<strong>Laborers</strong>’ Training Center Partnering to Improve Training<br />

El Centro <strong>de</strong> Capacitación para los Obreros trabaja en Asociación para Mejorar el Entrenamiento<br />

The <strong>Northern</strong> Cali<strong>for</strong>nia <strong>Laborers</strong>’ Training Center continues<br />

to partner with signatory contractors, <strong>Laborers</strong>-AGC,<br />

Training Provi<strong>de</strong>rs, <strong>Laborers</strong>’ Locals and <strong>Laborers</strong>’ Departments,<br />

and the Cali<strong>for</strong>nia Department of Public Health,<br />

to improve the level of training offered by our training<br />

center, and in<strong>for</strong>m our contractors and members about the<br />

training courses we offer.<br />

With the assistance of Mr. Ron Myers, our International<br />

Representative and a miner, and our Senior Instructor<br />

Jerome Williams, the <strong>Laborers</strong> Training Center was able<br />

host the Basic Ventilation and Un<strong>de</strong>rground Gases Course,<br />

presented by Mr. Gerald R. Fulghum, a Certifi ed Safety<br />

Professional and miner. A total of fi fteen laborers and<br />

instructors atten<strong>de</strong>d the two day class, and after receiving<br />

the class, our laborers and instructors took the Cali<strong>for</strong>nia<br />

Gas Tester’s Certifi cation Examination<br />

and thirteen received their gas tester<br />

certifi cate from the State of Cali<strong>for</strong>nia<br />

Division of Occupational Health and<br />

Safety, Mining and Tunneling Unit.<br />

Instructors Nathan Whittom and Frank<br />

Corona were among the laborers that<br />

received their Gas Tester Certifi cates.<br />

This training will prove invaluable<br />

especially with all the tunnel work that<br />

is in progress now, and in the future.<br />

Our environmental instructors, Nathan<br />

Whittom, Rafael Cerda, Alfredo<br />

Argandona, have <strong>de</strong>veloped a Continuing<br />

Education Lead Worker English,<br />

and Continuing Education Lead Worker<br />

Spanish courseware. Kathleen Hansen from Cali<strong>for</strong>nia<br />

Department of Health worked closely with our instructors,<br />

and with her suggestions and assistance the courseware<br />

was approved. We no longer have the need to purchase the<br />

curriculum from outsi<strong>de</strong> vendors, and our curriculum is<br />

approved by the State of Cali<strong>for</strong>nia.<br />

Lecet Southwest has been conducting Contractor Forums<br />

to in<strong>for</strong>m our signatory contractors of the benefi ts they<br />

can use to increase their profi ts. The Locals, Health and<br />

Safety, LECET and the Training Center have been able to<br />

make direct contact with our signatory contractors, and<br />

open lines of communication that will be to the advantage<br />

to our signatory contractors and the <strong>Laborers</strong>’ Union.<br />

El Centro <strong>de</strong> Entrenamiento <strong>de</strong> los Obreros <strong>de</strong>l Norte <strong>de</strong> Cali<strong>for</strong>nia<br />

continúa trabajando junto con los contratistas signatarios, Obreros-<br />

AGC, los Proveedores <strong>de</strong> Entrenamiento, los Locales, Departamentos<br />

<strong>de</strong> Obreros, y el Departamento <strong>de</strong> Cali<strong>for</strong>nia <strong>de</strong> Salud Pública, para<br />

mejorar el nivel <strong>de</strong> entrenamiento ofrecido por nuestro centro <strong>de</strong><br />

entrenamiento, e in<strong>for</strong>mar a nuestros contratistas y miembros sobre los<br />

cursos <strong>de</strong> que ofrecemos.<br />

Con la ayuda <strong>de</strong>l Sr. Ron Myers, nuestro Representante Internacional,<br />

y minero, y nuestro instructor principal, Jerome Williams, el Centro <strong>de</strong><br />

tendremos la necesidad <strong>de</strong> comprar el curriculum <strong>de</strong> ven<strong>de</strong>dores exteriores,<br />

y nuestro curriculum fué aprobado por el Estado <strong>de</strong> Cali<strong>for</strong>nia.<br />

