el nombramiento —que<br />
debe ratificar el Congreso a<br />
propuesta del Gobierno, aunque<br />
cumple el reparto de consejeros<br />
entre los partidos— sería<br />
la más antinuclear que ha<br />
entrado en el pleno del CSN.<br />
Narbona sustituiría a la actual<br />
presidenta, Carmen Martínez<br />
Ten, cuyo mandato expira en<br />
diciembre.<br />

acaba el mandato de todos<br />

Apoyo a Chacón<br />
Así, el único cambio sería la<br />
entrada de Narbona, que ha<br />
abogado por el cierre de nucleares<br />
como Garoña. Este año<br />
publicó junto a Jordi Ortega el<br />
libro La energía después de<br />
Fukushima, muy crítico con esta<br />
tecnología. “La propuesta es<br />
coherente con el programa<br />
electoral y con los planteamientos<br />
del último congreso”,<br />
defienden fuentes socialistas,<br />
que no ven problema en que<br />
Narbona apoyase a Carme Chacón<br />
frente a Alfredo Pérez Rubalcaba<br />
después de haber coordinado<br />
el programa electoral<br />
para este último. En ese programa<br />
el PSOE se comprometía<br />
a ir cerrando las nucleares<br />
al cumplir 40 años de vida<br />
(que ya ha sobrepasado Garoña),<br />
lo que llevaba el apagón<br />
nuclear a 2028.<br />
Un consejero del CSN tiene<br />
rango de secretario de Estado<br />

El Gobierno logró ayer en el Congreso<br />

de una medida paliativa, de efecto<br />
limitado, hecha a la medida de los<br />

proyecto de ley para poder introducir<br />
enmiendas y buscar un<br />
acuerdo con el resto de grupos,<br />
sobre cuya consecución se generaron<br />

siendo improbable el pacto porque<br />
el Gobierno mantiene su negativa<br />
a una reforma estructural<br />

oferta de diálogo a los grupos, pero<br />
el propio Gobierno mantiene<br />

piden la oposición, las asociaciones<br />
de jueces y el CGPJ, entre<br />

María de Garoña. Martínez Ten, que<br />
acaba su mandato a final de año, insistió<br />
a los parlamentarios de la Comisión<br />
de Industria, Energía y Turismo<br />
en que la central burgalesa<br />
dejará de dar energía a partir del 6<br />
de julio de 2013. «Solo sé que para<br />
seguir hasta 2019, la empresa no ha<br />
hecho las reformas necesarias. Solo<br />
ha modificado la central hasta<br />
2013», apuntó Martínez Ten.<br />
Insistió en que ahora mismo el<br />
Consejo estudia la documentación<br />
entregada por Nuclenor, dueña de<br />
Garoña, para el cese de explotación.<br />
Antes de la fecha de la parada, el<br />
CSN remitirá al Ministerio de Industria<br />
los límites y condiciones<br />
asociados a la declaración del cese.<br />
Después, otras dos resoluciones administrativas<br />
darán comienzo a la<br />
autorización de desmantelamiento<br />
y a la declaración de clausura, de<br />
las que se encargará Empresa Nacional<br />
de Residuos Radiactivos (Enresa).<br />
La demolición de Garoña se<br />
realizará de acuerdo con los pará-<br />
metros marcados por el Organismo<br />
Internacional de la Energía Atómica<br />
(OIEA) y puede durar entre nueveydiezaños.<br />
El primer nivel de este proceso<br />
define el periodo posterior a la parada<br />
definitiva del reactor e incluye<br />
la construcción de un Almacén<br />
Temporal Individualizado (ATI)<br />
donde se depositará el combustible<br />
del reactor y de la piscina. En esta<br />
etapa se retirarán los residuos de<br />
operación y aquellos edificios auxiliares<br />
que no se necesiten.<br />
La segunda fase del desmantela-<br />
La clave estaba en la apatita, un mineral verdoso cuyo estudio ha permitido determinar que el<br />
Gran Cañón del Colorado es bastante más viejo de lo que se creía. Si su antigüedad se estimaba<br />
entre5y6millones de años, ahora hay que multiplicarlo por doce. Una técnica denominada<br />
termocronometría ha permitido probar que la erosión esculpió el cañón casi hasta sus profundidades<br />
modernas hace unos 70 millones de años, cuando los dinosaurios poblaban la Tierra.<br />

