de que el Grupo 5 +1 (Estados Unidos,<br />
Inglaterra, Francia, Rusia, China<br />
y Alemania) e Irán se sienten hoy<br />
a negociar sobre el programa nuclear<br />
del régimen islámico, el OIEA<br />
(Organismo Internacional de la<br />
Energía Atómica) anunciaba en la<br />
capital austriaca un acuerdo «en<br />
breve» sobre puntos dudosos del<br />
proyecto.<br />
Si se confirma, la partida de<br />
póker nuclear tendría menos cartas<br />
amenazadoras, aunque el ministro<br />

quizá en junio, la partida está<br />
marcada por las palabras del jefe de<br />
el OIEA, Yukiya Amano, al aterrizar<br />
de Teherán. Tras reunirse con el jefe<br />
negociador iraní, Said Jalili, proclamó<br />
satisfecho: «Se ha tomado la<br />
decisión con Jalili de firmar un<br />
acuerdo. Siguen existiendo diferencias<br />
pero no serán un obstáculo. La<br />
última vez dije que se había registrado<br />
un progreso pero ahora digo que<br />
se ha registrado una decisión».<br />
La concesión en este bazar sería<br />
la base militar de Parchin, cerca de<br />
Teherán. Según imágenes de satélite,<br />
se sospecha que es escenario de<br />
experimentos nucleares con fines<br />
militares. Las pruebas con detonaciones<br />
de una ingente carga explosiva<br />
son más propias para la construcción<br />
de bombas atómicas.<br />
Más allá de que los expertos consideran<br />
que los inspectores del<br />
OIEA ya no hallarán nada raro en el<br />
complejo militar, supone una grieta<br />

Tras meses de tensiones y amagos bélicos,<br />
ayer el jefe del Organismo Internacional<br />
de Energía Atómica (OIEA), Yukiya<br />
Amano, anunciaba, recién llegado de Irán,<br />
un inminente acuerdo con el régimen de<br />
los ayatolás sobre su programa nuclear.<br />
“Siguen existiendo diferencias pero no<br />
creo que sean un obstáculo”, adelantó<br />
Amano en el aeropuerto de Viena tras su<br />
viaje a la República Islámica, donde se<br />
reunió con el negociador Said Jalili.<br />
Todavía se desconocen detalles concretos<br />
del acuerdo pero el diplomático japones<br />
adelantaba ayer que Teherán habría<br />
accedido a incluir en la negociación el<br />
acceso de los inspectores a la base militar<br />
de Parchin, hasta ahora completamente<br />
blindada para la OIEA. Allí, los<br />
servicios de Inteligencia occidentales sospechan<br />
que los iraníes han realizado<br />
experimentos y pruebas para la construcción<br />
de bombas atómicas.<br />
Amano precisó que aún no puede decir<br />
cuándo se firmará este acuerdo, aunque<br />
indicó que en unos días se esclarecerá la<br />
fecha de la rúbrica, que permitirá por primera<br />
vez desde 2007 ampliar las inspecciones<br />
de la ONU en Irán. El OIEA exige<br />
más acceso a personas, documentos e instalaciones<br />
para esclarecer las supuestas<br />
dimensiones militares del programa<br />
nuclear iraní, algo que Teherán ha bloqueado<br />
en los últimos años.<br />
El anuncio se produjo a un día de la<br />
crucial reunión, que se celebrará hoy en<br />
Bagdad entre Irán y el llamado Grupo<br />
5+1, compuesto por los cinco miembros<br />
permanentes del Consejo de Seguridad<br />
de la ONU más Alemania. Una reunión<br />
que era considerada por Occidente<br />
como la última oportunidad para que<br />
el régimen de los ayatolás diese su brazo<br />
a torcer.<br />
El avance en los contactos entre Irán y<br />
el organismo llega tras meses de estancamiento<br />
en los esfuerzos del OIEA para<br />

a Irán a tomar “pasos concretos” para<br />
cooperar en la investigación. “Mientras<br />
que apreciamos los esfuerzos del director<br />

Netanyahu pedía a la comunidad<br />
internacional “que no se deje engañar por<br />

esta intención maliciosa, las principales<br />
potencias del mundo tienen que mostrar<br />
determinación, no debilidad”. Netanyahu<br />