Lecet Southwest ha estado conduciendo Foros <strong>de</strong> Contratistas para in<strong>for</strong>mar<br />

a nuestros contratistas signatarios <strong>de</strong> los benefi cios que pue<strong>de</strong>n<br />

utilizar para aumentar sus ganancias. Los Locales, Salud y Seguridad,<br />

LECET y el Centro <strong>de</strong> Entrenamiento han podido hacer contacto<br />

directo con nuestros contratistas signatarios, abriendo líneas <strong>de</strong> comunicación<br />

que será una ventaja para nuestros contratistas signatarios y<br />

I, have atten<strong>de</strong>d these meetings, and we have been able to<br />

in<strong>for</strong>m our contractors of the training opportunities available<br />

to them at no cost.<br />

Local 1130 received a request <strong>for</strong> a High Scaling class<br />

from signatory contractor Bill Holloway of Cali<strong>for</strong>nia<br />

Drilling and Blasting, in or<strong>de</strong>r to start work on a project.<br />

The Training Unit was dispatched to the Cali<strong>for</strong>nia Drilling<br />

and Blasting site, and the Introduction to High Scaling class<br />

was presented by Instructor Rick Roath and was a success.<br />

There are requests <strong>for</strong> another class, and Southern Cali<strong>for</strong>nia<br />

Training is requesting <strong>for</strong> Rick to teach the class in their<br />

area.<br />

We continue to receive requests from our Shotcrete<br />

Signatory Contractors, and the <strong>Laborers</strong>’<br />

Locals <strong>for</strong> ACI Certifi cation of our shotcrete<br />

laborers. We have built a relationship with<br />

Examiner Chris Zynda, Presi<strong>de</strong>nt of the American<br />

Shotcrete Association, and the Training<br />

Center hosts the classroom examination and the<br />

practical examination <strong>for</strong> both the vertical and<br />

overhead certifi cations.<br />

The <strong>Laborers</strong>’ Training Center received a<br />

donation of tunneling materials from Mr. Doug<br />

Bailey, Project Manager <strong>for</strong> Michels Pipeline<br />

Construction. Mr. Jim Wood, Business Representative <strong>for</strong><br />

Local 1130, was key in obtaining the tunneling materials,<br />

and even assisted in the loading and unloading the equipment.<br />

The Training Center is in the process of <strong>de</strong>veloping<br />

a training program on safe tunneling methods, and the<br />

contribution by Michels Pipeline will help in the success<br />

of the program. The commitment of Michels Pipeline was<br />

expressed in a letter from Mr. Doug Bailey, “We at Michels<br />

Tunneling <strong>de</strong>sire the ability to obtain trained and qualifi ed<br />

miners from the <strong>Laborers</strong>’ local labor pool and there<strong>for</strong>e<br />

fi nd that supporting a program such as this as being benefi -<br />

cial to both contractors and the union. We hope to be able<br />

to continue to provi<strong>de</strong> assistance in your ef<strong>for</strong>ts to provi<strong>de</strong><br />

realistic training in safe tunneling methods.”<br />

Partnering with our signatory contractors, our Union<br />

Locals, LECET Southwest, and training organizations will<br />

ensure that The Training Center will continue to keep the<br />

lines of communication open, so that the training we offer<br />

our members will meet the construction industry <strong>de</strong>mands<br />

of the present and future.<br />

Refi nery Expansion Project Provi<strong>de</strong>s Opportunities <strong>for</strong> Apprentices<br />

El Proyecto <strong>de</strong> Expanción <strong>de</strong> la Refi neria Provee Oportunida<strong>de</strong>s<br />

I make it a point not to talk about myself in the articles<br />

I write on behalf of the apprenticeship <strong>de</strong>partment, but I<br />

have to say that it’s a great day <strong>for</strong> me when I get the opportunity<br />

to catch up with a number of apprentices on a<br />

high profi le project and see them not only enjoy and take<br />

pri<strong>de</strong> in their work but to excel at it too. I had such an<br />

opportunity last October when I stopped by the Conoco-<br />

Phillips refi nery in Ro<strong>de</strong>o and let me tell you, it was time<br />

well spent. Allow me to share my experience.<br />

As you can imagine, security at a site such as this is very<br />

tight; there is no walking around by yourself. I was,<br />

there<strong>for</strong>e, met at the front gate by Jeff Belvin, General<br />

Foreman <strong>for</strong> Har<strong>de</strong>r Mechanical, who served as my escort.<br />

