A mediados de 2019, ACCIONA Energía inició la construcción de<br />
la planta fotovoltaica Usya, en la comuna de Calama, región de<br />
Antofagasta. Esta instalación cuenta con más de 165.000<br />
módulos fotovoltaicos asentados sobre estructuras fijas. Su<br />
capacidad instalada es de 62 MW de potencia peak y la energía<br />
generada equivale a la demanda eléctrica de unos 70.000<br />
hogares.<br />
“La planta fotovoltaica Usya es parte del desafiante plan de<br />
crecimiento de ACCIONA Energía en Chile y Sudamérica, y nos<br />
permite contribuir a acelerar la transición energética, agregando<br />
más energía limpia a la oferta 100% renovable que brindamos a<br />
nuestros clientes. El desarrollo, construcción y operación de esta<br />
planta es una evidencia concreta de nuestro compromiso con la<br />
sostenibilidad y el respeto al medio ambiente y las comunidades<br />
locales”, indicó Jaime Toledo, Director de Producción para<br />
Sudamérica de ACCIONA Energía, agregando que la planta es una<br />
de las ocho que actualmente opera la compañía en Chile, las que<br />
suman alrededor de 1.000 MW de potencia instalada.<br />
La planta fotovoltaica Usya inició su operación a fines de 2020,<br />
con una generación anual de energía libre de emisiones estimada<br />
en 146 gigavatios hora (GWh), que contribuye a evitar anualmente<br />
la emisión de 141.000 toneladas de CO2.

DESCARBONIZACIÓN: UN DESAFÍO<br />
INSTITUCIONAL<br />
La actual crisis climática ha sido uno de los temas recurrentes recogidos dentro<br />
del proceso participativo-programático del presidente electo Gabriel Boric.<br />
Sorprendentemente, a la luz de los resultados, trasciende como uno de los temas<br />
prioritarios para los chilenos y chilenas desde la región de Atacama hasta Los<br />
Lagos en el sur del país.<br />
A nivel sectorial, existe un consenso amplio en el rol fundamental del sector<br />
energético para mitigar los efectos del cambio climático. En este sentido, poco a<br />
poco observamos una transición del sector desde la lógica de los 80’s basada en<br />
la eficiencia económica, seguridad energética y subsidiariedad del Estado, hacia la<br />
incorporación de nuevos propósitos tales como la resiliencia, a través de la<br />
adaptación al cambio climático, la calidad de servicio, la descentralización, entre<br />
otros.<br />
Actualmente, la apuesta más relevantes en la materia está en la descarbonización,<br />
inicialmente, de nuestro sector eléctrico. No obstante, el diseño actual del<br />
mercado eléctrico chileno no está preparado para soportar un proceso eficiente<br />
de descarbonización profunda de la matriz eléctrica nacional. No, al menos, con<br />
las señales que hoy entrega el marco regulatorio.<br />

Por ello, la transición energética de los próximos años requerirá de una nueva<br />
mirada, donde entre otros, se necesita revisar las señales económicas que<br />
faciliten la adopción costo-eficiente de energías renovables, nuevas tecnologías y<br />
la participación del usuario final, mientras se garantiza una operación segura de la<br />
red.<br />
Se necesitarán cambios relevantes en distintas materias de la regulación eléctrica,<br />
por lo que en el contexto de la descarbonización profunda la estabilidad<br />
regulatoria estará puesta en tela de juicio: un equilibrio entre cambios necesarios<br />
y perfeccionamientos o modificaciones menos importantes que pueden ser<br />
relevadas. Estabilidad regulatoria no significa mantener las reglas actuales, sino<br />
que las modificaciones realizadas apunten hacia un objetivo de política pública<br />
claro.<br />
La tarea exige la madurez que entrega un debate informado, que genere<br />
consensos entre los distintos actores de la industria para así darle validez y<br />
robustez al proceso. Debe tener un carácter de política de Estado, que aúne<br />
visiones compartidas entre los más diversos agentes del sector, pues su<br />
implementación sin duda requerirá del esfuerzo permanente de varios gobiernos.<br />
Valdrá la pena preguntarse sobre la necesidad de contar con una agencia<br />
regulatoria más independiente, que permita aunar las visiones de los diversos<br />
actores de la industria y la ciudadanía, recoger el valor estratégico de nuestro<br />
sector, y darle continuidad a este proceso transformador.<br />
La interrogante surge de la dificultad inherente de elegir entre ajustes tácticos del<br />
enfoque actual o liderar un cambio estructural en una dirección estratégica. A la<br />
vista de buenos resultados, el regulador puede estar cautivo del éxito de sus<br />
enfoques actuales y es totalmente comprensible la reticencia a alejarse de un<br />
modelo que sigue funcionando tolerablemente bien.<br />
El camino de la transición energética exigirá contar con instituciones y culturas<br />
organizacionales que se sientan cómodas desafiando el statu quo. Para ello,<br />
debemos recuperar la cultura sectorial donde priman las opiniones basadas en<br />
evidencia científica, de modo de generar un debate con espíritu constructivo. En<br />
esta línea, sería interesante promover la constitución de unidades o equipos<br />
especializados al interior del regulador que tengan el mandato de desafiar<br />
constructivamente la ortodoxia, desarrollar políticas alternativas innovadoras, y<br />
que convoquen a otros organismos del sector para que, propositivamente, lideren<br />
los cambios necesarios que faciliten la descarbonización durante los próximos<br />
años.<br />

No será una tarea sencilla: la descarbonización supondrá no sólo un desafío de<br />
carácter técnico, regulatorio, ambiental y económico, sino también humano e<br />
institucional. Significa no dejar a nadie atrás. Requerirá de un liderazgo firme y<br />
visionario. Ante ello, debemos trabajar desde ya, de modo que el contexto actual<br />
no resulte en una barrera interna e hipoteque nuestra transición energética.

