4. The <strong>Ministry</strong> <strong>of</strong> <strong>Environment</strong> & <strong>Forests</strong> hereby accords clearance for preconstruction<br />

activities in the proposed site. as per the provisions <strong>of</strong><br />

<strong>Environment</strong>al Impact Assessment Notifications, 2006 <strong>and</strong> its subsequent<br />

amendment. 2009. In addition to the Terms <strong>of</strong> reference (TOR) initially granted<br />

vide letter no. letter No: J- 12011/5/2008- IAI dated 25th March 2008, the<br />

following additional TORs are to be included for revising the EIA report:<br />

Provision for minimum release shall be increased to 20 per cent <strong>of</strong> the<br />

average lean season flow <strong>of</strong> the 90% dependable year for four<br />

consecutive months by enhancing the Installed Capacity <strong>of</strong> dedicated unit<br />

to maintain the reasonable discharge for sustenance <strong>of</strong> aquatic life<br />

between Upper <strong>and</strong> Lower Demwe projects.<br />

The EMP should include measurable schemes with adequate financial<br />

provision should be made for the Management Plan as a part <strong>of</strong> EMP.<br />

Appropriate scheme for human resource development in local area as per<br />

CEA guidelines may also be included.<br />

Muck dumping site should be identified carefully with proper approach<br />

road <strong>and</strong> safe distance <strong>of</strong> Muck Disposal Sites from River/HFL<br />

Sewage Disposal/treatment for colonies/labour camps should De planned<br />

in details with adequate budget.<br />

Disaster Management Plan should incorporate the provision <strong>of</strong> adequate<br />

nos <strong>of</strong> G&D site in upstream area <strong>and</strong> proper mechanism for flood warning<br />

system in the downstream areas <strong>of</strong> Assam, especially.<br />

Details <strong>of</strong> Protected Area i.e. National Park! Sanctuary located within 10<br />

Krn radius should be incorporated in the report.<br />

Hydrology data/series as approved by CWC shall be used for EIAIEMP.<br />

5. As the study area <strong>of</strong> modified scheme falls with the study area <strong>of</strong> earlier<br />

approved scheme; hence the baseline data gathered so far be utilized for the<br />

preparation <strong>of</strong> EIAIEMP report <strong>of</strong> the Project.<br />

6. The proposal for harnessing the hydropower potential <strong>of</strong> the allotted stretch upto<br />

EL 589 m wherein the proposal for a Barrage toe power house<br />

based project in the upstream reach is envisaged with provision <strong>of</strong> free flow river<br />

stretch <strong>of</strong> about 2 km between consecutive upstream <strong>and</strong> downstream projects;<br />

the TOR <strong>of</strong> new scheme shall be considered separately upon receipt <strong>of</strong> firm<br />

proposal from the developer.<br />

7. For accreditation, the concerned consultant who will be engaged for<br />

preparation <strong>of</strong> EIAIEMP report is requested to register them with Quality Council<br />

<strong>of</strong> India (QCI)/NABET under the scheme <strong>of</strong> accreditation & register.<br />
