MOT DU PRÉSIDENT
Jean-Luc ALLAVENA
En 2011, la French-American Foundation célèbrera
son trente-cinquième anniversaire ainsi que la trentième
édition de son programme « Young Leaders ».
Durant toutes ces années elle a poursuivi sa mission
pour le développement des relations entre la France et
les Etats-Unis par les programmes, rencontres et études
qui vous sont présentés dans cette brochure.
Pour y parvenir, notre association a pu compter
sur le soutien de nombreuses entreprises et
donateurs individuels mais également sur une
étroite collaboration avec les autorités françaises
et américaines, la French-American Foundation
à New York ainsi que des partenaires institutionnels.
Nous avons aujourd’hui de nouvelles ambitions pour
que la French-American Foundation joue un rôle
encore plus important :
• création de nouveaux programmes d’échanges afin
de permettre à plus de Français et d’Américains
de partager leurs expériences dans des domaines variés
(culture, éducation, diversité, infrastructures...)
• développement des rencontres à Paris autour de
personnalités américaines et lancement de rendez-vous
réguliers comme les « french-american breakfast »
• mise en place de commissions de travail composées
d’experts sur des thèmes majeurs qui seront présentés
chaque année lors d’un colloque franco-américain dont
la première édition aura lieu en 2012.
Je remercie tous ceux qui s’engagent à nos côtés dans
ces projets et nous permettent d’accomplir toujours
mieux la mission de la French-American Foundation.
In 2011, the French-American Foundation
celebrates its 35th Anniversary as well as the
30th edition of the Young Leaders program. Over
the years, it has vigorously pursued its mission
of contributing to the development of relations
between France and the United States through
its programs, meetings and study tours which are
presented in this brochure.
To achieve this goal, our Association has been able
to count on the generous support of corporations
and individuals as well as the French and American
authorities, the French-American Foundation –
United States and other institutional partners.
Today, we have high ambitions for the French-
American Foundation to play an even greater role
through:
• The creation of new exchange programs where
French and American experts and policy makers can
share their experiences in various domains: culture,
education, diversity, infrastructure…
• The development of meetings centered around
eminent American personalities and the launch of
regular sessions like the “French-American Breakfast”.
• The establishment of Task Forces, composed of
experts addressing major topics and whose findings
will be presented during our first Franco-American
colloquium, planned for 2012.
I would like to thank all of you who have chosen to stand
by our side in support of these projects, thus enabling us to
further serve the mission of the French-American Foundation.

Charles H. RIVKIN
Depuis sa création à Paris en 1976, la French-
American Foundation-France et son organisation
jumelle à New York ont pour objectif d’enrichir
les relations franco-américaines par le dialogue
et les échanges. La French-American Foundation-
France est un forum où les décideurs français et
américains se rencontrent autour de problématiques
transatlantiques afin d’échanger leurs points
de vue, lors de réunions, de conférences et de
programmes d’échanges tels que les Young
Leaders. Hillary Rodham Clinton, Secrétaire d’Etat
américain, et Alain Juppé, Ministre français des
Affaires étrangères, ont participé à ce programme.
La French-American Foundation - France est
un partenaire essentiel de notre Ambassade
et nos institutions coopèrent régulièrement, afin de
stimuler les débats d’idées sur de nombreux sujets
tels que l’énergie, l’environnement, la vie politique
américaine, l’égalité des chances et l’innovation.
Je me réjouis de continuer à œuvrer avec la
French-American Foundation-France pour la
réalisation d’objectifs communs, afin de maintenir
et renforcer les relations transatlantiques dans les

Since its creation in 1976 in Paris, the French-
American Foundation - France and its sister
organization in New York seek to strengthen US-
French relations through dialogue and exchange.
The French American Foundation - France is
a forum where French and American leaders
can meet and discuss transatlantic issues and
best practices through meetings, debates, and
exchange programs, such as the Young Leaders.
Prominent alumni, including Secretary of State
Hillary Rodham Clinton and French Foreign
Minister Alain Juppé, have participated in this
program.
The French-American Foundation - France is a
key partner of the U.S. Embassy in Paris. Our
two institutions regularly collaborate to promote
the exchange of ideas on a wide array of subjects
such as energy, environment, American politics,
equality of opportunity and innovation.
I look forward to working with French-American
Foundation-France on our common challenges
and goals in the years ahead, in support of strong
transatlantic relations.

