legumes<br />
A diversidade de climas e de solos<br />
nas dimensões continentais do Brasil<br />
permite a produção, no território nacional,<br />
nas mais diferentes épocas do<br />
ano, de praticamente qualquer espécie<br />
de hortigranjeiro em que se pretenda<br />
investir. Essa condição, estratégica num<br />
cenário global, favorece os produtores<br />
brasileiros em sua meta de responder<br />
pelo abastecimento do enorme mercado<br />
doméstico, caracterizado por<br />
quase 200 milhões de consumidores.<br />
Além de a cadeia ter como perspectiva<br />
imediata a demanda significativa<br />
e crescente dentro do próprio País, a<br />
infraestrutura montada para o cultivo,<br />
para o escoamento e para a industrialização<br />
cada vez mais autoriza a confiar<br />
na expansão das clientelas internacionais.<br />
Amplitude no mix de produtos e<br />
regularidade na oferta são argumentos<br />
que pesam a favor dos hortigranjeiros<br />
“made in <strong>Brazil</strong>”.<br />
E uma vez que esses produtos típicos<br />
de hortas ou de ambientes de<br />
granja constituem alimentos básicos<br />
na dieta de qualquer pessoa, é evidente<br />
que a economia apoiada na produção<br />
dessas espécies também assume<br />
um... colorido todo especial. De norte a<br />
sul, de leste a oeste, os brasileiros têm<br />
suas preferências e consomem hortaliças<br />
que, aos olhos dos demais, muitas<br />
vezes soam exóticas. Em alguns casos,<br />
imigrantes oriundos de diferentes<br />
regiões do planeta, e que aqui aportaram<br />
ao longo dos séculos XIX e XX,<br />
trouxeram suas guloseimas e suas...<br />
surpresinhas, hoje perfeitamente incorporadas<br />
à dieta regional.<br />
Mas é evidente que, a exemplo de<br />
outras nações, os brasileiros têm no<br />
topo de consumo as grandes vedetes<br />
comerciais. É o caso de: folhosas, tomate,<br />
batata, batata-doce, aipim, cebola,<br />
cenoura e alho, dentre outras. A essas<br />
segue-se uma extensa lista, que<br />
vai muito além de 100 itens,<br />
facilmente identificáveis<br />
em supermercados, feiras<br />
rurais, centrais de abastecimento<br />
e mercearias de<br />
bairro. Em cor, sabor, aroma<br />
e benefícios à saúde,<br />
o que se sabe é que não<br />
pode haver qualidade de<br />
vida sem que haja algum<br />
desses hortigranjeiros na<br />
mesa.<br />
Justamente para assegurar que não<br />
falte nem qualidade nem quantidade<br />
nas hortaliças, em condições de alimentar<br />
a população interna e chegar<br />
aos mercados demandantes no exterior,<br />
os segmentos de apoio se unem.<br />
Em pesquisa e inovação tecnológica, a<br />
preocupação é responder rapidamente<br />
às necessidades levantadas na produção<br />
e na industrialização.<br />
Aproximando e fortalecendo toda<br />
essa estrutura, as entidades e as instituições<br />
que representam o setor se<br />
organizam a fim de compartilhar conhecimento<br />
e difundir novas técnicas.<br />
O Anuário Brasileiro de Hortaliças<br />
2011, na segunda edição deste título<br />
no portfólio da Editora Gazeta, alia-se<br />
a este importante esforço de divulgação.<br />

The different climates and soils in<br />
<strong>Brazil</strong>’s continental dimensions allow<br />
for the production, in national territory,<br />
during all seasons of the year, of almost<br />
any chosen horticultural crop. Such a<br />
condition, strategic in a global scenario,<br />
favors the <strong>Brazil</strong>ian growers in their targets<br />
to supply all the domestic needs,<br />
characterized by almost 200 million<br />
consumers.<br />
Besides the perspectives for soaring<br />
and significant demand in the domestic<br />
market, the infrastructure created for<br />
the cultivation, transportation and industrialization<br />
of the products heralds<br />
a new era in the scenario of our international<br />
clients. A vast mix of products<br />
and regular supplies are arguments<br />
that deeply support all horticultural<br />
products made in <strong>Brazil</strong>.<br />
And as these typical products from<br />
gardens and farms constitute basic<br />
staples in the diet of any human being,<br />
it goes without saying that any economy<br />
that counts on these products also<br />
assumes a…very special color. From<br />
north to south, west to east, <strong>Brazil</strong>ians<br />
have their preferences and go for vegetables<br />
that, in the eyes of other people,<br />
often sound exotic. In some cases, immigrants<br />
from remote corners of the<br />
planet, who arrived here during the<br />
19 th and 20 th centuries, brought their<br />
delicacies and their ... little surprises,<br />
now perfectly incorporated into our<br />
regional diets.<br />
It is quite obvious that, following on<br />
the heels of other nations, the commercial<br />
highlights are mostly consumed by<br />

the <strong>Brazil</strong>ian people. Within this context,<br />
the following horticultural products<br />
come in: leafy vegetables, tomatoes, potatoes,<br />
sweet potatoes, cassava, onions,<br />
carrots and garlic, and others. These are<br />
followed by a vast list that comprises<br />
upwards of 100 items, all of them easily<br />
detected in supermarkets, rural fairs,<br />
supply centers and local grocery stores.<br />
In color, taste, aroma and health benefits,<br />
what is known is that there could<br />
possibly be no quality of life without<br />
some of these products on the table.<br />
To make sure that there is no shortage<br />
of quality or quantity of vegetables<br />
to fill the needs of the domestic market,<br />
thus avoiding imports, the support segments<br />
join efforts. In terms of research<br />
and technological innovation, the concern<br />
is to respond fast to the production<br />
and industrialization needs.<br />
Approaching and strengthening<br />
this structure, entities and institutions<br />
that represent the sector get organized<br />
in order to share knowledge and spread<br />
expertise. The <strong>Brazil</strong>ian Vegetable<br />
Yearbook 2011, now at its second edition<br />
at the portfolio of Editora Gazeta,<br />
joins this relevant publicity effort.<br />
After all, the goal of each of these<br />
actors is, - just like what out there in<br />
the field the growers pursue – just one:<br />
to ensure the supply of nutritious and<br />
delicious food that leaves an aftertaste<br />
of … want more. Not by chance, one of<br />
the preferences by <strong>Brazil</strong>ian people, and<br />
all those who go for a full meal, is the<br />
renowned legume soup. People know<br />
what is good.<br />

CULTIVo de hortaliças, que teve grande incremento em três<br />
décadas, encontra-se estabilizadO nos últimos anos no Brasil<br />

A produção brasileira de hortaliças<br />
alçou voos altos nos últimos 30 anos,<br />
graças a grandes aumentos de produtividade<br />
por área proporcionados<br />
pela adoção de novas tecnologias. A<br />
área praticamente não se alterou e até<br />
diminuiu um pouco, ficando em torno<br />
de 800 mil hectares nesse período<br />
e tendo atingido o máximo em 1998,<br />
quando chegou a 838 mil ha. No período,<br />
o rendimento físico por unidade<br />
de área mais que dobrou, alcançando<br />
a 102% de acréscimo ao passar de<br />
10,905 toneladas por hectare em 1980<br />
para 22,029 t/ha em 2009.<br />
Os últimos dados oficiais do setor<br />
como um todo, disponíveis em meados<br />
de 2011, são transmitidos pela Embrapa<br />
Hortaliças, sediada em Brasília<br />
(DF), e referem-se a 2009. A produção<br />
naquele ano atingiu a 17,8 milhões de<br />
t, das quais oito produtos selecionados<br />
(batata, tomate, cebola, alho, cenoura,<br />
batata-doce e as chamadas frutas olerícolas<br />
– melancia e melão) representam<br />
73% do total.<br />
O volume diminuiu 7,63% em relação<br />
a 2008, ocorrendo redução em batata<br />
(inglesa e doce), alho e outras culturas<br />
devido a fatores climáticos, entre<br />
outros. O valor recebido, contudo, cresceu,<br />
passando de R$ 20,2 bilhões para<br />
R$ 24,2 bilhões, reafirmando a grande<br />
representatividade econômica do setor,<br />
que também se estende ao social,<br />
com a geração de mais de 7,3 milhões<br />
de empregos.<br />
Em relação a 2010, identifica-se reação,<br />
pelo menos nas principais culturas<br />
e nas suas áreas de produção mais expressivas,<br />
conforme levantamentos de<br />
equipe do Centro de Estudos Avançados<br />
em Economia Aplicada da Escola<br />
Superior de Agricultura Luiz de Queiroz,<br />
vinculada à Universidade de São<br />
Paulo (Cepea/Esalq/USP). As hortaliças<br />
pesquisadas – cebola, batata, cenoura<br />
e tomate – apresentaram crescimento<br />
médio de área na ordem de 8,7%, por<br />
conta do bom desempenho financeiro<br />
anterior. A previsão é de manutenção<br />
do mesmo nível de investimentos em<br />
2011.<br />
>> MAIOR QUE POPULA-<br />
ÇÃO Dado levantado pela Embrapa<br />
Hortaliças mostra que, em três décadas,<br />
a produção olerícola avançou mais<br />
que a população (99,4% contra 61,5%).<br />
Assim, a disponibilidade de hortaliças<br />
passou de 75,400 quilos/habitante/<br />
ano para 93,112 kg/hab/ano. Essa situação<br />
certamente contribuiu para estabilizar<br />
a produção, juntamente com<br />
dados recentes de leve redução no<br />
consumo. Esse fato faz colocar as campanhas<br />
para atração de consumidores<br />
entre as principais estratégias atuais<br />
do setor, visto que o mercado interno<br />
responde por mais de 98% do destino<br />
dos produtos. A exportação ainda é<br />
fraca, enquanto as importações têm<br />
aumentado, o que igualmente preocupa.<br />
Na comercialização se inserem<br />
também propostas de valorização e<br />
modernização dos canais públicos e<br />
introdução de novas formas de atendimento<br />
das exigências do mercado,<br />
além de se buscar, em todo o setor<br />
produtivo, a ocupação de espaços<br />
ainda abertos, a atenção ao adequado<br />
uso dos recursos naturais, a redução<br />
de perdas, as melhorias logísticas e a<br />
organização cada vez maior. Além disso,<br />
pretende-se destacar o importante<br />
perfil socioeconômico do setor, para<br />
que possa receber a devida atenção e<br />
ter as condições adequadas de sustentabilidade<br />
e desenvolvimento.<br />

stable position in <strong>Brazil</strong><br />
<strong>Brazil</strong>’s vegetable production business has been flying<br />
high over the past 30 years, thanks to rising productivity rates<br />
per area derived from the use of new technologies. The planted<br />
area has even decreased slightly, remaining at around 800<br />
thousand hectares during this period, and reached its peak in<br />
1998, when it rose to a total of 838 thousand hectares. Over<br />
this period, yields per hectare almost doubled, soaring 102%<br />
and jumping from 10.905 tons per hectare in 1980 to 22.029<br />
t/ha in 2009.<br />
The most recent data of the sector as a whole were released<br />
in mid 2011, by Embrapa Vegetables, located in Brasília<br />
(FD), and refer to 2009. Back then, production reached 17.8<br />
million tons, of which, eight selected crops (potato, tomato,<br />
onion, garlic, carrot, sweet potato and the so-called oleric fruit<br />
– watermelon and melon) represented 73% of the total.<br />
The volume went down 7.63% from 2008, and the highest<br />
reductions occurred with the Irish and sweet potato crops,<br />
along with smaller garlic volumes and other vegetables,<br />
induced by climatic factors, for the most part. Nonetheless,<br />
revenue generated by vegetables went up, jumping from R$<br />
20.2 billion to R$ 24.2 billion, attesting to the huge economic<br />
representativeness of the sector, reflecting on the social side<br />
with the creation of upwards of 7.3 million jobs.<br />
As for 2010, indications point to the reaction of the most<br />
important crops and their more expressive planted areas,<br />
according to a survey conducted by the Center for Advanced<br />
Studies on Applied Economics of the Luiz de Queiroz College<br />
of Agriculture, a division of the University of São Paulo (Cepea/Esalq/USP).<br />
The surveyed vegetables – onion, potato,<br />
carrot and tomato – showed an average planted area increase<br />
of 8.7%, on account of the previous good financial<br />
performance. The same amount of investments is expected<br />
for 2011.<br />