de acceso. Estos tres pasos son<br />
los que se están llevando a cabo para<br />
el desmantelamiento de José Cabrera<br />
en Almonacid de Zorita (Guadalajara).<br />
Solo una docena de reactores<br />
han sido desmontados al completo,<br />
sobre todo en Estados Unidos<br />
y Alemania.<br />
«Varios almacenillos»<br />
Por otra parte, la presidenta del CSN<br />
defendió a ultranza la construcción<br />
del cementerio nuclear en Villar de<br />
Cañas (Cuenca). «No le veo ninguna<br />
gracia a tener varios almacenillos<br />
por todo el país. Veo solo uno.<br />
Hay que construirlo muy bien, tan<br />
bien como el de El Cabril», comentó.<br />
También repasó el efecto que el<br />
accidente de Fukushima ha tenido<br />
en las centrales nucleares, que se<br />
han visto obligadas a pasar unas<br />
pruebas de resistencia marcadas por<br />
la UE. La presidenta del CSN recordó<br />
que se van a mejorar todos los<br />
generadores eléctricos de las centrales.<br />
Ahora tienen una autonomía,<br />
en caso de parada, de entre 4 y<br />
8 horas sin apoyo exterior.El objetivo<br />
es que puedan funcionar hasta<br />
24 horas si ayuda externa y hasta<br />
72 horas con la ayuda de generadores<br />
ligeros.<br />
Por otra parte, el PSOE propuso<br />
ayer a la ex ministra de Medio Ambiente<br />
Cristina Narbona como nueva<br />
consejera del Consejo de Seguridad<br />
<strong>Nuclear</strong>. El máximo organismo<br />
español en materia de seguridad y<br />
protección radiológica es una institución<br />
colegiada, constituida por<br />
un presidente y cuatro consejeros<br />
a propuesta de los distintos grupos<br />
parlamentarios. Entre sus funciones<br />
figura vigilar la calidad radiológica<br />
del medio ambiente, informar<br />
sobre proyectos de instalaciones y<br />
controlar su funcionamiento y actuar<br />
en situaciones de emergencia.

de Seguridad <strong>Nuclear</strong>, Carmen<br />
Martínez Ten, afirmó ayer que Nuclenor<br />
«no ha hecho ni una sola reforma»<br />
en la central nuclear de Santa<br />
María de Garoña (Burgos) «de<br />
todo lo que les mandamos en 2009<br />
para funcionar hasta 2019», por lo<br />
que «no contemplo ningún supuesto<br />
más que el cese de la actividad<br />
en 2013», a pesar de que ayer se rumoreaba<br />
sobre un acuerdo entre<br />
Nuclenor y el Ministerio de Industria<br />
para mantener abierta la central<br />
hasta 2019.<br />
La responsable del organismo regulador<br />
señaló en la Comisión de<br />
Industria del Congreso de los Diputados<br />
que la empresa propietaria<br />
sólo ha realizado las mejoras para<br />
mantener la actividad hasta 2013<br />
y apuntó que «la incertidumbre no<br />
es buena ni para la plantilla, ni para<br />
la empresa, ni para el CSN, ni para<br />
los pueblos». Por ello, incidió en<br />
que «nosotros no trabajamos con<br />
supuestos,sinoconlaley,yyosólo<br />
tengo la Orden Ministerial vigente»,<br />
que fija la parada de la instalación<br />
burgalesa el 6 de julio de<br />
2013. Asimismo negó que tuviera<br />
alguna instrucción del Gobierno<br />
para alterar los plazos, tras la pregunta<br />
del diputado socialista Luis<br />
Tudanca sobre esa posibilidad.<br />
Martínez Ten recordó que la<br />
planta necesita inversiones que «ya<br />
les pedimos en 2009», cuando el<br />
CSN aprobó la prórroga de la actividad<br />
hasta 2019. Por un lado, unas<br />
inversiones de «actualización y modernización»<br />
como el cambio de la<br />
instalación eléctrica que «es muy<br />
vieja». Asimismo hay otro bloque<br />
que se ha de acometer tras los sucesos<br />
de Fukushima que son «modificaciones<br />
de diseño que cuestan<br />
mucho dinero», añadió.<br />
La presidenta del organismo confirmó<br />
que, en estos momentos, el<br />
CSN estudia la documentación presentada<br />
por Nuclenor el pasado 6 de<br />
noviembre, asociada a la declaración<br />
de cese definitivo de explotación de<br />
esta instalación. A partir de ahora,<br />
el Ministerio de Industria emitirá,<br />
previo informe del organismo, tres<br />
resoluciones administrativas: la declaración<br />
de cese de explotación, la<br />
autorización del desmantelamien-<br />

