economy.
Towards 2025
Towards 2025 is a global brand-led initiative committing to 100% reusable, recyclable or
compostable packaging by 2025 or earlier. This initiative has gained support from major
international organisations with the launch of the Ellen MacArthur Foundation whose mission
is to accelerate the transition to a circular economy.
Waste Management Hierarchy
The Waste Management Hierarchy is an internationally accepted guide,
setting out priorities for the most efficient use of resources.
The waste hierarchy places the highest priority on avoidance (action to reduce
the amount of waste generated) followed by resources recovery (reuse) followed by
recycling, reprocessing and then energy recovery. The further up the hierarchy, the more

2025 Packaging Targets
We recognise that packaging is often disposed of improperly after a product has been consumed.
These materials have value, and we are working on a broad set of solutions to ensure that they do not end up in a landfill.
The Federal Government Ministers agreed to the ambitious targets, which are:
l 100% of all Australia’s packaging will be reusable, recyclable or compostable by 2025 or earlier
l 70% of Australia’s plastic packaging will be recycled or composted by 2025
l 50% average recycled content will be included
l Problematic and unnecessary single-use plastic packaging will be phased out through design,
innovation or introduction or alternatives.
The 100% target will be delivered by the Australian Packaging
Covenant Organisation, working with its 950 member
companies and other stakeholders.