decades, the horticultural production volumes outstripped<br />

On the commercialization side, suggestions include value<br />
adding proposals and the modernization of the public channels,<br />
besides the introduction of new initiatives intended to<br />
meet market requirements, along with efforts by the productive<br />
sector geared towards moving into unchartered markets,<br />
without overlooking the need to use the natural resources<br />
appropriately, thus reducing losses, while seeking logistic<br />
improvements and well planned moves. What is also worth<br />
mentioning is the relevant socioeconomic profile of the sector,<br />
grabbing all the attention it needs, while making sustainability<br />
and development its preferred targets.<br />

de saídas<br />
>> Exportação brasileira de produtos<br />
da horticultura ainda é muito pequena,<br />
enquanto as importações seguem crescendo<br />
Para se sobressair em terra estrangeira,<br />
os produtos olerícolas nacionais<br />
têm muito a avançar. Isso porque<br />
menos de 2% do que é produzido<br />
no Brasil é enviado ao exterior, o que<br />
significou o embarque de 262,3 mil<br />
toneladas em 2010 e receita de US$<br />
213 milhões. Comparando os dados<br />
de produção e exportação existentes<br />
de 2009, o índice fica em 1,60%. As importações<br />
do segmento, entretanto,<br />
são maiores, mantendo e reforçando<br />
o saldo negativo na balança comercial<br />
do setor: atingiram volume de<br />
865,5 mil t em 2010, levando ao dispêndio<br />
de US$ 902,5 milhões.<br />
Os números da venda externa vêm<br />
apresentando redução desde 2007,<br />
quando se alcançou a maior quantidade<br />
exportada na década (366,2 mil t),<br />
e 2008, ano em que se obteve o maior<br />
valor nas operações (US$ 260,7 milhões).<br />
Em relação a 2006, a economista<br />
Nirlene Junqueira Vilela, da Embrapa<br />
Hortaliças, de Brasília (DF), destaca que<br />
houve crescimento: nestes cinco anos,<br />
o montante enviado ao exterior é um<br />
pouco superior (2,54%) e o valor chega<br />
a apresentar evolução de 32,27%.<br />
Quanto ao decréscimo verificado<br />
recentemente e à pouca expressão<br />
ainda registrada no comércio externo<br />
da horticultura brasileira, a pesquisadora<br />
comenta que a crise mundial e o<br />
problema cambial têm isoladamente<br />
seus efeitos, mas a oferta do mercado<br />
mundial é decisiva. Entende, no<br />
entanto, que o principal entrave às<br />
exportações é a política comercial<br />
protecionista dos outros países, que<br />
cada vez mais lançam barreiras não<br />
tarifárias no comércio internacional,<br />
em particular aos produtos agrícolas,<br />
nos quais a segurança alimentar é rigorosamente<br />
exigida.<br />
>> POR ITEM Os principais<br />
produtos vendidos ao exterior são as<br />
frutas também inseridas na olericultura:<br />
melão e melancia, destacando-<br />

se especialmente o primeiro, do qual<br />
em 2010 foram exportadas 177,8 mil<br />
toneladas, 6 mil a menos que no ano<br />
anterior. Na venda de melancia ao<br />
mercado externo, foram 10,7 mil t a<br />
menos, ficando em 28,3 mil t. O tomate<br />
também está entre os principais<br />
itens embarcados, recuperando no<br />
ano passado parte do volume destinado<br />
ao exterior e alcançando a 11,2<br />
mil t, mas ainda distante das quantias<br />
exportadas no início da década.<br />
Há ainda outros produtos menos<br />
expressivos no consumo nacional que<br />
encontram espaço em campo estrangeiro,<br />
como o milho-doce, que recuperou<br />
níveis do ano de 2007, com volume<br />
negociado de aproximadamente 12,3<br />
mil t no último ano. É o caso também<br />
de gengibre e ervilha, que tiveram incremento<br />
nos volumes embarcados<br />
em 2010, chegando, respectivamente,<br />
a 6,2 mil t e a 4,1 mil t. O capsicum<br />
(pimentas e pimentões), de presença<br />
sempre destacada, mostrou recuo nesse<br />
período: ficou em 2,3 mil t.<br />
Nas importações, batata, cebola e<br />
alho continuam liderando o ranking<br />
das operações que buscam suprir carências<br />
na oferta local. A batata, que<br />
estava na segunda colocação em 2009,<br />
ocupa a primeira em 2010, com 276 mil<br />
t compradas, ante 173,3 mil t do ano<br />
anterior. Trocou posição com a cebola,<br />
que registrou elevação em volumes<br />
vindos do exterior, atingindo a 242,4 mil<br />
t, contra 180,6 mil t do ano antecedente.<br />
O alho ficou em níveis semelhantes de<br />
uma temporada para outra, passando<br />
de 151,7 mil t para 154,5 mil.<br />
Tomate, ervilhas e lentilhas ainda<br />
figuram em 2010 entre os itens com<br />
quantias consideráveis e crescentes<br />
de importação. Nessa lista constam as<br />
sementes de hortaliças, apesar de terem<br />
apresentado pequena redução. De<br />
modo geral, a entrada de hortaliças de<br />
outros países cresce a cada ano. Comparando<br />
2010 com 2006, os números<br />
totais elevaram-se em 57,40% no que<br />
tange a volumes e 193,85% em receita.<br />
A relação com o mercado externo,<br />
pelos números que apresenta, é<br />
mais um desafio importante para o<br />
setor olerícola, na busca de soluções e<br />
aproveitamento de oportunidades, de<br />
modo a aumentar a saída e reduzir o<br />
ingresso de produtos. A isso a crescente<br />
organização e mobilização do setor<br />
precisará dedicar sua atenção.<br />

To work their way into foreign countries, <strong>Brazil</strong>ian horticultural<br />
products still have a long way to go. The fact is, less than<br />
2% of what is produced in <strong>Brazil</strong> is sent abroad, which, nonetheless,<br />
translated into the shipment of 262.3 thousand tons<br />
abroad in 2010 and revenue of US$ 213 million. Comparing<br />
the production and export figures of the year 2009, the rate<br />
remains at 1.60%. The imports of the segment, nevertheless,<br />
are bigger, maintaining and strengthening the negative trade<br />
balance of the sector: imports reached a volume of 865.5 thousand<br />
in 2010, at the cost of US$ 902.5 million.<br />
The foreign sales figures have been declining since 2007,<br />
the year that marked the highest amount sent abroad over<br />
the decade (366.2 thousand tons), and in 2008, the year that<br />
marked the highest revenue from exports (US$ 260.7 million.<br />
With regard to 2006, economist Nirlene Junqueira Vilela, of Embrapa<br />
Vegetables, in Brasília (FD), maintains that there was an<br />
increase: over these five years, the amounts sent abroad were<br />
slightly higher (2.54%) and revenue was up 32.27%.<br />
As to the recent receding volumes and the negligible expression<br />
of the <strong>Brazil</strong>ian horticultural products in foreign trade operations,<br />
the researcher comments that the global economic<br />
downturn and the exchange rate policy have each their individual<br />
share in this question, but global supplies play a decisive<br />
role. Nevertheless, she understands that a major hurdle to<br />
exports is the commercial protectionist policy in force in other<br />
countries, which are increasingly launching non-tariff barriers<br />
in the international marketplace, and such barriers overwhelmingly<br />
involve agricultural products, where food safety is<br />
strictly required.<br />
>> BY ITEM The leading products shipped abroad are<br />
fruit, which also fit into the horticultural context: melon and<br />
watermelon, where the former stands out, of which, in 2010,<br />
177.8 thousand tons were exported, down 6 thousand from<br />
the previous year. Water melon shipments abroad suffered a<br />
reduction of 10.7 thousand tons, remaining at 28.3 thousand<br />
tons. Tomatoes are also included in the major export items, and<br />
last year recovered part of the volume destined for abroad, with<br />
a total of 11.2 thousand tons, but still distant from the amounts<br />
exported at the beginning of the decade.<br />
There are also several other products, though less expressive<br />
in national consumption terms, finding their way into other<br />
countries, like sweet corn, which recovered its 2007 export levels,<br />
with a negotiated volume amounting to approximately<br />
12.3 thousand tons last year. This is also the case of common<br />
ginger and peas, which also celebrated the shipment of higher<br />
volumes abroad, reaching 6.2 thousand tons and 4.1 thousand<br />
tons, respectively. Capsicum plants (pepper and red pepper),<br />
normally standing out in terms of volume, receded over the period:<br />
reaching 2.3 thousand tons.<br />
On the import side, potato, onion and garlic continue leading<br />
these operations, and they fill the gap on the national supply<br />
side. Potato exports, ranking second in 2009, have now climbed<br />
to the first position, reaching 276 thousand tons in 2010, against<br />
173.3 thousand the previous year.<br />
Potatoes have exchanged positions with onions, which<br />
registered higher volumes coming from abroad, totaling 242.4<br />

thousand tons, against 180.6 in the previous year. Garlic imports<br />
remained almost stable from one season to the next,<br />
soaring from 151.7 thousand tons to 154.5 thousand.<br />
Tomatoes, peas and lentils showed no changes in their import<br />
trend in 2010 and are still on the list of the most imported<br />
horticultural products, with volumes on the rise. The same list<br />
also contains vegetable seed imports, though a small decline<br />
was detected on that score. In general, imports of vegetables<br />
from abroad have been rising year after year. Comparing 2010<br />
to 2006, the total figures went up 56.40% in terms of volume<br />
and 193.85% in revenue.<br />
As far as the foreign market is concerned, judging from the<br />
real figures, it is just one more challenge for the olericulture sector,<br />
in pursuit of solutions and business opportunities, in an attempt<br />
to ship bigger volumes abroad, while curbing the entrance of<br />
vegetables. There lies the need for the sector to devote its attention<br />
towards organizing and mobilizing its entire structure.<br />

O setor olerícola tem no mercado<br />
doméstico a quase totalidade do destino<br />
de seus produtos, mas o consumo<br />
não vem aumentando e inclusive<br />
registrou pequeno decréscimo nos<br />
últimos anos, apesar dos indicativos<br />
de melhoria de renda da população.<br />
A realidade traz desafios para o desenvolvimento<br />
da atividade e motiva<br />
iniciativas de estímulo a esse saudável<br />
hábito alimentar.<br />
Pesquisas de Orçamentos Familiares<br />
do Instituto Brasileiro de Geografia<br />
e Estatística (IBGE), feitas nos anos<br />
de 2002 e 2008, identificam recuo de<br />
6,6% no consumo de hortaliças nesse<br />
período. A média per capita anualmente<br />
adquirida diminuiu de 29,00<br />
quilos para 27,08 kg entre um ano e<br />
outro. Produtos importantes na área<br />
tiveram redução, como a batata inglesa,<br />
na ordem de 23% (sem considerar<br />
o item batata não especificada), enquanto<br />
outros de relevância, como o<br />
tomate, conseguiram praticamente<br />
manter a performance. As frutas consideradas<br />
também como olerícolas<br />
nas estatísticas da Embrapa Hortaliças,<br />
como melancia e melão, obtiveram<br />
incrementos, o que no geral se<br />
verificou na fruticultura, setor no qual<br />
os apelos por maior consumo já surtiram<br />
efeito.<br />
Outro dado da pesquisa mostra<br />
que houve avanço significativo, na ordem<br />
de 37%, em aquisição de alimentos<br />
preparados e misturas industriais.<br />
Passou de 2,6 quilos por habitante<br />
ao ano para 3,5 kg/hab/ano no ciclo<br />
pesquisado, evidenciando uma opção<br />
por alimentos prontos, enquanto as<br />
hortaliças normalmente precisam ser<br />

preparadas. Por outro lado, apurou-se<br />
o incremento das refeições fora do lar,<br />
o que pode influenciar nos números<br />
de demanda apurados.<br />
>> QUATRO CANTOS Em<br />
termos de regiões, a aquisição de<br />
produtos hortícolas foi menor na<br />
maioria, com ênfase para o Sudeste e<br />
seus grandes centros urbanos, onde<br />
houve diminuição de 13,7% – queda<br />
de 32,4 kg/hab/ano para 28,0 kg.<br />
A maior região consumidora, o Sul,<br />
também mostrou pequeno decréscimo<br />
(de 39,3 kg/hab/ano para 38,6<br />
kg), o mesmo ocorrendo nas de menor<br />
consumo, Nordeste e Norte, que<br />
ficaram, respectivamente, em 22,1<br />
kg/hab/ano e 19,4 kg/hab/ano. A exceção<br />
foi o Centro-Oeste, que registrou<br />
incremento de 14,5%, passando<br />
de 23,3 kg/hab/ano para 26,7 kg.<br />
No foco restrito da renda, com outro<br />
parâmetro de pesquisa do IBGE,<br />
equipe na área de hortifruti do Centro<br />
de Estudos Avançados em Economia<br />
Aplicada da Escola Superior<br />
de Agricultura Luiz de Queiroz, vinculada<br />
à Universidade de São Paulo<br />
(Cepea/Esalq/USP), observa que as<br />
despesas com hortaliças tiveram leve<br />
aumento entre a população mais pobre,<br />
classe social na qual o consumo<br />
per capita anual é de 19,02 kg. Entre<br />
as classes média e rica, os volumes se<br />
mantiveram e registraram, respectivamente,<br />
29,35 kg/hab/ano e 39,71<br />
kg/hab/ano. O grupo intermediário,<br />
com renda entre três e 10 salários<br />
mínimos, concentra o maior contingente<br />
de pessoas e representa 49%<br />
da demanda.<br />