Har<strong>de</strong>r Mechanical is responsible<br />

<strong>for</strong> installing all of the “off plot”<br />

piping which is basically the pipes<br />

that connect units with other units<br />

or tanks. Jeff is a 23-year member<br />

of the <strong>Laborers</strong> Union and has 46<br />

<strong>Laborers</strong> un<strong>de</strong>r his supervision.<br />

After a quick visit to the trailer we<br />

were off to meet up with his apprentices.<br />

As he drove me around the<br />

site, he gave me his take on apprenticeship.<br />

“I think apprenticeship is<br />

a good thing because of all the skills<br />

the apprentices have when they turn<br />

out. My apprentices are <strong>de</strong>pendable.<br />

They show up on time and come to<br />

work every day which makes my job<br />

easier because out here I need everyone<br />

to be here when they’re supposed to be.”<br />

After a short drive, we met up with apprentices Shelia<br />

Banks and Karen Blacknell <strong>for</strong> a quick interview so as<br />

to not disrupt their work. Both have been on this project<br />

with Har<strong>de</strong>r Mechanical since last May and per<strong>for</strong>m duties<br />

such as fi re watch, hole watch and fl agging. When<br />

asked about their thoughts on apprenticeship and working<br />

at the refi nery, Sheila said “I enjoy the work and appreciate<br />

working around <strong>Laborers</strong> who do so many different<br />

things such as pouring concrete and torch cutting because<br />

it gives me an opportunity to learn so much.” Karen,<br />

who had some previous refi nery experience, stated that<br />

she also enjoys the work and likes being a union member<br />

because of the stability and opportunities it provi<strong>de</strong>s. She<br />

also mentioned she appreciates all the benefi ts.<br />

Hago un punto el no hablar <strong>de</strong> mi en los artículos que escribo <strong>de</strong><br />

parte <strong>de</strong>l <strong>de</strong>partamento <strong>de</strong> aprendizaje, pero tengo que <strong>de</strong>cir que<br />

es un gran día para mi cuando tengo la oportunidad <strong>de</strong> ponerme<br />

al tanto con un número <strong>de</strong> aprendices en un proyecto <strong>de</strong> alto<br />

perfi l y verlos disfrutar y estar orgullosos <strong>de</strong> su trabajo, y tambien<br />

sobresalir en el. Tuve la oportunidad en el mes <strong>de</strong> Octubre<br />

<strong>de</strong> visitar a la refi nería <strong>de</strong> ConocoPhillips en Ro<strong>de</strong>o y déjenme<br />

<strong>de</strong>cirles, que fué un tiempo bien aprovechado. Permítanme<br />

compartirles mi experiencia.<br />

Como se pue<strong>de</strong>n imaginar, la seguridad en un sitio como este<br />

es muy estricta; no se permite caminar por el lugar sin estar<br />

acompańado. Por lo tanto, me encontré con Jeff Belvin, Capataz<br />

General para Har<strong>de</strong>r Mechanical, en entrada a la refi nería, y el<br />

fue mi escolta. Har<strong>de</strong>r Mechanical<br />

a sido un miembro <strong>de</strong> la Unión <strong>de</strong><br />

los Obreros por 23 años, y tiene a<br />

Despuès <strong>de</strong> un corto paseo en el carro, nos reunimos con las<br />

aprendices Sheila Banks y Karen Blacknell para entrevistarlas<br />

rapidamente, para no interrumpir su trabajo. Ambas han estado<br />

en este proyecto con Har<strong>de</strong>r Mechanical <strong>de</strong>s<strong>de</strong> Mayo pasado y<br />

hacen trabajo <strong>de</strong> vigilancia <strong>de</strong> fuego, vigilancia <strong>de</strong> ductos, y señalamientos.<br />

Cuando se les preguntó que pensaban acerca <strong>de</strong>l<br />

aprendizaje y <strong>de</strong> trabajar en la refi neria, Sheila dijo “Yo disfruto<br />

el trabajo y aprecio trabajar con personas que hacen muchas<br />

Refi nery Expansion Project Provi<strong>de</strong>s Opportunities <strong>for</strong> Apprentices<br />

