<br />
and also in orange juice concentrate from Brazil. In the light of this, the US authorities<br />
imposed import restrictions in early January 2012 and started a sampling program for orange<br />
juice/orange juice concentrate imports. This meant that all incoming raw materials would be<br />
checked for carbendazim prior to release or rejection at the “border” by the Customs Agency.<br />
<strong>The</strong> carbendazim controversy spread beyond the USA to other parts of the world with<br />
various governments either investigating the future use of the pesticide or affirming<br />
prohibition of the pesticide as is the case in some countries. This issue has had a<br />

tremendous impact on the price of orange juice futures and on the availability of supply<br />
particularly in the USA.<br />
A review on the issue of carbendazim was circulated within <strong>IFU</strong> membership and is also<br />
available for downloading from the home page of <strong>IFU</strong> website. We are very grateful to Dr<br />
HAMMOND for having prepared such a useful document.<br />
5) <strong>IFU</strong> Innovations award<br />
<strong>The</strong> <strong>IFU</strong> decided at its 63 rd annual meeting held 14-15 June <strong>2011</strong> at Bonita Spring, Florida to<br />
implement an “<strong>IFU</strong> Innovations Award”, in order to promote innovative ideas in the field of<br />
fruit juice technology and fruit juice research. A document describing the organisation of <strong>IFU</strong><br />
Innovations Award was realised and a selection panel was composed of eminent specialists<br />
recognised at international level. <strong>The</strong> first award was supposed to be organised in June<br />
2012. Only three applicants sent their application, and none of them fulfilled the scientific<br />
prerequisites mentioned in the invitation of the <strong>IFU</strong>. So, after consultation of the Executive<br />
Committee, it was decided not to organise the “<strong>IFU</strong> Innovations Award” in 2012. All<br />
submissions were returned to candidates for correction to comply with award rules. Once resubmitted<br />
correctly, they can be held over for a future award which might be organised in<br />
2013, provided there are a sufficient number of candidates. It we want this initiative to be a<br />
success, it is important that all members disseminate the information regarding the <strong>IFU</strong><br />
Innovations Award within their professional network among all parties who might be<br />
interested in participating.<br />
6) World <strong>Juice</strong> Day<br />
Ebru AKDAĞ, Secretary-General of MEYED (Turkish <strong>Juice</strong> association) was appointed as<br />
<strong>IFU</strong> “World <strong>Juice</strong> Day Ambassador” to assist members in establishing a World <strong>Juice</strong> Day in<br />
their respective countries. She made presentations at the <strong>IFU</strong> annual meeting held in Florida<br />
last June for the benefit of the US <strong>Juice</strong> Products Association, at the World <strong>Juice</strong> conference<br />
in October <strong>2011</strong> in Madrid, and travelled to Australia and <strong>New</strong> <strong>Zealand</strong> at the request of<br />
national associations. As a reinforcement of these efforts, Secretary-General of <strong>IFU</strong> has met<br />
at the FAO headquarter in Rome with representatives of the United Nations suborganisations<br />
FAO and WHO, which can bring worldwide attention to this initiative if they<br />
agree to endorse it.<br />
7) Partnerships with other international organisations<br />
� Partnership with International Society for Horticultural Science (ISHS)<br />
<strong>IFU</strong> and ISHS started a close co-operation in the preparation of the scientific<br />
programme of the “10 th International symposium on Vaccinium and other Superfruits”<br />
to be held June 17-22, 2012 Maastricht, Province of Limburg, <strong>The</strong> Netherlands.<br />
� Partnership with World Processing Tomato Council (WPTC)<br />
President and Secretary-General of <strong>IFU</strong> had the occasion to meet with the President<br />
and Secretary General of the World Tomato Council during Cibustec fair in Parma in<br />
order to find out possible co-operation actions between the two organizations in terms<br />
of exchange of information on the topic of tomato juice.<br />