The horticultural sector is almost entirely focused on the<br />
domestic market, where consumption has not been soaring,<br />
but has receded slightly over the past years, in spite of the rising<br />
purchasing power of the population. Reality represents a challenge<br />
for the development of the activity and triggers the desire<br />
to adhere to this healthy eating habit.<br />
Family Budget Surveys conducted by the <strong>Brazil</strong>ian Institute<br />
of Geography and Statistics (IBGE) in 2002 and 2008, identified<br />
a reduction of 6.6% in the consumption of vegetables over the<br />
period. The per capita average of annual purchases of these<br />
products dropped from 29 kilos to 27 kilos, from 2002 to 2008.<br />
Several related products, like Irish potatoes, receded 23% (without<br />
considering the non-specified potato item), while other<br />
relevant products, like tomatoes, managed to repeat their performance.<br />
Such fruit as watermelons and melons, also taken<br />
as olericultural products by Embrapa Vegetables, celebrated<br />
higher sales, which was also the case of the fruit business in<br />
general, a sector that has begun reflecting the campaigns that<br />
make fruit more alluring to people.<br />
Another facet of the survey points to significant strides,<br />
about 37%, in the acquisition of pre-prepared foods and industrial<br />
preparations. There was an increase from 2.6 kilos per<br />
person a year to 3.5 kilos over the period in question, attesting<br />
to the option for ready to eat foods, while vegetables, as a rule,<br />
need to be prepared. On the other hand, the number of people<br />

eating out has also gone up, which could have an influence on<br />
the demand side.<br />
>> FOUR CORNERS Considering the different regions,<br />
the acquisition of horticultural products declined in the majority<br />
of them, particularly in the Southeast and its huge urban<br />
centers, where there was a decline of 13.7% — from 32.4 kg/<br />
person/year to 28.0 kg. The leading consumer region, the South,<br />
experienced a slight decrease (from 39.3 kg/person/year to<br />
38.6 kg), and the same occurred in the smallest consumption<br />
regions, Northeast and North, where consumption remained at<br />
22.1 kg/person/year and 19.4 kg/person/year, respectively. The<br />
exception was the Center-West, where consumption soared<br />
14.5%, from 23.3 kg/person/year to 26.7 kg.<br />
Regarding the restrict income side, based on another IBGE<br />
survey parameter, the team of the Hortiftruti department at the<br />
Center for Advanced Studies on Applied Economics, run by the<br />
Luiz de Queiroz College of Agriculture, linked with the University<br />
of São Paulo (Cepea/Esalq/USP) observe that the acquisition<br />
of horticultural products experienced a slight increase among<br />
the poor, a social class where per capita consumption reaches<br />
19.02 kg a year. In the middle and upper classes volumes remained<br />
stable at 29.35 kg/person/year and 39.71 kg/person/<br />
year. The intermediate group, where income ranges from 3 to<br />
10 minimum wages, is home to the biggest number of people<br />
and represents 49% of total demand.<br />

>> Ações nacionais de incentivo ao setor buscam impulsionar a<br />
demanda por produtos olerícolas, atualmente considerada baixa<br />
Importantes para a saúde humana,<br />
as hortaliças ainda não garantiram<br />
o espaço que deveriam na mesa dos<br />
brasileiros, o que tem motivado ações<br />
de estímulo ao consumo desses produtos<br />
junto à população. Uma campanha<br />
forte nessa direção, cujo slogan é<br />
Consuma hortaliças diariamente: sua<br />
saúde agradece, foi lançada em 2011<br />
pelo Ministério da Agricultura, Pecuária<br />
e Abastecimento (Mapa), por meio<br />
da Câmara Setorial da Cadeia Produtiva<br />
de Hortaliças. A iniciativa conta com<br />
o apoio direto do novo Instituto Brasileiro<br />
de Horticultura (Ibrahort) e do<br />
Serviço Brasileiro de Apoio às Micro e<br />
Pequenas Empresas (Sebrae), além de<br />
todos os organismos vinculados à Câmara,<br />
como a Embrapa Hortaliças, de<br />
Brasília (DF), e a Companhia Nacional<br />
de Abastecimento (Conab).<br />
A Embrapa Hortaliças tem o tema<br />
entre seus projetos, como o de Estratégias<br />
de comunicação como ferramenta<br />
de incentivo ao consumo de<br />
hortaliças pelo público infantil. O foco<br />
são as escolas públicas do Norte e Nordeste,<br />
regiões que apresentam o menor<br />
consumo. A Conab, por meio do<br />
Programa de Aquisição de Alimentos<br />
(PAA), valoriza a compra de hortaliças<br />
das regiões de produção, aliando-se<br />
ao Programa Nacional de Alimentação<br />
Escolar (PNAE), no qual há obrigação<br />
legal de inserção de produtos da agricultura<br />
familiar. Nesse sentido, somamse<br />
ações da companhia de apoio ao<br />
fortalecimento do comércio familiar<br />
de produtos básicos, como as feiras<br />
livres e a revitalização das Centrais de<br />
Abastecimento (Ceasas), via Programa<br />
Brasileiro de Modernização do Mercado<br />
Hortigranjeiro (Prohort).<br />
Para o aumento do consumo, é<br />
relevante a industrialização de mais<br />
produtos e a pesquisa de mais variedades<br />
para esse fim, além de melhorar<br />
a logística de distribuição. Mas sempre<br />
se reforça, como aponta o Instituto de<br />
Tecnologia de Alimentos (Ital), de São<br />
Paulo, a necessidade de responder às<br />
tendências levantadas mundialmente<br />
em termos de alimentos, como saudabilidade<br />
e bem-estar, conveniência e<br />
praticidade, e sensorialidade e prazer.<br />
Nesse contexto, indicam-se produtos<br />
funcionais (enriquecidos com<br />
fibras e vitaminas), integrais, orgânicos,<br />
com pouco açúcar e sódio, à base de<br />
flores, plantas medicinais e com propriedades<br />
cosméticas, com selos de<br />
qualidade. Destaca-se também a preparação<br />
de produtos em pequenas<br />
porções ou embalados para consumo<br />
individual (monodoses). São recomendados<br />
ainda itens de maior valor<br />
agregado (gourmet e premium), com<br />
receitas regionais e aspectos diferenciados<br />
(em sabor e embalagem, entre<br />
outros).<br />
>> VITAIS De modo geral, enfatiza-se<br />
cada vez mais o que foi proposto<br />
no 5º Congresso Pan-americano<br />
de Incentivo ao Consumo de Frutas e<br />
Hortaliças para a Promoção da Saúde,<br />
realizado em setembro de 2009, em<br />
Brasília (DF), pelo Ministério da Saúde<br />
e outros parceiros, integrando-se também<br />
a Associação Brasileira de Horticultura<br />
(ABH). No seu relatório, é observado<br />
que, de acordo com pesquisas,<br />
o aumento do consumo de frutas e<br />
hortaliças é uma das recomendações<br />
nutricionais relacionadas à prevenção<br />
e ao controle das doenças crônicas<br />
não transmissíveis (obesidade, câncer,<br />
diabetes mellitus e doenças cardiovasculares),<br />
responsáveis pelas principais<br />
causas de morbidade e mortalidade<br />
no Brasil e por 70% dos gastos do Sistema<br />
Único de Saúde (SUS).<br />
É indicado que a pessoa consuma<br />
pelo menos 400 gramas desses produtos<br />
ao dia, mas o índice médio fica<br />
bem abaixo no País – em torno de 132<br />
gramas diários. No referido evento, o<br />
expositor Carlos Augusto Monteiro, da<br />
Universidade de São Paulo (USP), atestou<br />
que a reduzida inclusão de frutas e<br />
hortaliças na dieta é único fator de risco<br />
com evidências confiáveis e quantificáveis<br />
relacionadas às doenças e<br />
mortes no mundo.<br />

Fighting for space<br />
>> Nationwide actions seek<br />
to drive the demand for<br />
horticultural products,<br />
now at sluggish pace<br />
Important to human health, vegetables have not yet conquered<br />
the space they should have on the <strong>Brazil</strong>ian kitchen<br />
tables, a fact that has triggered campaigns focused on encouraging<br />
the consumption of these products. A very persuasive<br />
campaign to this end, whose slogan is “Hold on to your<br />
daily portions of vegetables: your health will be grateful for<br />
it”, was launched by the Ministry of Agriculture, Livestock and<br />
Food Supply (Mapa) in 2011, through the Sectorial Council of<br />
the Vegetable Supply Chain. The initiative relies on the direct<br />
support from the <strong>Brazil</strong>ian Horticulture Institute (Ibrahort)<br />
and from the <strong>Brazil</strong>ian Service of Support to Micro and Small<br />
Companies (Sebrae), besides all organs linked to the Council,<br />
including Embrapa Vegetables, based in Brasília (DF), and the<br />
National Supply Company (Conab).<br />
Embrapa Vegetables has incorporated the theme into its<br />
projects, like Communication strategies as a tool for encouraging<br />
the consumption of vegetables by children. The main focus<br />
are the public schools in the Northeast and North, regions where<br />
consumption is lagging behind all other states. The Conab,<br />
through the Foods Acquisition Program (PAA), gives priority to<br />
purchasing the horticultural products in the regions where they<br />
are produced, in line with the National School Meals Program<br />
(PNAE), whereby it is mandatory to include products from family<br />
farming operations. Within this context, also noteworthy are<br />
the initiatives of the company towards strengthening the sales<br />
of products from small-scale farms in fairs, along with the revitalization<br />
of the Supply Centers (Ceasas), through the <strong>Brazil</strong>ian<br />
Program for Modernizing the Horticultural Market (Prohort).<br />
If the idea is to boost consumption, this will require efforts<br />
towards the industrialization of these products, together with<br />
research works on more varieties destined for this purpose, besides<br />
improving the distribution logistics. Furthermore, what<br />
should never be overlooked, according to the Food Technology<br />
Institute (Ital), in São Paulo, is the need to respond to the worldwide<br />
trends in terms of food, such as healthiness and well-being,<br />
convenience and practicality, sensoriness and pleasure.<br />
Within this context, functional products are recommended<br />
(enriched with fibers and vitamins), whole products, organic,<br />
with little sugar and salt, flower-based products, plants with<br />
medicinal and cosmetic properties, all bearing a quality label.<br />
There is also a variety of small portion preparations or packed<br />
for individual consumption (monodoses). Also recommended<br />
are items of higher added value (gourmet and premium),<br />
based on regional recipes and distinct aspects (in taste and<br />
packaging, among others).<br />
>> VITAL People are increasingly taking into consideration<br />
what was proposed in the 5th Pan-American Congress on the<br />
Consumption of Fruit and Vegetables for the Promotion of Health,<br />
held in Brasília (DF) in September 2009, by the Ministry of Health<br />
and other partners, jointly with the <strong>Brazil</strong>ian Horticulture Association<br />
(BHA). In its report, it is observed that bigger daily portions of<br />
fruit and vegetables is one of the nutritional recommendations<br />
related to the prevention and control of non-contagious chronic<br />
diseases (obesity, cancer, diabetes mellitus and cardiovascular<br />
conditions), responsible for the major causes of morbidity and<br />
death in <strong>Brazil</strong> and for 70% of all money spent by <strong>Brazil</strong>’s National<br />
Health Service (SUS).<br />
The recommendation is for a person to consume at least<br />
400 grams of these products a day, but the average in the<br />
Country remains way below – something about 132 grams<br />
a day. In the said event, exhibitor Carlos Augusto Monteiro, of<br />
the University of São Paulo (USP), attested that the reduced inclusion<br />
of fruit and vegetables in the daily diet is the only risk<br />
factor that boasts reliable and quantifiable evidence related to<br />
diseases and deaths around the globe.<br />

