The established yearly lien process notifies and allows its customers sufficient time to
remit payments for outstanding user charges. Below are listed the steps in our process:

• Print and Deliver Newspaper Notices
• Run Newspaper Notice
• Print Lien Hearing Report; and Hold Lien Hearing

• Print Reports for: (1) Auditors, (2) Recorder, (3) Lien Parcel Analysis,
and (4) Lien
• Deliver Auditors and Recorders Reports
With the lien process, placing delinquent user fees on tax bills serves as a mechanism
whereby as much as 75 percent of delinquent fees can be collected within a year, and
95 percent within five years. And, within ten years, we have normally received all
outstanding charges.
Property owners in arrears are assessed delinquency fees each month, as well as a
filing fee for the lien process.
Attached is MRWPCA Resolution No. 2011-12, with Exhibit "A," a listing of real property
lots/owners who have failed/refused to pay sewer user charges in excess of $40 for
calendar year 2010. Also attached is MRWPCA Resolution No. 2011-13, with Exhibit
“A,” a listing of real property lots/owners who have failed/refused to pay sewer capacity
charges for the calendar year 2010.