III. Forthcoming <strong>IFU</strong> events<br />
� 2012 <strong>IFU</strong> event<br />
<strong>The</strong> “10 th International symposium on Vaccinium and other Superfruits” is a<br />
joint ISHS-<strong>IFU</strong> event which will take place at “MECC Maastricht” June 17-22,<br />
2012 Maastricht, Province of Limburg, <strong>The</strong> Netherlands. <strong>The</strong> Symposium will<br />
cover a 4-day program: 1 day of site visits to allow participants to experience<br />
and enjoy the local harvesting and productions scenes and 3 days of scientific<br />
and business presentations, discussions in the field of horticulture, health<br />
aspects, business and technology and trade exposition.<br />
<strong>The</strong> <strong>IFU</strong> annual Assembly of Delegates and Commissions meetings will take<br />
place 19-20 June 2012 at Maastricht University in conjunction with the “10 th<br />
International Symposium on Vaccinium and other Superfruits”.<br />
� 2013 <strong>IFU</strong> event<br />
At the Executive Committee meeting held on 19 th October <strong>2011</strong> in Parma, the<br />
decision was taken to organize the 2013 <strong>IFU</strong> annual meetings combined with<br />
an <strong>IFU</strong> Workshop in June 2013 in Russia at the kind invitation of the Russian<br />
Union of <strong>Juice</strong> Producers (RSPS).<br />
<strong>The</strong> following possible venues were suggested by Natalia IVANOVA,<br />
President of the Russian Union of <strong>Juice</strong> Producers at the meeting with the<br />
Secretary-General of <strong>IFU</strong> on 29 th February 2012 in St Petersburg, Russia:<br />
� Sochi, a city in Krasnodar Krai, Russia, situated just north of Russia’s<br />
border with Abkhazia on the Black Sea coast near the Caucasus<br />
Mountains. Sochi will host the XXII Olympic Winter Games and XI<br />
Paralympic Winter Games in 2014.<br />
� Kazan, the capital and largest city of Tatarstan. It lies at the confluence<br />
of the Volga and Kazanka rivers in European Russia, 720 kilometers<br />
East of Moscow.<br />
� Nizhniy Novgorod is situated in the centre of East European valley<br />
where Oka river joins with Volga. It is 400 km far away from Moscow.<br />
<strong>The</strong> final decision regarding venue and timing of the 2013 <strong>IFU</strong> event will be<br />
taken during the <strong>IFU</strong> internal meetings to be held 19-20 June 2012 in<br />
Maastricht and communicated in the July issue of <strong>IFU</strong> <strong>New</strong>s (Issue 29).<br />

Treasurer of the International Federation of Fruit <strong>Juice</strong> Producers<br />
<strong>IFU</strong> has successfully managed its business through the year <strong>2011</strong>, although it was a<br />
challenging one.<br />
We have been focusing on a clear Revenue management stabelising Membership fees,<br />
combined with cost control.<br />
Membership fees decreased again by 3,2 % to € 136.492,00, although 5 new members<br />
applied for <strong>IFU</strong> membership in <strong>2011</strong>.<br />
Securities increased by 1,2 % to € 213.312,92.<br />
Total Expenses were 1,0 % below budget at € 155.502,37, whereas salaries increased to €<br />
103.434,92. This increase was mainly due to accruals for vacation and an annual bonus<br />
which had to be paid to the Secretary General according to the French Collective Agreement.<br />
As a result profit was at € 20.218,38, fortunately, but compared to 2010 result was down by €<br />
5.286,05.<br />

In <strong>2011</strong> the Commission for Legislation met for one ordinary meeting on June 14, in Bonita<br />
Springs, FL, USA.<br />
<strong>The</strong> main task of the Commission for Legislation (CL) is to participate in, or monitor CODEX<br />
activities relevant to the juice industry. <strong>The</strong> <strong>IFU</strong> as an NGO has an observer status with no<br />
voting rights. However, being recognized as the world’s juice expert NGO, the <strong>IFU</strong> is in a<br />
unique position to influence and assist the various CODEX Committees’ in reaching<br />
decisions favorable to the industry and to juice consumers worldwide.<br />
In addition to Codex, issues that are of importance to the <strong>IFU</strong> members are brought to<br />
discussions and input during ordinary CL meetings, through e-mail or conference calls.<br />
<strong>The</strong> <strong>IFU</strong> actively participates and monitors the following CODEX Committees:<br />
1. CODEX Alimentarius Commission (CAC): 34 th session July 4 -9, <strong>2011</strong> Geneva,<br />
Switzerland.<br />