inicia ações na representação da cadeia produtiva<br />
Diante da necessidade de um organismo<br />
maior, com abrangência nacional,<br />
para representar a cadeia produtiva<br />
da horticultura e apresentar um<br />
perfil socioeconômico do setor no País,<br />
foi criado, no fim de 2010, o Instituto<br />
Brasileiro da Horticultura (Ibrahort). A<br />
constituição da entidade deu-se no<br />
âmbito da Câmara Setorial da Cadeia<br />
Produtiva de Hortaliças do Ministério<br />
da Agricultura, Pecuária e Abastecimento<br />
(Mapa), a partir de oficina do<br />
Serviço Brasileiro de Apoio às Micro e<br />
Pequenas Empresas (Sebrae), e originou-se<br />
da transformação do Instituto<br />
de Desenvolvimento do Agronegócio<br />
(Ideagro), que atuava desde 2006 na<br />
Região do Alto Tietê, em São Paulo.<br />
O Ibrahort propõe-se a consolidar a<br />
organização social da cadeia hortícola,<br />
por meio do conhecimento pleno do<br />
setor para o seu desenvolvimento com<br />
planejamento estratégico e valorização<br />
da função social na geração de emprego<br />
e renda. Reúne desde empresas, associação<br />
de sementes e mudas, produtores<br />
de insumos agrícolas e fornecedores<br />
de embalagens, a varejistas, restaurantes,<br />
cozinhas industriais e entidades<br />
públicas. A entidade pretende oferecer<br />
representação técnica, política e social,<br />
bem como organizar a inteligência tecnológica<br />
e mercadológica.<br />
O marco inicial e histórico é fazer o<br />
projeto Perfil Socioeconômico da Olericultura<br />
no Brasil, que deverá trazer<br />
a medida real e ampla do setor, com<br />
uma tomada completa de informações<br />
nas cinco regiões do Brasil. Os<br />
dados levantados deverão servir de<br />
base para as políticas públicas e os investimentos<br />
privados na área, destaca<br />
Carlos Schmidt, o primeiro presidente<br />
eleito do Ibrahort.<br />

Na consultoria do Ibrahort encontra-se<br />

pelo Ideagro e preside a Câmara<br />
Setorial de Hortaliças, Cebola e Alho do<br />
Estado de São Paulo. O Ibrahort, acrescenta<br />
Schmidt, tem ações também na<br />
Agenda Estratégica do Mapa no período<br />
2010-2015, juntamente com a<br />
Câmara Setorial da Cadeia Produtiva<br />
de Hortaliças. Ao mesmo tempo, está<br />
apoiando, junto com o Sebrae, a campanha<br />

>> REFORÇO O setor registra<br />
o lançamento recente, em junho de<br />
2011, da Frente Parlamentar Mista em<br />
Defesa do Segmento de Hortifrutiflorigranjeiros<br />
(Pró-Horti), no Congresso<br />
Nacional, com o apoio de mais de 200<br />
parlamentares. Segundo o presidente,<br />
o deputado federal Junji Abe, de São<br />
Paulo, o grupo trabalha pela implantação<br />
de políticas públicas direcionadas<br />
às cadeias produtivas de verduras,<br />
legumes, tubérculos, bulbos, frutas,<br />
champignons, mel e derivados, aves<br />
e ovos, pecuária de leite de pequeno<br />
porte, flores e outros itens destinados<br />
ao abastecimento do mercado interno,<br />
para dar “mais atenção a essas categorias<br />
excluídas de incentivos”.<br />
A iniciativa, completa Abe, vai lutar<br />
pela adoção de dispositivos que beneficiem<br />
toda a cadeia produtiva, desde<br />
pesquisa, desenvolvimento de variedades<br />
e extensão rural, passando pela<br />
fabricação e venda de insumos até canais<br />
de comecialização dos produtos<br />

Institute (Ibrahort) engages<br />
in granting the productive<br />
The initial and historical mark is to work out the Socioeconomic<br />
Profile of the Horticultural Chain in <strong>Brazil</strong>, which<br />
chain a representative status<br />
is supposed to contain the real and wide range of the sector,<br />
with a complete set of information in the five regions across<br />
<strong>Brazil</strong>. All data that is surveyed should serve as foundation<br />
for public policies and private investments in the area, says<br />
Carlos Schmidt, first elected president of the association.<br />
Schmidt works in the executive management department<br />
of the Hortifruti Association in the State of São Paulo<br />
(Aphortesp), created in 2004, with its place of business at<br />
the Rural Union Office in Mogi das Cruzes. It encompasses<br />
the Alto Tietê region, Ibiúna, Vargem Grande Paulista, São<br />
Roque, Piedade and surroundings, and is viewed as an exemplary<br />
entity in the organization of the sector. The association<br />
comprises 11 members, one from the region of Pouso<br />
Redondo (MG), and they all comply with the requirements<br />
of a strict professional and legal profile, besides the partnership<br />
with approximately 600 growers in the region, who are<br />
given the best directives.<br />
Renato Abdo is Ibrahort’s consultant, and he used to be<br />
responsible for the Ideagro and also presides over the Sectorial<br />
Chamber of Vegetables, Onion and Garlic of the State of<br />
São Paulo. The Ibrahort, Schmidt adds, is also engaged with<br />
Mapa’s Strategic Agenda, over the 2010-2015 period, along<br />
with the Sectorial Chamber of the Vegetables Productive<br />
Chain. In the meantime, jointly with the Sebrae, it is lending<br />
support to the campaign, “Consume vegetables every day:<br />
your health will be grateful”, devised by the ministry.<br />
In view of the need for a major organism, with a national<br />
scope, to represent the horticulture production chain and<br />
provide a socioeconomic profile for the sector in the Country,<br />
the <strong>Brazil</strong>ian Horticulture Institute (Ibrahort) was created<br />
in late 2010. The entity was constituted within the range<br />
of the Sectorial Chamber of the Vegetable Production Chain<br />
linked with the Ministry of Agriculture, Livestock and Food<br />
Supply (Mapa), based on a workshop run by the <strong>Brazil</strong>ian<br />
Service of Support to Micro and Small Companies (Sebrae),<br />
and it originated from the transformation of the Agribusiness<br />
Development Institute (Ideagro), which had been operating<br />
in the Alto Tietê region, in São Paulo, since 2006.<br />

>> REINFORCEMENT The sector registers the recent<br />
launch, in June 2011, of the Joint Parliamentary Front for<br />
the Defense of the Horti-Fruti-Flower Segment (Pró-Horti),<br />
in National Congress, with the support from upwards of 200<br />
parliament members. According to Junji Abe, president and<br />
federal deputy for São Paulo, the group are engaged in implementing<br />
public policies geared towards the production<br />
chains of vegetables, legumes, tubers, bulbs and fruit, honey<br />
and honey-based products, poultry and eggs, small-scale<br />
dairy cattle operations, flowers and other items destined<br />
for the domestic market, so as “to capture more attention to<br />
these categories excluded from any incentive program”.<br />
The initiative, Abe adds, is going to fight for the introduction<br />
of devices that benefit the entire production chain,<br />
from research to the development of varieties, and rural extension<br />
services, including the manufacturing and sales of<br />
inputs and commercial channels for final products.<br />

Produtos diferenciados, como<br />
as mini-hortaliças, são oferecidos<br />
ao consumidor e apresentam bom<br />
retorno financeiro<br />
O segmento de hortaliças, diante dos desafios de demanda<br />
para sua produção, vem criando novas alternativas para conquistar<br />
o interesse dos consumidores. Além de tentar avanços<br />
no plano industrial, há alguns anos vêm se inserindo no mercado<br />
produtos hortícolas minimamente processados, ou seja,<br />
modificados fisicamente, mas mantidos em seu estado fresco.<br />
Em direção semelhante, mas focado especificamente na redução<br />
de tamanhos, estão aparecendo com ênfase as chamadas<br />
mini-hortaliças e também as baby, tendo boa aceitação e valorização<br />
entre consumidores interessados em itens de fácil uso.<br />
As mini-hortaliças são criadas por meio de melhoramento<br />
genético e suas sementes são, na maioria, híbridas e importadas,<br />
enquanto as baby são obtidas utilizando-se artifícios no<br />
manejo da cultura, como a colheita antecipada e, no caso das<br />
folhas jovens, recebem a denominação baby leaf. A explicação<br />
é dada por Luis Felipe Villani Purquerio, do Centro de Horticultura<br />
do Instituto Agronômico de Campinas (IAC), e Paulo César<br />
Tavares de Melo, do Departamento de Produção Vegetal da<br />
Escola Superior de Agricultura Luiz de Queiroz, vinculada à Universidade<br />
de São Paulo (Esalq/USP).<br />
Entre os produtos miniaturizados, além dos próprios minimamente<br />
processados de tamanho reduzido, como as minicenouras,<br />
o mais conhecido é o tomate-cereja. Mas também se<br />
apresentam nessa condição abóbora, alface, berinjela, chuchu,<br />
couve-flor, pepino, pimentão e melancia, entre outras hortaliças.<br />
O tomate-cereja aparece ainda em uma nova versão conhecida<br />
como tomate-uva, com formato parecido a um bago<br />
dessa fruta, de cor vermelho intenso e sabor muito doce. Vem<br />
tendo sucesso, mesmo custando cerca de R$ 3,00 a caixeta de<br />
180 gramas. Da mesma forma, a minimelancia, de dois a três<br />
quilos, sem sementes e de coloração vermelho forte, atinge valores<br />
até seis vezes superior aos do produto convencional.<br />
As folhas baby também são comercializadas com altos preços,<br />
chegando a R$ 5,00 as caixetas com 120 gramas do mix<br />
de folhas de alface, agrião, beterraba, couve mizuna e mostarda<br />
wakami, uma das formas de venda. Essa combinação propicia<br />
alto valor nutricional ao produto, atestam Purquerio e Melo.<br />
Nas baby leaf, destaca-se a praticidade, com produto embalado,<br />
sanitizado e pronto para ser consumido.<br />
Especialistas do setor veem nesses nichos de mercado um<br />
bom potencial de expansão, visto que cresce cada vez mais nos<br />
centros urbanos o número de casais sem filhos e de pessoas<br />
morando sozinhas, que buscam essas opções. Para o setor produtivo,<br />
ampliam-se as oportunidades de cultivo de hortaliças<br />
e, para o setor técnico-científico, novas exigências de estudos e<br />
geração de conhecimentos para desenvolver o setor.<br />

