DIPARTIMENTO DI SCIENZE ECONOMICHE Responsabile scientifico: Hartmut Lehmann, Dipartimento di Scienze Economiche, Alma Mater Studiorum - Università di Bologna Collocazione dell’assegno di ricerca: Facoltà di Scienze Politiche Roberto Ruffilli di Forlì, Alma Mater Studiorum – Università di Bologna Descrizione del progetto Economic and Social Consequences of Industrial Restructuring in Russia and Ukraine (ESCIRRU) Time horizon of project: February 2006 – January 2009 Funding authority: European Commission within 6 th framework Objectives of overall ESCIRRU project: This project uses large micro data sets (including comprehensive register data of Russian and Ukrainian enterprises as well as rich household survey data) to address a broad spectrum of important issues connected to the economic and social consequences of restructuring and conversion in Russian and Ukrainian industry. The partners in the former Soviet Union (fSU) are chosen to cover regional areas that are especially affected by restructuring and conversion and to reflect a strong record in social and economic research. The research objectives that we would like to address within this overall project are the following: (i) Have restructuring and conversion processes taking place in Russia and Ukraine resulted in a more productive use of R&D resources? (ii) Is the job destruction process in the fSU creative in the Schumpeterian sense? (iii) How does restructuring affect labour market institutions, including the gender balance, and how do labour market institutions affect restructuring in Russia? (iv) How do internal labour markets and human resource management affect firm performance and workers (both male and female) in the Russian and Ukrainian industrial sector? (v) Which workers are displaced during restructuring and which costs do displaced workers incur in Russia and Ukraine? Do these experiences differ for men and women? (Sub-project located at the Department of Economics of the University of Bologna).
DIPARTIMENTO DI SCIENZE ECONOMICHE (vi) (vii) How have restructuring shocks affected the incidence and extent of poverty in Ukraine, how does poverty vary with the gender of the household head, and which coping strategies do households employ to respond to these shocks? Which reforms do the Russian and Ukrainian social safety nets have to undergo to be appropriate tools for the alleviation of poverty and the reduction of possible gender biases? Objectives of the sub-project located at the Department of Economics, University of Bologna: Gain major insights into the search behaviour of the displaced unemployed given that benefit levels vary widely across regions in the two countries. Identify the type of workers displaced by the transition process and the costs associated with that upheaval across Russia and Ukraine at different stages of the transition process. Contribute to the general literature on worker displacement, by providing additional “data points” to the empirical literature. Analyze displacement from a gender perspective by (a) looking at different labour market experiences across gender within a regression framework; (b) investigating the experience of women separately using econometric and qualitative/sociological methods. Description of work 1. Introduction Most transition economies go through deep recessions at the onset of the shift from planned to market economy. Even if quits comprise the major share of separations from jobs in transition economies, the scale of the reallocation process is often such that large numbers of displaced workers result from the shock of transition. Policy-makers need to be aware of the size of the losses borne by displaced workers when considering intervention, training or compensation. If displaced workers can find new work relatively quickly and receive wages that exceed those in their former job then there may be less concern over job displacement than if long-term unemployment and a future of low paying jobs is the norm. This project is concerned with identifying the type of workers displaced by the transition process and the costs associated with that upheaval across Russia and Ukraine at different stages of the transition process. This information seems particularly pertinent for policy makers and practitioners in transition economies where institutional structures are often evolving as rapidly as large scale restructuring and reallocation in the labor market. We will analyze how the pattern of displacement has changed from the initial stages of transition to the present, more mature, stage of transition. How does the incidence and effects of displacement vary across the two countries and how does it compare with the West? Are there differences in economic institutions and policy across countries that influence both the incidence and cost of displacement? We will compare how the characteristics of displaced workers differ from other workers who experience joblessness and those workers who manage to avoid non-employment through transition and whether these characteristics have changed over time. We will estimate the determinants of jobless spell lengths to see whether displaced workers experience longer or shorter nonemployment spells than those who quit jobs voluntarily and examine whether there are