Claudio Huepe será el<br />
nuevo Ministro de Energía<br />
El pasado 21 de enero el Presidente electo, Gabriel Boric, anunció el gabinete<br />
que lo acompañará durante su mandato que asumirá el próximo 11 de marzo,<br />
dentro de los cuales se encuentra el titular de la cartera de Energía, Claudio<br />
Huepe, ingeniero comercial y Coordinador del Centro de Energía y Desarrollo<br />
Sostenible de la Universidad Diego Portales.,<br />
<strong>ACERA</strong>, a través de su Directora Ejecutiva, Ana Lía Rojas, comentó el<br />
nombramiento. “Estamos convencidos que su preparación técnica y<br />
experiencia previa en el sector energía lo hacen idóneo para encabezar las<br />
grandes políticas que debe abordar el ecosistema energía y la importancia del<br />
enfoque desde el cambio climático y la transición energética, la importancia de<br />
las renovables y el almacenamiento, y la gestión de los riesgos del sector. Es<br />
una muy buena noticia, porque su perfil es de los más preparados<br />
técnicamente hablando”.<br />
Destacó además la gran participación femenina y descentralización del nuevo<br />
gabinete: “También nos alegra enormemente la presencia de las 14 mujeres en<br />
ministerios clave de la nueva administración del Presidente Boric, además de la<br />
representación de regiones en el gabinete, lo que sin duda le otorga el sello de<br />
equidad de género y representación descentralizada, principios que coinciden<br />
con los propósitos del mundo de la energía y en los que nuestro gremio ha sido<br />
importante promotor”, agregó la ejecutiva.<br />
Asimismo, a principios de febrero, se conoció el nombre del nuevo<br />
subsecretario de Energía: Julio Maturana, Ingeniero Civil Hidraúlico de la<br />
Universidad de Chile con Magíster en Gobernanza de Riesgo y Recursos en<br />
Ruprecht-Karls-Universität Heidelberg (sede Latinoamérica). Profesional con<br />
experiencia en gestión comunitaria de proyectos, tanto desde estrategias<br />
energéticas y gobernanza de recursos a escala local y de planificación de<br />
recursos hídricos y energéticos.<br />
Empresas socias de <strong>ACERA</strong> adhieren al<br />
documento sobre Buenas Prácticas con<br />
Proveedores<br />
En agosto de 2021, <strong>ACERA</strong>, ACESOL y la Asociación de Transmisoras<br />
de Chile fueron los primeros gremios en adherir al documento<br />
“Buenas prácticas en la gestión de proveedores y contratistas en la<br />
construcción de proyectos de energía”, que busca contribuir a un<br />
ambiente de trabajo colaborativo, que permita seguir avanzando hacia<br />
un desarrollo sostenible de los proyectos de energía.<br />
En esta ocasión, fueron 14 las empresas y organismos firmantes, entre<br />
ellos empresas socias de <strong>ACERA</strong> como Acciona, Ibereólica, BLP<br />
Ingeniería, Transelec, QCells, ISA Interchile, Cerro Dominador, CCE<br />
Chile, y Camacoes, aliado estratégico; las otras empresas adherentes<br />
fueron Agunsa, Pronor, Soltec, TCI Gecomp y Transemel.<br />
En la instancia, el Jefe de la División de Participación y<br />
Relacionamiento Comunitario (DPRC), Santiago Vicuña, resaltó que<br />
desde el Ministerio de Energía seguirán “trabajando para acompañar a<br />
los distintos actores interesados y que lo requieran, en la<br />
implementación de las buenas prácticas de gestión de proveedores y<br />
contratistas, a través de talleres y diversas formas de<br />
acompañamiento”.<br />
Este documento surgió tras el levantamiento de la DPRC del<br />
Ministerio de Energía, quienes han trabajado en la identificación de los<br />
principales problemas, desafíos y propuestas de solución en torno a la<br />
gestión de proveedores y subcontratistas de los proyectos de energía,<br />
tal como señala el título del documento.<br />

