EXECUTIVE SUMMARY<br />

Endosulfan is a pestici<strong>de</strong> used to control a <strong>la</strong>rge number of insects in a variety<br />

of comestible crops including vegetables, fruits, coffee, cereals and tea as well<br />

as non comestible crops, like cotton and tobacco, ornam<strong>en</strong>tal p<strong>la</strong>nts and trees.<br />

It is also used in gar<strong>de</strong>ning and for wood preservation. Endosulfan is a toxic<br />

compound that can be neurotoxic, hematotoxic and nephrotoxic for mammals<br />

and is highly toxic for aquatic organisms.<br />

The European Union has proposed <strong>la</strong>tely to inclu<strong>de</strong> <strong>en</strong>dosulfan in the<br />

Stockholm Conv<strong>en</strong>tion. This Conv<strong>en</strong>tion aims to protect human health and the<br />

<strong>en</strong>vironm<strong>en</strong>t from the effects of Persist<strong>en</strong>t Organic Pollutants (POPs), chemical<br />

toxic compounds that do not <strong>de</strong>gra<strong>de</strong> easily in the <strong>en</strong>vironm<strong>en</strong>t, accumu<strong>la</strong>te in<br />

the food chain and travel long distances from the p<strong>la</strong>ce they were used.<br />

Mexico, a party to the Conv<strong>en</strong>tion should count with updated information on the<br />

status of <strong>en</strong>dosulfan in the country. The use of <strong>en</strong>dosulfan is authorized in our<br />

country and has at pres<strong>en</strong>t 86 registries. The tariff information database of the<br />

Ministry of Economy reports imports from 300 up to 730 tons of <strong>en</strong>dosulfan<br />

annually betwe<strong>en</strong> years 2003 and 2009. Endosulfan is inclu<strong>de</strong>d in the yearly<br />

report of the Pollutant Release and Transfer Register.<br />

The pres<strong>en</strong>t docum<strong>en</strong>t aims at obtaining a diagnostic of the <strong>en</strong>dosulfan<br />

situation in Mexico reviewed and <strong>en</strong>riched by a working group of governm<strong>en</strong>t<br />

repres<strong>en</strong>tatives in <strong>en</strong>vironm<strong>en</strong>t, health, economy and customs sectors, as well<br />

as repres<strong>en</strong>tatives of civil organizations, industry, and aca<strong>de</strong>my, inter allia.
