EXECUTIVE SUMMARY
Endosulfan is a pesticide used to control a large number of insects in a variety
of comestible crops including vegetables, fruits, coffee, cereals and tea as well
as non comestible crops, like cotton and tobacco, ornamental plants and trees.
It is also used in gardening and for wood preservation. Endosulfan is a toxic
compound that can be neurotoxic, hematotoxic and nephrotoxic for mammals
and is highly toxic for aquatic organisms.
The European Union has proposed lately to include endosulfan in the
Stockholm Convention. This Convention aims to protect human health and the
environment from the effects of Persistent Organic Pollutants (POPs), chemical
toxic compounds that do not degrade easily in the environment, accumulate in
the food chain and travel long distances from the place they were used.
Mexico, a party to the Convention should count with updated information on the
status of endosulfan in the country. The use of endosulfan is authorized in our
country and has at present 86 registries. The tariff information database of the
Ministry of Economy reports imports from 300 up to 730 tons of endosulfan
annually between years 2003 and 2009. Endosulfan is included in the yearly
report of the Pollutant Release and Transfer Register.
The present document aims at obtaining a diagnostic of the endosulfan
situation in Mexico reviewed and enriched by a working group of government
representatives in environment, health, economy and customs sectors, as well
as representatives of civil organizations, industry, and academy, inter allia.
