Washington State Elections GlossaryEnglish - SpanishBackground InformationThe Voting Rights Act requires certain jurisdictions to provide electionsmaterials in other languages. As of 2010 in Washington State, Adams,Franklin and Yakima counties and the Office of the Secretary of State haveto provide election information in Spanish. Each jurisdiction translated itsown material using their own glossaries and in most cases the translationswhere consistent between the counties. However, there were significantdiscrepancies between the counties in several key terms, for example, theword ballot was translated in three different ways.As more counties have to translate election information into Spanish, the staffmembers of Yakima and Franklin counties, in conjunction with the Office ofthe Secretary of State, decided to create an Elections Glossary to be used bybilingual staff, contract translators, elections administrators and the public.Benefits of using theElection GlossaryThe main purpose of the glossary is to establish consistency in all thedifferent political jurisdictions of the state and from one election to another,in order to avoid language issues.• Create consistency throughout the counties and the state, election toelection and year to year.• Counties won’t have to create their own glossary.• Election administrators will have the confidence that the translation of keyterminology has been translated by bilingual elections staff proficient inEnglish and Spanish.• Translators not trained in elections will be able to translate electionterminology accurately• Election administrators will be able to review the work done by contracttranslators, even if they don’t speak Spanish.• It will help avoid voter confusion. For example, if neighboring counties aretranslating key words differently, or if a voter moves from one county toanother.• Counties can easily share translated materials, help review materials, worktogether to solve tough translation questions making the process moreefficient and effective.Overall, the Election Glossary will help counties present and communicateelections information in Spanish accurately and clearly, and therefore theresults will be better informed voters casting an educated ballot, as well asenfranchising more voters in our communities.May 2011 1

The glossary was developed by bilingual staff of Yakima, Franklinand OSOS, over 6 months. The process was very time consuming, butmany interesting discussions were brought up about linguistics, culture andelections.The first consideration was our target language. The glossary is translatedinto Spanish using Mexican terminology, since most of the Spanish speakingcitizens in our state are from Mexico or of Mexican decent.We then compiled different glossaries: U.S. Election Assistance CommissionGlossary of Key Terminology 2007, Yakima County Glossary, Franklin CountyGlossary and L.A. County Glossary.We revised each term and translated it using references from: Diccionariode la Real Academia Española, Instituto Federal Electoral de la DirecciónEjecutiva de Capacitación Electoral y Educación Cívica de México,Wordreference.com, Fundéu, Diccionario Panhispánico de Dudas de laReal Academia Española, Academia Norteamérica de la Lengua Española,and our own knowledge of the language and experience with translations.How to use theElections GlossaryThe glossary is divided into five columns so it’s compatible with thetranslation memory software Wordfast. The first column is the sourcelanguage (English) and the second column is the target language (Spanish).The third column explains in more detail the translation and it also states ifthe translated term is required. The forth column differentiates the type ofword, for example if it is an adjective, noun or verb. The subject of the fifthcolumn is under discussion.GenderFor the Spanish words that are determined by gender, the words are writtenin the masculine but an “a” has been added when applicable.CapitalizationCapitalization of words in English and in Spanish is different as reflected in theglossary. For example, in Spanish you capitalize words after a period and forproper nouns, and you don’t capitalize months, days and proper adjectives.AccentsAccents in Spanish are very important and can change the meaning a word.Accents are included in the glossary when necessary.May 2011 2