The segment of vegetables, in view<br />
of the production challenges posed by<br />
demand, has been coming up with new<br />
alternatives to attract new consumers.<br />
Besides attempting to make strides on the<br />
industrial side, the segment has embarked<br />
on the minimally processed horticultural<br />
products, that is to say, physically modified,<br />
but kept in their fresh state. Bound to<br />
a similar direction, but specifically focused<br />
on size reductions, the so-called mini vegetables<br />
are now steadily making it to the<br />
market, and so are baby vegetables, and<br />
they enjoy great popularity and are highly<br />
valued by consumers that go in for easy<br />
to use items.<br />
The mini vegetables are created<br />
through genetic enhancement programs<br />
and their seed, in most cases is<br />
hybrid and imported, while baby vegetables<br />
result from crop management<br />
practices, like anticipated harvest and,<br />
in the case of young leaves, they are<br />
known as baby leaf. The explanation<br />
is given by Luis Felipe Villani Purquerio,<br />
of the Center for Horticulture run by<br />
the Agronomic Institute of Campinas,<br />
and Paulo César Tavares de Melo, of<br />
the Vegetable Production Department<br />
controlled by the well known Luiz de<br />
Queiroz College of Agriculture, linked<br />
with the University of (Esalq/USP).<br />
Among the miniaturized products,<br />
besides the minimally processed and<br />
smaller in size, like the mini-carrots, the<br />
best known is the cherry tomato. Other<br />
horticultural products that enjoy the<br />
same status include pumpkin, lettuce,<br />
eggplant, chayote, cauliflower, cucumber,<br />
pepper and watermelon, and<br />
others. The cherry tomato also comes<br />
in another version known as grape tomato,<br />
with a shape similar to a grape<br />
berry, deep red color and a very sweet<br />
taste. It is selling briskly, although a box<br />
of 180-grams sells for R$ 3. Likewise, the<br />
mini watermelon, weighing from two to<br />
three kilos, seedless, deep green, fetches<br />
up to six times higher prices than traditional<br />
watermelons. Baby leaves also<br />
sell for high prices, sometimes fetching<br />
R$ 5 per 120-gram box of lettuce,<br />

watercress, beet, mizuna cabbage and<br />

What characterizes the baby leaf is<br />
practicality, with a packaged product,<br />

Specialists of the sector envision in<br />
these market niches a potential for expansion,<br />
since the number of childless<br />
couples and people living alone is on<br />
the rise in big centers, and they all seek<br />
options. For the productive sector, it<br />
translates into a chance for expanding<br />
their vegetable cultivations and, for the<br />
technical-scientific sector, it represents<br />
new requirements for further studies<br />
and the generation of knowledge for<br />
developing the sector.
A peso de ouro<br />

Atualmente, é impossível imaginar<br />
o preparo de um bom prato sem o uso<br />
de temperos e condimentos, substâncias<br />
que conferem sabor e aroma muito<br />
peculiares às receitas. A culinária é<br />
uma verdadeira alquimia e as especiarias<br />
integram esse mágico ritual como<br />
componentes indispensáveis, mas<br />
que nem sempre tiveram acesso fácil.<br />
A busca por esses produtos foi capaz<br />
de mudar a história da humanidade,<br />
literalmente.<br />
Até a Idade Média, as especiarias<br />
eram encontradas somente no Oriente.<br />
Nos impérios da Europa, o sal era<br />
o único ingrediente disponível para<br />
conservar os alimentos. Monarcas organizavam<br />
expedições para buscar os<br />
temperos, que chegavam ao Ocidente<br />
em pequenas quantidades e valendo<br />
mais que o ouro. Algumas cidades, comos<br />
as italianas Gênova e Veneza, enriqueceram<br />
em função desse comércio,<br />
desenvolvido por rotas terrestres e que<br />
demandavam muitos dias de viagem.<br />
Anos mais tarde, coube a um pequeno<br />
país protagonizar a maior façanha<br />
da história em busca das preciosas<br />
especiarias orientais. Em 1497,<br />
o rei D. Manuel I, de Portugal, confiou<br />
uma importante missão ao navegador<br />
Vasco da Gama. Com apenas três embarcações,<br />
ele saiu de Lisboa e acabou<br />
descobrindo o caminho marítimo que<br />
o levaria à Índia, contornando a costa<br />
da África. Essa aventura consolidou a<br />
presença marítima e o domínio das rotas<br />
comerciais por Portugal. A partir de<br />
então, as refeições para os povos europeus<br />
passaram a ser mais aromáticas.<br />
>>VALORIZAÇÃO Mesmo sendo<br />
indispensáveis, as especiarias não<br />
possuem um grande consumo, até<br />
porque basta uma pitadinha para se<br />
acentuar o sabor dos alimentos. O<br />
engenheiro agrônomo Célio Kursel<br />
do Sacramento, professor pleno da<br />
Universidade Estadual de Santa Cruz<br />
(Uesc), em Ilhéus (BA), possui vários estudos<br />
sobre esses produtos. Ele destaca<br />
que por esses condimentos serem<br />
usados por todo o mundo, o mercado<br />
é bastante amplo, porém estabilizado.<br />
No Brasil, explica ele, são produzidas<br />
praticamente todas as especiarias.<br />
“O cravo-da-índia é cultivado no País<br />
somente na Bahia, sendo a única área<br />
no Ocidente a produzi-lo comercialmente”,<br />
observa. Os demais produtos<br />
estão espalhados pelo País. A pimentado-reino<br />
possui maiores áreas no Pará,<br />
no Espírito Santo e na Bahia. Na pimenta<br />
hortícula destacam-se os estados<br />
de São Paulo, Minas Gerais, Bahia, Rio<br />
de Janeiro, Espírito Santo e Ceará. A<br />
pimenta-da-jamaica, o cardamomo e a<br />
noz-moscada são plantadas na Bahia e<br />
a baunilha, na Bahia e no Pará. O gengibre<br />
pode ser encontrado em Santa<br />
Catarina, Paraná, São Paulo, Rio de Janeiro,<br />
Espírito Santo e alguns estados<br />
do Nordeste.<br />
Segundo Sacramento, as especiarias<br />
são cultivadas em pequenas áreas,<br />
que variam de 0,5 a 100 hectares. Alguns<br />
condimentos são muito valorizados.<br />
Ele lembra que a baunilha chega<br />
a custar US$ 300,00 o quilo da cápsula<br />
beneficiada e o cardamomo, no mercado<br />
nacional, pode valer R$ 600,00 o<br />
quilo. “O Brasil sofre grande concorrência<br />
de outros países produtores, como<br />
Indonésia, Índia e Malásia. A mão de<br />
obra barata naqueles locais faz com<br />
que os produtos sejam importados a<br />
preços muito baixos”, observa.<br />

Worth its weight in gold<br />
>> Spices are an indispensable ingredient in global<br />
culinary concepts, and they even changed the<br />
course of history and still enjoy great popularity<br />
Nowadays, there is no way imagining the preparation<br />
of a delicious dish without using spices or condiments, substances<br />
that impart peculiar flavor and aroma to recipes.<br />
Cooking is a real alchemy and spices are an integral part of<br />
the magic ritual and come in as indispensable ingredients,<br />
which had to go a long way until they reached popularity.<br />
The search for these products literally changed the history<br />
of humanity.<br />
Up to the Middle-Ages, spices were found only in the<br />
East. In the European Empires, salt was the only ingredient<br />
available for preserving food. Monarchs used to organize<br />
expeditions in search of these spices, which used to arrive<br />
in western countries worth their weight in gold. Some cities,<br />
like Genoa and Venice in Italy, made a lot of money from this<br />
trade, which was carried out through land routes which required<br />
many traveling days.<br />
Years later, one small country entered into history as the<br />
protagonist of the biggest deed on record in search of these<br />
eastern spices. In 1497, King D. Manuel I, of Portugal, entrusted<br />
navigator Vasco da Gama with an important mission. With<br />
just three vessels, he left Lisbon and ended up discovering the<br />
maritime route to India, surrounding the African Coast. This<br />
adventure made Portugal consolidate its maritime presence<br />
and the domain over the commercial routes. From then onwards,<br />
the meals in Europe turned more aromatic.<br />
>> VALUE Although being indispensable, spices are<br />
not consumed in great amounts. The fact is, a tiny portion is<br />
enough to impart flavor and taste to all kinds of food. Agro-<br />
nomic engineer Célio Kursel do Sacramento, professor at the<br />
State University of Santa Cruz (Uesc), in Ilhéus (BA), keeps a<br />
collection of studies on these products. He explains that, as<br />
spices are popular all over the world, the market is vast but<br />
stabilized. In <strong>Brazil</strong>, he says, almost all spices are produced.<br />
“The clove is cultivated only in Bahia, which is also the only<br />
area in the West that grows commercial crops of this spice”, he<br />
observes. All other spices are grown throughout the Country.<br />
Black pepper is produced in huge areas in Pará, Espírito Santo<br />
and Bahia. Garden pepper producers include the states of<br />
São Paulo, Minas Gerais, Bahia, Rio de Janeiro, Espírito Santo<br />
and Ceará. Allspices, cardamom and nutmegs are common<br />
in Bahia, while vanilla is produced in Bahia and Pará. Ginger<br />
is found in Santa Catarina, Paraná, São Paulo, Rio de Janeiro,<br />
Espírito Santo and some states in the Northeast.<br />
According to Sacramento, spices are cultivated in small<br />
areas, which range from 0.5 to 100 hectares. Some spices<br />
are highly valued. He recalls that vanilla fetches up to US$<br />
300 per kilo in processed capsules and cardamom, in the<br />
national market, could fetch R$ 600 per kilo. “<strong>Brazil</strong> suffers<br />

and Malaysia. Cheap labor in these countries result into imports<br />

>> Cadeia de hortaliças luta por melhorias<br />
na complexa estrutura de produção,<br />
distribuição e comercialização<br />
Não é de hoje que a logística das<br />
hortaliças é reconhecidamente precária<br />
no País, observa o presidente da<br />
Associação Brasileira de Horticultura<br />
(ABH), Paulo César Tavares de Melo. Ele<br />
lamenta as altas perdas que ocorrem no<br />
setor, da ordem de 30% a 35%, desde o<br />
momento da colheita até a mesa do<br />
consumidor. Observa que há tempos<br />
se adverte sobre o acondicionamento<br />
dos produtos em embalagens inapropriadas<br />
e o manuseio incorreto na fase<br />
pós-colheita, incluindo classificação, técnicas<br />
de cargas e descargas obsoletas,<br />
transporte em veículos inadequados e<br />
armazenamento impróprio.<br />
O quadro, segundo ele, complicouse<br />
com a migração de regiões produtoras<br />
tradicionais, especialmente no Sudeste,<br />
para outras áreas de boa aptidão<br />
para o cultivo, porém mais distantes dos<br />
principais centros de consumo, aumentando<br />
o caminho percorrido e o preço<br />
para o cliente. O alto custo do frete, frisa,<br />
é outro gargalo enfrentado de maneira<br />
geral pelo agronegócio brasileiro, diretamente<br />
relacionado à deficiente infraestrutura<br />
logística no País, com destaque<br />
para a má conservação de rodovias<br />
e a inadequação da maioria dos portos.<br />
A chefe do Centro de Controle de<br />
Qualidade em Horticultura da Companhia<br />
de Entrepostos e Armazéns Gerais<br />
de São Paulo (Ceagesp), Anita de Souza<br />
Dias Gutierrez, comenta que a área de<br />
produtos hortícolas frescos é caracterizada<br />
pela fragmentação de produção<br />
e origem: milhares de produtores, áreas<br />
pequenas de cultivo, diferentes regiões<br />
de produção com distintas épocas de<br />
colheita e pequenas colheitas a cada<br />
dia. O alimento colhido não passa por<br />
nenhum processo de transformação e<br />
todas as mudanças e melhorias devem<br />
ser articuladas da produção ao consumo.<br />
O esforço de um elo pode ser destruído<br />
facilmente pelo outro.<br />
Por isso, hortaliças e frutas frescas exigem<br />
uma logística complexa voltada ao<br />
pequeno (produção, varejo e serviço de<br />
alimentação), o perecível, a comercialização<br />
de curtíssimo prazo, o esforço de<br />
preservação da qualidade da colheita ao<br />
consumo, a diversidade de origem ao<br />
longo do ano e a grande diversidade de<br />
espécies, variedades e metabolismos.<br />
>> MUDANÇAS Vivenciando os<br />
problemas logísticos do principal mercado<br />
atacadista do País, Anita de Souza<br />
Dias Gutierrez, do Ceagesp, enxerga um<br />
reflexo da “desorganização de toda a<br />
cadeia, a inexistência de política pública<br />
para o setor e de policiamento para<br />
a obediência às exigências legais existentes”.<br />
Contudo, ressalta grandes mudanças<br />
ocorridas nos últimos anos por<br />
iniciativa de produtores e atacadistas e<br />
exigência dos varejistas, como adoção<br />
de melhores embalagens, utilização de<br />
máquinas de classificação sofisticadas,<br />
que classificam por cor, tamanho e qualidade,<br />
construção de marcas, e utilização<br />
de refrigeração e paletização.<br />
Alguns problemas sérios, reforça<br />
Anita, precisam ser enfrentados, como<br />
a infraestrutura ultrapassada das centrais<br />
de abastecimento (as Ceasas), a<br />
falta de adoção de uma linguagem de<br />
caracterização mensurável do produto,<br />
a precariedade e, na maioria das vezes, a<br />
inexistência da cadeia de frio, além da<br />