<strong>The</strong> Codex Alimentarius Commission (CAC) held its 34 th session in Geneva, Switzerland<br />
from 4 to 9 July <strong>2011</strong>.<br />
Of interest on the agenda was changing the TOR of Codex Commission on Processed Fruits<br />
and Vegetables (CCPFV) to include fruit and vegetable juices and nectars. After we opposed<br />
the original proposed language, the TOR are now in our favor and read as follows:<br />
To elaborate worldwide standards and related texts for all types of processed fruits and<br />
vegetables, including but not limited to canned, dried and frozen products as well as fruit and<br />
vegetable juices and nectars.<br />
2. CODEX Committee on Food Additives (CCFA), 43 rd session 14-18 March <strong>2011</strong><br />

43 rd session of the Codex Committee on Food Additives (CCFA) was held in Xiamen, China<br />
on March 14 – 18, <strong>2011</strong>.<br />
<strong>The</strong>re were several additives of interest to the fruit juice industry that were successfully<br />
addressed during the session.<br />
Some were new additives proposed for addition to fruit and vegetable juices and their<br />
concentrates and nectars and their concentrates, while some other additives of interest date<br />
back to the 40 th session (2008) and were not fully addressed due to time constraints.<br />

<strong>The</strong> most important issue was related to the preservatives sulfites and lauryl arginate ethyl<br />
ester (LAEE). <strong>The</strong> proposal to increase sulfites in fruit and vegetable juices and nectars and<br />
their concentrates from the current level of 50mg/kg to 200 mg/kg was discussed in eWG,<br />
however, no consensus was reached and the discussion was discontinued.<br />
<strong>The</strong> eWG recommended advancing LAEE to steps 3/8 and 5/8, however, during a break, the<br />
<strong>IFU</strong> representative met with the Swiss and Israeli delegations and agreed to intervene and<br />
request not to advance LAEE and maintain it at the current steps. Further meeting between<br />
the <strong>IFU</strong> representative and the head of the US delegation, who is also the chairman of the<br />
eWG (Dr. Dennis Keefe), Dr. Keefe announced during the plenary that he decided to<br />
withdraw LAEE from consideration and discontinue work completely.<br />
Appendix I below outlines each additive, the food category, the <strong>IFU</strong> position and the<br />
43 rd session’s outcome.<br />

development of an appropriate nutrient profile model for a specific purpose. With support of<br />
the Public Health Agency of Canada, the first field-testing was undertaken in South-Africa in<br />
April <strong>2011</strong>. Currently, planning is underway to undertake the field-testing in other countries<br />
who had indicated their interests, including Brazil, Philippines, Portugal and Thailand.<br />
Furthermore, as a tool to support the country process, a catalogue of nutrient profile models<br />
has also been compiled with the support of Health Canada. <strong>The</strong> aim of the catalogue is to<br />
develop accessible resource information that summarizes key characteristics of the nutrient<br />
profile models which are identified through a systematic search and meet specific inclusion<br />
and exclusion criteria set up by the project advisory group.<br />
2. Implementation of the WHO Global Strategy on Diet, Physical Activity and Health.<br />
2.1 Draft Revision of the Guidelines on Nutrition Labeling concerning the list of nutrients that<br />
are always declared on a voluntary or mandatory basis (advanced to Step 7)<br />
2.2 Discussion paper on additional conditions for nutrient content claims and comparative<br />
claims in the Guidelines for Use of Nutrition and Health Claims. A physical working group<br />
was held in the weekend before the CCFL in order to prepare for the Plenary session’s<br />
discussion on the issue of nutrient content claims (no added sugars, no added salt/sodium)<br />
and comparative claims (reduced, X% less, etc.). Disagreement was visible between the US<br />
and some member countries, on the one hand, and EU and some member countries, on the<br />
other hand, as to whether ingredient claims should be included in the title of the Table of<br />
Conditions. <strong>The</strong> US believes that non addition claims are to be considered ingredient claims,<br />
whereas the EU is of the opinion that non addition claims can be considered implied nutrient<br />
content claims.<br />
2.3 No added sugars -- In the absence of consensus with regard to the precise conditions of<br />
use for the ‘no added sugars’ claim, the Committee agreed to some ‘principles for conditions<br />
for non-addition of sugars.<br />
2.4 Conditions of use for comparative claims (‘reduced’, etc.) for sugars and salt/sodium<br />
content. <strong>The</strong> physical working group showed no support for work on the “Now contains X%<br />
less” claim for the moment. Some member countries noted the difficulties of enforcement and<br />
the potentially misleading aspects.<br />
2.5 Mandatory nutrition labeling -- Now that the list of nutrients to be declared on a<br />
mandatory or voluntary basis has been agreed by the Committee, the question was raised<br />
whether certain member countries that did not feel comfortable with mandatory nutrition<br />
labeling would consider applying mandatory nutrition labeling in the near future.<br />
4. Codex Committee on Contaminants in Foods (CCCF), 5 th Session, March 21- 25,<br />
<strong>2011</strong> in <strong>The</strong> Hague, <strong>The</strong> Netherlands<br />
<strong>IFU</strong> representative: Dr. Hany Farag, USA<br />
<strong>The</strong> Committee agreed to establish an electronic Working Group to: (i) reconsider the<br />
existing maximum levels with a focus on foods important for infants and children and also on<br />
the canned fruits and vegetables and (ii) reconsider if other existing maximum levels should<br />
be addressed.<br />
<strong>The</strong> electronic Working Group will be led by the United States of America, will work in<br />
English only and be open to all Codex members and observers.<br />

