Because ofVISA’s regulations, the Tax Collector’sOffice will no longer be able to acceptVISA for any transactions.In response to this development, PatsyHeffner, Osceola County Tax Collector,stated, “VISA’s position is not feasiblein the public sector. It is our positionthat if a taxpayer wants to have theconvenience of using VISA, the cardholder should shoulder the additionalcosts and not all taxpayers”.The State of Florida has alreadyweighed in on this issue by authorizinggoverning agencies conductingstate business to accept credit cardpayments and charge a conveniencefee.“When I go to dinner and pay with cash,I know the price includes additionalcosts that allow someone else to usetheir VISA card. As Tax Collector, Ican’t do that. Fees are established bystatute and I do not have the authorityto increase everyone’s fee to coverthe cost of those using VISA” saidHeffner.BackgroundVISA does not allow merchants topass along the cost of accepting creditcards to the individual user. Becauseof the law and VISA’s policies,merchants are left to pass along thecost of accepting VISA cards to all oftheir customers, including those whochoose to pay by cash or check (re:FS 501 0117). They demanded money and threatened the victims beforeleaving the residence. The victims were not injured during the incident.Deputies in the area of Bellalago near the entrance gate observed two blackmales matching the description of the suspects.