UN PEU D’HISTOIRE
Convaincues de la nécessité de créer un lieu de débats
et d’échanges réguliers pour approfondir les relations entre
la France et les Etats-Unis, plusieurs personnalités des milieux
politique, universitaire et économique donnent en 1975 l’impulsion
pour créer à Paris et à New York la French-American Foundation.
L’annonce officielle est faite en 1976 lors d’un dîner d’Etat
à Washington réunissant les présidents Gerald Ford et Valéry
Giscard d’Estaing à l’occasion des célébrations du bicentenaire
de la Déclaration d’indépendance.
Cinq ans plus tard, en 1981, voit le jour le programme
des « Young Leaders », première grande initiative pour bâtir
des relations durables entre de jeunes personnalités françaises
et américaines appelées à de hautes fonctions.
D’autres programmes d’échanges et rencontres seront ensuite
créés au fil des années pour permettre à la French-American
Foundation d’accomplir sa mission et d’être aujourd’hui l’un
des acteurs majeurs de la relation entre la France et les Etats-Unis.
Convinced of the need to keep the channels of communication
flowing between the two countries, a number of prominent
political, academic, media and business figures, in 1975 provided
the impetus to create in Paris and New York the French-American
Foundation.
The official announcement was made in 1976 during a state
dinner in Washington attended by Presidents Gerald Ford
and Valery Giscard d’Estaing during the celebrations of the
bicentennial of the United States.
Five years later, in 1981, the «Young Leaders» program was
created, a first major initiative to build lasting relationships
between young French and Americans with high career potential.
Others exchanges programs and meetings will then be organized
over the years to allow the French-American Foundation to fullfill
its mission to become one of the major players in the relationship
between France and the United States.

ACTIVITÉS 2010-2011
En 2010-2011 les programmes d’échanges, rencontres, formations,
études et recherches ont permis de remplir les missions de l’association.
Le séminaire annuel des Young Leaders s’est tenu à Marseille du 21
au 26 septembre avec quarante participants.
Environ cinquante rencontres, ont permis à des personnalités
françaises et américaines de partager leurs expériences
et leur vision dans des domaines très variés. Parmi
les événements les plus marquants, nous retiendrons un dîner
en l’honneur de Bart Gordon (Président de la Commission
Science et Technologie de la Chambre des Représentants),
une conférence-débat avec Howard L. Berman (Congressman)
et Louis Giscard d’Estaing (Député du Puy-de-Dôme), un dîner avec
James Goodnight (Fondateur de SAS Institute) et une rencontre autour
de Peter B. Lyons (assistant Secretary of Nuclear Energy).
Des séminaires de réflexion se sont tenus sur des thèmes majeurs liés
au développement durable, aux infrastructures, à la diversité.
Au total plus de 3000 participants ont assisté aux différents événements
organisés par la French-American Foundation – France, ce qui montre
le rayonnement et le dynamisme de notre association.
In 2010-2011, exchange programs, meetings, studies and researchs
have helped to fulfill the mission of the association.
The annual seminar of the Young Leaders was held in Marseille from
September 21 to 26 with forty participants.
About fifty meetings were held in 2010 permitting French and
American speakers to share their experiences and insights in various
fields. Among the most significant events : a dinner in honor of Mr.
Bart Gordon (Chairman of the Science and Technology Commission
at the House of Representatives), a panel discussion with Howard L.
Berman (Congressman) and Louis Giscard d’Estaing (Deputé of Puyde-Dome),
a dinner with James Goodnight (SAS Institute founder) and
a dinner with Peter B. Lyons (Assistant Secretary of Nuclear Energy).
Task force meetings were held on major topics related to sustainable
development, infrastructure, and diversity.
In total more than 3,000 participants attended the various events
organized by the French-American Foundation - France, demonstrating
the influence and dynamism of the association.

1PROGRAMMES D’ÉCHANGES
Young Leaders
Programme phare de la French-American Foundation,
il a été créé en 1981 et sélectionne chaque année 10
Français et 10 Américains âgés de 30 à 40 ans dont les
réalisations et le leadership leur permettront de jouer un
rôle important dans leur pays et dans les relations francoaméricaines.
Les candidats retenus participent à deux séminaires de
cinq jours chacun, répartis sur deux années consécutives
- alternativement en France et aux Etats-Unis - afin
d’échanger sur des thèmes majeurs communs aux deux
pays et d’approfondir leur compréhension mutuelle.
Young Leaders
Created in 1981, it is the flagship program of the French-
American Foundation. Every year it selects 10 French
and 10 Americans, aged 30 to 40, whose achievements
and leadership will enable them to play an important role
in their country and in the French-American relations
The selected candidates participate in two five days
seminars in two consecutive years, alternating between
France and the United States, for the purpose of exchanging
views on the major issues common into two countries.

