is because your child has been placed under supervision or guardianship.
U krijgt te maken met de William Schrikker Jeugdbescherming. Dat kan
zijn omdat uw kind onder toezicht is gesteld. Of omdat uw kind onder
voogdij staat.
Who’s who?
When you come in contact with youth
protection and youth care services you
will be involved with various different
social workers and organisations.
These are briefly described below.
Child Protection Board
The Child Protection Board (Raad voor de
Kinderbescherming) employs people who
do everything within their power to protect
children.When a family is experiencing
difficulties, Child Protection Board case
workers investigate to determine whether
help is required. If they have reason to
believe that you need help in raising your
child, they will inform the juvenile court
judge. Everyone involved has the child’s
best interest at heart.
Juvenile court judge
The juvenile court judge (kinderrechter)
takes the Child Protection Board’s advice
into consideration.The judge also asks both
you and your child how you feel about it.
Next, the juvenile court judge decides
whether your family needs help.
If the answer is ‘yes’, then a supervision
and/or care order will be issued.
This leaflet contains a more detailed
description of what this means.
Wie is wie?
Als u in contact komt met jeugdzorg en
kinderbescherming krijgt u met meerdere
hulpverleners en organisaties te maken.
Hieronder een kort overzicht.
De Raad voor de Kinderbescherming
Bij de Raad voor de Kinderbescherming
werken mensen die er alles aan doen om
kinderen te beschermen. Als het niet goed
gaat in een gezin, dan onderzoeken medewerkers
van de Raad voor de Kinderbescherming
of hulp nodig is. Als zij vinden
dat u hulp nodig hebt bij de opvoeding dan
zullen zij dat aan de kinderrechter vertellen.
Dit is allemaal in het belang van het
kind.
Kinderrechter
De kinderrechter luistert naar het advies
van de Raad voor de Kinderbescherming.
Hij vraagt ook aan u en aan uw kind wat
jullie er zelf van vinden. Daarna beslist de
kinderrechter of er inderdaad hulp moet
komen in uw gezin. Als dat zo is dan spreekt
hij een kinderbeschermingsmaatregel uit.
Verderop kunt u lezen wat dat precies
betekent.

Youth Care Office
Once the juvenile court judge issues a
supervision and/or care order, theYouth
Care Office (Bureau Jeugdzorg) will carry
it out. If the child involved or his or her
parents are handicapped, theWilliam
SchrikkerYouth Protection Agency may
assume responsibility for executing the
order.This is because its social workers have
a great deal of knowledge about disabilities.

TheWilliam SchrikkerYouth Protection
Agency offers help, advice and support to
handicapped children and the children of
handicapped parents.The organisation
believes that it is important for a child to
grow up in a family, preferably his or her
own family.
Guardian or family supervisor
A guardian (voogd) or family supervisor
(gezinsvoogd) from theWilliam Schrikker
Child Protection Agency provides help if
there are problems with child rearing. In
doing so, the child’s best interest always
takes priority.When a child is placed
under guardianship, we call the social
worker a ‘guardian.’ In the event of a
family supervision order, the social worker
is referred to as a ‘family supervisor.’

Child protection measures
Child protection measures comprise either
a guardianship order or a family supervision
order.These are serious measures.The
juvenile court judge issues a supervision
or care order when the child’s safety or
upbringing is in jeopardy.
Guardianship
Guardianship means that a guardian will be
assigned to take all of the important decisions
about the child. He or she determines
the best place for the child to live and which

William Schrikker veel weten van handicaps.
William Schrikker Jeugdbescherming
De William Schrikker Jeugdbescherming
biedt hulp, advies en ondersteuning aan
gehandicapte kinderen en kinderen van
gehandicapte ouders. Zij vindt het belangrijk
dat een kind in een gezin opgroeit.
Het liefst in het eigen gezin.
Voogd of gezinsvoogd
Een (gezins)voogd van de William Schrikker
Jeugdbescherming helpt als er problemen
zijn bij de opvoeding. Het belang van
het kind staat daarbij voorop. Bij een voogdij
noemen we de hulpverlener: voogd.
Bij een ondertoezichtstelling noemen
we de hulpverlener: gezinsvoogd.
Begrippen bij
‘Wie is wie’
Kinderbeschermingsmaatregel
Kinderbeschermingsmaatregelen kunnen
zijn: een voogdijmaatregel of een ondertoezichtstelling
(OTS). Deze maatregelen zijn er
niet zomaar. De kinderrechter spreekt een
kinderbeschermingsmaatregel uit, wanneer
de opvoeding of de veiligheid van het kind in
gevaar is.
Voogdij
Voogdij betekent dat er een voogd wordt aangewezen
die alle belangrijke beslissingen over
het kind neemt. Hij kijkt dan waar het kind het
beste kan wonen en naar welke school het

