INTRODUCTION1.1 Le processus de planification de la mise enœuvre de l’amendement N°1 des Procédures pour lesServices de la Navigation Aérienne-Gestion du traficaérien (PANS-ATM, Doc 4444),quinzième édition,est destiné à aider les usagers de l’espace aérien etles fournisseurs des services de la navigationaérienne (ANSPs) à passer sans heurts du présentformat au nouveau format du plan de vol.1. INTRODUCTION1.1 The planning process for theimplementation of Amendment 1 to the 15thEdition of Procedures for Air Navigation Services– Air Traffic Management(PANS-ATM, Doc4444), is intended to help airspace users and AirNavigation Services Providers (ANSPs)to movesmoothly from the present format to the newformat of flight plan .1.2 Les modifications envisagées deviendrontapplicables au 15 novembre 2012.1.3 La mise en œuvre du nouveau plan de volaura des incidences considérables sur les systèmestraitement de données de vol des ANSPs quivérifient et acceptent les plans de vol et les messagesassociés au FPL.1.2 The foreseen amendments will becomeapplicable on 15 th November 2012.1.3 The implementation of the new flight planwill have significant impacts on the flight datasystems processor of ANSPs that check and acceptflight plans and messages associated to the FPL.1.4 La mise en œuvre aura également desincidences au niveau des usagers de l’espace aérienen ce sens que si un plan de vol nouveau est envoyéà un ANSP qui ne s’est pas préparé à en recevoir, ilest probable qu’il soit rejeté ou que certains de sesrenseignements soient perdus, ou mal interprétés.1.4 The implementation will also affectairspace users, as meaning that if a new flight planis sent to an ANSP which was not prepared toreceive them, it is probable that it be rejected orthat some of its information be lost ormisinterpreted.AIC N° 10/A/12GO Page 1 sur 5

2. ORGANISATION ET GESTION DUBASCULEMENT2. ORGANISATION AND MANAGEMENTOF THE SWITCHOVER2.1 Période de transition2.1.1 La période de transition est fixée àl’ASECNA du 26 juillet 2012 à 0001 au 14Novembre 2012 à 2359.2.1 Transition period2.1.1 The transition period is set in ASECNAfrom 26 July 2012 at 0001 to15 November 2012 at2359.2.1.2 L’objectif du présent plan est d’appuyer uneffort mondial concerté, de façon à permettre unetransition réussie d’ici la date effective de mise enœuvre du nouveau plan de vol fixée au 15 novembre2012.2.1.3 Ce plan décrit les dispositions à prendre parchaque centre et couvre les aspects techniques etopérationnels pendant le basculement.2.1.4 Le plan établit des directives et procédures àsuivre par le centre en vue de procéder aubasculement de l’environnement du présent plan devol à l’environnement du nouveau plan de vol.2.2 Organisation2.2.1 Pour les besoins du basculement, il sera crééau sein de chaque Représentation un centre deCoordination et de supervision du basculement(CCFPL).2.1.2 The purpose of this plan is to support aconcerted and global effort, to allow a successfultransition before the new flight planimplementation applicable date of 15 th November2012.2.1.3 The present plan describes thearrangements to be made by each centre andcovers the technical and operational aspectsduring the switchover.2.1.4 The plan establishes guidelines andprocedures to be followed by the centre in orderto proceed with the switchover from the presentflight plan environment to the new flight planenvironment.2.2 Organisation2.2.1 For the purposes of the switchover, it willbe created for each Representation a FPLSwitchover Supervision and Coordination Centre(FPLCC).2.2.2 Ce centre sera de préférence installé dans lelocal abritant l’Unité AIM (U/AIM).2.2.2 This centre will preferably be installed inthe local hosting the AIM Unit (U / AIM).2.2.3 L’ASECNA établira au niveau de laDirection de l’Exploitation Technique à Dakar unCentre régional de Supervision et de coordination dubasculement (CCFPL/DEX).2.2.4 Le CCFPL/DEX sera en relation avec lesBureaux Régionaux OACI (WACAF et ESAF) et lescentres de coordination des autres ANSPs.2.2.3 ASECNA shall establish within theDirection of Technical Operations in Dakar, aRegional Switchover Supervision andcoordination Centre (FPLCC / DEX).2.2.4 The FPLCC / DEX will be in relation withthe ICAO Regional Offices (WACAF and ESAF)and the other ANSPs’ coordination centres.AIC N° 10/A/12GO Page 2 sur 5

