COP25:
No

Ofrecemos a nuestros inversionistas
rubro.

be on us.
One of the COP 25’s central issues will be the increase in
greenhouse gas reduction targets in all the countries of the
world. In the jargon of the community struggling to slow down
climate change, this is known as “raising ambition”. But why
should be raise the ambition? Because we are not meeting the
goal agreed in Paris in 2015, which consists in keeping our
planet’s global temperatures well below 2°C above
pre-industrial times, and endeavor to limit them even more, to
1.5°C. With the reduction goals on the table today, the
temperature will increase 3°C by 2100, with all the negative (not
to say catastrophic) effects this implies at the environmental,
economic and social levels. If we can get all the countries to
raise their target ambition, among other agreements, the COP
will be a success. To do that, we must lead by example. It is a
complex inter-institutional, inter-sectorial challenge, but
possible.
Here are some basic ideas to achieve this. First, we must erase
from our vocabulary that we are a low-emitting country, that we
have no responsibility of reducing, and that we just have to
adapt to the impacts of climate change. These are bad
arguments, because if we put together all the countries with
less than 1% of global emissions, they all add up to 25%, and
the IPCC tells that we must reach zero net emissions by 2050.
This is technically possible only if all countries reduce their CO2
emissions. So we must do both things: mitigate and adapt.
Second, all national productive sectors must reduce their
emissions. They must all climb on board the bandwagon. The
Minister of Environment announced recently that sectoral
targets shall be assigned, which represents great progress.
Hopefully the targets will be ambitious. In the third place, our
national policies should be consistent with the Paris Agreement.
The Ministry of Energy led the decarbonization roundtable and
has the opportunity of achieving an ambitious agreement
concerning the programmed shutdown of thermo-electric
plants. However, the CO2 tax, implemented by the same
Ministry, has distortions in its design which make renewable
energies pay for this tax as well. There must be no fine print; it
has to be well done.
We have the opportunity offered by the COP and President
Sebastian Piñera’s leadership to amend these inconsistencies
before the Conference. We have the opportunity of linking
climate change goals with sectorial policies, the Agenda 2030
for sustainable development, and the Ministry of Finance’s
green growth strategy, among many others, with a shared
long-term and consistent view.

ACERA’S ANNUAL PRESS CONFERENCE: “CHILEAN ELECTRICAL
SECTOR CAN AND MUST LEAD ENERGY TRANSITION THROUGH
RENEWABLE ENERGIES”
The last IPCC report on Climate Change (1.5°) and Chile as the host of the next COP 25 were
the main topics to open an extensive conversation between ACERA representatives and the
journalists attending the entity’s Annual Press Conference, in which Renewable Energies,
particularly Non Conventional ones (NCRE), come ¡ÉSTA to ES play LA one PRIMERA of the leading PLANTA roles in Climate
Change mitigation.
GEOTÉRMICA DE SUDAMÉRICA!
José Ignacio Escobar, President of the renewable energies professional association,
took stock of 2018 pointing out that “besides maintaining its traditional activities, ACERA has
opened its involvement to other initiatives relevant to the sector, such as gender and human
capital issues, in addition to placing particular emphasis on climate change mitigation by
means of the electrification of demand through renewable energies”.
ACERA’s Executive Director, Carlos Finat added to the forecoming challenges that “we
hope to continue in 2019 with the intense regulatory agenda, in which one of the most relevant
issues is to review the application and amount of the green tax within the framework of the tax
reform”.
There is no doubt that 2019 comes with many challenges, among which mitigation and
adaptation to climate change are especially important. The Chilean electric sector can and
must lead the energy transition and the demand electrification through renewable energies,
and that is where we identify ACERA’s role.
MINISTRY OF ENERGY AND CORFO INTRODUCED THE CHILEAN INSTITUTE
OF CLEAN TECHNOLOGIES TO THE RENEWABLE SECTOR
A number of companies of the renewable sector took part in an event organized by Corfo, with the
collaboration of ACERA and the Ministry of Energy, whose purpose was to introduce the so called
“Instituto Chileno de Tecnologías Limpias” (Chilean Institute of Clean Technologies), which will
focus on fostering Solar Energy as well as law-emission and advanced-material -lithium and other
minerals- Mining.
The Minister of Energy, Susana Jiménez, was in charge of opening the activity where she pointed
out that “we believe that the research and development carried out within the frame of the Chilean
Institute of Clean Technology must provide added value and growth opportunities to the industry,
generating eventually more and better jobs and improving the quality of life.
Sebastián Sichel, Executive Vice President of Corfo, commented that “we are introducing the
Institute to ACERA’s member companies and extending an open invitation to the industry to take an
active and leading role in forming the largest clean technology center in Latin America.
This Institute is a great opportunity for the country, but it requires the joint work of various industries
to achieve its goals and objectives. The renewable energy sector, especially NCRE, has progressed
by leaps and bounds in terms of innovation and best-practice examples, and will be therefore a
relevant actor in the achievements of this major initiative.