Family supervision
Normally, parents are in charge of taking all
of the important decisions regarding their
child. However, sometimes even though parents
try their best they are unable to raise
their child properly, which poses a threat
to the child’s development. In this case, the
juvenile court judge can decide to place the
child under supervision. Family supervision
involves having a family supervisor visiting
your family. He or she spends a certain
amount of time with the family and determines
whether the problems at home can
be solved. If necessary, the family supervisor
arranges for the family to receive additional
help.You must agree to this help.The family
supervisor is there to work with you to try
to improve the situation.Together with you
he or she draws up a plan to make sure that
your child’s upbringing will get back on track.
Getting acquainted
First, the family supervisor visits you at
home for an initial introduction. He or she
also explains how theWilliam Schrikker
Youth Protection Agency works.Your family
supervisor makes agreements with you and
reminds you that it is very important for
you to uphold these agreements.

worden afgesproken en de voogd houdt

Ondertoezichtstelling (OTS)
Normaal gesproken nemen ouders alle
belangrijke beslissingen over hun kind. Soms
doen ouders wel hun best maar lukt het niet
om hun kind een goede opvoeding te geven.
De ontwikkeling van hun kind komt dan in
gevaar. In zo’n geval kan de kinderrechter
zeggen dat het kind onder toezicht komt.
Bij een ondertoezichtstelling komt er een
gezinsvoogd in uw gezin. Hij loopt een tijdje
mee met het gezin en kijkt of de problemen
thuis opgelost kunnen worden. Als het nodig
is dan zorgt de gezinsvoogd dat er extra hulp
komt. U moet deze hulp toelaten. De gezinsvoogd
probeert samen met u de situatie te
verbeteren. Samen met u stelt hij een plan
op om te zorgen dat het weer goed komt
met de opvoeding.

Plan
Next, the family supervisor designs a plan
in consultation with you.The plan describes
ways in which your child’s upbringing could
be improved.Which steps need to be taken
in order to improve the child-rearing situation?The
plan also mentions your personal
opinion.The plan must be ready within six
weeks of the juvenile court judge’s decision.
You will receive a copy of the plan.
Kennismaken
De gezinsvoogd zal bij u langskomen om
kennis met u te maken. Ook legt hij uit hoe
de William Schrikker Jeugdbescherming
werkt. Hij maakt afspraken met u en vertelt
dat het heel belangrijk is dat u zich aan de
afspraken houdt.
Plan
In overleg met u stelt de gezinsvoogd een
plan op. Hierin staat beschreven hoe de
opvoeding beter kan. Welke stappen moeten
worden genomen om de opvoedings
situatie te verbeteren? Uw mening wordt
ook in het plan vermeld. Het plan moet zes
weken na de uitspraak van de kinderrechter
klaar zijn. U krijgt een kopie van het plan.