2.3 Responsabilité, attribution etfonctionnement2.3.1 Les CCFPL seront dotés de moyens decommunication appropriés permettant les échangesd’information : au minimum terminal RSFTA, uneligne téléphonique ouverte à l’international, un FAXet une adresse internet.2.3 Responsibility, assignment andfunction2.3.1 The FPLCC will be equipped withappropriate means of communication for dataexchanges: at least an AFTN terminal, a telephoneline open to international, a FAX and an Internetaddress.2.3.2 Le rôle du CCFPL est d’informer le centrerégional de toutes les activités entreprises rentrantdans le cadre de la mise en œuvre sûre du plan debasculement. Il collectera tous les plans de volmanquants ainsi que les plans de vol tombés encorrection au niveau des différents postes de travailà l’effet d’analyse.2.3.3 Les CCFPL seront activés du 12 novembre2012 à 08H00 UTC au 21 novembre 2012 à 20H00UTC.2.3.4 La mise en place des CCFPL ne se substituepas aux activités régulières qui continueront àfonctionner comme par le passé.2.3.2 The role of FPLCC is to inform theregional centre of all activities undertaken withinthe scope of the safe implementation of theswitchover plan. It will collect all the missingflight plans and flight plans fell in correction atdifferent workstations for the purpose of analysis.2.3.3 The FPLCC will be activated from12 th November 2012 at 08:00 UTC to21 st November 2012 at 20:00 UTC.2.3.4 The implementation of FPLCC does notreplace regular activities which will continue tobe operated as in the past.2.3.5 Les activités du CCFPL seront coordonnéespar un point focal désigné.2.3.6 Dès la mise en place du CCFPL, des essais defonctionnement seront réalisés avec les centresrattachés au CAT auquel le centre lui-même esttributaire.2.3.7 Le rôle du CCFPL/DEX est de coordonner etde superviser les activités de basculement etd’apporter aux CCFPL les dernières informationsindispensables pour la bonne marche du basculement.Le CCFPL recevra les informations des autresANSPs et en informera les ANSPs voisins sinécessaire. Il rendra compte de toutes ses activités auCCFPL/DEX.2.3.5 The FPLCC activities will be coordinatedby a designated focal point.2.3.6 As soon as the FPLCC is implemented, itwill carry out functional tests with centresattached to the switch centre at which itself isdependent on.2.3.7 The role of the FPLCC/DEX is tocoordinate and supervise the switchover activitiesand provide the FPLCC with the last informationthat are essential for the proper conduct of theswitchover.The FPLCC will receive information from otherANSPs and inform there of the neighbouringANSPs if necessary. 2.4 Procédures2.4.1 A compter du 12 novembre 2012 tous lesplans de vol seront déposés au nouveau format avecl’aide des agents AIM.2.4.2 Le CCFPL effectuera les essais decommunication avec le CCFPL/DEX et les centresadjacents selon un chronogramme établi.2.4 Procedures2.4.1 As from 12 th November 2012 all flightplans will be filed in the new format withassistance from AIM staff.2.4.2 The FPLCC will perform communicationstests with the PLCCF/DEX and the adjacentcentres according to an elaborated timetable.2.4.3 A compter du 12 novembre 2012 à 0800UTC, le CCFPL sera activé et toutes les heures, unmessage RSFTA « opération normale » sera envoyéau CCFPL/DEX aux adresses RSFTA :GOOVXKEX et GOOYXKXX.2.4.4 Une fiche de compte rendu, mise à ladisposition du CCFPL, sera renseignée et envoyée àCCFPL/DEX toutes les six (06) heures à partir de 12novembre 2012 à 0800 aux adresses RSFTA :GOOVXKEX et GOOYXKXX.2.4.5 A partir du 12 novembre 2012 l’armement despostes de travail des centres ATS dotés de FDPSsera renforcé en conséquence.2.4.6 A partir du 12 novembre 2012 la présenced’un technicien de permanence sera requise tout aulong du processus pour intervenir éventuellement àtemps réel en cas de dysfonctionnement constaté.2.4.7 En cas de dysfonctionnement desconvertisseurs, la procédure N° R2.1.PRO-FPL 01-A du 26 juillet 2012 (Procédure de conversionmanuelle du plan de vol 2012 en format actuel sur leterminal PC RSFTA) est applicable.La présente AIC comprend une annexe : Tableaudes points focaux2.4.3 As from 12 th November 2012 at 0800 UTC,the FPLCC will be activated and a « normaloperation » message will be sent every hour to theFPLCC/DEX with AFTN addresses :GOOVXKEX and GOOYXKXX2.4.4 As from 12November 2012 at 0800, areport sheet, made available to FPLCC, will befilled and sent to FPLCC / DEX every six (06)hours with AFTN addresses: GOOVXKEX andGOOYXKXX.2.4.5 As from 12 th November 2012, theequipment of the workstations of ATS units withFDPS will be strengthened accordingly.2.4.6 As from 12 th November 2012, presence of apermanence engineer is required throughout theprocess to respond in real time if a malfunction isfound.2.4.7 In case of converters malfunction, theProcedure NR R2.1.PRO FPL-01-A dated26 th July 2012 (Procedure for the ManualConversion of the flight plan 2012 to the currentformat on the AFTN terminal PC) is applicable.This AIC includes an annex : Table of the FocalPointsAIC N° 10/A/12GO Page 4 sur 5