- Tin levels harmonization<br />
<strong>The</strong>re is a discrepancy between Codex tin levels and levels allowed in the EU. It is still<br />
unclear whether EU will harmonize tin levels allowed in Europe with Codex ones. In EU –<br />
maximum levels allowed for tin are 100 mg/kg in ‘canned beverages’ while Codex set<br />
maximum levels for tin at 150 mg/kg for ‘canned beverages’.<br />
Mr. HERMANS has agreed to ask the European Commission (DG Sanco) regarding EU<br />
position on tin levels harmonization with Codex.<br />
5. Codex Committee on Pesticide Residues (CCPR), 43 rd session 4-9 April <strong>2011</strong><br />
Beijing, China<br />
<strong>IFU</strong> representative: Dr. David Hammond, United Kingdom<br />
<strong>The</strong>re has been a lot of discussion at the last three CCPR sessions regarding need to review<br />
the safety of a pesticide regularly (ever 15 years). A full dossier is required which details any<br />
new toxicology data, GAP and residue data, which is costly to prepare. If a chemical is no<br />
longer supported by a manufacturer, this process cannot be carried out and normally any<br />
CXLs are deleted. This can prove difficult for developing countries as older pesticides are still<br />
often in use there.<br />
MRL’s for RAC or processed products CCPR is looking at ways how to speed up and<br />
improve the way they set MRL’s for commodities such as fruits because if you look at the<br />
costs for doing the TOX studies and the field trials etc, they are quite expensive. Normally<br />
they are borne by the chemical manufacturer as they want to get the approval for those<br />
commodities but they are less likely to do it for small volumes.<br />
Of importance to the <strong>IFU</strong> is the issue of processing factors which remains unresolved.<br />
6. CODEX Committee on Methods of Analysis and Sampling (CCMAS), 32 nd Session, 7<br />
– 11 March <strong>2011</strong> in Budapest, Hungary<br />
<strong>IFU</strong> representative: Dr. David Hammond, United Kingdom<br />
<strong>The</strong> Committee considered provisions on proprietary methods in Codex standards to be<br />
included in the Codex Procedural Manual. This decision doesn’t directly impact legislation<br />
but it could impact <strong>IFU</strong> because <strong>IFU</strong> methods are part of <strong>IFU</strong> revenues.<br />
After some discussion, CCMAS agreed to initiate new work on the development of provisions<br />
for proprietary methods in the Procedural Manual and agreed that an electronic working<br />
group, led by the United Kingdom and Germany would define the term “proprietary method”<br />
and prepare a draft version of the criteria to be included in the Procedural Manual. <strong>The</strong><br />
Committee further agreed that the definition and the draft should be circulated to invite<br />
comments from Members and Observers and it would be discussed at the next CCMAS<br />
session.<br />