<strong>ACERA</strong> recibe Sello IPG 2021-<strong>2022</strong> por<br />
Paridad de Género<br />
El año 2018 <strong>ACERA</strong> adhirió a la Iniciativa de Paridad de Género – IPG Chile, una<br />
alianza virtuosa del sector público y privado, impulsada por el Banco<br />
Interamericano de Desarrollo, el Foro Económico Mundial y el Ministerio de la<br />
Mujer y la Equidad de Género de Chile, cuyo propósito es transformar,<br />
sostenidamente, los contextos que perpetúan las brechas económicas de<br />
género en nuestro país, además de promover la participación y el progreso de<br />
las mujeres en el mundo del trabajo.<br />
Es así que durante 2021 <strong>ACERA</strong>, además de avanzar en la encuesta de<br />
autodiagnóstico para actualizar sus compromisos, entregó su plan de acción<br />
en materia de género para el <strong>2022</strong>. Y con este último objetivo nace el Sello<br />
IPG 2021-<strong>2022</strong>, para reconocer a aquellas empresas adheridas a la IPG que se<br />
encuentran trabajando en sus planes de acción después de haber recibido su<br />
reporte de la encuesta de auto diagnóstico. “Reconocemos profundamente el<br />
compromiso de <strong>ACERA</strong> con una visión de futuro donde hombres y mujeres<br />
puedan desarrollarse laboral y profesionalmente en igualdad de condiciones”,<br />
señaló Francisca Hevia, secretaria ejecutiva de IPG Chile.<br />
Por su parte, la directora ejecutiva de <strong>ACERA</strong>, Ana Lía Rojas, destacó la<br />
importancia de fomentar tempranamente la participación femenina en el<br />
camino de la transición energética que vive Chile, “el hecho de tener mujeres<br />
liderando organismos que logren hacer la diferencia del punto de vista de los<br />
mensajes, de las formas de resolver los problemas y administrar los recursos<br />
con los que se dispone, es crucial. Cuando hablamos de transición energética<br />
del país, o la transformación de una matriz eléctrica en una empresa<br />
específica, las mujeres han demostrado tener herramientas e incidencias en el<br />
entendimiento general de otros involucrados. Desde <strong>ACERA</strong> agradecemos<br />
este sello y lo utilizaremos con orgullo”.<br />
La alianza entre IPG Chile y <strong>ACERA</strong> tiene por finalidad establecer una instancia<br />
de colaboración que permita la generación de herramientas para el logro de<br />
los objetivos de IPG Chile.<br />
Comisión de Minería y Energía aprobó en<br />
general norma sobre almacenamiento<br />
de energía<br />
La Comisión de Minería respaldó el proyecto que promueve el<br />
almacenamiento de energía eléctrica y la electromovilidad. La<br />
iniciativa busca permitir una mayor participación de energías<br />
renovables en la matriz eléctrica.<br />
El proyecto comenzó a ser analizado a mediados de diciembre por la<br />
instancia legislativa. Entre sus objetivos también se encuentra habilitar<br />
la conexión eficiente de sistemas de generación-consumo con<br />
energías renovables y aumentar el parque de vehículos eléctricos.<br />
Adicionalmente, se terminaría con el vertimiento de generación<br />
renovable por la congestión de redes de transmisión. También<br />
permitiría reducir costos de la energía para los hogares, la industria y<br />
el transporte, además de dar mayor seguridad de abastecimiento del<br />
sistema eléctrico.<br />
Sobre este proyecto, <strong>ACERA</strong> fue invitado a exponer a la comisión, el<br />
pasado 22 de diciembre de 2021.<br />

Daniel Rosende es Gerente General de SMA para Latinoamérica de la empresa SMA Solar<br />
Technology AG (Niestetal, Alemania). Es chileno, está casado y tiene dos hijas (8 y 3 años)<br />
y un hijo (5 años). Daniel es Ingeniero Civil Industrial de la Pontificia Universidad Católica<br />
de Chile y posee un MBA en la Fachhochschule Pforzheim (Alemania).<br />
Dentro de sus pasatiempos se encuentra realizar paseos con la familia al aire libre,<br />
trekking, ciclismo y realizar deportes acuáticos. Cuenta que su foco principal ha sido<br />
orientar su carrera en el rubro de Energías Renovables, principalmente en la energía<br />
solar fotovoltaica, para “poder contribuir a la transición energética que la humanidad<br />
necesita para disminuir el impacto nocivo en el medio ambiente y favorecer su<br />
conservación”.<br />
¿Qué elementos caracterizan y/o diferencian a su empresa?<br />
Junto con ser uno de los principales proveedores de sistemas y tecnología en el mundo<br />
solar fotovoltaico (más de 100 GW suministrados en inversores, más de 4 GW suministrados<br />
en sistemas para baterías y más de 5 GW en contratos de O&M globalmente), SMA es una de<br />
las empresas más sustentables de Alemania (Finalista en el “German Sustainability Award<br />
<strong>2022</strong>”). El objetivo es combinar el éxito empresarial a largo plazo con la protección del<br />
medioambiente y la responsabilidad social. Esto ha sido el foco desde el inicio de la<br />
compañía, pionera en la industria solar fotovoltaica con más de 40 años de experiencia.<br />

