IV. DETERMATION FACTOR It is suggested for data user to underpin into a high consideration some factors in term of interpreting and analysing labor data. The variety factors are included below: 1. Purpose of Survey Sakernas in a such kind of specific design survey which is aimed for labor data collection. On the other hand, it is different compared with SP (Population Census) and Supas (Intercencal Population Cencus) which have a specific purpose to collect a demographic characteristic in general. As consequent, the SP and Supas data collection would have much more variety of variables than Sakernas. The variables can be gathered, such as: education, migration, family planning and labor. In addition to that, in the Susenas (Social and Economic Survey) is compound by many characteristics variables in social and economic characteristics, for instance: consumption, labor, health and household variables. The complexity variables and dissimilar survey function to the four of surveys design will give much contribution toward each labor data quality. 2. Sample Size http://papuabarat.bps.go.id 34 / 160 The unlike sample size of Sakernas compared with other survey mentioned above (SP,Supas and Susenas) will lead to different level of sampling error on its survey data sources. As well known that the smaller sample size will affect to the greater of sampling error on each survey. xxxiii
3. Enumerator/Surveyor Quality Up to second semester of the NLFS in August 2006, fields enumerator/surveyor is consist of enumerators and supervisors. However, started in the first semester of NLFS in February 2007 enumeration was conducted by team work. Since 2016, following NFLS 2006 fields enumerator/surveyor is consist of enumerators and supervisors. Sakernas mostly are employees of BPS (Statistics Office Staff) who are appointed on district level office, it is called KSK (field survey coordinator on district area), and BPS’ staff on regency/municipality level office. Mainly, they had experienced on many surveys and censuses activities, instead of a recognizing of filed area well. Conversely, on Supas, SP and Susenas need an enormous number of enumerator/surveyor, as a result on the three of enumerator surveys are fulfilled by non BPS’ staff (Mitra Statistik) instead of BPS’ staff. Mitra Statistik is a free lance surveyor whom are consist of local people from field survey area with their profession as teacher, local government officer (village and district), any private institution with a minimum prerequisite having education background a high school attainment. 4. Questionnaire Plan http://papuabarat.bps.go.id 35 / 160 The way of structuring and wording questionnaire on labor characteristics will strongly affect to quality of census and survey data attainment. The structure and word of questionnaire plan cover by correct sentence without produce ambiguous meaning, appropriate of word and order in the questioning order, and the number of variables and questions will be asked to respondent. In the Sakernas, the questionnaire has been designed in a simply and concise way. It expected respondent will understand and catch easily the aim of question of survey and avoid the memory lapse and uninterested respondent survey xxxiv