In <strong>2011</strong> the STC participated in the organisation of the Parma workshop on “<strong>The</strong> increasing<br />
consumption of vegetable juices worldwide" - "<strong>Juice</strong> as important part in other products". <strong>The</strong><br />
consumption volume of juices with vegetables is dominated by the Asia-Pacific area with 983<br />
million of liters consumed in 2009 and a growth rate of 10% between 2004 and 2009. <strong>The</strong>re<br />
is growing demand for healthy beverages with vegetables that are rich in nutrients<br />
(secondary plant metabolites, trace elements, fibers, vitamins). With the fruits and vegetables<br />
blend, it is easy for consumers to get the daily fruit and vegetable equivalence advised by<br />
several authorities such as the World Health Organisation (WHO) as a public health stake.<br />
WHO’s recommendation is to eat “5 fruit and vegetable” per day.<br />
Within the STC meeting on 19 th October 201, there was a discussion on heavy metals in fruit<br />
juices and corresponding contamination risks during processing. A special problem is the<br />
presence of elevated manganese concentrations (> 10 ppm in many cases) in pineapple<br />
juice due to special growing and soil conditions. <strong>The</strong> distribution in pineapple fruit is unequal;<br />
the peel region contains significantly higher concentrations than the pulp. Data were<br />
presented that show a lower concentration in pineapple puree (median 4.94 ppm; n=24) than<br />
in pineapple juices (median 10.97 ppm; n=32). A contamination by manganese during<br />
processing of pineapple juice can be excluded in the meanwhile.<br />
Arsenic in apple juice is a matter of debate; in US a decrease of the limit to 10 ppm was<br />
proposed. This element which is abundant in soils arises partially from contamination during<br />
processing of fruit juices. STC recommends a purity check of processing aids. It is expected<br />
that the topic “heavy metals in fruit products” will be more important in the future.<br />
Methanol concentration in juices and purees has become an issue in the USA. As methanol<br />
<strong>Juice</strong>s always contain significantly less methanol than the corresponding fruit because a<br />
large portion remains as bound MeOH in the pomace. Data on cloudy apple juices were<br />
presented which show that more than 95% of methanol remains in the pomace. Apple<br />
purees are comparable to mash and apple fruit. <strong>The</strong> concentration in smoothies is between<br />
that of puree and juice, depending on the portion of puree.<br />
<strong>The</strong> office of environmental health hazard assessment OEHHA in California has presented a<br />
interpretive guideline on the consumption of methanol resulting from pectin that occurs<br />
naturally in fruits and vegetables: www.oehha.ca.gov/prop65/ig/pdf/IG_12001Methanol.pdf.<br />
Non-thermal treatment of fruit juices is another topic of STC work. In contrast to UV-C<br />
radiation and ultrasound which have severe limitations the potential of pulsed-electric-fields<br />
(PEF) is used in the meanwhile for the prolongation of the shelf-life of fruit juice.<br />
<strong>The</strong> detection of resistant bacteria and traces of antibiotics in vegetables will be a matter of<br />
concern in the future. A large portion of antibiotics production is applied in animal farming.<br />
<strong>The</strong> contamination is possible over the route of liquid manure, soil and roots. Early warnings<br />
in the 1960ies on the risks of antibiotics use for animal farming were unheard.<br />
<strong>The</strong> question on fermented fruit juices as a possibility to expand the diversity of fruit juice<br />
products was discussed last year. STC will follow this alignment.<br />

