Akinwale: Repression <strong>of</strong> Press Freedom in Nigerian<br />

(Falola 1984). Lagos State was created thr<strong>ou</strong>gh Decree 14 <strong>of</strong> 1967 during<br />

the restructuring <strong>of</strong> Nigeria into twelve states. Establishment <strong>of</strong> the University<br />

<strong>of</strong> Ibadan in 1948 enhanced the importance <strong>of</strong> Ibadan. The concentration <strong>of</strong><br />

qualified people increased purchasing power in Ibadan and stimulated rapid<br />

growth in commerce and in press organisations. However, Ibadan did not<br />

succeed in attracting many big industries (Mabogunje 1968:201) whereas<br />

Lagos is generally regar<strong>de</strong>d as the commercial capital <strong>of</strong> Nigeria.<br />

Until 1970, Ibadan was the largest city in sub-Saharan Africa (Lloyd et<br />

al. 1967) and Lagos will be one <strong>of</strong> the five mega-cities in the world by 2015<br />

(Massey 2002). Lagos was the Nigerian Fe<strong>de</strong>ral Capital Territory from 1967<br />

to 1991 (Obono 2007; Alemika and Chukuma 2005). In the 1980s, the Ibadan-<br />

Lagos expressway generated the greatest urban sprawl in Ibadan. Lagos is<br />

more cosmopolitan com<strong>par</strong>ed to Ibadan. Lagos metropolis comprises<br />

f<strong>ou</strong>rteen Local Government Areas: Agege, Ajeromi-Ifelodun, Alimosho,<br />

Apapa, Ifako-Ijaye, Ikeja, Kos<strong>of</strong>e, Lagos Island, Lagos Mainland, Mushin,<br />

Ojo, Oshodi-Isolo, Shomolu and Surulere (Alemika and Chukwuma 2005).<br />

A lagoon divi<strong>de</strong>s Lagos State into two geographical areas, the mainland and<br />

the island. Obono (2007) succinctly <strong>de</strong>scribed the basic features <strong>of</strong> Lagos:<br />

Lagos is characterised by high volumes <strong>of</strong> immigration, high population<br />

<strong>de</strong>nsities, a migration induced growth rate <strong>of</strong> 8 per cent per year, an average<br />

h<strong>ou</strong>sehold size <strong>of</strong> seven, poverty, tremend<strong>ou</strong>s concentrations <strong>of</strong> slums and<br />

squatter settlements, and a high y<strong>ou</strong>th unemployment rate. Lagos is the<br />

financial, economic and business capital <strong>of</strong> Nigeria and West Africa (Obono<br />

2007: 32).<br />

Several press organisations were established in Lagos State while very few<br />

were set up in Ibadan. A<strong>par</strong>t from their heterogene<strong>ou</strong>s structure and relevance<br />

in Nigerian history, Lagos and Ibadan are areas suitable for this study due to<br />

the varied availability <strong>of</strong> press organisations.<br />

Methodology<br />

The study population consisted <strong>of</strong> members <strong>of</strong> staff <strong>of</strong> print and electronic<br />

media organisations located in Lagos and Oyo states. F<strong>ou</strong>r print and f<strong>ou</strong>r<br />

electronic media organisations were chosen in the Ibadan and Lagos<br />

metropolitan areas due to their high concentration <strong>of</strong> press organisations. In<br />

all, sixteen press organisations (f<strong>ou</strong>r newspapers, f<strong>ou</strong>r magazines, f<strong>ou</strong>r radio<br />

stations and f<strong>ou</strong>r television stations) were selected while 480 members <strong>of</strong><br />

the press (240 each from print and electronic media in Lagos and Ibadan<br />

respectively) were chosen based on their work schedule, competence, gen<strong>de</strong>r,<br />

and availability.<br />

Specifically, thirty members <strong>of</strong> the press were chosen from each <strong>of</strong> the<br />

sixteen selected press organisations. Additionally, one in-<strong>de</strong>pth interview was<br />
