tested. All of this adds to a rather negative picture: In sum, we have shown<br />

how the abolishment of school fees did not lead to the expected growth in<br />

attainment and its impact on educational performance was particularly bad:<br />

performance declined, particularly in USE schools. In the next section, we<br />

will look in more detail at the factors which might explain this.<br />

As mentioned before, under USE, the Government of Uganda is paying tuition<br />

fees for a prescribed number of both public and private schools. Moreover,<br />