Daniel destaca que desde SMA ofrecen una amplia gama de inversores fotovoltaicos y de<br />
batería eficientes, soluciones de sistemas integrales para sistemas fotovoltaicos y de<br />
almacenamiento de baterías de todas las clases de energía, sistemas inteligentes de gestión<br />
de energía y soluciones de carga para vehículos eléctricos y aplicaciones de energía a gas.<br />
Además de servicios de energía digital, así como amplios servicios que incluyen servicios de<br />
O&M para plantas de energía fotovoltaica. “La tecnología de SMA, galardonada con múltiples<br />
premios, está protegida por aproximadamente 1.700 patentes. Desde 2008, SMA Solar<br />
Technology AG, cotiza en el Prime Standard de la Bolsa de Valores de Frankfurt (S92) y cotiza<br />
en el índice TecDAX”, agrega.<br />
¿Cuáles son las novedades o cambios de su empresa en el último tiempo?<br />
Uno de nuestros hitos más importante es que recientemente SMA celebró su 40º<br />
aniversario. Son 40 años aportando innovación y calidad en todos los segmentos de la<br />
industria fotovoltaica. Durante las últimas cuatro décadas hemos ayudado a dar forma a la<br />
transición energética mundial. Por otra parte, el año pasado inauguramos un nuevo centro<br />
de ensayos de compatibilidad electromagnética (CEM), el primero de este tipo en el mundo.<br />
El centro permite realizar ensayos completos de inversores y sistemas de alta potencia<br />
eléctrica que pueden llegar hasta los 5 MW con gran fiabilidad. A medida que desarrollemos<br />
futuras soluciones para plantas fotovoltaicas, éstas cumplirán o superarán las directrices de<br />
seguridad de todos los mercados internacionales. Además, hemos seguido trabajando en<br />
nuevas tecnologías necesarias para la actual transición energética. Esto incluye el desarrollo<br />
de nuevas tecnologías para las centrales eléctricas de hidrógeno, nuestra continua<br />
participación en proyectos de almacenamiento relevantes en todo el mundo y toda la<br />
innovación de SMA para el creciente sector de la electromovilidad.<br />
Sobre los proyectos en los que se encuentran trabajando actualmente, Daniel cuenta que a<br />
principios del 2021, SMA decidió reforzar su presencia en el mercado brasileño, creando un<br />
nuevo equipo y construyendo la estructura para las operaciones en Brasil. Destaca el parque<br />
solar fotovoltaico Ituverava, que es un gran éxito en el mercado, que utiliza soluciones de<br />
SMA y que fue destacado en el ranking de productividad energética de Brasil, ocupando las<br />
siete primeras posiciones del ranking.<br />
Mientras que, en Chile, destaca el hecho de que SMA se adjudicó un proyecto en el desierto<br />
de Atacama. Se trata de la planta solar Diego de Almagro Sur de 220 MW de la empresa<br />
chilena Colbún.<br />

Miguel es argentino, está casado y tiene dos hijas. Es Ingeniero industrial de la<br />
Universidad Austral, Argentina, con un magister en Administración de Empresas en la<br />
University of Bath de Reino Unido. Cuenta que dentro de sus pasatiempos favoritos está<br />
practicar golf, tenis y salir a correr. “Me gusta la lectura -me encantan los libros de<br />
historia-, comer asados como buen argentino y pasar tiempo con mi familia”, añade.<br />
Respecto a por qué decidió orientar su carrera a la industria de la energía, Miguel cuenta<br />
que ya cuenta con ocho años de experiencia en el rubro energético, en donde comenzó<br />
trabajando en el rubro del gas, para después orientase más a la parte de energías<br />
renovables.<br />
Comenta que siempre le apasionó el rubro energético porque “si bien representa un<br />
pequeño porcentaje del PIB de un país, permite que se genere el 100% restante y eso para<br />
mí siempre fue muy potente, porque tienes la posibilidad de trabajar en una industria que<br />
llega a toda la población y está presente en cualquier actividad humana, como, por ejemplo:<br />
cocinar, viajar, producir, transportar, etc.”.<br />
“Siempre me llamó la atención la energía eólica por el diseño, desarrollo y manufactura de<br />
los aerogeneradores, que es imponente. Las turbinas eólicas que Vestas vende e instala son<br />
una pieza de ingeniería que es una obra de arte”, complementa.<br />

Primero, en todas las áreas encuentras la excelencia como común denominador. Segundo,<br />
el equipo de trabajo. Cada proyecto se trabaja con un equipo multidisciplinario y ahí hay<br />
experiencia, filtros, desafíos, oportunidades, que resultan en un value engineering que es lo<br />
que en definitiva Vestas aporta a los clientes. Vestas no solo provee turbinas, sino que<br />
también acompaña a los clientes para que alcancen sus objetivos en las distintas etapas del<br />
proyecto: desarrollo, construcción, operación y mantenimiento. Y tercero, tiene un alcance<br />
global, lo que ayuda a sumar experiencias de distintos mercados. Creo que es un elemento<br />
diferenciador.<br />
Miguel explica que Vestas ofrece servicios que van desde diseño, manufactura, transporte,<br />
instalación, operación, hasta mantenimientos de turbinas eólicas onshore y offshore.<br />
“Globalmente Vestas tiene más de 145 GW instalados, lo que representa cerca del 20% del<br />
mercado global. En Chile tenemos instalados 1,5 GW, que representa cerca del 40% de la<br />
capacidad instalada en el país. Esto convierte a Vestas en un actor relevante en el sector de<br />
energías renovables en Chile”, sentencia.<br />
¿Cuáles son las novedades o cambios de su empresa en el último tiempo?<br />
Junto con el crecimiento que tuvimos en los últimos años en América Latina, ahora somos<br />
Vestas Latinoamérica. Tenemos nuestros headquarters en São Paulo y Eduardo Ricotta es el<br />
CEO. Eso es muy positivo porque nos permite estar cerca de los clientes, adaptarnos mejor<br />
a las necesidades de la región y responder de forma más rápida a los requerimientos.<br />
Además, en enero de este año, Vestas ha sido nombrada la empresa más sostenible del<br />
mundo, ayudando a sus socios a dejar de emitir más de 1.700 millones de toneladas de<br />
carbono.<br />
Sobre los principales proyectos en los que se encuentran trabajando actualmente, el Sales<br />
Manager de Vestas, destaca que para aumentar la competitividad de la tecnología eólica a<br />
través de la reducción del costo de la energía, hoy están lanzando la turbina EnVentus<br />
V162-6.8MW en su plataforma onshore. También están involucrados como actores<br />
relevantes en la cadena del hidrógeno verde, que es de gran importancia en Chile.<br />
“Tenemos instalados proyectos a lo largo de todo Chile. Estamos trabajando en proyectos<br />
en el norte, próximos a las ciudades de Antofagasta y Calama, así como también en el sur,<br />
en Los Ángeles, Región de Biobío, y en Collipulli, en la Región de la Araucanía”, agrega.<br />