Implementation
The family supervisor observes to see
whether the situation improves. He or she
will visit your home regularly, and stay in
touch by telephone.The family supervisor
has the right to take decisions.These are
usually taken in consultation with you.There
may be occasions when you do not agree
with a decision. In extreme cases the family
supervisor will give you a written order.
You are required to follow such orders.
Duration of family supervision
Family supervision lasts for one year. At
the end of that year, the family supervisor
assesses whether the situation has improved.The
juvenile court judge decides
whether the family supervisor must stay
for another year.
Written orders
In the event of family supervision, the
family supervisor can issue parents written
orders. Children ages 12 years and older,
too, can be issued written orders. Formally
speaking, a written order is a letter containing
the agreements that the family supervisor
has made with the parents.These
agreements concern the child’s upbringing.
Parents must uphold these agreements.
Written orders concerning children who
no longer live at home may stipulate how
often the parents and child may see each
other. If you do not agree with a written
order, you may lodge an appeal.
Interested parties
There may also be other people involved
with your child’s upbringing.The law refers
to these people as ‘interested parties’.
The juvenile court judge determines who
qualifies as an interested party.These could
be grandparents, for example, or foster
parents. Before taking a decision about
your case, the juvenile court judge will
also ask the interested parties for their
opinions.
Uitvoering
De gezinsvoogd houdt in de gaten of de
situatie verbetert. Hij zal regelmatig bij u
langskomen. Ook houdt hij telefonisch
contact met u. De gezinsvoogd heeft het
recht om beslissingen te nemen. Meestal
doet hij dat in overleg met u. Het kan zijn
dat u een andere mening heeft. In het uiterste
geval kan de gezinsvoogd u een schriftelijke
aanwijzing geven. U bent verplicht deze
aanwijzing uit te voeren.
Duur van de ondertoezichtstelling
Een ondertoezichtstelling duurt een jaar.
Na dat jaar kijkt de gezinsvoogd of de situatie
is verbeterd. De kinderrechter beslist of
de gezinsvoogd nog een jaar langer moet
blijven.
Schriftelijke aanwijzing
Bij een ondertoezichtstelling kan de gezinsvoogd
een schriftelijke aanwijzing aan de
ouders geven. Ook een kind van 12 jaar
en ouder kan een aanwijzing krijgen. Een
schriftelijke aanwijzing is een brief waarin
de afspraken staan die de gezinsvoogd met
de ouders maakt. Deze afspraken hebben
te maken met de opvoeding van het kind.
Ouders moeten zich aan deze afspraken
houden. Bij kinderen die niet meer thuis
wonen kan in een schriftelijke aanwijzing
staan hoe vaak ouders en kind elkaar mogen
zien. Als u het niet eens bent met de schriftelijke
aanwijzing dan kunt u hiertegen in
beroep gaan.
Belanghebbenden
Er kunnen ook andere mensen betrokken
zijn bij de opvoeding van uw kind. In de wet
worden deze mensen ‘belanghebbenden’
genoemd. De kinderrechter bepaalt wie
er belanghebbend zijn. Dat kunnen bijvoorbeeld
grootouders of pleegouders zijn.
Voordat de kinderrechter een beslissing
neemt in uw zaak zal hij ook naar de mening
van de belanghebbenden vragen.

Home or (temporarily) away
from home
TheWilliam SchrikkerYouth Protection
Agency feels that it is important for children
to grow up with their parents. In some
cases however it is better for your child
to live elsewhere, perhaps temporarily,
in a foster home or a sheltered home, for
example. Even if your child is not living at
home you will remain involved in his or her
upbringing.This provides the opportunity
and time to make a real effort on making
improvements in the home.Then hopefully
your child can return home at some point.
Contact
The family supervisor can be reached on
working days on his or her mobile phone.
If he or she cannot answer the phone, you
may leave a message on the voice mail.
For urgent matters you can call the agency’s
main switchboard on (020) 398 97 77.
Costs
The supervision and help provided by the
family supervisor is free.You do however
remain responsible for the costs associated
with raising your child. In the event your
child is removed from your home you may
be required to pay a maintenance contribution.You
may request to make alternative
arrangements for this by contacting the
National Maintenance Collection Agency
(Landelijk Bureau Inning Ouderbijdragen –
LBIO) in Gouda on (0182) 57 20 20.
Complaints
If you have a complaint
If you feel that your family supervisor or
guardian is treating you unfairly or not
following the rules, you may contact his or
her manager. In that case it would be best
to send the supervisor’s manager a letter
describing the nature of your complaint.

Thuis of (tijdelijk) uit huis
De William Schrikker Jeugdbescherming
vindt het belangrijk dat kinderen bij hun
ouders opgroeien. Maar in sommige gevallen
is het beter als uw kind (tijdelijk) ergens
anders woont. In een pleeggezin of tehuis
bijvoorbeeld. Als uw kind een tijdje niet
thuis woont blijft u toch betrokken bij de
opvoeding. Er kan in die periode hard
gewerkt worden aan verbeteringen thuis.
Zodat uw kind hopelijk na verloop van
tijd weer terug naar huis kan.

op zijn mobiele nummer. Als hij de
telefoon niet kan opnemen dan kunt u een
bericht inspreken op de voicemail.

Kosten
De begeleiding en hulp van de gezinsvoogd
kost geen geld. U blijft wel zelf verantwoordelijk
voor de kosten van de opvoeding
van uw kind. Als uw kind uit huis wordt
geplaatst kan het zijn dat u een ouderbijdrage
moet betalen. Een regeling
hierover kunt u opvragen bij het Landelijk
Bureau Inning Ouderbijdragen (LBIO) te
Gouda, telefoon (0182) 57 20 20.
Klachten
Wat als u klachten heeft?
Als u vindt dat de (gezins)voogd u onjuist
behandelt of niet volgens de regels werkt,
kunt u contact opnemen met zijn leidinggevende.
Het is het beste om dan aan de
leidinggevende een brief te schrijven waarin
u zegt wat uw klacht is. De leidinggevende
zal één of meerdere gesprekken met u en
de (gezins)voogd voeren om tot een oplossing
te komen. Bent u het niet met deze