de la fecha de parada, el CSN remitirá<br />
al Ministerio de Industria los<br />
límites y condiciones asociados a la<br />
declaración del cese.<br />
Una vez que el reactor haya parado,<br />
la empresa propietaria tiene<br />
que presentar un estudio descriptivo<br />
de la instalación, del emplazamiento<br />
y de la zona de influencia.<br />
En todo momento, «se garantiza la<br />
seguridad, pero todavía la responsabilidad<br />
es de Nuclenor», dijo Martínez<br />
Ten. Además, «hay que quitar<br />
el combustible del reactor y de<br />
la piscina y en esa fase, la central<br />
solicitará el desmantelamiento y<br />
cambiará de titular», es decir, que<br />
pasará ya a manos de Enresa (la empresa<br />
estatal encargada del proceso).<br />
Posteriormente, se presentará<br />
el plan de desmantelamiento «que<br />
si tiene varias fases, tendrá sucefsivas<br />
autorizaciones» y, por último,<br />
Industria emitirá la declaración de<br />
clausura. Todo esto tendrá lugar a<br />
partir del 6 de julio de 2013, fecha<br />
prevista para la parada del reactor,<br />
según la Orden Ministerial vigente,<br />
aprobada el 3 de julio de 2009,<br />
y mientras no haya novedades en<br />
torno a la continuidad de Garoña.<br />

MADRID. La última comparecencia<br />
de Carmen Martínez Ten, presidenta<br />
del Consejo de Seguridad <strong>Nuclear</strong><br />
(CSN), en el Congreso de los<br />
Diputados sirvió para dar un repaso<br />
a la situación de las centrales españolas,<br />
con especial atención en<br />
el futuro de la burgalesa de Santa<br />
María de Garoña. Martínez Ten, que<br />
acaba su mandato a final de año, insistió<br />
a los parlamentarios de la Comisión<br />
de Industria, Energía y Turismo<br />
en que la central burgalesa<br />
dejará de dar energía a partir del 6<br />
de julio de 2013. «Solo sé que para<br />
seguir hasta 2019, la empresa no ha<br />
hecho las reformas necesarias. Solo<br />
ha modificado la central hasta<br />
2013», apuntó Martínez Ten.<br />
Insistió en que ahora mismo el<br />
Consejo está estudiando la documentación<br />
entregada por Nuclenor,<br />
dueña de Garoña, para el cese<br />
de explotación. Antes de la fecha<br />
de la parada, el CSN remitirá al Ministerio<br />
de Industria los límites y<br />
condiciones asociados a la declaración<br />
del cese. Después, otras dos resoluciones<br />
administrativas darán<br />
comienzo a la autorización de desmantelamiento<br />
y a la declaración<br />
de clausura, de las que se encargará<br />

por el Organismo Internacional<br />

final del emplazamiento dejándolo<br />
libre de acceso. Estos tres pasos<br />
son los que se están llevando a cabo<br />
para el desmantelamiento de José<br />
Cabrera en Almonacid de Zorita<br />
(Guadalajara), un rara avis. Solo una<br />
docena de reactores han sido desmontados<br />
al completo, sobre todo<br />
en Estados Unidos y Alemania.<br />
Por otra parte, la presidenta del<br />
CSN defendió a ultranza la construcción<br />
del ‘cementerio nuclear’ en Villar<br />
de Cañas (Cuenca). «No le veo<br />
ninguna gracia a tener varios almacenillos<br />
por todo el país. Veo solo<br />
uno. Hay que construirlo muy bien,<br />
tan bien como en El Cabril», comentó.<br />
También repasó el efecto que el<br />
accidente de Fukushima ha tenido<br />
en las centrales, que se han visto<br />
obligadas a pasar unas pruebas de resistencia<br />
marcadas por la UE. La presidenta<br />
del CSN recordó que se van<br />
a mejorar todos los generadores eléctricos<br />
de las centrales. Ahora tienen<br />
una autonomía, en caso de parada,<br />
de entre 4 y 8 horas sin apoyo exterior.<br />

