Polish Presidency takes off in the period densely loaded with challenges for the
European Union. A great amount of work is ahead of us, which demands a full-scale
political and organizational activity at all levels of the administration. We have prepared
this guide „Who is who?” to present the people you should contact in various
matters of interest.
The main objective of the Polish Presidency is to strengthen economic growth and to
reconstruct the confidence of citizens. The time has come to proceed from countering
crisis to building the EU’s long-term growth capacities. The second notion of
importance to us is security, both in terms of energy and food as well as enforcing
the Union’s security and defense policy. Thirdly, we shall strive to support Croatia’s
accession to the EU and to deepen the Eastern partnership by cementing the ties
of Ukraine, Belarus, Moldova, Azerbaijan, Armenia and Georgia with the European
Union. We shall also aim at forwarding association agreements and creating free
trade zones as we wish to continue the process of EU enlargement.
Presidency does not solely mean planning the future but most of all smart reaction
to current developments. This explains our intentions to support activities targeted
at drafting new relations of the EU with the Arab world and a comprehensive action
strategy for the sake of democratization and modern state-building in the countries
of this region.
I am convinced that all persons mentioned in this brochure as well as numerous
others working with full determination to accomplish the above described goals will
do their best to ensure that the European Union functions efficiently in the second
half of 2011. We do care about keeping in direct contact with you.
Prezydencja Polski przypada na okres pełen wyzwań dla Unii Europejskiej. Czeka
nas ogrom pracy, wymagający pełnej aktywności politycznej i organizacyjnej na
wszystkich szczeblach administracji. Jesteśmy otwarci na współpracę, dlatego
przygotowaliśmy przewodnik „Kto jest kim?”, aby przedstawić osoby, z którymi
należy kontaktować się w poszczególnych sprawach.
Głównym zadaniem, jakie stawia przed sobą polska Prezydencja jest wzmocnienie
wzrostu gospodarczego oraz odbudowa zaufania społecznego. Nadszedł czas na
przejście od działań antykryzysowych do odbudowy zaufania społecznego oraz
wypracowania modelu wzrostu, dzięki któremu UE będzie zdolna do dalszego rozwoju.
Po drugie, ważne jest dla nas bezpieczeństwo energetyczne i żywnościowe
oraz wzmacnianie unijnej polityki bezpieczeństwa i obrony. Po trzecie, będziemy
starać się wprowadzić Chorwację do Unii oraz pogłębiać Partnerstwo Wschodnie,
wciągając w orbitę UE Ukrainę, Białoruś, Mołdowę, Azerbejdżan, Armenię i Gruzję.
Będziemy dążyć do zawierania umów stowarzyszeniowych i tworzenia stref wolnego
handlu, gdyż chcemy kontynuować proces rozszerzania UE.
Prezydencja to nie tylko planowanie przyszłości, ale przede wszystkim mądre reagowanie
na wydarzenia bieżące. Stąd też nasze plany wspierania działań zmierzających
do wypracowania nowych relacji UE ze światem arabskim oraz kompleksowej strategii
działań na rzecz demokratyzacji i budowy nowoczesnych struktur państwowych
w krajach tego regionu.
Jestem przekonany, że wymienieni w niniejszej publikacji, jak i szerokie grono innych
osób pracujących z pełną determinacją na rzecz osiągnięcia wszystkich wspomnianych
celów, dołożą wszelkich starań, aby Unia Europejska sprawnie funkcjonowała
w drugiej połowie 2011 roku. Zależy nam na zachowaniu bezpośredniego
kontaktu z Państwem.
La Présidence polonaise du Conseil arrive au moment où l’Union Européenne doit
faire face aux défis importants. Nous avons beaucoup de travail devant nous. Cela
demandera une activité politique et une organisation importantes à tous les niveaux
de l’administration. Nous sommes ouverts à la coopération. C’est la raison d’être
de ce guide «Qui est Qui» grâce auquel nous voulons vous présenter les personnes
de contact dans différents domaines.