O presidente da ABH, Paulo César Ta-<br />
vares de Melo, confirma que “a maioria<br />
das centrais de abastecimento possui<br />
infraestrutura obsoleta e não oferece<br />
tecnologia compatível com as características<br />
dos produtos, nem com as<br />
exigências do mercado consumidor”.<br />
Ao mesmo tempo, louva iniciativa de<br />
produtores paulistas que têm apostado<br />
na diversificação da produção e na<br />
comercialização de hortaliças folhosas<br />
prontas para o consumo. Relata que são<br />
devidamente higienizadas, cortadas e<br />
embaladas em sacos plásticos e vendidas<br />
diretamente a supermercados e<br />
varejões, aumentando a rentabilidade e<br />
reduzindo as perdas.<br />
Melo entende que falta um elo que<br />
articule e coordene a cadeia de hortaliças.<br />
“As grandes redes varejistas têm<br />
assumido esse papel, mas é preciso que<br />
os pequenos produtores se organizem<br />
para ter acesso a essa nova realidade de<br />
comercialização e o papel do Estado<br />
torna-se relevante como planejador e<br />
definidor de prioridades e ações permanentes<br />
para o setor.”<br />

more bottleneck faced, in general, by most <strong>Brazil</strong>ian agribusiness<br />
operations, directly linked to the insufficient arrangements of the<br />
Country’s logistic structures, where roads in poor condition and<br />
inadequate ports seem to be the rule.<br />
The head of the Center for Quality Control in Horticulture of<br />
the General Warehousing and Storage Stations of São Paulo<br />
(Ceagesp), Anita de Souza Dias Gutierrez, comments that the<br />
idea of fresh agricultural products is characterized by the fragmentation<br />
of origin and production: thousands of producers,<br />
small cultivation areas, different production regions, with distinct<br />
harvesting periods and small daily harvests. The food that<br />
is harvested does not go through any transformation process<br />
and all changes and improvements must be articulated from<br />
production to consumption. The efforts of one link could easily<br />
be destroyed by the other link.<br />
That is why, fresh vegetables and fruit require an extremely<br />
complex logistics geared towards the small producers (production,<br />
retail and food services), the perishable side, sales in a very<br />
short period of time, the efforts for preserving all quality traits<br />
from harvest to consumption, the diversity of origin over the year<br />
and the huge diversity of species, varieties and metabolisms.<br />
At stake<br />

The vegetable logistics has long been utterly precarious<br />
throughout the Country, observes the president of the <strong>Brazil</strong>ian<br />
Horticultural Association (BHA), Paulo César Tavares de Melo. He<br />
regrets the huge losses the sector suffers, something like 30% to<br />
35%, from harvest to consumer table. He also recalls that warnings<br />
have been issued for years regarding the accommodation<br />
of products in improper packaging and incorrect handling in the<br />
post-harvest stage, including grading, loading and unloading<br />
techniques, transportation in inadequate vehicles and improper<br />
warehousing.<br />
In his opinion, the picture got even more complicated with<br />
the migration of traditional producing regions, especially in the<br />
Southeast, to other areas that offer good aptitude for the cultivation<br />
of vegetables, but more distant from huge consuming<br />
centers, extending the transportation distance and pushing<br />

that pervades the entire chain, the inexistence of public policies<br />
for the sector, the failure to enforce the existing legal requirements.”<br />
Nonetheless, she mentions great changes that occurred<br />
over the past years, at the initiative of producers and wholesalers<br />
and the requirements regarding the retailers, consisting in the<br />
adoption of better packaging, the use of sophisticated grading<br />
machines, which grade the products by color, size and quality, the<br />
building of brands, and the use of refrigeration and palletization.<br />
Some serious problems, Anita adds, must be faced, like the<br />
old-fashioned structure of the supply centers (known as Ceasas),<br />
the non-adoption of a product measurable characterization<br />
language, the precariousness and, in most cases, the inexistence<br />
of a cold chain, besides the difficulty in introducing a cargo unification<br />
system, the lack of palletization and the commercial fragility<br />
of the vegetable growers.<br />
The president of the BHA, Paulo César Tavares de Melo, confirms<br />
that “the majority of the supply centers are equipped with<br />
obsolete infrastructure and do not offer technology compatible<br />
with the characteristics of the products, nor with the requirements<br />
of the consumer market”. In the meantime, he speaks<br />
highly of the initiative taken by the producers in São Paulo, who<br />
have bet on production diversification and on the sales of readyto-consume<br />
leafy vegetables. She maintains that these products<br />
are duly hygienized, cut and packed in plastic bags and sold<br />
directly to supermarkets and wholesalers, boosting the income<br />
and reducing the losses.<br />
Melo has it that a link is missing, the one that articulates<br />
and coordinates the vegetable production chain. “The big retail<br />
chains have undertaken this role, but the small-scale farmers<br />
should get organized if they wish to have access to this new reality<br />
in commercialization terms, while the role of the State becomes<br />
relevant as a definer and planner of priorities and permanent<br />
actions for the sector.”<br />

O Programa Brasileiro de Modernização<br />
do Mercado Hortigranjeiro (Prohort)<br />
foi instituído pelo Ministério da<br />
Agricultura, Pecuária Abastecimento<br />
(Mapa) em março de 2005, como resposta<br />
ao desejo dos agentes do setor<br />
e dirigentes de centrais de abastecimento<br />
(Ceasas) que se sentiam desprotegidos<br />
em relação às plataformas<br />
governamentais federais, após a descentralização<br />
do sistema em 1988. “O<br />
ministério achou justo o reingresso do<br />
governo federal no segmento, já não<br />
mais como gestor, mas como apoiador<br />
e interlocutor, buscando o seu desenvolvimento”,<br />
assinala Newton Araújo<br />
Júnior, gerente do programa, que é<br />
vinculado à Companhia Nacional de<br />
Abastecimento (Conab).<br />
Inicialmente, relata, buscou-se um<br />
termo de adesão que formalizasse a<br />
intermediação federal junto às Ceasas<br />
do País. Começou-se com 54 unidades<br />
e, atualmente, são 58 integradas, com<br />
a intenção de chegar, num prazo em<br />
torno de dois anos, a 77 postos articulados.<br />
O propósito, frisa Araújo Júnior, é<br />
apoiar o setor junto à área federal, dentro<br />
de uma perspectiva de aumento de<br />
renda ao produtor, particularmente o<br />
pequeno, da agricultura familiar, que<br />
responde por 70% do abastecimento<br />
e, por isso, deve ter tratamento adequado;<br />
e de abastecimento da população<br />
com produtos de qualidade, dentro do<br />
conceito de segurança alimentar.<br />
O Prohort vem se somar a outras<br />
ações da Conab voltadas aos agricultores<br />
de pequeno porte, como o Programa<br />
de Aquisição de Alimentos (PAA), e<br />
está focado em aspectos importantes,<br />
como a qualificação do pós-colheita.<br />
De acordo com o gerente, procura-se<br />
induzir iniciativas de boas técnicas de<br />
gestão e oferecer informações que<br />
auxiliem no planejamento de atividades<br />
– produção e comercialização –,<br />
podendo evitar, por exemplo, sobreposições<br />
e equilibrar melhor a oferta.<br />
Optou-se por iniciar o trabalho nas<br />
Ceasas, que respondem por cerca de 50%<br />
do movimento na área, e com um banco<br />
de dados em termos de volume produzido<br />
e comercializado, origem da produção<br />
e preços praticados, que podem ser<br />
conferidos no site www.ceasa.gov.br. Em<br />
relação a 46 entrepostos, a informação<br />
é de que o movimento em 2010 atingiu<br />
aproximadamente a 14 milhões de tone-<br />

ladas, ao valor de R$ 16 bilhões.<br />
No campo informativo, o programa<br />
realizou há dois anos um diagnóstico<br />
sobre o setor, com levantamentos até<br />
2007, que deverá ser atualizado em 2011<br />
com dados até 2010, para servir de base<br />
para ações e apoios. Nesse sentido, o gerente<br />
destaca que está sendo buscada a<br />
inclusão de pleitos no Plano Plurianual<br />
2012-2015 do governo federal, no qual<br />
se sobressai a alocação de recursos para<br />
a cadeia do frio, que possibilite a ampliação<br />
de ambientes refrigerados nas áreas<br />
de comercialização para diminuir perdas<br />
e ofertar produtos de melhor qualidade.<br />

dos produtores em opções de<br />
venda, como “Barracões ou Pavilhões do<br />
Produtor”, e na logística do transporte,<br />
com veículos adequados.<br />

Anita complementa que o fortalecimento<br />
dos pequenos depende da<br />

decisão ao longo da cadeia e um sistema<br />

Destaca o início da revitalização<br />
das centrais de abastecimento com o<br />
Prohort e, em relação à Ceagesp, informa<br />
que a companhia está fazendo um<br />
grande investimento na infraestrutura<br />
da Ceasa paulistana, com a parceria<br />
dos atacadistas no Fundo de Modernização<br />
do Mercado.<br />
Quanto à sua área específica do<br />
controle qualitativo, Anita lembra que<br />
o trabalho começou em 1997, com a<br />
operacionalização do Programa Paulista<br />
de Melhoria dos Padrões Comerciais<br />
de Hortigranjeiros, hoje transformado<br />
no Programa Brasileiro para a Modernização<br />
da Horticultura. Menciona normas<br />
desenvolvidas para classificação<br />
de frutas e hortaliças frescas, que respondem<br />
por mais de 80% do volume<br />
total, e trabalhos com capacitação, bem<br />
como desenvolvimento de ferramentas<br />
específicas para cada agente de<br />
produção e de comercialização.<br />
Entre outros projetos em execução,<br />
sublinha o Barracão do Produtor da Ceagesp,<br />
que apoia grupos organizados<br />
em melhorar a competitividade e construir<br />
marca; o Programa Hortiescolha,<br />
voltado aos serviços de alimentação; e<br />
a Escola do Sabor, que, com atividades<br />
prazerosas e atrativas, introduz frutas e<br />
hortaliças frescas na alimentação escolar<br />