IS ADVANCING
Last Saturday, January 26, Formula E took place for the second time in Santiago. The race was
marked by a massive attendance of the public to the E-Village zone, where the advances of
electromobility in the country were exhibited, and counted on the presence of the Ministers of
Energy, Susana Jiménez, and of Transport and Telecommunications, Gloria Hutt.
¡ÉSTA ES LA PRIMERA PLANTA
For Minister Jiménez, electromobility “isn’t just GEOTÉRMICA an attractive growing DE SUDAMÉRICA!
alternative for the citizens,
but a productive opportunity for our country. Minister Gloria Hutt, for her part, said that a
development plan for electromobility in the regions will be presented in April, concerning
especially the incorporation of electric buses and taxis.
Virgin’s British driver Sam Bird lifted the cup at the Parque O’Higgins podium, closing the
Santiago Antofagasta Minerals E-Prix race of the Formula E Championship, which was attended
by approximately 20,000 people who had also the chance of watching the electromobility
technological solutions exhibited at the E-Village, as part of the event organized by the
International Automobile Federation (IAF).
At the race the public was introduced to the models of chargers (electrolineras) for electric
vehicles. The Agencia de Sostenibilidad Energética (Energy Sustainability Agency) was also
present, exhibiting a pilot project of home chargers for vehicles, that can also be used as storage
devices.
Pierre Boulestreau
COUNTRY MANAGER
manoel.beyris@cvegroup.com
What are the main projects -or themes- you have been recently working on
concerning NCRE or the environment? In case they are generation plans, where
are the located and which are their main characteristics?
We have currently 5 PMGD PV Power plants under operation (5*3MW) and 3 more
in construction (3*3 MW). All are located between Valparaíso and Maule Regions,
for now. We have also many projects under development or exclusivity summing
around 100 MW, to be built in the next 2-3 years.
Pierre is French, married and has a seven-year daughter. He is an Engineer
and has an MBA.
What products or services does your company deliver and to what kind(s) of
NCREs?
CVE is an Independent Power Producer focused on distributed Solar PV. We are
present in all the value chain of Power Generation: project development,
construction supervision, financing & asset management.
Which have been the latest new services or changes introduced by your
Company?
Our vision is that the Energy System will evolve everywhere towards more
distributed energy and more direct sales of energy. We are strongly present in the
PMGD sector, and we want to explore other types of projects based on PPA in
order to diversify our portfolio: auto-consumption projects, for example.
Which elements characterize and/or distinguish your company?
We are a long term IPP, so we differentiate by keeping our assets during the whole
life cycle of the Power Plant. We intend to build long term partnerships with land
owners, industrials, farmers and service providers in Chile.
How important is NCRE participation in the Chilean electric system?
I believe that Chile has the physical characteristics and market conditions to
become one of the first countries to generate 100% Renewable Energy with a very
large part of ERNC Solar and Wind.
Why would you recommend being an ACERA member?
ACERA is one of the most active professional associations I have known in the
renewable sector. By being part of ACERA, you will have access to plenty of
information and news about energy in Chile and you may participate to early
discussions about regulatory change.
Jorge Leal
COUNTRY MANAGER
leal@pvpower.cz
Jorge is Chilean and has three children. He is a Civil Industrial Engineer from
the Concepcion University and has an MBA from the Pontificia Universidad
Católica de Chile and a Diploma in Renewable Energies from the Chile
University. He has over 20 years of experience in the energy generation
sector.
What products or services does your company deliver and to what kind(s) of
NCREs?
PV Power is one of the main EPC contractors in solar photovoltaic plant
construction. We are also working on the preparation and realization of
investments in our own photovoltaic projects. We are involved throughout the
entire process, from the design to the start-up.
Which have been the latest new services or changes introduced by your
Company?
We have various projects, as a result of the strategy that PV Power is looking
forward to implement as a subsidiary of Solek Group, which is to deliver an
installed capacity of 250MW in Chile for the next two years.
Which elements characterize and/or distinguish your company?
Our competitive advantage is our practical experience in the construction,
operation, and maintenance of photovoltaic plants. We offer to our investors
concrete, reliable, fast, and efficient solutions, with a very low risk.
How important is NCRE participation in the Chilean electric system?
What is most important about NCRE is precisely their sustainability. In this sense,
our country is being an example to follow at a global level, since solar energy has
an unrivaled growth projection. According to estimates, during the next 5 or 10
years NCRE will be a remarkable important source in our power matrix.
Why would you recommend being an ACERA member?
ACERA is the pioneering organization in the promotion and support for the
renewable energies’ development in our country. Its relevance has turned it into
the meeting point for all the sector’s companies.
Which have been the latest new services or changes introduced by your
Company?
The growth of PV Power Chile during the last year has been very important, both
in human capital as in the number of projects that are being developed and that
soon will begin its building stage.