Due to constraints on travel budgets there were only three members of the CMA present at<br />
the CMA meeting in Bonita Spring in June <strong>2011</strong>. However there were seven guests present<br />
from the US industry. As in previous years where attendance was expected to be low CMA<br />
took the opportunity to have a “non-meeting” and to spend some time in a brainstorming<br />
exercise in order to look forward at what possible “new” issues it should look at.<br />
<strong>The</strong> following topics were raised:<br />
1) Enzymatic method for mannitol for vegetable and pomegranate juices and where<br />
no expensive HPLC system is available.<br />
2) Solvent effects in the qualitative test for pectin<br />
3) Methods for B vitamin in juice drinks<br />
4) Adaption of the “formol” method to use another material instead of formaldehyde<br />
due to toxicity concerns<br />
5) Re-visit the oligosaccharide recommendation REC 4<br />
<strong>The</strong> following issues are open:<br />
� Revision of the recommendation on methods for heavy metals<br />
� Revision of method 25 on sensory analysis of juices<br />
� Extension of the scope of the German method for quantitative aroma analysis<br />
� Method for the “colour” of blood orange juice<br />
Finally, an overview of two new methods developed in Europe for the control of juice quality<br />
was reviewed for CMA guests.<br />

Chairman of the Public Relations and Membership Commission<br />
<strong>The</strong> Public Relations and Membership Commission met once in <strong>2011</strong> on the occasion of the<br />
Annual Sessions in Bonita Springs, Florida. At the June 14 meeting, apart from the <strong>IFU</strong><br />
President and Secretary General, 6 members were in attendance. <strong>The</strong> group was joined by<br />
representatives from Florida and Turkey who attended as guests.<br />
<strong>The</strong> main discussions in the Commission related to the further development of the <strong>IFU</strong> <strong>New</strong>s,<br />
the recruiting of new members and the further promotion and development of the World <strong>Juice</strong><br />
Day concept.<br />
<strong>The</strong> <strong>IFU</strong> <strong>New</strong>s has, after 2 years, proven to be a successful initiative. <strong>The</strong> quarterly<br />
publication has now a large group of regular contributors who report on a wide variety of<br />
national or regional issues of importance to the industry. In <strong>2011</strong> we got contributions from<br />
the juice associations in Australia, Brazil, France, Germany, Israel, Russia, Switzerland,<br />
Turkey and from the AIJN. We will keep encouraging the <strong>IFU</strong> members to share interesting<br />
juice developments in their home countries and regions with their colleagues worldwide.<br />
Recruitment of new members remains a difficult issue. One handicap which the <strong>IFU</strong> has in<br />
attracting new members is that it is an International Association devoted to defending the<br />
global fruit juice industry at international forums such as CODEX Alimentarius or WHO/FAO.<br />
It can be understood that individual companies who are more focused on their domestic or<br />
regional market do not recognize and appreciate the impact of international policy making on<br />
their businesses and hence the necessity to support the <strong>IFU</strong>. This attitude is less<br />
comprehensible from larger national associations. Clearly the current economic situation is<br />
not helpful as well. High commodity pricing combined with a weak retail environment for<br />
groceries gave the industry challenges both on the supply side and on the demand side. In<br />
such an environment companies are looking to cut expenses and contributions to trade<br />
associations are often victim of this policy. Our Committee appointed “Regional Champions”<br />
who are taking responsibility to personally contact and recruit companies and associations in<br />
their designated areas to become <strong>IFU</strong> members.<br />
<strong>The</strong> exciting idea from our Turkish members to organize an annual World <strong>Juice</strong> Day (WJD)<br />
was further promoted by the Public Relations Committee and <strong>IFU</strong>. Our Turkish colleague<br />
Ebru Akdag, who came up with the idea to have a WJD, was appointed as WJD Ambassador<br />
and in this capacity she travelled in November to Australia and <strong>New</strong> <strong>Zealand</strong> to promote the<br />
concept at meetings with the juice associations down under. <strong>IFU</strong> contributed financially to her<br />
trip. <strong>The</strong> <strong>IFU</strong> Secretary General had earlier this year a meeting in the FAO headquarter in<br />
Rome with Ms Selma DOYRAN, Secretary of the Codex Alimentarius Commission (CAC)<br />
and Gracia BRISCO, Food Standards Officer of the CAC, to present the World <strong>Juice</strong> Day<br />
initiative. Following the meeting Elisabetta wrote a letter to the Director Generals of both the<br />
FAO and the WHO requesting a joint co-operation with both organizations to establish a<br />
World <strong>Juice</strong> Day. An endorsement by those organizations of the WJD would be a real<br />
success for the <strong>IFU</strong> and strengthen its role as promoter of fruit juices.<br />