<strong>ACERA</strong> realizó su Conferencia de<br />
Prensa Anual<br />
La actividad estuvo a cargo de la nueva directora ejecutiva del<br />
gremio renovable, Ana Lía Rojas, quien destacó que el 2021 fue<br />
un año récord para las renovables, con 169 proyectos en<br />
construcción que suman un total de 4.500 MW.<br />
A pesar de un segundo periodo de pandemia, el 2021 fue un buen año para las<br />
renovables, y así se dio a conocer en la Conferencia de Prensa Anual de <strong>ACERA</strong>,<br />
que contó con la participación de la vicepresidenta del Directorio, Patricia<br />
Darez, y de la nueva directora ejecutiva del gremio, Ana Lía Rojas, quien realizó<br />
un balance de los principales hitos y cifras de la industria renovable y<br />
almacenamiento del año recién pasado y los principales temas de cara a un<br />
<strong>2022</strong>, enfatizando los desafíos de establecer diálogos constructivos con las<br />
nuevas autoridades del poder ejecutivo, la asamblea constituyente, en un<br />
contexto de crisis climática, y de recuperación económica post covid que<br />
afecta e influye en todos los ámbitos.<br />
Uno de los grandes hitos destacados fue el desarrollo del estudio “Ruta Cero<br />
Emisiones en el Sector de Generación Eléctrica” lanzado por <strong>ACERA</strong> durante<br />
2021, y que contribuye al combate de la crisis climática, validando técnica,<br />
ambiental y económicamente la factibilidad de lograr una matriz eléctrica cero<br />
emisiones, “que va más allá de la salida del carbón y la incorporación de<br />
renovables, sino que aporta fundamentos técnicos para la discusión de la<br />
desfosilización del sector eléctrico, en un escenario de confianza y de<br />
decisiones respaldadas para lograr una transición realista y factible”, enfatizó<br />
Ana Lía Rojas.<br />
Con respecto a los desafíos futuros, el gremio destacó su enfoque de trabajo<br />
en varios aspectos del desarrollo de las energías renovables, la innovación y<br />
adaptación temprana de nuevas tecnologías en equilibrio, con los mandatos<br />
ambientales, sociales y políticos. Un especial énfasis tendrá el diálogo con la<br />
Convención Constituyente, y el estatuto de la energía que contenga la nueva<br />
constitución, así como con las próximas autoridades de gobierno.

In mid-2019, ACCIONA Energía began construction of the Usya<br />
photovoltaic plant in the municipality of Calama, Antofagasta<br />
region. This facility has more than 165,000 photovoltaic modules<br />
mounted on fixed structures. Its installed capacity is 62 MW of<br />
peak power and the energy generated is equivalent to the<br />
electricity demand of some 70,000 homes.<br />
"The Usya photovoltaic plant is part of ACCIONA Energía's<br />
challenging growth plan in Chile and South America, and allows<br />
us to contribute to accelerating the energy transition, adding<br />
more clean energy to the 100% renewable offer we provide to our<br />
customers. The development, construction and operation of this<br />
plant is concrete evidence of our commitment to sustainability<br />
and respect for the environment and local communities," said<br />
Jaime Toledo, ACCIONA Energía's Director of Production for<br />
South America, adding that the plant is one of eight that the<br />
company currently operates in Chile, totaling around 1,000 MW<br />
of installed capacity.<br />
The Usya photovoltaic plant began operating at the end of 2020,<br />
with an estimated annual emission-free energy generation of 146<br />
gigawatt hours (GWh), which contributes to avoiding the annual<br />
emission of 141,000 tons of CO2.

DECARBONIZATION:<br />
AN INSTITUTIONAL CHALLENGE<br />
The current climate crisis has been one of the recurring themes picked up within<br />
the participatory-programmatic process of President-elect Gabriel Boric.<br />
Surprisingly, in light of the results, it transcends as one of the priority issues for<br />
Chilean men and women from the Atacama region to Los Lagos in the south of<br />
the country.<br />
At the sectoral level, there is a broad consensus on the fundamental role of the<br />
energy sector in mitigating the effects of climate change. In this sense, little by<br />
little we observe a transition of the sector from the logic of the 80's based on<br />
economic efficiency, energy security and subsidiarity of the State, towards the<br />
incorporation of new purposes such as resilience, through adaptation to climate<br />
change, quality of service, decentralization, among others.<br />
Currently, the most relevant bet on the matter is in the decarbonization, initially, of<br />
our electricity sector. However, the current design of the Chilean electricity<br />
market is not prepared to support an efficient process of deep decarbonization of<br />
the national electricity matrix. Not, at least, with the signals currently provided by<br />
the regulatory framework.<br />