–¿Cómo interpretaría un posible<br />

la vida de la central de Garoña?<br />
–Me parece un pacto lógico porque<br />
ni a Nuclenor ni al Gobierno les interesa<br />
cerrar Garoña; de hecho el<br />
Gobierno no se puede permitir que<br />
cierre la central después de toda la<br />
campaña que hicieron. Sería un pacto<br />
lógico porque las dos partes saldrían<br />
ganando.<br />
–Usted que sabe cómo se negocian<br />
estas cosas, ¿por qué se ha tardado<br />
tanto en anunciar la continuidad?<br />
¿Las industrias estaban<br />
echando un órdago?<br />
–Claro, dentro del proceso de negociación<br />
eso ha sido un órdago<br />
aunque en este caso la posición negociadora<br />
la tenían las eléctricas<br />
porque al Gobierno no le interesaba<br />
que cerrara la central. No conozco<br />
los detalles del acuerdo al que hayan<br />
llegado pero estoy seguro de<br />
que le mejora la rentabilidad de la<br />
planta después de impuestos, para<br />
que le interese a la industria mantener<br />
la central abierta.<br />
–Entonces a ustedes, cuando estaban<br />
en el Gobierno, ¿no les interesaba<br />
mantener la planta?<br />
–Nosotros hicimos una prórroga que<br />
fue criticada. Dimos cuatro años con<br />
respecto a los 10 que podríamos haber<br />
dado, con lo cual, tampoco dictaminamos<br />
el cierre inmediato. En<br />
el seno del Gobierno, del partido y<br />
de la sociedad hay un debate laten-<br />

te que no sé por qué no ha aflorado,<br />
sobre la energía nuclear. Y ahí, hay<br />
una fuerte división que no me parece<br />
mala pero lo que hay que hacer<br />
es ponerla encima de la mesa.<br />
–¿Y usted de qué es partidario?<br />
–Claramente de la energía nuclear,<br />
todo el mundo lo sabía.<br />
–Ahora, ¿y entonces?<br />
–Igual. No soy partidario de que<br />
haya nuevas centrales pero sí de<br />
mantener las que tenemos siempre<br />
que sean seguras, y de reforzar<br />
las medidas de seguridad porque<br />
claro, yo creo que España no se puede<br />
permitir el cierre de las centrales<br />
nucleares. Pero había otro sector<br />
del Gobierno que quería cerrar<br />
estas plantas y Garoña inmediatamente.<br />
Creo que al final se consiguió<br />
una solución equilibrada y lo<br />
ha hecho ahora el Gobierno del PP,<br />
que metió mucho ruido con Garoña,<br />
ha sido prorrogar otros seis años<br />
más la autorización de esta central,<br />
siempre que cumpla las condiciones<br />
de seguridad. Y esas condiciones<br />
suponen grandes inversiones,<br />
claro, y para que se hagan tienen<br />
que ser rentables. Con lo cual, algo<br />
le han tenido que dar a las eléctricas<br />
para garantizar la rentabilidad<br />
de esas inversiones.<br />
–¿Por dónde podrían ir los tiros?<br />
– Por lo visto decían que no les salían<br />
los números con los impuestos<br />
que les habían aplicado, ¿no?,<br />
«Algo le tiene que haber<br />
prometido el Gobierno<br />
del PP a Nuclenor para<br />
asegurar su<br />
rentabilidad»<br />
«No descarto que<br />
tengamos que echar<br />
mano del carbón ante<br />
una falta de suministro<br />