The issue of an EU FTT is much<br />
too important to be regarded as some<br />
kind of political macro experiment. It<br />
is of major importance for the<br />
day-to-day business of the EU’s<br />
small- and medium-size enterprises.<br />
SMEs do not have the option to<br />
turn to more liquid markets outside<br />
the EU to finance growth and<br />
expansion, like multinationals. The<br />
FTT would drive up costs for small<br />
business financing.<br />
The impact of a Tobin tax on<br />
European competitiveness and<br />
growth is clear – it will decrease<br />
growth. All the proofs are there.<br />
And this in a situation when the<br />
only way out of the European debt<br />
crisis is higher – not lower – growth<br />
in gross domestic product. As we<br />
well know, growth must, to a major<br />
extent, come from SMEs.<br />
Thus, we need more business and<br />
more growth in companies creating<br />
new jobs.<br />
The European parliament should<br />
learn from the negative<br />

appropriate ground rules for the<br />
debate on the future of Britain’s<br />
deterrent: “first, Britain must not<br />
scrap its nuclear arsenal”, and most<br />
importantly, it “should only do so in<br />
multilateral negotiation with other<br />
powers. Second, it must stick to a<br />
sea-launched deterrent.” But the<br />
issue of the “Moscow criterion” is a<br />
bit of a red herring.<br />
During the cold war, Soviet<br />
“sophisticated air defences” had no<br />
capability against warheads delivered<br />
by ballistic missile and were not a<br />
factor in US targeting. I doubt that<br />
this has changed. The defence-offence<br />
balance would, however, dramatically<br />
shift if Britain eliminated its ballistic<br />
missile deterrent and relied instead<br />
on cruise missiles carried on<br />
conventional attack submarines to<br />
replace the Trident system.<br />
A deterrent based on cruise<br />
missiles could well require higher<br />
force levels to compensate for their<br />
vulnerability.<br />
Using cruise missiles, because of<br />
their range limitations, could also<br />
require the attack submarines<br />
carrying them to operate in areas<br />
where they would be more<br />
vulnerable. And last, but not least –<br />
and this alone should rule out their<br />
use – there is the confusion that<br />
would be introduced by any cruise<br />
missile launch: is the missile<br />
carrying a nuclear or conventional<br />
warhead? Bad idea.<br />
While four Trident submarines<br />
would still be required for<br />
operational reasons (yes, one should<br />
always be at sea), the real issue is<br />
how many missiles must each<br />
submarine carry and how many<br />
warheads need be on each missile.<br />
In the end, maintaining the Trident<br />
missile system may well be Britain’s<br />
most cost-effective deterrent for the<br />
future.<br />

What world do these creditors live<br />
in? Do they not know that human<br />
beings (and electorates) only<br />
sporadically act rationally and are<br />
perfectly comfortable holding<br />
contradictory opinions. As Alice’s<br />
Red Queen put it 140 years ago:<br />
“Why, sometimes I’ve believed as<br />
many as six impossible things before<br />

Can your newspaper please let<br />
these “creditors” know that<br />
electorates are not motivated by<br />
logic, but by self-interest. In a crisis<br />
they will punish leaders who seem to<br />
be powerless and favour those who<br />
promise active responses – even<br />
painful, extreme and dangerous<br />
responses. Any euro plan that<br />
ignores the electoral consequences of<br />
loss of economic power by crisisridden<br />

a new generation of nuclear<br />
power plants and renewable energy facilities<br />
in a move that illustrates divergent<br />
energy policies within the European<br />
Union as it grapples with the<br />
challenge of reconciling economic and<br />
environmental objectives.<br />
While Germany intends to phase out<br />
nuclear power and France’s new president,<br />
Fran$ois Honande, alms to reduce<br />
his eountry’s reliance on it, the British<br />
government appears to be moving in<br />
the opposite direcfion with its proposals,<br />
almed at luring investment of £110<br />
billion, or $175 binion, to build new reactars<br />
and renewable energy plants.<br />
The 27-member European Union sets<br />
climate ehange targets and co-ardinates<br />
efforts to reduce energy dependency,<br />
but decisions on energy sources remain<br />
with national governments.<br />
Britain’s proposals appear to be drafted<br />
to sidestep E.U. restrictions un state<br />
ald that might prevent direct subsidies<br />
far the construction of new nuclear<br />
power plants. Instead the plans, announced<br />
in draft legislation by the Department<br />
of Energy and Climate Change,<br />
would guarantee prices for low-carbon<br />
electricity and pay produeers for backup<br />
supplies wben renewable sources like<br />
wind power fall to meet demand.<br />
Bñtain hopes that this guaranteed<br />
price, to be paid by businesses and consumers,<br />
will secure the financial commitment<br />
from energy utilities to construct<br />
nuclear reactors and clean-power<br />
projects needed to meet European targets<br />
and reduce Bñtain’s reliance on<br />
natural gas plants.<br />
Recent developments suggest that<br />
could be a tough battle. In March, Britain’s<br />
nuclear program suffered a serious<br />
setbaek when two German companies,<br />
RWE and E.On, announeed that<br />
they wou!d not proceed with a £15 billion<br />
jalnt venture in Gloucester. The energy<br />
giants balked at the huge capital costs<br />
involved, blaming the economic crisis<br />
and arguing that the German government’s<br />
plan to phase out nuclear power<br />
had put additional pressure on their balance<br />
sheets.<br />
To add to the difficulties, the main architect<br />
of Britain’s energy policy, Chris<br />
Huhne, quit the government in February<br />