Therefore, the energy transition of the coming years will require a new look,<br />
where, among others, it is necessary to review the economic signals that facilitate<br />
the cost-efficient adoption of renewable energies, new technologies and<br />
end-user participation, while ensuring a safe operation of the grid.<br />
Relevant changes will be needed in different areas of electricity regulation, for<br />
which regulatory stability will be called into question in the context of deep<br />
decarbonization: a balance between necessary changes and refinements or less<br />
important modifications that can be relieved. Regulatory stability does not mean<br />
maintaining the current rules, but rather that the modifications made are aimed at<br />
a clear public policy objective.<br />
The task requires the maturity that comes from an informed debate that generates<br />
consensus among the different industry players in order to give validity and<br />
robustness to the process. It must have the character of a State policy, bringing<br />
together shared visions among the most diverse agents of the sector, since its<br />
implementation will undoubtedly require the permanent effort of several<br />
governments. It is worth asking ourselves about the need for a more independent<br />
regulatory agency, which will allow us to bring together the visions of the different<br />
actors in the industry and the citizenry, to gather the strategic value of our sector,<br />
and to give continuity to this transforming process.<br />
The question arises from the inherent difficulty of choosing between tactical<br />
adjustments to the current approach or leading structural change in a strategic<br />
direction. In the face of good results, the regulator may be held captive by the<br />
success of its current approaches and the reluctance to move away from a model<br />
that continues to work tolerably well is entirely understandable.<br />
The path to energy transition will require institutions and organizational cultures<br />
that are comfortable challenging the status quo. To this end, we must recover the<br />
sectoral culture where opinions based on scientific evidence prevail, so as to<br />
generate a debate with a constructive spirit. Along these lines, it would be<br />
interesting to promote the creation of specialized units or teams within the<br />
regulator with the mandate to constructively challenge orthodoxy, develop<br />
innovative alternative policies, and convene other agencies in the sector so that<br />
they can proactively lead the necessary changes that will facilitate<br />
decarbonization in the coming years.<br />

This will not be an easy task: decarbonization will be not only a technical,<br />
regulatory, environmental and economic challenge, but also a human and<br />
institutional one. It means leaving no one behind. It will require strong and<br />
visionary leadership. In view of this, we must work now so that the current context<br />
does not become an internal barrier and hinder our energy transition.

Claudio Huepe to be the<br />
new Minister of Energy<br />
On January 21, President-elect Gabriel Boric announced the cabinet that will<br />
accompany him during his term of office, which he will assume on March 11,<br />
including the head of the Energy portfolio, Claudio Huepe, a commercial<br />
engineer and Coordinator of the Center for Energy and Sustainable<br />
Development at the Universidad Diego Portales.<br />
<strong>ACERA</strong>, through its Executive Director, Ana Lía Rojas, commented on the<br />
appointment. "We are convinced that his technical preparation and previous<br />
experience in the energy sector make him ideal to lead the major policies that<br />
must be addressed by the energy ecosystem and the importance of the<br />
approach from climate change and energy transition, the importance of<br />
renewables and storage, and the management of risks in the sector. This is very<br />
good news, because his profile is one of the most technically prepared".<br />
She also highlighted the great female participation and decentralization of the<br />
new cabinet: "We are also very pleased with the presence of 14 women in key<br />
ministries of the new administration of President Boric, in addition to the<br />
representation of regions in the cabinet, which undoubtedly gives the seal of<br />
gender equity and decentralized representation, principles that coincide with<br />
the purposes of the energy world and in which our association has been an<br />
important promoter", added the executive.<br />
Also, at the beginning of February, the name of the new Undersecretary of<br />
Energy was announced: Julio Maturana, a Civil Hydraulic Engineer from the<br />
University of Chile with a Master's degree in Risk and Resource Governance<br />

<strong>ACERA</strong> member companies adhere to<br />
document on Good Supplier Practices<br />
In August 2021, <strong>ACERA</strong>, ACESOL and the Chilean Transmission<br />
Companies Association were the first associations to adhere to the<br />
document "Good practices in the management of suppliers and<br />
contractors in the construction of energy projects", which seeks to<br />
contribute to a collaborative work environment, allowing further<br />
progress towards sustainable development of energy projects.<br />
On this occasion, 14 companies and organizations signed the<br />
agreement, among them <strong>ACERA</strong>'s member companies such as<br />
Acciona, Ibereólica, BLP Ingeniería, Transelec, QCells, ISA<br />
Interchile, Cerro Dominador, CCE Chile, and Camacoes, a strategic<br />
ally; the other signatories were Agunsa, Pronor, Soltec, TCI Gecomp<br />
and Transemel.<br />
At the event, the Head of the Division of Participation and<br />
Community Relations (DPRC), Santiago Vicuña, emphasized that<br />
the Ministry of Energy will continue "working to accompany the<br />
different stakeholders and those who require it, in the implementation<br />
of good management practices for suppliers and contractors, through<br />
workshops and various forms of support".<br />
This document arose after the survey of the DPRC of the Ministry of<br />
Energy, who have worked on the identification of the main problems,<br />
challenges and proposed solutions regarding the management of<br />
suppliers and subcontractors of energy projects, as stated in the title<br />
of the document.<br />