así que no sé si será una rebaja de<br />
impuestos o qué. No tengo ni idea.<br />
–En sus Presupuestos, la Junta de<br />
Castilla y León ha guardado un<br />
fondo para devolvérselo a los ciudadanos<br />
si las eléctricas cobran<br />
más por la luz al subirles los impuestos,<br />
¿le parece acertado?<br />
–Yo estoy seguro de que lo único<br />
que pasa con los impuestos es que<br />
se demora el problema porque se<br />
traslada al consumidor. No me cabe<br />
ninguna duda. No es verdad que<br />
con estos impuestos la luz la vayan<br />
a pagar las industrias porque lo trasladarán<br />
a la tarifa. Sin duda. Pero<br />
eso es algo que el Gobierno prefiere<br />
hacer por esta vía, mucho más<br />
opaca, que la nuestra que decidimos<br />
subir la luz lo que fuera necesario<br />
para cerrar el déficit tarifario. Son<br />
dos vías distintas pero con el mismo<br />
resultado porque al final, la luz<br />
en España cuesta más de lo que pagamos<br />
por ella. Es así de tremendo.<br />
–Cuando ustedes anunciaron el<br />
cierre de Garoña les recriminaron<br />

que además era una decisión equilibrada<br />

a Garoña, que en algún momento<br />
habrá que hacerlas porque<br />
nadie puede pensar que Garoña va<br />
a estar abierto para siempre. Se acabará<br />
cerrando y tampoco es algo extraño<br />
y hay que buscar alternativas.<br />
–Ustedes diseñaron el Plan Reindus<br />
del que todavía no se sabe<br />
nada, ¿por qué no se ha aplicado?<br />
–El nuevo Ministerio, como ya no<br />
se iba a cerrar Garoña, ha decidido<br />
aplicarlo. Nosotros llegamos a tener<br />
algunos proyectos encima de<br />
la mesa para ser financiados.<br />
El futuro del carbón<br />
–¿Pasará con el carbón como con<br />
Garoña, que tarde o temprano desaparecerá?<br />
–Yo creo que ahí el Gobierno tiene<br />
que hacer no solo un esfuerzo por<br />
el diálogo sino también por continuar<br />
con lo que nosotros empezamos<br />
que llegó a ser un argumento<br />
imbatible en Bruselas, y así me lo<br />
reconocieron. Y es que hay un elemento<br />
de seguiridad estratégica, de<br />
suministro, porque es nuestra única<br />
fuente fósil autóctona y como<br />
ahora estamos dentro de Europa en<br />
un sentimiento antinuclear por el<br />
tema de Fukushima, el tema de las<br />
energías renovables tiene su techo,<br />
y el petróleo está tozudamente al<br />
alza, creo que es un buen momento<br />
para plantear en Europa que deberíamos<br />
tener un marco de apoyo<br />
público al carbón desde un punto<br />
de vista de seguridad de suministro<br />
y esa idea fue acogida favorablemente<br />
por muchos países. Y creo<br />
que el Gobierno tenía que haber seguido<br />
por esa línea. No descarto que<br />
en algún momento tengamos que<br />
echar mano de nuestro carbón en<br />
caso de que tengamos un problema<br />
de suministro de gas o de petróleo<br />
en un momento determinado. Y<br />
una vez que cierras las minas, es<br />
muy difícil reactivarlas. Tenemos<br />
que tener un mínimo de seguridad<br />
y debe tener un apoyo público y me<br />
da pena que el Gobierno haya abandonado<br />
este discurso porque había<br />
sido aceptado en Bruselas.<br />
–¿Lo dice desde el convencimiento<br />
o por la influencia de un buen<br />
amigo leonés?<br />
–Tengo que confesar que como economista<br />
empecé con una idea equivocada<br />
sobre el tema del carbón y<br />
es verdad que el amigo leonés me<br />
orientó un poco. Pero luego ya,<br />
como economista que buscó la racionalidad<br />
económica, le he encontrado<br />
argumentos para defender la<br />
ayuda pública al carbón. Pero sí que<br />
es verdad, confieso que el empuje<br />
vino del amigo leonés.