Upon wrapping up the interview, Jeff gave me a ri<strong>de</strong> to<br />

the other si<strong>de</strong> of the refi nery <strong>for</strong> the second stop of my<br />

visit. As he returned to his duties, he left me in the capable<br />

hands of Ron Val<strong>de</strong>z. Ron is a Senior General Foreman<br />

with Fluor, who is the general contractor on the project.<br />

Ron is a 27-year member of the <strong>Laborers</strong> Union and has<br />

100 laborers un<strong>de</strong>r his supervision. Inclu<strong>de</strong>d in that number<br />

are 5 apprentices – J.D. Flaherty, Bobby Mitchell, Jeff<br />

Harris, Henry Williams and Darrion Bratton.<br />

Among the many duties per<strong>for</strong>med by these 5 are fi re<br />

blanketing, fl agging, fi re watch, vehicle spotting and doing<br />

whatever else is asked of them. I asked them if what<br />

they learned at the training center was helping them out<br />

in the “real world” and all respon<strong>de</strong>d with a resounding<br />

“yes.” Henry said he remembered what his instructor<br />

Ollie Hurd told him. “Ollie said<br />

80% of your success will be based<br />

on your attitu<strong>de</strong>.” J.D. attributed<br />

his success so far on all of the safety<br />

awareness training he received at<br />

the school. Bobby remembered his<br />

safety training – OSHA in particular<br />

– and said of his initial training<br />

“It makes you ready to do the job.”<br />

As we discussed the importance of<br />

safety, Darrion ad<strong>de</strong>d “We’re using<br />

everything we learned in class – our<br />

certifi cations and everything. Apprenticeship<br />

is the best way to go.”<br />

Jeff, who spends much of his days<br />

chipping columns, credited the<br />

concrete experience he received<br />

while he was at the <strong>Laborers</strong> Training Center with his success.<br />

He wrapped up our time together nicely by adding<br />

that he’s recommending the apprenticeship program to<br />

all his friends. As the apprentices returned to work, Ron<br />

turned to me and told me they we all doing a great job and<br />

that he was proud of each one of them. I told you it was<br />

time well spent.<br />

I want to give a special thanks to everyone at Fluor and<br />

Har<strong>de</strong>r Mechanical <strong>for</strong> allowing me the opportunity to tour<br />

the jobsite and catch up with the apprentices. I might have<br />

felt like a country boy in the big city, but everyone treated<br />

me very well. I also would like to thank Willie Hicks,<br />

Presi<strong>de</strong>nt of Local 324 <strong>for</strong> arranging the visit and Randy<br />

LeMoine, Business Manager of Local 324, <strong>for</strong> being such<br />

a strong advocate of apprenticeship.<br />

apprentice will be removed from active probation.<br />

If the apprentice fails to take corrective action or upon a<br />

second offense or in more severe cases, the sub committee<br />

will hear your case and may place you on disciplinary<br />

probation <strong>for</strong> up to 500 OJT hours. During this<br />

time, you will continue to accumulate OJT hours<br />

but will not be granted any wage advancements<br />

until your disciplinary status is lifted. While on disciplinary<br />

probation, your participation in the Program<br />

may be terminated by the JAC at any time without the<br />

<strong>for</strong>mality of a hearing or stated cause.<br />

Only apprentices outsi<strong>de</strong> of their initial probationary<br />

period (fi rst 750 hours worked) may appeal any <strong>de</strong>cision<br />

to terminate an apprentice’s participation in the<br />

Program. Only those appeals received in writing by the<br />

administration offi ce within 30 days of receipt of the<br />

termination notice shall be consi<strong>de</strong>red.<br />

SAFETY CORNER | RINCON DE SEGURIDAD<br />

CONCRETE | CEMENTO<br />

Do you know how much concrete weighs? A cubic yard (3<br />

feet by 3 feet by 3 feet) weighs 4000 pounds! That's 2 tons,<br />

more than twice the weight of the average small car on<br />

the road today. Think about that when a concrete truck is<br />

placed next to an excavation. All that weight plus the load<br />

shift during mixing will cause a super imposed load on the<br />

si<strong>de</strong>s of an excavation or trench and could result in a cavein.<br />