La consolidation de la croissance et la reconstruction de la confiance des citoyens
figurent parmi les priorités de la Présidence. Le temps est venu pour passer de la
lutte contre la crise à la reconstruction de la confiance et à la mise en place d’un
modèle de croissance sur lequel l’Union européenne construira son développement.
Nous attachons aussi une grande importance à la sécurité énergétique et alimentaire
ainsi qu’au renforcement de la Politique Commune de la Sécurité et de la Défense.
Nous allons accompagner la Croatie vers son entrée dans l’Union et nous allons approfondir
le partenariat oriental de l’UE. Nous allons notamment y inclure l’Ukraine,
la Bélarussie, la Moldavie, l’Azerbaïdjan, l’Arménie, et la Géorgie. Nous souhaiterions
conclure les accords d’association et créer les zones de libre échange puisque
nous voulons continuer le processus d’élargissement de l’UE.
La Présidence du Conseil ce n’est pas uniquement la planification du futur mais aussi
une bonne réaction aux événements courants. C’est la raison pour laquelle nous
souhaitons soutenir les actions ayant pour but d’établir de nouvelles relations avec
le monde arabe et en faveur de la transformation démocratique et de la construction
de nouvelles structures étatiques dans les pays de cette région.
Je suis certain que toutes les personnes citées dans cette publication, ainsi que les
nombreux experts travaillant avec beaucoup de détermination pour achever ces buts,
feront tout ce qui est possible pour que l’Union européenne puisse fonctionner efficacement
dans la deuxième moitié de 2011. Nous attachons beaucoup d’importance
au maintien d’un contact direct avec vous.
Der polnische Ratsvorsitz fällt in einen Zeitraum voller Herausforderungen für die
Europäische Union. Es erwartet uns eine Menge Arbeit, die vollen politischen und
organisatorischen Einsatz auf allen Regierungsebenen verlangt. Um eine gute Zusammenarbeit
zu ermöglichen, daher haben wir dieses „Who is Who?“ vorbereitet.
Sie finden hier unsere Ansprechpartner für verschiedene thematische Bereiche.
Die Stärkung des Wirtschaftswachstums und den Aufbau öffentlichen Vertrauens
sieht der polnische Ratsvorsitz als seine Hauptaufgaben an. Um die EU weiter zu
entwickeln, müssen wir aus dem Krisenmodus herausfinden. Außerdem ist für uns
die Sicherheit von Bedeutung: Energie- und Ernährungssicherheit sowie Innere
Sicherheit und Stärkung der Gemeinsamen Sicherheits- und Verteidigungspolitik.
Weiterhin wollen wir den Weg Kroatiens in die EU unterstützen und die Ostpartnerschaft
vertiefen, um die Ukraine, Weißrussland, Moldau, Aserbaidschan, Armenien
und Georgien weiter in den Einflussbereich der EU einzubinden. Wir wollen Assoziierungsabkommen
abschließen und Freihandelszonen schaffen, um so den Prozess
der EU-Erweiterung fortzusetzen.
Die Präsidentschaft im Rat der EU innezuhaben bedeutet nicht nur für die Zukunft
zu planen, sondern auch, vernünftig auf aktuelle Ereignisse reagieren zu können.
Daher unser Plan, die Ausarbeitung neuer Beziehungen der EU mit der arabischen
Welt und die Arbeiten an einer komplexen Strategie für Demokratisierung und Aufbau
moderner Staatsstrukturen in der Region zu unterstützen.
Nach meiner festen Überzeugung werden alle in diesem „Who is Who?“ aufgelisteten
Personen sowie auch all die anderen, die mit vollem Engagement an der Umsetzung
der oben erwähnten Ziele arbeiten, alles tun, damit die Europäische Union
in der zweiten Jahreshälfte 2011 leistungsstark arbeitet. Wir legen Wert darauf, mit
Ihnen im direkten Kontakt zu stehen.