UKRAINE-RUSSIA RELATIONS IN THE ENERGY SECTORunits of the Russian design: two power units withVVER-440 reactors (with the rated electric power of 420and 415 MW, respectively) and 13 VVER-1000 powerunits (1,000 MW each), two of them commissionedin 2004. 6 Active Ukrainian NPPs are operated byEnergoatom NNEGC. In 2009, NPPs accounted for 48%of electricity generation. 7Over the past five years, thanks to safetyenhancement measures, better technical maintenance,replacement of equipment, professional developmentof personnel, power units at NPPs were operating quitestably. 8 In particular, in 2009, compared to the previousyear, the number of load shedding instances decreased1.8 times, power unit shutdowns – 2.3 times; thequantity of electricity not generated because of failuresfell almost four-fold; no accidents or incidents underthe International Nuclear Event Scale (INES) wereregistered at NPPs.Operation and extension of service life of powerunits. 9 Ukrainian and Russian operators interact in linewith the Programme of cooperation between EnergoatomNNEGC and the Russian Rosenergoatom concern,annually approved under the interdepartmental Agreementof scientific-technological cooperation of December 2,1999. 10Currently, the most urgent tasks that require jointefforts of the Ukrainian and Russian parties are thefollowing:• Introduction of power cycling at UkrainianNPPs. The need of that step stems from theinsufficient throughput of Ukrainian power grids,its difficulty being that VVER reactors and theirnuclear fuel were not designed for operation in thepower cycling mode. 11In 2003, Energoatom NNEGC and TVEL OJSC agreedthe Programme of work for introduction of power cyclingat Ukrainian NPPs, involving Kurchatov Institute RussianResearch Center, Hydropress Design Bureau and otherinstitutions. K2 power unit was chosen for pilot trials.The beginning of its trial operation in the power cyclingmode is planned for 2011. The documents necessary forthe project start are already available. 12Introduction of power cycling may, first, have apositive effect on the service life of power units andadopted design limitations as to the core operationparameters, second, it will promote the stability ofUkraine’s energy system (first of all, the networkfrequency) in the conditions of daily/seasonal fluctuationof demand and economy of resources (nuclear fuel), third,it is set to enhance the competitiveness of UkrainianNPPs: Energoatom NNEGC hopes that it will be ableto sell redundant electricity (so-called power cyclingcomponent) at a rate higher than basic.• Extension of service life of NPP power units inexcess of the designed term. 13 In line with theEnergy Strategy of Ukraine, by 2018, it is plannedto extend the service life of 12 out of 15 activepower units, first of all, units 1-2 at the Rivne andunit 1 at the South Ukrainian NPPs – since theirdesigned terms expire 2010-2012. EnergoatomNNEGC is performing relevant preparatoryoperations in line with the ComprehensiveProgramme of work for extension of service lifeof active NPP units. 14Cooperation with Russian counterparts in that fieldis of particular importance, since Russia has vastexperience of extending the service life of VVERreactors at its NPPs: in 2001-2009, it extended operationof 13 power units with the aggregate installed power of6.8 MW. That is why the domain “modernisation andextension of service life of NPPs” in Ukraine-Russiacooperation is deemed especially important. In particular,within its framework, common documents are drawn up; 15the Russian experience of survey of the current state ofequipment at Ukrainian NPPs is employed; specialistsfrom lead Russian institutions are immediately involvedin practical work at Ukrainian NPP sites.6To denominate specific features of reactor unit (reactor) construction, different terms are used: development, project, construction, design. This text usesthe word “design”.782.9 billion KW of electricity was generated, which is 7.7% less than in 2008; the installed power utilisation factor equalled 68.4%, or 5.5% less. Thedecrease in those figures is attributed to the economic crisis and associated decline of demand for electricity.8Those steps are mainly taken under the Summary Programme of safety enhancement at Ukrainian NPPs, combining the Comprehensive Programme of workfor extension of NPP service life and the Plan of Measures at implementation of the Concept of safety enhancement at active NPP units.9For more detail see: Nuclear energy in the world and in Ukraine…, p.16-19.10Currently effective is the Programme approved by Energoatom NNEGC Order No.1203 of December 31, 2009. UKRAINE-RUSSIA COOPERATION IN THE NUCLEAR POWER ENGINEERING SECTORIn particular, thanks to those joint efforts, allprocedures were successfully accomplished requiredto get a licence to extension of service life of powerunits 1-2 at the Rivne NPP for 20 years, issued by theState Nuclear Regulatory Committee on December 10,2010. 