<strong>ACERA</strong> receives IPG Seal 2021-<strong>2022</strong> for<br />
Gender Parity<br />
In 2018 <strong>ACERA</strong> adhered to the Gender Parity Initiative - GPI Chile, a virtuous<br />
alliance of the public and private sector, driven by the Inter-American<br />
Development Bank, the World Economic Forum and the Ministry of Women<br />
and Gender Equity of Chile, whose purpose is to transform, sustainably, the<br />
contexts that perpetuate the economic gender gaps in our country, in addition<br />
to promoting the participation and progress of women in the world of work.<br />
Thus, during 2021 <strong>ACERA</strong>, in addition to advancing in the self-diagnosis survey<br />
to update its commitments, delivered its gender action plan for <strong>2022</strong>. The IPG<br />
Seal 2021-<strong>2022</strong> was born with this last objective in mind, to recognize those<br />
companies adhered to the IPG that are working on their action plans after<br />
having received their report from the self-diagnosis survey. "We deeply<br />
recognize <strong>ACERA</strong>'s commitment to a vision of the future where men and<br />
women can develop professionally and occupationally on equal terms," said<br />
Francisca Hevia, executive secretary of IPG Chile.<br />
For her part, the executive director of <strong>ACERA</strong>, Ana Lía Rojas, highlighted the<br />
importance of promoting early female participation in the path of the energy<br />
transition that Chile is experiencing, "the fact of having women leading<br />
organizations that succeed in making a difference from the point of view of the<br />
messages, the ways of solving problems and managing the resources available,<br />
is crucial. When we talk about the country's energy transition, or the<br />
transformation of an electricity matrix in a specific company, women have<br />
demonstrated to have tools and impact on the general understanding of others<br />
involved. From <strong>ACERA</strong> we appreciate this seal and we will use it with pride".<br />
The alliance between IPG Chile and <strong>ACERA</strong> aims to establish an instance of<br />
collaboration that allows the generation of tools for the achievement of IPG<br />
Chile's objectives.<br />
Mining and Energy Commission approves<br />
in general energy storage rule<br />
The Mining Commission supported the project that promotes<br />
electric energy storage and electromobility. The initiative seeks<br />
to allow a greater participation of renewable energies in the<br />
electricity matrix.<br />
The project began to be analyzed in mid-December by the<br />
legislative body. It also seeks to enable the efficient connection<br />
of generation-consumption systems with renewable energies<br />
and to increase the number of electric vehicles.<br />
Additionally, it would put an end to the dumping of renewable<br />
generation due to the congestion of transmission networks. It<br />
would also reduce energy costs for households, industry and<br />
transportation, in addition to providing greater security of<br />
supply for the electricity system.<br />
<strong>ACERA</strong> was invited to present this project to the commission<br />
on December 22, 2021.<br />

Daniel Rosende is General Manager of SMA for Latin America at SMA Solar Technology<br />
AG (Niestetal, Germany). He is Chilean, married and has two daughters (8 and 3 years<br />
old) and a son (5 years old). Daniel holds a degree in Civil Industrial Engineering from<br />
the Pontificia Universidad Católica de Chile and an MBA from the Fachhochschule<br />
Pforzheim (Germany).<br />
His hobbies include family outings in the open air, trekking, cycling and water sports.<br />
He says that his main focus has been to orient his career in the field of renewable<br />
energies, mainly in photovoltaic solar energy, in order to "contribute to the energy<br />
transition that humanity needs to reduce the harmful impact on the environment and<br />
promote its conservation".<br />
What elements characterize and/or differentiate your company?<br />
Along with being one of the leading system and technology providers in the solar PV world<br />
(more than 100 GW delivered in inverters, more than 4 GW delivered in battery systems and<br />
more than 5 GW in O&M contracts globally), SMA is one of the most sustainable companies<br />
in Germany (Finalist for the "German Sustainability Award <strong>2022</strong>"). The aim is to combine<br />
long-term business success with environmental protection and social responsibility. This<br />
has been the focus since the start of the company, a pioneer in the solar photovoltaic<br />

Daniel emphasizes that SMA offers a wide range of efficient PV and battery inverters,<br />

services including O&M services for PV power plants. "SMA's multi-award-winning<br />
technology is protected by approximately 1,700 patents. Since 2008, SMA Solar<br />
Technology AG, has been listed on the Prime Standard of the Frankfurt Stock Exchange<br />
(S92) and is listed on the TecDAX index," he adds.<br />
What are the novelties or changes in your company in the last time?<br />
One of our most important milestones is that SMA recently celebrated its 40th anniversary.<br />
That's 40 years of delivering innovation and quality in all segments of the PV industry. Over<br />
the past four decades, we have helped shape the global energy transition. Moreover, last<br />
year we opened a new electromagnetic compatibility (EMC) test center, the first of its kind<br />
in the world. The center enables comprehensive testing of inverters and high electrical<br />
power systems that can reach up to 5 MW with high reliability. As we develop future<br />
solutions for photovoltaic plants, they will meet or exceed the safety guidelines of all<br />
international markets. In addition, we have continued to work on new technologies needed<br />
for the current energy transition. This includes the development of new technologies for<br />
hydrogen power plants, our continued involvement in relevant storage projects around the<br />
world and all SMA innovation for the growing electromobility sector.<br />
About the projects they are currently working on, Daniel tells that at the beginning of 2021,<br />
SMA decided to strengthen its presence in the Brazilian market, creating a new team and<br />
building the structure for operations in Brazil. He highlights the Ituverava photovoltaic solar<br />
park, which is a great success in the market, which uses SMA solutions and was highlighted<br />
in Brazil's energy productivity ranking, occupying the first seven positions in the ranking.<br />
Meanwhile, in Chile, SMA was awarded a project in the Atacama Desert. This is the 220 MW<br />
Diego de Almagro Sur solar plant of the Chilean company Colbún.<br />

