XXIV th World Road CongressMexico City, from 26 th to 30 th September 2011Roads for a better life.Sessions of the WorldRoad Congressplenary sessionsSessionsOPENING CEREMONYAll Congress delegates, accompanying persons and exhibitors are welcomedto this ceremony where the President of Mexico, Felipe Calderon Hinojosawill do the honor of opening the XXIVth World Road Congress.MINISTERS’ SESSIONThis session will be chaired by the Secretary of Communications andTransport of Mexico and the discussion topic will be: “Sustainable mobilitywithin social policy”.Ministers from all over the world responsible for road policy will share theirpoints of view in a plenary session about important issues and experiencesto improve the decision making process.CLOSING SESSIONIn this session the conclusions, general report and the Strategic Plan2012 – 2015 will be presented. Furthermore, the handover to the next hostcountry organizing the XXV World Road Congress will take place.KEYNOTE SPEECHESOn Tuesday 27th, Wednesday 28th and Thursday 29th three keynotespeeches will be delivered in plenary session after the parallel sessions.STRATEGIC DIRECTION SESSIONSWith the support of National Reports received from the Call for Papers, thesesessions will focus on future prospects from a political and strategic vision.They are organized and chaired by the four Strategic Theme Coordinators ofthe PIARC Strategic Plan 2008 – 2011 and will address:• Mitigating the impact of the road system on climate change;• Delivering integrated transport modes and services to customers;• A strategic approach for safety: putting knowledge into practice;• Managing road assets in the context of sustainable development andclimate change adaptation.SPECIAL SESSIONS13 special sessions addressing topical issues complementing theTechnical Committee sessions have been prepared with other internationalorganizations related to the field of road infrastructure and road transport.TECHNICAL COMMITTEE SESSIONSThese sessions will be dedicated to discussing and sharing the resultsof activities and work of the Technical Committees of the World RoadAssociation for the 2008 – 2011 period.POSTER SESSIONSAll accepted contributions from individual papers as a result of the Call forPapers will be displayed for half a day each at the Poster Sessions, wherethe authors will be able to meet and interact with Congress delegates.WORKSHOPSWorkshops will take place on “Airfield Pavements” and on the softwareHDM-4 dedicated to the analysis of road investments.Opening CeremonyMonday 26 Morning 9:30-12:00Palacio de ValparaisoFor security reasons, all participants will have to be in the congress room at 9.30 a.m.Outline:The opening ceremony is placed under the patronage of the President of the Republic ofMexico Mr. Felipe Calderón Hinojosa who will deliver the opening speech.The Opening session will comprise:• Welcome speech by Fausto Barajas Cummings, President of the Organizing Committee• Presentation of the Technical Program of the Congress by Jean-François Corté,Secretary General of the World Road Association• PIARC Prize Awards Presentation• Address by Dionisio Pérez-Jácome Friscione, Mexico's Secretary of State Secretaria deComunicaciones y Transportes• Address by Anne-Marie Leclerc, President of the World Road Association• Opening speech by Mr. Felipe Calderon Hinojosa, President of the Republic of MexicoMinisters' SessionMonday 26 Afternoon 15:00-17:30Palacio de ValparaisoOutline:"Sustainable mobility within social policy" is the theme of the Ministers’ session.Ministers from all around the world will be invited to share their point of view and explainthe current challenges facing their countries and the solutions they are implementing.This session will be chaired by the Secretary of Communications and Transport of MexicoThe session will be divided into three panel discussions:• Transport sustainable financing• Safe mobility• Environmentally responsible developmentClosing CeremonyFriday 30 Afternoon 14:00-15:30Palacio de Valparaiso 3Outline:The closing session will include a summary of the congress highlights and a presentationon the future 2012-2015 Strategic Plan which will guide the activities of the World RoadAssociation in the coming four years.The host country of the next World Road Congress, Korea, will invite delegates toexperience the wonders and innovation of their country during an official handover of theCongress by the Association.• The Closing Ceremony will consist of the following:• Congress highlights• Introduction of the next Strategic Plan 2012-2015 for the World Road Association• Invitation to coming congresses- The 14th International Winter Road Congress in Andorra (2014)- The 25th World Road Congress in Korea (2015)• Handover to the 25th World Road Congress• Address by the President of the World Road Association• Closing remarksKeynote SpeechesTuesday 27 Morning 12:40-13:30Palacio de Valparaiso 3Global issues of Road Safety: Dr. Etienne Krug, Director Department of Injuries andViolence Prevention, World Health OrganizationWednesday 28 Morning 12:40-13:30Palacio de Valparaiso 3Xxxx, par Mr. Dionisio Pérez-Jácome Friscione, Secretary of Communications andTransport of Mexico.Thursday 29 Morning 12:40-13:30Palacio de Valparaiso 3Lessons learned from the great earthquakes of Chile and Japan, by XXXX, Chile and XXX,Japan.4www.aipcrmexico2011.org • www.piarcmexico2011.org