16Prospects of nuclear power generation. The EnergyStrategy of Ukraine provided for NPP installed powergrowth from 13.835 GW to 29.5 GW. In particular, it isplanned to accomplish construction and commissionbefore the end of 2016 power units 3 and 4 at theKhmelnytskyj NPP. 17 In pursuance of those plans, a tenderfor the reactor unit choice was held in 2008. The RussianAtomstroyexport CJSC won the tender, having proposedimproved VVER-1000 (V-392B) reactor units, to be builtby Izhorskiye Zavody OJSC.Already at that stage, many questions arose as tothe power unit completion project. Since the time ofthe tender, there has been no project feasibility studyand, respectively, reasonable pricing parameters, so itremains unknown on the basis of what calculations talksare being held about Russian credits for constructionfunding by the Ukrainian side. 18 Estimates of theconstruction cost mentioned in official statements (someUAH 30 billion, or $4-5 billion), were questionedby many experts as overstated. 19 Doubts were alsoexpressed about the utility of power units’ completionusing old building structures and their fitting with VVERreactors. 20But despite the doubts and reservations, theGovernments of Ukraine and the Russian Federation onJune 9, 2010, signed the Agreement of cooperation inconstruction of power units 3 and 4 at Khmelnytskyj NPP.Noteworthy, the Agreement carries an unusual for theworld practice obligation of the customer – Ukraine –to feed the new power units only with Russian-madenuclear fuel over their entire service life.The Russian party is to finance 85% of theconstruction value, Ukraine – 15%. A $1 billion creditfor Ukraine to meet its financial commitments under theAgreement will probably be provided by Sberbank RossiiOJSC. Power unit 3 is to be commissioned in 2016, 4 –in 2017.Concerning new NPP construction, the Ministryof Fuel and Energy jointly with Energoatom NNEGCplan to finish compilation of the Cadastre of sites forconstruction of new NPP units in 2011, on whosebasis Energoatom NNEGC will choose the reactortype that may be used in Ukraine (the list of possiblemanufacturers includes Rosatom, AECL (Canada),KEPCO (Korea), АRЕVA (France), Westinghouse andothers).However, as soon as in 2008, the lag behind theterms of preparatory measures and works set by therelevant plans made 1.5-2 years. This questions timelyand full attainment of the objectives set by the EnergyStrategy of Ukraine in this respect.The issue of new power unit construction is ofstrategic importance for Ukraine. Its solution shouldtake into account the following factors: geopoliticaland security priorities of the state; the need todiversify sources of nuclear fuel (and, respectively,choice of reactor types); provision of the requiredparameters of power regulation in electric gridsof the Ukrainian United Energy System throughgreater manoeuvrability of the selected reactor types;employment of the national scientific-technologicalpotential for development and construction of newpower units; Ukraine’s possible accession to theEuropean energy system (UCTE). 21Nuclear fuel cycle (NFC)Ukraine has no complete cycle of nucleartechnologies necessary for production of fresh andprocessing of spent nuclear fuel for NPPs, so it buysfresh fuel from Russia and sends there spent fuel forprocessing and storage – despite the plans of creatinga domestic “partly closed”, or “incomplete” NFCthat did not envisage enrichment of natural uraniumannounced in early 1990s, since employment of therelevant technologies and construction of enterpriseswas deemed unreasonable. With time, this stand hasnot changed, and in October, 2010, Ukraine joinedthe International Uranium Enrichment Centre (IUEC)established on the Russian initiative in Angarsk (seeInsert “International Uranium Enrichment Centre…”,p. 43).16In particular, a Comprehensive inspection performed in November, 2010, established that: the NPP followed conditions of the current licence; data providedin reports of regular reassessment of safety were true; the operator was ready to run power units 1, 2 at the Rivne NPP above the designed term. Reliability ofpower units 1, 2 at the Rivne NPP was also certified by international experts during the IAEA ОSART mission and partner inspections by the World Associationof Nuclear Operators (WANO).