The <strong>Brazil</strong>ian Program for the Modernization<br />
of the Horticultural Market<br />
(Prohort) was created by the Ministry of<br />
Agriculture, Livestock and Food Supply<br />
(Mapa), in March 2005, in response to<br />
the agents of the sector and officials of<br />
the supply centers (Ceasas), who felt unprotected<br />
against the platforms of the<br />
federal government, after the system was<br />
decentralized in 1988. “The ministry considered<br />
it acceptable for the federal government<br />
to join the segment again, not<br />
as a managing party, but as a supporter<br />
and interlocutor, seeking its development”,<br />
says Newton Araújo Júnior, manager of<br />
the program, which is linked with the National<br />
Supply Company (Conab).<br />
In his words, initially, an adhesion term<br />
was considered, as a manner to formalize<br />
the federal intermediation at all ceasas<br />
throughout the Country. The beginning<br />
included 54 units and, currently, there are<br />
58, in an integrated system, with the intention<br />
to reach a number of 77 articulated<br />
posts within a period of two years. The<br />
purpose, Araújo Júnior insists, is to lend<br />
support to the sector in all matters that<br />
involve the federal government, within a<br />
perspective aimed at improving the profits<br />
at producer level, particularly the income<br />
of the small-scale farmers, who are<br />
responsible for 70% of all supply volumes<br />
and, therefore, should be given appropriate<br />
treatment; and at meeting the supply<br />
needs of the population with quality<br />
products, within the food safety concept.<br />
The Prohort is just one more initiative<br />
by Conab geared towards the small-scale<br />
farmers, like the Food Acquisition Program<br />
(PAA), and is focused on relevant topics,<br />
like post-harvest qualification. According<br />
to the manager, what is sought is the<br />
introduction of initiatives related to best<br />
management practices, whilst providing<br />
information regarding the correct planning<br />
of activities – production and sales<br />
–thus avoiding, for example, superposition,<br />
in order to balance the supply side.<br />
The option was for starting the work at<br />
the Ceasas, which account for about 50%<br />
of the movement in the area, and with a<br />
database featuring volumes produced<br />
and traded, origin of the production and<br />
prices practiced, which can be accessed<br />
at site www.ceasa.gov.br. Regarding the<br />
46 trade centers, there is information that<br />
businesses reached approximately 14<br />

million tons, valued at R$ 16 billion.<br />
With regard to the informative field,<br />
two years ago the program carried out a<br />
diagnosis on the sector, with surveys including<br />
the year 2007, but is supposed to<br />
be updated in 2011 containing data up<br />
to 2010, to serve as basis for actions and<br />
support moves. Within this context, the<br />
manager points out that petitions are to<br />
be included in the 2012-2015 Pluriannual<br />
Plan of the federal government, where the<br />
predominant petition consists in the allocation<br />
of resources for the cold chain, expanding<br />
the refrigerated environments in<br />
the sales areas so as to reduce losses and<br />
supply high quality products. Support to<br />
producer organizations sales options, like<br />
“Producer Tents or Pavilions”, and transport<br />
logistics, with appropriate vehicles.<br />

be efficient centers for the consolidation<br />
and distribution of products, as well as<br />
sources of information, development, capacity<br />
building, quality control, support<br />
to family farmers, small retail outlets and<br />
small food services, eliminating or reducing<br />
the current distortions that benefit<br />
the commercial growers, whilst promoting<br />
fair and loyal competition.” This is the<br />
idea expressed by Anita de Souza, Head of<br />
the Horticulture Quality Control Center of<br />
the Trade Centers Company and General<br />
Warehouses of São Paulo (Ceagesp), the<br />
biggest horticulture trading Center in the<br />
Country.<br />
Anita complements that the strengthening<br />
of the small-scale producers depends<br />
on the existence of a logistic delivery<br />
Center, efficient consolidation and<br />
distribution, with fair and transparent<br />
trading rules, a decision making system<br />
that lends support to the productive chain<br />
and a quality control system that attests<br />
to the safety and quality of the food. She<br />
refers to the beginning of the revitalization<br />
process under the coordination of<br />
the Prohort and, with regard to Ceagesp,<br />
she reveals that the company is making<br />
a huge investment in the infrastructure<br />
of the Ceasa in São Paulo, jointly with the<br />
wholesalers at the Market Modernization<br />
Fund.<br />
As to her specific quality control area,<br />
Anita recalls that work started in 1997,<br />
when the São Paulo Program for the Improvement<br />
of the Horticultural Trading<br />
Patterns started operating, a program<br />
that has been transformed into the <strong>Brazil</strong>ian<br />
Program on Horticulture Modernization.<br />
She mentions standards developed<br />
for grading fresh fruit and vegetables,<br />
which are responsible for more than 80%<br />
of the total, and capacity building oriented<br />
works, as well as the development<br />
of specific tools for every production and<br />
sales agent.<br />
Among other projects underway, she<br />
underlines the Ceagesp Producer Tent,<br />
which lends support to organized groups<br />
focused on improving competitiveness<br />
and building a brand; the Hortiescolha<br />
Program, geared toward food services;<br />
and Escola do Sabor (School of Taste),<br />
which, through amusing and attractive<br />
activities, introduces fruit and vegetables<br />
in the school meals and brings children in<br />
contact with agriculture.

Brasil convive há alguns anos com a<br />
concorrência direta e forte das importações,<br />
que dominaram o mercado<br />

e continuam em volumes elevados,<br />
beneficiadas pelo câmbio favorável.<br />
Essas transações, entretanto, estão<br />
sendo questionadas sob aspectos da<br />
legalidade pela Associação Nacional<br />
dos Produtores de Alho (Anapa).<br />
Em 2009, a entrada de produto<br />
estrangeiro, vindo principalmente<br />
da China e da Argentina, alcançou a<br />
151,7 mil toneladas. Enquanto isso,<br />
o Brasil produziu 87 mil t, que correspondem<br />
a 36,4% do total consumido,<br />
ou 31,9%, se forem excluídos<br />
15% da produção como reserva de<br />
semente, de acordo com cálculo<br />
dos pesquisadores Waldemar Pires<br />

Camargo, do Instituto de Economia<br />

No período 1991-94, o índice era<br />
de 65,5%, segundo a mesma fonte.<br />
A cultura destaca-se entre as hortaliças<br />
pelo alto valor unitário, que<br />
em 2009 foi de R$ 4.250,00 a tonelada,<br />
conforme levantamento da<br />
Embrapa Hortaliças, de Brasília (DF),<br />
rendendo no total perto de R$ 370<br />
milhões. No ano anterior, o valor por<br />
tonelada era de R$ 3.500,00. A valorização<br />
fez reagir a produção nacional,<br />
que em 2010 teria chegado a 104,6<br />
mil t, de acordo com estimativas do<br />
Instituto Brasileiro de Geografia e Estatística<br />
(IBGE), com incremento de<br />
produtividade para 9,9 t por hectare.<br />
Mas a importação se manteve alta<br />
em 2010, com 154,5 mil t adquiridas<br />
do exterior.<br />
Em relação a 2011, o IBGE também<br />
prevê pequeno aumento de<br />
área, ficando ao redor de 11 mil ha<br />
e com leve recuo no rendimento<br />
físico. O agrônomo Marco Antônio<br />
Lucini, da Empresa de Pesquisas<br />
Agropecuárias e Extensão Rural<br />
(Epagri) de Santa Catarina e presidente<br />
de honra da Anapa, observa<br />
manutenção de boa produtividade<br />
neste ano. Só para a região do Cerrado,<br />
onde se expandiu a produção<br />
nos últimos anos, ele prevê a oferta<br />
de mais de 72 mil t com alta qualidade.<br />
Os maiores produtores atualmente<br />
são os estados de Goiás,<br />
Minas Gerais, Rio Grande do Sul e<br />
Santa Catarina.<br />
>> MAIOR CONSUMO O cultivo<br />
do alho no Brasil se acomodou<br />
nas regiões com possibilidade de<br />
maior uso tecnológico para o aumento<br />
da produtividade, que se expandiu<br />
com taxa média de 4,57% ao<br />
ano nas últimas duas décadas, conforme<br />
destacam os pesquisadores<br />
do IEA-Apta. Chamam atenção também<br />
para o aumento do consumo,<br />
ainda na década de 1990, devido ao<br />
acréscimo na aquisição de alimentos<br />
proporcionado pela implantação do<br />
Plano Real, após 1994, e pelo incremento<br />
da industrialização. Pesquisas<br />
do IBGE em 2002 e 2008 apontam<br />
crescimento de 21% na compra per<br />
capita de alho nesse período, passando<br />
a 0,49 quilos por habitante ao<br />
ano.<br />
O produtor brasileiro luta para<br />
voltar a ocupar maior parcela dessa<br />
demanda. Nessa direção, busca soluções<br />
por meio da Anapa, que se esforça<br />
para que venha a ocorrer “uma<br />
concorrência leal” com o importador,<br />
particularmente o chinês, o maior<br />
fornecedor, a partir da superação de<br />
questões legais que são encaminhadas<br />
no governo e na justiça.<br />

The garlic production sector in <strong>Brazil</strong> has for years been<br />
putting up with direct and strong competition from imports,<br />
which have been the main source of supply since the second<br />
half of the 1990s and continue high and taking advantage<br />
of the favorable exchange rate. The legal status of these<br />
transactions, nonetheless, is being challenged by the National<br />
Association of Garlic Producers (Anapa).<br />
In 2009, total purchases from abroad, particularly from<br />
China and Argentina, amounted to 151.7 thousand tons. In<br />
the meantime, <strong>Brazil</strong> produced 87 thousand tons, accounting<br />
for 36.4% of the Country’s needs, or 31.9%, if 15% of the<br />
crop is excluded as seed reserve, according to the calculations<br />
by researchers Waldemar Pires de Camargo Filho and<br />
Felipe Pires de Camargo, of the Agricultural Economy Institute,<br />
an organ run by the Agribusiness Technology<br />
Agency of São Paulo (IEA-Apta). Over the 1991-94<br />
period, the rate was 65.5%, according to the same<br />
source.<br />

Plan, in 1994, when food purchases began to make strides,<br />
and also because industrialization began to thrive. According<br />
IBGE surveys, conducted in 2002 and 2008, per capita<br />
consumption of garlic soared 21% over the period, reaching<br />
0.49 kilos per person a year.<br />
The <strong>Brazil</strong>ian producers are sparing no effort to regain<br />
the major portion of this market. To this end, they have gone<br />
in pursuit of solutions from Anapa, with the aim to embark<br />
on a “loyal competition” trip with the leading exporters, particularly<br />
China, the leading supplier, once legal questions<br />
have been surmounted, with a petition filed in the government<br />
and the justice department.<br />

Na linha de frente da horticultura<br />
no Brasil e com três safras anuais, a<br />
batata ocupa com folga a maior área<br />
plantada, que no ano de 2009, último<br />
com dados consolidados, foi de 139<br />
mil hectares, com pequena redução<br />
em relação ao ano anterior, segundo<br />
informações do Instituto Brasileiro de<br />
Geografia e Estatística (IBGE) e da Embrapa<br />
Hortaliças, de Brasília (DF). Para<br />
2010 e 2011, o Levantamento Sistemático<br />
da Produção Agrícola do IBGE,<br />
divulgado em maio de 2011, apontava<br />
recuperação para números próximos<br />
de 142 mil e 151 mil hectares, respectivamente,<br />
graças à remuneração melhor<br />
recebida em colheitas anteriores,<br />
que foram menores devido a problemas<br />
climáticos.<br />
O valor da produção também se<br />
destaca na cultura, prospectando-se<br />
o total de R$ 4,3 bilhões em<br />

A produção de<br />
batata, de acordo com<br />
os números oficiais de 2009,<br />
ficou em 3,44 milhões de t. Mas,<br />
com acréscimos previstos para os<br />
anos seguintes, especula-se a possibilidade<br />
de até ultrapassar o recorde<br />
obtido em 2008, quando alcançou a<br />
3,68 milhões de t. A região Sudeste,<br />
em especial Minas Gerais, tem a maior<br />
participação no total, com grande<br />
concentração nas regiões do sul do<br />
Estado, Triângulo Mineiro e Alto Paranaíba,<br />
além de áreas como em Várzea<br />
Grande (SP). Também destaca-se a<br />
presença da cultura nos estados do<br />
sul do Brasil.<br />
A área total já foi maior e chegou a<br />
passar de 200 mil hectares, nos anos<br />
1970, mas priorizou-se a melhoria da<br />
produtividade, que cresceu significativamente<br />
nos anos seguintes. Em três<br />
décadas, o rendimento físico aumentou<br />
mais de 132%. Houve aprimoramento<br />
na tecnologia de produção e<br />
também foi importante a presença de<br />
áreas novas em Goiás (na segunda safra)<br />
e na Bahia (terceira safra), que apresentam<br />
menores custos de produção,<br />
clima mais estável e uso de irrigação,<br />