Be on guard during any concrete placement.<br />

When pouring concrete be sure that you wear the proper<br />

personal protective equipment. Rubber boots are a must<br />

to prevent you from getting lime burns on your feet and<br />

ankles. If you get wet concrete on your socks change them<br />

immediately to prevent concrete burns. Your eyes also<br />

need protection. Goggles will provi<strong>de</strong> you with excellent<br />

coverage.<br />

Another area that has potential <strong>for</strong> serious injury is when a<br />

concrete chute is raised or lowered at the rear of a concrete<br />

truck. Always keep your fi ngers out of pinch points. One<br />

slip can mean the loss of fi ngers or even a hand. The same<br />

thing applies any time an extra chute is ad<strong>de</strong>d to the truck.<br />

Watch where you put your hands and get help to lift the<br />

add-on chute.<br />

Pinch points are all around concrete buckets. Never ri<strong>de</strong><br />

a bucket and make sure that no one is working un<strong>de</strong>r the<br />

load. If the crane or pump truck operator cannot see the<br />

pour be sure to use a qualifi ed signal person. When placing<br />

concrete with a bucket, know the capacity of the crane,<br />

don't overload. A test lift is advisable. Avoid swinging the<br />

bucket near power lines. Contact with an energized power<br />

line can kill or injure.<br />

When applying curing compound to concrete wear the<br />

right personal protective equipment. Chemical additives<br />

can cause burns. Check the appropriate MSDS sheet with<br />

your supervisor. Also remember that wet concrete conducts<br />

electricity. All tools and cords must be groun<strong>de</strong>d, and don't<br />

allow metal bull fl oat handles to come in contact with electrical<br />

wiring or light bulbs.<br />

Otra área que tiene potencial para una lesión sería es cuándo una<br />

rampa <strong>de</strong> cemento es elevada o bajada en la parte <strong>de</strong> atrás <strong>de</strong> un<br />

camión. Siempre mantenga sus <strong>de</strong>dos fuera <strong>de</strong> áreas que puedan<br />

prensarle. Un resbalón pue<strong>de</strong> causar la pérdida <strong>de</strong> <strong>de</strong>dos o inclusive<br />

una mano. Lo mismo aplica en toda ocasión que se agregue una<br />

rampa adicional al camión. Observe don<strong>de</strong> pone las manos y pida<br />

ayuda para levantar la rampa adicional.<br />

Los puntos que pue<strong>de</strong>n prensarle se encuentran alre<strong>de</strong>dor <strong>de</strong> las<br />

ban<strong>de</strong>jas/cubetas. Nunca se suba a una ban<strong>de</strong>ja y asegurese que nadie<br />

se encuentre trabajando bajo la carga. Si el operador <strong>de</strong> la grúa<br />

o el camión no pue<strong>de</strong> ver el <strong>de</strong>rramamiento, asegúrese <strong>de</strong> asignar<br />

Cuándo esté aplicando un compuesto <strong>de</strong> cura al cemento, use el<br />

equipo protectivo apropiado. Aditivos químicos pue<strong>de</strong>n causar<br />

quemaduras. Verifi que el manual apropiado <strong>de</strong> MSDS con su supervisor.<br />

También recuer<strong>de</strong> que el cemento mojado es conductor <strong>de</strong><br />

electricidad. Toda la herramienta y cables <strong>de</strong>ben <strong>de</strong> hacer tierra, y<br />

clothing and work boots. NO shorts, tank tops, or tennis shoes will be allowed in class or in the dining area.<br />

NO head gear will be allowed in the dining room. Registration <strong>for</strong> all courses is from 6:00am to 7:00am the<br />

fi rst day of class. After the fi rst day, classes will begin at 6:30am. Classes end at 3:00pm. Those arriving late or<br />

Boulevard/Port of Sacramento.<br />

Continue on Harbor Boulevard<br />

<strong>for</strong> approximately ½ mile. At the<br />

Industrial Boulevard intersection at<br />

the entrance to the Port, make a<br />

right and continue about 100 yards<br />

on Industrial. The entrance to the<br />

<strong>Laborers</strong>’ Training Center is on your<br />

left at a yellow pole gate. Follow the<br />

signs to the Administration Building.<br />

of ramp onto San Ramon Valley Boulevard.<br />

Turn right (west) on Westsi<strong>de</strong> Drive. Stay in<br />

the straight-ahead lane and look on your<br />

left <strong>for</strong> the large sign and gate leading to<br />

the Training Center. Proceed up the hill to<br />

the Administration building (on the left).<br />