La session s’est tenue à Marseille, du 21 au 26 septembre.
Quarante Young leaders des promotions 2009 et 2010 y
ont participé.
Le groupe franco-américain a été reçu par Jean-Claude
Gaudin, Sénateur-Maire de Marseille (UMP). Il a débattu
au cours de séminaires internes notamment sur la diversité
et sur l’Afghanistan. Les Young leaders ont également
visité les sites du Tricastin d’AREVA et d’Eurocopter
à Marignane.

The meeting was held in Marseille, France, from 21 to 26
September. 40 Young Leaders selected in 2009 and 2010
took part.
The group was welcomed by Jean-Claude Gaudin, Mayor
of Marseille and Senator (UMP). The discussions focused
on issues relating to diversity and Afghanistan. The Young
leaders also visited the AREVA industrial and nuclear site at
Tricastin and the Eurocopter site at Marignane.

La méthode retenue pour le programme des Young
Leaders repose sur des séances de travail de l’ensemble
du groupe avec des intervenants extérieurs, et souvent
au sein d’entreprises ou d’institutions. L’objectif est de
favoriser les échanges entre jeunes Français et Américains
par des discussions libres et le partage d’expériences.
Les plus récentes sessions Young Leaders se sont tenues
en : 2005 (Washington - Charlottesville, VA.) ; 2006
(Paris - Avignon) ; 2007 (San Francisco) ; 2008 (Paris -
Strasbourg) ; 2009 (Chicago) ; 2010 (Marseille).
Après leurs deux sessions initiales, les « anciens » Young
Leaders se retrouvent régulièrement dans le cadre d’un
réseau informel ou d’évènements spécifiques organisés
par la French-American Foundation.
Young Leaders seminars are based on working sessions
with external speakers and usually take place in institutions
or companies. The goal is to promote informal and frank
dialogue between French and American participants to the
program.
The most recent Young Leaders sessions took place
in: 2005(Washington-Charlottesville, VA); 2006 (Paris-
Avignon); 2007 (San Francisco); 2008 (Paris-Strasbourg);
2009 (Chicago); 2010 (Marseille)
After their two first initial sessions, former Young Leaders
regularly connect with each other in informal gatherings
organized by the French-American Foundation.

Discussion on the process of capturing and storing carbon dioxide
in order to enable the use of fossil fuels while reducing CO2
emissions into the atmosphere.

Comparaison des perceptions : regards croisés France et Etats-Unis.
Initiée en 2000, cette étude permet de suivre et d’éclairer l’évolution de la perception que se fait chaque pays de l’autre.
En 2010, réalisée par l’institut de sondage Harris Interactive pour la French-American Foundation, l’étude indique notamment le retour
d’une sympathie réciproque entre les deux pays.

GALA 2010
L’édition 2010 du Gala de la French-American Foundation – France, s’est tenue le 3 décembre à l’Intercontinental Paris Le Grand
en présence de 250 invités. La réussite de cette soirée doit beaucoup à la présence des deux intervenants prestigieux, Richard D. Parsons,
Président du Conseil d’Administration de Citigroup, et Maurice Lévy, Président du Directoire de Publicis Group.
Durant la soirée, un hommage spécial a été rendu à James Lowenstein, un des fondateurs de la French-American Foundation, actuel
vice-président de la French-American Foundation – France, par François Bujon de l’Estang, Ambassadeur de France, pour l’importance
de son rôle dans les relations franco-américaines.
The 2010 edition of the French-American Foundation-France’s Gala, took place on December 3rd at the Intercontinental Paris Le Grand
with 250 guests. The evening owed much to the presence of the two prestigious speakers, Richard D. Parsons, Chairman of Citigroup, and
Maurice Lévy, CEO of Publicis Group.
During the evening, a special tribute was paid to James Lowenstein, one of the founders of the French-American Foundation, and Vice-
President of the French-American Foundation-France, by French Ambassador François Bujon de l’Estang, recognizing the important role he
has played in strengthening Franco-American relations.