Miguel is Argentinean, married and has two daughters. He is an Industrial Engineer from<br />
Universidad Austral, Argentina, with a Master's degree in Business Administration from<br />
the University of Bath in the United Kingdom. He says that among his favorite hobbies<br />
are golf, tennis and running. "I like reading -I love history books-, eating asados as a<br />
good Argentinean and spending time with my family", he adds.<br />
As to why he decided to focus his career on the energy industry, Miguel says that he<br />
already has eight years of experience in the energy sector, where he started working in<br />
the gas sector and later focused more on renewable energies.<br />
He says that he has always been passionate about the energy sector because "although it<br />
represents a small percentage of a country's GDP, it allows the remaining 100% to be<br />
generated and that was always very powerful for me, because you have the opportunity to<br />
work in an industry that reaches the entire population and is present in any human activity,<br />
such as cooking, traveling, producing, transporting, etc.".<br />
"I was always attracted to wind energy because of the design, development and<br />
manufacture of wind turbines, which is impressive. The wind turbines that Vestas sells and<br />
installs are a piece of engineering that is a work of art," he adds.<br />

First, in all areas you find excellence as a common denominator. Second, the work team.<br />
Each project is worked with a multidisciplinary team and there is experience, filters,<br />
challenges, opportunities, which result in value engineering, which is what Vestas ultimately<br />
brings to customers. Vestas not only supplies turbines, but also accompanies customers to<br />
achieve their objectives in the different stages of the project: development, construction,<br />
operation and maintenance. And third, it has a global reach, which helps to add<br />
experiences from different markets. I think this is a differentiating element.<br />
Miguel explains that Vestas offers services ranging from design, manufacturing,<br />
transportation, installation, operation, to maintenance of onshore and offshore wind<br />
turbines. "Globally Vestas has more than 145 GW installed, which represents about 20% of<br />
the global market. In Chile we have 1.5 GW installed, which represents about 40% of the<br />
installed capacity in the country. This makes Vestas a relevant player in the renewable<br />
energy sector in Chile," he said.<br />
What are the novelties or changes in your company in the last time?<br />
Along with the growth we have had in the last few years in Latin America, we are now<br />
Vestas Latin America. We have our headquarters in São Paulo and Eduardo Ricotta is the<br />
CEO. This is very positive because it allows us to be close to our customers, to adapt better<br />
to the needs of the region and to respond more quickly to their requirements. In addition,<br />
in January of this year, Vestas was named the most sustainable company in the world,<br />
helping its partners to stop emitting more than 1.7 billion tons of carbon.<br />
Regarding the main projects they are currently working on, the Vestas Sales Manager<br />
highlights that in order to increase the competitiveness of wind technology by reducing the<br />
cost of energy, today they are launching the EnVentus V162-6.8MW turbine on their<br />
onshore platform. They are also involved as relevant players in the green hydrogen chain,<br />
which is of great importance in Chile.<br />
"We have projects installed throughout Chile. We are working on projects in the north, near<br />
the cities of Antofagasta and Calama, as well as in the south, in Los Angeles, Biobío Region,<br />
and in Collipulli, in the Araucanía Region," he adds.<br />

<strong>ACERA</strong> held its Annual Press<br />
Conference<br />
The activity was led by the new executive director of the<br />
renewable association, Ana Lía Rojas, who highlighted that 2021<br />
was a record year for renewables, with 169 projects under<br />
construction totaling 4,500 MW.<br />

Despite a second period of pandemic, 2021 was a good year for renewables,<br />
and this was made known at <strong>ACERA</strong>'s Annual Press Conference, which was<br />
attended by the Vice President of the Board of Directors, Patricia Darez, and<br />
the new Executive Director of the ASSOCIATION, Ana Lía Rojas, who made a<br />
balance of the main milestones and figures of the renewable and storage<br />
industry in the past year and the main issues for <strong>2022</strong>, emphasizing the<br />
challenges of establishing constructive dialogues with the new authorities of<br />
the executive branch, the constituent assembly, in a context of climate crisis,<br />
and post covid economic recovery that affects and influences all areas.<br />
One of the major milestones was the development of the study "Zero Emissions<br />
Route in the Electricity Generation Sector" launched by <strong>ACERA</strong> during 2021,<br />
which contributes to the fight against the climate crisis, validating technically,<br />
environmentally and economically the feasibility of achieving a zero emissions<br />
electricity matrix, "that goes beyond the exit of coal and the incorporation of<br />
renewables, but provides technical foundations for the discussion of the<br />
de-fossilization of the electricity sector, in a scenario of confidence and<br />
supported decisions to achieve a realistic and feasible transition", emphasized<br />
Ana Lía Rojas.<br />
Regarding future challenges, the ASSOCIATION highlighted its focus on<br />
working on various aspects of renewable energy development, innovation and<br />
early adaptation of new technologies in balance with environmental, social and<br />
political mandates. Special emphasis will be placed on the dialogue with the<br />
Constituent Convention and the energy statute contained in the new<br />
constitution, as well as with the next government authorities.