redueing France’s dependence on nuclear<br />
power from around 75 percent to<br />
around 50 percent and shutting 24 of<br />
Franee’s 58 reactors by 2025.<br />

monitoring agency sald on Tuesday that<br />
he had made "important" progress<br />
with Tehran on long-stalled arrangements<br />
for invesfigating suspected military<br />
applications.<br />
The director of the International<br />
Atomic Energy Agency, Yukiya Amano,<br />
sald that in his talks in Tehran on Monday<br />
he had reached something of a<br />
breakthrough. He spoke on Tuesday of<br />
an "important development" in the<br />
agency’s effort to reach a "structured<br />
agreement" on how its inspectors<br />
would conduct an investigation into suspected<br />
military applications of the Iranian<br />
program.<br />
"The decision was made to conclude<br />
and sign the agreement," sald Mr.<br />
Amano, who made his first visit to<br />
Tehran since his appointment in 2009.<br />
American and European diplomats<br />
cautioned that it remalned unclear<br />
whether inspectors would be able to invesfigate<br />
suspicions that Iran experimented<br />
with a triggering mechanism<br />
for a nuclear weapon and whether it<br />

Senior American diplomats immediately<br />

talks with Mr. Jalili are on a different, if<br />
parallel track with Mr. Amano’s, and<br />
that it was not yet clear wñether the<br />
agency will be able to investigate suspicions<br />
that Iran experimented with a<br />
triggering mechanism fora nuclear<br />
weapon at its Parchiu military base.<br />
"Cooperation with the I.A.E.A., like<br />
access to Parchin, is important but not<br />
sufficient," a senior European diplomat<br />
sald, speaking on condition of anonymity<br />
following diplomatic practice. "The<br />
20 percent enriehment has to be addressed<br />
asa priority."<br />
The acting U.S. ambassador to the<br />
I.A.E.A., Robert A. Wood, urged Iran to<br />
open up fully to agency inspectors. He<br />
sald in Vienna that "while we appreciate<br />
the efforts to conclude a substanfive<br />
agreement," by Mr. Amano, "we remain<br />
coneerned by the urgeut obligation for<br />
Iran to take concrete steps to cooperate<br />
fully with the verification efforts of the<br />
I.A.E.A.," in order "to resolve ali outstanding<br />
concerns about the natare of<br />
its nuclear program." He added that<br />
"full and trausparent eooperafion with<br />
the I.A.E.A. is the first logical step."<br />
The negotiations with Iran on its nuclear<br />
program have been talks about<br />
talks. In Baghdad, American and European<br />
officials hope to begin the talks<br />
themselvas -- to start negofiating about<br />
what Iran must do to ease global concerns<br />
that it is developing a nuclear<br />
weapon, and then proceed throngh a<br />
series of detalled meetings and negotiations<br />
over the next few months.<br />
Iranian officials are eager that the<br />
United Nations, the United States, the<br />
Earopean Uniou and their allias lfft economic<br />
sancfions that are clearly hurting<br />
Tehran. But Wastern officials have emphasized<br />
in recent days that any removal<br />
of sancfions -- or postponement to<br />
sanctions on oil exports that will come<br />
into force this summer -- will require<br />
coucrete acfion by Iran of the ldnd that<br />
the Baghdad meefing alone is unlikely<br />
to produce.<br />
If there is progress in Baghdad, American<br />
officlals have sald, they are prepared<br />
to offer some easing of exisfing<br />
restrictions on the imports of alrplane<br />
parts, technical assistance to Iran’s lagging<br />
energy indastry, help with nuclear<br />
safety and even counter-narcotics, or<br />
firm statements of Iran’s right under the<br />

Iran’s enrichment to 20 percent is a<br />
particular concern, the official sald,<br />

The Israeli defense minister, Ehud<br />
Barak, reacted skeptically to Mr.<br />
Amano’s talk of agreement.<br />
"It appears that the Iranians are trying<br />
to attain a technical agreement to<br />
create the iUusion of progress in the<br />
talks, in order to relieve some of the<br />
pressure ahead of tomorrow’s discussions<br />
in Baghdad and to push back at<br />
the sharpening sanctious," Mr. Barak<br />
said in an e-malled statement. "Israel<br />
believes that Iran must be placed in an<br />
unequivocally clear position wbere<br />
there won’t De any window or crack for<br />
it to advance toward nuclear weapons."<br />
Mr. Barak sald that eveu ff Iran would<br />
be allowed to malntaln a "token"<br />
amount of uranium enriched to 3.5 percent,<br />
"it should be closely monitored to<br />
make sure that at any given moment<br />
they do not have ah amount they will allow<br />
them to proceed in the direcfion of<br />
nuclear arms."<br />
A senior Israeli official added on conditiou<br />
of anonymity that "the Iranian<br />
government has routinely broken commitments<br />
and violated agreements with<br />
the I.A.E.A"<br />
