ACERA AG.

Nordex-Acciona, SMA y Transelec. Asimismo, se suman como Supporting Sponsors Acciona,
Aela Energía, Atlas Renewable Energy, Mitsubishi Motors y SMA.

Studies Director
ACERA AG.
THE ELECTRIC SYSTEM FLEXIBILITY:
AN UNDERTAKING FOR EVERYONE
Defining flexibility is not easy. Although the concept varies
according to the features of each country’s electrical systems
and markets, in most of the cases it refers to the system’s
capacity to continue operating normally when there is instability
and uncertainty caused by errors in generation forecasts, errors
in energy consumption forecasts, congestions in the
transmission system, fluctuations in fossil fuel availability and
prices, and variability of natural resources in renewable
generation. Not just NCRE technologies, as it has been
attempted to be installed in the public opinion.
A couple of years ago, an important national newspaper
published an article stating that renewable energies should pay
for the system’s flexibility. In addition, the article concluded that
-from a technological perspective- only conventional power
plants would be capable of providing the flexibility required by
our electric system. Mistake. The recent experience, both in
Chile and abroad, has proved that renewable energy power
plants are capable of operating in a rather more flexible way
than a conventional thermo-electric plant.
In fact, in November, 2017, ACERA’s member company
FirstSolar, together with Engie Laborelec, performed the first
test in Latin America and second worldwide, in providing
complementary services with a large-scale photovoltaic plant.
An enormous contribution to dispel myths. The test proved that
the energy generated by this kind of plants can be increased
and decreased much more faster than with a thermo-electric
plant.
The issue is once again on the agenda as Non-Conventional
Renewable Energies (NCRE) are having an increasing high
participation in the electric matrix. In 2018, NCRE’s contribution
to the country’s total electricity was 18.2%, with hour peaks
over 40%; 814 MW of new capacity were built, surpassing the
5,000 MW installed, and 1,200 MW are currently declared in
construction. Naturally, the irruption of new, clean, and very
low-cost energy sources has shaken the operating basis of
electrical systems and the functioning of markets worldwide,
since these had been adapted for over 100 years in their
functioning (system and market) to thermo-electric power plants
(nuclear, gas and coal), combined with the large dam
hydroelectric plants. And Chile is no exception.
Our country is living a transition of no return towards renewable
energies which gives rise to the need of rethinking the concept
of flexibility. And precisely in line with the above, the Ministry of
Energy is preparing the so-called “Flexibility Law”, aimed at
giving sings of prices that will provide flexibility to the electric
system.
In summary, it is a mistake to say that only conventional power
plants provide flexibility, and that only NCRE’s variability
generate the need for a flexible system and should therefore
pay the costs of this concept. Flexibility is a characteristic of
the whole electric system, where every component, as well as
their interaction, have an influence. In this sense, power
generation, transmission, and demand have much to
contribute. It’s everyone’s responsibility.

CARDONES-POLPAICO TRANSMISSION LINE IS EXPECTED
TO COME INTO OPERATION IN JUNE 2019
InterChile, the company in charge of the construction and operation of the
Cardones-Polpaico transmision line, informed the Ministry of Energy and the National Electric
Coordinator during the last days of February that the start-up of the project, set for February
¡ÉSTA ES LA PRIMERA PLANTA
18, 2019, shall be re-scheduled.
GEOTÉRMICA DE SUDAMÉRICA!
At this moment, the project shows a 99.4% of total advance, and all that is left is the
excavation of 8 out of 1,730 towers, located within an estate that belongs to Comunidad
Agrícola La Dormida. Nevertheless, the company in charge of the project has not been able to
continue the installation due to the strong opposition of the community. Therefore, it
announced that the operating date shall be June 11, 2019.
ACERA’s Executive Director, Carlos Finat, pointed out that the effect of this delay is
dramatic, since “it not only has economic consequences, but it also causes that the clean
generation that cannot be injected by the NCRE power plants is covered by a higher
generation of more expensive and polluting thermal plants”.
A COMPLETE SUCCESS!
THE ANNUAL RENEWABLE ENERGIES DINNER SOLD OUT
There is no doubt that the Annual Renewable Energies Dinner has become the most important
event of the sector. However, the interest shown in attending to this event to be held next
Tuesday, March 19 at the Centro de Eventos CasaPiedra is quite astounding.
The dinner, that gathers the most important actors and authorities of the country’s
energy-electric industry, sold out its inscription quota a month before its realization. The event,
in its VI version, will be attended by the Minister of Energy, Susana Jiménez, to be joined this
year by the Minister of Environment, Carolina Schmidt.
The dinner will be carried out in collaboration with the Asociación de Concentración Solar de
Potencia (ACSP), the Asociación Nacional de Empresas de Eficiencia Energética, Anesco Chile,
and the Geothermal Council. And its realization would not be possible without the support of the
sponsor companies: Aes Gener, Huawey and Siemens in the Platinum category, and ISA
Interchile, Mainstream RP, Nordex-Acciona, SMA, and Transelec as Silver Sponsors. In addition,
Acciona, Aela Energía, Atlas Renewable Energy, Mitsubishi Motors, and SMA will take part as
Supporting Sponsors.

MILESTONE FOR THE RESIDENTIAL GENERATION:
A PROJECT WILL BE FINANCED WITH CROWDFUNDING
During 2018, ACERA’s Member Company Ciudad Luz was able to break the barrier of
Ch$500 million through a crowdfunding platform known as “Inversión Angel”. This kind of
funding, unlike the traditional one, is based on own capital, in which one person
contributes personally or using specialized groups called investor networks.
¡ÉSTA ES LA PRIMERA PLANTA
The Ch$526,352,000 collected in the Broota GEOTÉRMICA campaign – the DE first SUDAMÉRICA!
Equity Crowdfunding
platform in Latin America-, came from 52 investors who joined the company and the
challenge of developing distributed solar generation in our country. A historic event for the
residential generation sector and an effective example of new funding ways for the
industry.
The General Manager of Ciudad Luz, José Luis Opazo, commented that “the interest for
distributed solar generation has begun to consolidate in Chile. There is an actual interest
from private investments, as companies and investment funds, and the banks have also
begun to explore this industry that grows more and more. Business models in the energy
sector are changing and in Ciudad Luz -together with ACERA- we hope to play an
important role in creating a new industry and contributing to the discussion concerning
regulatory changes in the distribution sector in Chile. We must build a clean,
non-polluting, safe and much more competitive electric system, which allows users to
generate their own energy”.
