Selaras dengan pelaksanaan agenda Kerajaan seperti 1Malaysia Rakyat<br />

Didahulukan Pencapaian Diutamakan, <strong>Pelan</strong> Transformasi Kerajaan, Model Baru<br />

Ekonomi dan Rancangan Malaysia Kesepuluh, keutamaan diberi oleh Jabatan<br />

Perkhidmatan Awam kepada pembangunan modal insan sektor awam.<br />

Sebagai sebuah institusi latihan sektor awam terulung, peranan Institut Tadbiran<br />

Awam Negara (<strong>INTAN</strong>) adalah kritikal iaitu bukan sahaja membangunkan tenaga<br />

kerja berpengetahuan dan berprestasi tinggi tetapi juga membolehkan mereka<br />

melaksanakan tugas dengan profesional, berintegriti dan memenuhi ekspektasi<br />

rakyat dalam penyampaian perkhidmatannya. Justeru itu, amatlah penting <strong>INTAN</strong><br />

menyediakan satu perancangan strategi jangka panjang bagi menentukan ia dapat<br />

menggalas peranan tersebut dengan berkesan.<br />

Oleh itu dokumen <strong>Pelan</strong> <strong>Strategik</strong> <strong>INTAN</strong> (<strong>2011</strong>-<strong>2015</strong>) ini digubal bagi menyediakan<br />

arah tuju untuk menjadi sebuah institusi pembelajaran sektor awam yang unggul, di<br />

samping memandu institusi ini dalam menyediakan pembelajaran yang berkualiti<br />

bagi membangunkan modal insan sektor awam.<br />

Saya berharap agar segala matlamat dan teras strategik yang terkandung di dalam<br />

blueprint ini dapat dilaksanakan dan memberi impak yang signifikan kepada Jabatan<br />

Perkhidmatan Awam dan <strong>INTAN</strong> dalam menjayakan agenda transformasi negara.<br />

Diharap juga pelaksanaan dokumen ini akan mengukuhkan kedudukan <strong>INTAN</strong><br />

sebagai institusi pembelajaran primer dalam menghadapi persekitaran global yang<br />

semakin mencabar.<br />

Semenjak penubuhannya, Institut Tadbiran Awam Negara (<strong>INTAN</strong>) telah<br />

menggalas tugas sebagai institusi latihan utama sektor awam bagi melahirkan<br />

tenaga kerja perkhidmatan awam yang berprestasi tinggi. Peredaran masa dan<br />

perubahan persekitaran menyebabkan <strong>INTAN</strong> harus melihat semula kekuatan dan<br />

kelemahannya, menyesuaikan strategi dan menetapkan pelan tindakan baru supaya<br />

selaras dengan kehendak stakeholders dan dapat menjayakan agenda transformasi<br />

negara.<br />

Ke arah itu, tiada jalan pintas dan formula mudah untuk <strong>INTAN</strong> terus kekal relevan<br />

dan bersaing di persada global, melainkan dengan memperkasa peranan dan<br />

merekayasa pendekatan. Bagi memastikan kecemerlangannya sebagai institusi<br />

pembelajaran yang unggul ke arah melahirkan modal insan sektor awam yang<br />

kompeten, <strong>INTAN</strong> telah menyediakan pelan strategik bagi lima tahun akan datang<br />

(<strong>2011</strong>-<strong>2015</strong>) untuk memandu perjalanannya bagi mencapai visi, memenuhi misi dan<br />

melaksanakan strategi.<br />

<strong>Pelan</strong> <strong>Strategik</strong> <strong>INTAN</strong> ini digubal bagi merealisasikan falsafah Jabatan Perkhidmatan<br />

Awam sebagai peneraju transformasi sektor awam, iaitu dengan melahirkan<br />

penjawat awam yang kompeten, profesional dan beretika serta tangkas bertindak<br />

bagi memenuhi kehendak rakyat. Justeru itu, pelan strategik ini telah memberi<br />

tumpuan kepada tujuh teras utama dan setiap teras strategik ini diperjelas dan<br />

disokong menerusi program, aktiviti, objektif, tempoh, pihak terlibat dan petunjuk<br />

prestasi bagi menterjemahkannya kepada output yang dihasratkan.<br />

Saya berharap agar perancangan strategik ini dapat dijayakan dengan semangat<br />

berpasukan yang kukuh oleh warga <strong>INTAN</strong> dan menjadi inspirasi untuk kita semua<br />

dalam usaha melahirkan <strong>INTAN</strong> sebagai sebuah institusi pembelajaran tersohor lagi<br />

unggul.<br />

In line with the implementation of the Government’s agenda such as the<br />

1Malaysia People First Performance Now, the Government Transformation Plan, the<br />

New Economic Model and the Tenth Malaysia Plan, the priority given by the Public<br />

Service Department is towards the development of its human capital.<br />

As a leading public service training institution, the role of the National Institute of<br />

Public Administration (<strong>INTAN</strong>) is critical not only to develop knowledgeable and<br />

high-performance workers but also to enable them to perform their task with<br />

professionalism, integrity and subsequently to fulfill the expectations of the people<br />

in the delivery of services. It is thus, important that <strong>INTAN</strong> provides long term strategic<br />

planning to ensure it can continue to take on that role effectively.<br />

Hence, the <strong>INTAN</strong> Strategic Plan (<strong>2011</strong>-<strong>2015</strong>) is formulated to give direction towards<br />

becoming a premier public sector learning institution in addition to driving the<br />

institution to provide quality learning for the public sector to develop its human<br />

capital.<br />

I hope that all the goals and strategic thrusts outlined in this blueprint will be<br />

implemented and provide a significant impact to both the Public Service Department<br />

and <strong>INTAN</strong> in ensuring the success of the national transformation agenda. It is also<br />

hoped that the implementation of this document will strengthen the position of<br />

<strong>INTAN</strong> as the premier learning institution in facing an increasingly challenging global<br />

environment.<br />

Since its inception, the National Institute of Public Administration<br />

(<strong>INTAN</strong>) has taken on the role as the primary training institution of the public service<br />

in producing high performance public sector workforce. Changes in time and<br />

environment have caused <strong>INTAN</strong> to review its strengths and weaknesses, to adjust its<br />

strategies and establish a new action plan to be in line with the needs of stakeholders<br />

and to realise the national transformation agenda.<br />

To accomplish this, there are no short cuts and easy formula for <strong>INTAN</strong> to remain<br />

relevant and competitive in the global arena, but to enhance its roles and reengineer<br />

its approaches. To ensure its excellence as the premier institution of learning in<br />

building competent human resource in the public service, <strong>INTAN</strong> has prepared a<br />

five years strategic plan (<strong>2011</strong>-<strong>2015</strong>) to guide the way towards achieving its vision,<br />

fulfilling its mission and implementing the strategy.<br />

The <strong>INTAN</strong> Strategic Plan is designed to realise the philosophy of the Public Service<br />

Department as a leader in transforming the public sector. It plans to produce civil<br />

servants who are competent, professional and ethical as well as officers who are swift<br />

torespondtomeettheneedsofthepeople.Hence,thisstrategicplanfocusesonseven<br />

thrusts and each thrust is clarified and supported strategically through programmes,<br />

activities, objectives, time duration, responsible parties and performance indicators<br />

that translate into desired output.<br />

I hope that this strategic plan can be accomplished with a strong esprit de corps<br />

of <strong>INTAN</strong>’s personnel and can inspire us all in making <strong>INTAN</strong> a premier learning<br />