finally come forward with what it<br />
regards as a definitive set of energy<br />
policy reforms. Sadly the Energy bill<br />
is anything but definitive. Over the<br />
long period of the bill’s gestation, the<br />
world’s energy markets have<br />
changed radically.<br />
At the heart of the bill is the idea<br />
that the government should contract<br />
directly for new power stations,<br />
agreeing in advance a fixed price for<br />
the electricity they will generate.<br />
Contracting is not in itself a bad<br />
idea. Britain needs investment, much<br />
more than the market will deliver<br />
left to its own devices. The upfront<br />
capital required to develop nuclear<br />
power stations, in particular,<br />
requires political commitment. But<br />
there is a world of difference<br />
between auctioning contracts and<br />
politicians fixing them.<br />
Once the government is picking<br />
the winners, it matters which sectors<br />
it chooses. Ed Davey, the energy<br />
secretary, comes armed with<br />
explanations. He predicts the future<br />
will be one of “volatile” gas prices,<br />
which will head ever upwards. And<br />
Mr Davey believes that his chosen<br />
technologies will insulate Britain<br />
against them.<br />
For the past decade, gas prices<br />
have indeed been rising. But it is<br />
one thing to know the past and<br />
another to know the future. While<br />
officials and ministers have been<br />
working away at one energy plan<br />
after another, the world around them<br />
has changed. The idea of “peak oil”<br />
(the point at which the world’s oil<br />
supplies go into irreversible decline)<br />
has turned out to be nonsense. There<br />
has been a revolution in fossil fuel<br />
technologies. With shale oil and gas,<br />
North America is rapidly reaching<br />
energy independence and the price<br />
gap between the US and Europe on<br />
gas is now so enormous as to<br />
undermine Europe’s competitiveness<br />
and begin a process of reindustrialisation<br />
in the US.<br />
America’s shale bounty will feed<br />
through to world prices – and<br />
therefore Britain’s prices.<br />
If this part of the rationale behind<br />
the energy bill has collapsed, it<br />
might be argued that the<br />
speak truth<br />
to power,<br />
not trample<br />
over the<br />
powerless<br />
government is at least doing<br />
something about climate change. But<br />
a moment’s reflection yields the<br />
unfortunate conclusion that not only<br />
are current renewables making little<br />
difference to global warming but that<br />
they never could. Wind in particular<br />
is a low-density, intermittent energy<br />
source. Future renewables might<br />
well close the gap, but not the<br />
current forms of renewable energy.<br />
Before deciding which technologies<br />
It is worth remembering<br />
that while government<br />
might like to pick<br />
winners, losers tend to<br />
pick governments<br />
to award government contracts to, it<br />
would be wise to think through what<br />
might happen if the secretary of<br />
state turns out to be wrong. Power<br />
stations tend to be long-lived, which<br />
means that mistakes hang around<br />
the economy’s neck for a long time.<br />
Suppose the future is not going to be<br />
the one conjured up by the peak oil<br />
they must not simultaneously ...<br />
diminish or dilute the ability and<br />
power of the press to reveal true<br />
public scandals or misconduct.” The<br />
rule of law cannot be sustained if<br />
the media is muzzled.<br />
Lord Justice Leveson has tried to<br />
brigade, the supporters of current<br />
renewables, and by the secretary of<br />
state. Suppose world fossil fuel prices<br />
fall but Britain is committed to highcost<br />
current renewables.<br />
The UK’s carbon production might<br />
indeed fall: the deindustrialisation<br />
that might result from high energy<br />
prices is a sure route to lower<br />
emissions. But that would be a false<br />
blessing, offset by carbon-intensive<br />
imports, as is already happening.<br />
Energy demand would probably fall,<br />
too – not because of the Green Deal,<br />
Mr Davey’s programme to increase<br />
British homes’ energy efficiency, but<br />
because of higher prices. Reducing<br />
emissions by contracting energyintensive<br />
industries and reducing<br />
household incomes is hardly an<br />
attractive route to decarbonisation.<br />
It is not too late to head off the<br />
worst aspects of this approach. The<br />
secretary of state has himself<br />
promised to move towards auctioning<br />
the contracts when the low-carbon<br />
technologies “mature”. To that end,<br />
he promised to “blaze a trail towards<br />
competition”. There is plenty of time<br />
for amendments to the bill and there<br />
will inevitably be more reviews and<br />
legislation in the next few years.<br />

prices. Once those habits are<br />
acquired, they will be hard to break<br />
and probably won’t be. It is worth<br />
remembering that while government<br />
might like to pick winners, losers<br />
tend to pick governments. Their<br />
lobbyists are already doing overtime.<br />
The secretary of state may turn<br />
out to be right. The future may be<br />
just as he predicts, leaving us all<br />
grateful to have been saved from<br />
high oil and gas prices. But if he<br />

