The studyanalyzed the effects of the law in 15 metropolitan cities for a ten years period and identified gaps in opportunities,institutional learning processes and strategies of planning, disparities in the pro-capita expenditure rates forchildren services, efficiency of economic investments, rates of child-care services 0-3 years between Italian citieswith risks of gradual impoverishment of human capital and wellbeing in the regions of the South.
