Economic and Social Consequences of Industrial Restructuring in Russia<br />

and Ukraine (ESCIRRU)<br />

Time horizon of project: February 2006 – January 2009<br />

Funding authority: European Commission within 6 th framework<br />

Objectives of overall ESCIRRU project:<br />

This project uses large micro data sets (including comprehensive register data of Russian and<br />

Ukrainian enterprises as well as rich household survey data) to address a broad spectrum of<br />

important issues connected to the economic and social consequences of restructuring and<br />

conversion in Russian and Ukrainian industry. The partners in the former Soviet Union (fSU)<br />

are chosen to cover regional areas that are especially affected by restructuring and conversion<br />

and to reflect a strong record in social and economic research.<br />

The research objectives that we would like to address within this overall project are the<br />

following:<br />

(i) Have restructuring and conversion processes taking place in Russia and Ukraine<br />

resulted in a more productive use of R&D resources?<br />

(ii) Is the job destruction process in the fSU creative in the Schumpeterian sense?<br />

(iii) How does restructuring affect labour market institutions, including the gender<br />

balance, and how do labour market institutions affect restructuring in Russia?<br />

(iv) How do internal labour markets and human resource management affect firm<br />

performance and workers (both male and female) in the Russian and Ukrainian<br />

industrial sector?<br />

(v) Which workers are displaced during restructuring and which costs do displaced<br />

workers incur in Russia and Ukraine? Do these experiences differ for men and<br />

women? (Sub-project located at the Department of Economics of the University of<br />

Bologna).