Finally, in South Africa, Gold<br />

at twice the clip of the decline in<br />
output, it is rightly reducing its<br />
exposure. The irony of the mining<br />
industry’s various attempts at cost<br />
cutting and living within its means<br />
is that its efforts have so far gone<br />
unrewarded as investors, burnt in<br />
the last cycle, sit out this one.<br />
UK energy industry<br />
When a government talks about a<br />
“once in a generation” investment<br />
opportunity, investors should keep a<br />
tight hold of their wallets. The<br />
energy bill presented to the UK<br />
parliament yesterday may offer such<br />
an opportunity. About £110bn must<br />
be invested in new power generation<br />
infrastructure over the next decade if<br />
the country is to keep the lights on.<br />
So the UK should be an investor’s<br />
playground. But not yet. The bill is<br />
important, but crucial details are<br />
lacking.<br />
Despite – or perhaps because of –<br />
its highly liberalised energy market,<br />
the UK has seen little infrastructure<br />
investment in the past 20 years.<br />
True, it has more offshore wind<br />
power capacity – 2.7GW – than the<br />
rest of the world combined. EDF,<br />
Centrica and Hitachi are among<br />
those studying opportunities to build<br />
the next generation of nuclear power<br />
stations. The energy bill envisages<br />
that renewables subsidies will<br />
roughly triple to £7.6bn by 2020 to<br />
meet clean energy targets. So some<br />
investment has been made and more<br />
is being planned.<br />
But the idea that cash is waiting<br />
to flood into UK energy investment<br />
once a framework is in place is<br />
unrealistic. The government wants<br />
three things from its attempt to<br />
create a long-term policy – to secure<br />
supplies, to keep consumer bills as<br />
low as possible and to increase the<br />
share of electricity produced by<br />
low-carbon sources. That requires a<br />
clear, credible, long-term risk-reward<br />
framework covering pricing, capacity<br />
and subsidies. Without it, the private<br />
sector investment the government<br />
seeks will not be forthcoming. So a<br />
lot of detail needs to be attached as<br />
the bill grinds through parliament in<br />
the next few months.<br />

guarantee returns from investing in<br />
energy infrastructure. But it is<br />
essential that returns be seen to<br />
exist. Investors need more details<br />
before taking out their wallets.<br />
If Siemens’ chief executive Peter<br />
Löscher were a politician, he would<br />
probably be telling the world he was<br />
“listening”. Shareholder rumblings<br />
have finally injected a sense of<br />
urgency at the German behemoth,<br />
whose shares have oscillated in a<br />
€65 to €80 band for 18 months, and<br />
underperformed rivals such as<br />
Schneider Electric.<br />
This month Siemens promised to<br />
manage its portfolio of assets more<br />
aggressively and prune €6bn from<br />
costs by 2014. This week it<br />
announced the purchase of<br />
Invensys’s rail division for £1.7bn,<br />
the divestment of baggage handling<br />
and postal sorting businesses, and<br />
firmer plans for the long-delayed<br />
spin-off of its Osram lighting unit.<br />
Even so, the news was a bit of a<br />
mixed bag. The Invensys purchase<br />
makes sense. It will usefully<br />
augment Siemens’ existing rail<br />
automation business and has earned<br />
healthy operating margins of 15-20<br />
per cent in recent years. But the<br />
price – which gives an enterprise<br />
value to sales ratio of 2.2 and EV to<br />
earnings before interest, tax and<br />
amortisation of 15 – is far from<br />
cheap. That said, there should be<br />
scope for synergies: UBS reckons<br />
these could top 4 per cent of<br />
Invensys Rail’s revenues (largely<br />
from R&D savings but also other<br />
overheads) of almost £800m last year.<br />
Signs of movement on the Osram<br />
front are also welcome. Less so<br />
Siemens’ confirmation of the<br />
impending departure of Barbara Kux,<br />
head of supply chain management<br />
since 2008 and a managing board<br />
member. That will do little to dispel<br />
market scepticism about the group’s<br />
ability to deliver on its cost-savings<br />
plan – half the savings are due to<br />
come from procurement – and so lift<br />
the operating profit margin in its<br />
core industrial divisions from 9.5 per<br />
cent to 12 per cent by 2014. In short,<br />
there is little wrong with Siemens’<br />
direction at present. Investors just<br />
want to know it will stay the course.<br />