Em 2010, a cultura liderou a entrada de<br />
hortaliças no País, com 276 mil toneladas,<br />
bem acima das 173 mil t do ano<br />
anterior. Entre os principais produtos<br />
trazidos estão as batatas congeladas<br />
pré-fritas e pouco frescas ou refrigeradas.<br />
Por essa razão, tem sido indicado<br />
o incremento no processamento industrial<br />
em âmbito nacional valendose<br />
da produção local.<br />
Essa se apresenta como uma das<br />
formas de melhorar o consumo do<br />
produto brasileiro, que também nesse<br />
aspecto está na liderança do segmento.<br />
Porém, constata-se redução<br />
na quantidade consumida, que, de<br />
acordo com pesquisas do IBGE, entre<br />
os anos de 2002 e 2008 caiu de 5,27<br />
para 4,04 quilos por habitante ao ano,<br />
no caso da batata inglesa, ou incluindo<br />
os dados da não especificada, de<br />
6,56 kg para 5,60 kg. O fato leva a<br />
buscar alternativas de atrair o consumidor<br />
para esse tradicional item da<br />
dieta alimentar.<br />

in <strong>Brazil</strong>ian horticulture and with three<br />
crops a year, they occupy by far the biggest<br />
planted area, which in 2009, latest<br />
data available, reached 139 thousand<br />
hectares, down slightly from the previous<br />
year, according to data released<br />
by the <strong>Brazil</strong>ian Institute of Geography<br />
and Statistics (IBGE) and Embrapa Vegetables,<br />
in Brasília (DF). For 2010 and<br />
2011, the Systematic Agricultural Production<br />
Survey, conducted by the IBGE<br />
and disclosed in May 2011, pointed to<br />
a recovery in planted area, projected<br />
to reach 142 thousand hectares and<br />
151 thousand, respectively, thanks to<br />
the better prices in the previous crops,<br />
which had receded in size due to climatic<br />
problems.<br />
The value of the production also<br />
stands out in this crop, with the prospect<br />
for a total of R$ 4.3 billion in 2009.<br />
But what is really noteworthy in this<br />
crop is its socioeconomic importance,<br />
particularly in terms of job generation,<br />
where the sector is a leader, offering 1.2<br />
million opportunities.<br />
The production of potatoes, according<br />
to the official numbers in 2009, remained<br />
at 3.44 million tons, but with<br />
projected increases for the following<br />
years, with estimates pointing to the<br />
possibility to outstrip the record 2008<br />
crop, when 3.8 million tons were harvested.<br />
The Southeast, particularly<br />
the State of Minas Gerais, boasts the<br />
biggest share in the total production<br />
volumes, mostly concentrated in the<br />
southern portion of the State, Triângulo<br />
Mineiro and Alto Paranaíba, besides areas<br />
like Várzea Grande (SP). The crop is<br />
also widely spread across the southern<br />
states of <strong>Brazil</strong>.<br />
The total planted area was bigger<br />
in the 1970s, when it reached upwards<br />
of 200 thousand hectares, but then priority<br />
was given to productivity, which<br />
soared significantly over the subsequent<br />
years. In three decades, yields<br />
improved 132% or more. According to<br />
researchers Waldemar Pires de Camargo<br />
Filho and Felipe Pires de Camargo,<br />
of the Agricultural Economy Institute<br />
and Agribusiness Technology Agency<br />
of São Paulo (IEA-Apta), production<br />

>> FROM ABROAD Although<br />
celebrating high production volumes,<br />
potatoes are always a major item in the<br />
annual imports of horticultural products,<br />
which also include the purchase of<br />
potato seed from abroad. In 2010, the<br />
crop ranked first in horticulture imports,<br />
with 276 thousand tons, much below<br />
last year’s 173 thousand tons. Major imports<br />
include frozen pre-fried potatoes,<br />
semi-fresh or frozen. For this reason, the<br />
recommendation is for expanding the<br />
industrial processing operations of potatoes<br />
produced in <strong>Brazil</strong>.<br />
This is one of the ways to boost the<br />
consumption of the <strong>Brazil</strong>ian crop,<br />
which is also a front runner in this specific<br />
matter. Nonetheless, there has<br />
also been a reduction in the amount<br />
consumed, which, according to IBGE<br />
surveys, conducted from 2002 to 2008,<br />
dropped from 5.27 to 4.04 kilos per<br />
person/year, in the case of the Irish potato,<br />
or with the inclusion of the nonspecified<br />
data, from 6.56 to 5.60 kilos.<br />
This fact suggests alternatives to allure<br />
consumers who want the traditional<br />

2000. Planta de consumo tradicional<br />
das populações rurais, teve seu uso<br />
reduzido com o avanço do êxodo<br />
para os centros urbanos e as mudanças<br />
de hábitos alimentares, mas continua<br />
a representar excelente fonte<br />
de energia e proteínas para muitas<br />
famílias. Seu cultivo envolve em torno<br />
de 253 mil produtores, principalmente<br />
da agricultura familiar.<br />
A produção mantém-se especialmente<br />
no Sul e no Nordeste do País,<br />
conforme os dados do Instituto Brasileiro<br />
de Geografia e Estatística (IBGE).<br />
Das 477 mil t colhidas em 2009, os<br />
estados sulinos concentraram 203,5<br />
mil t e o Rio Grande do Sul, 157 mil<br />
t (onde desponta o município de<br />
Santa Cruz do Sul, com 23 mil t). O<br />
Nordeste responde por 187,6 mil t,<br />
com vários estados representativos,<br />
liderando a Paraíba, com 50 mil t. No<br />
Sudeste, São Paulo tem a maior produção<br />
(45 mil t) do total de 84 mil t,<br />
mas Minas Gerais anuncia incremento<br />
da oferta.<br />
Nas estatísticas do IBGE de 2009,<br />
a produção mineira ainda estava em<br />
18.940 t, mas o Estado já divulga safra<br />
de 38 mil t em 2010 e novo aumento<br />
na ordem de 30% para 2011, apesar<br />
de estar enfrentando problema com<br />
a doença mal-do-pé. O incentivo<br />
para essa reação é a melhoria de preço,<br />
conforme a Secretaria de Estado<br />
de Agricultura, Pecuária e Abastecimento<br />
(Seapa). Aliás, cotação melhor<br />
já era identificada em 2009 no levantamento<br />
da Embrapa Hortaliças, de<br />
Brasília (DF), que indicava alta de R$<br />
1.010,00 para R$ 1.300,00 a tonelada<br />
no País, resultando num valor total<br />
de safra de R$ 620 milhões.<br />
>> MAIS TECNOLOGIA A cultura<br />
da batata-doce, com predomínio<br />
da agricultura familiar, ainda apresenta<br />
baixo nível tecnológico. A produtividade,<br />
de modo geral, permanece<br />
nos mesmos patamares alcançados<br />
nas décadas de 1960 e 1970, ao redor<br />
de 12 t por hectare. Mas já existem<br />

aproveitando variedades mais produtivas<br />

Trata-se de uma planta rústica, de<br />
fácil adaptação e manutenção nas<br />
mais diversas regiões do País, de alto<br />
valor nutritivo e energético, com uso<br />
na alimentação humana e animal<br />
in natura, na sua quase totalidade,<br />
bem como em farinhas, amidos e<br />
doces. O consumo anual per capita<br />
em 2008, conforme levantamento<br />
do IBGE, estava em 0,64 quilo, com<br />
redução de quase 15% em relação<br />
a 2002. O produto está subutilizado,<br />
destacam técnicos que atuam no setor,<br />
em razão do potencial que tem,<br />
podendo ser ampliado seu uso com<br />
maior industrialização, tanto na área<br />

A horticultural crop with a production of upwards of 2 million<br />
tons in the 1960s and 1970s throughout <strong>Brazil</strong>, the cultivation<br />
of sweet potatoes began to recede gradually and stabilized<br />
at about 500 thousand tons a year in the 2000s. Traditionally<br />
consumed by rural populations, the crop was greatly affected<br />
by rural-urban drift movements and by changes in the eating<br />
habits, but is still an excellent source of energy and proteins<br />
for lots of families. There are about 253 thousand producers in<br />
<strong>Brazil</strong>, most of them family farmers. Most production areas are<br />
located in the South and in the Northeast, according to data<br />
from the <strong>Brazil</strong>ian Institute of Geography and Statistics (IBGE).<br />
Of the 477 thousand tons harvested in 2009, the southern<br />
states were responsible for 203.5 thousand. In the state of Rio<br />
Grande do Sul, the sweet potato crop amounted to 157 thousand<br />
tons, where the municipality of Santa Cruz do Sul comes<br />
in as a major producer, with 23 thousand tons. The Northeast<br />

prices had already been identified in 2009 by a survey<br />
conducted by Embrapa Vegetables, of Brasília (DF), which<br />
pointed to prices jumping from R$ 1,010 to R$ 1,300 per ton in<br />
the Country, pushing the value of the total crop to R$ 620 million.<br />
>> MORE TECHNOLOGY Sweet potatoes are mostly<br />

grown by family farmers, where, as a rule, low technology levels<br />
prevail. In general, productivity remains at the same levels<br />
achieved back in the 1960s and 1970s, around 12 tons per hectare.<br />
Nonetheless, in some areas productivity rates have soared<br />
considerably, especially where the farmers take advantage of<br />
the new varieties launched by Embrapa, and where recommended<br />
technologies are in place.<br />
Sweet potatoes are rustic plants and they adapt well to<br />
most regions across the Country. Used as food for humans or<br />
animals, they are known for their nutritional and energetic<br />
properties. They are also consumed as flours, starches and<br />
sweets. According to a survey by IBGE, the annual per capita<br />
consumption in 2008 reached 0.46 kg, down 15% from 2002.<br />
This horticultural product is underutilized, say technicians of<br />
the sector, because its potential could be expanded through<br />
industrialization, both for the purpose of food and biofuels.<br />

Produção nacional evoluiu nos últimos anos,<br />
mas o abastecimento continua a depender,<br />
em parte, de bulbos vindos da Argentina<br />

hortícolas mais consumidos no País,<br />
embora com pequena redução (na<br />
ordem de 7%) entre 2002 e 2008, para<br />
3,23 quilos por habitante ao ano. A<br />
produção, com ganhos na produtividade,<br />
tem crescido e, no mesmo período,<br />
evoluiu aproximadamente 12%.<br />
Contudo, a dependência parcial da<br />
importação, em sua grande maioria da<br />
vizinha Argentina, se mantém.<br />
O total produzido em 2009, último<br />
ano com dado oficial divulgado,<br />
chegou a 1,51 milhão de toneladas,<br />
a maior safra já obtida até então. Em<br />
relação a 2010, estimativas feitas pelo<br />
Instituto Brasileiro de Geografia e Estatística<br />
(IBGE), em maio de 2011, davam<br />
conta de mais um pequeno acréscimo,<br />
para 1,55 milhão de t, porém, seguido<br />
de redução para cerca de 1,43 milhão<br />
de t no corrente ano, em razão atribuída<br />
por analistas do setor à diminuição<br />
de preços por aumento da oferta. Inclusive<br />
pesquisa do governo referente<br />
ao Valor Bruto de Produção (VPB) de<br />
2011 revela queda forte na cultura, na<br />
ordem de 62,6% em comparação com<br />
o ano passado.<br />
Ainda em 2009, o valor da safra<br />
apurado pela Embrapa Hortaliças, de<br />
Brasília (DF), chegou perto de R$ 1,7<br />
bilhão, destacando a relevância da<br />
atividade. É também uma das que<br />
mais utiliza mão de obra, empregando<br />
quase 800 mil pessoas no ano em<br />
referência. As áreas produtoras, que<br />
então alcançaram a 68 mil hectares,<br />
situam-se principalmente no Sul, com<br />
destaque para Santa Catarina (região<br />
de Ituporanga) e Rio Grande do Sul<br />
(São José do Norte). Tem presença<br />
forte também na Bahia (Vale do São<br />
Francisco e Irecê) e São Paulo (São<br />
José do Rio Pardo).<br />
>> AVANÇOS Com antecipação<br />
da safra paulista e valorização do real<br />
em relação ao peso argentino, a importação<br />
voltou a crescer em 2010, segundo<br />
avaliação do analista Rafael Augustto<br />
Tapetti, do Centro de Estudos<br />
Avançados em Economia Aplicada da<br />
Escola Superior de Agricultura Luiz de<br />
Queiroz, vinculada à Universidade de<br />

a patamares mais elevados, atingindo,<br />

Comércio Exterior (Secex), 242,4 mil toneladas,<br />
34% a mais do que o apurado<br />
no ano antecedente.<br />
Mas ainda sem incluir 2010, a comparação<br />
entre a década 2000-2009<br />
com a anterior, feita pelos pesquisadores<br />

setor da cebola no Brasil teve avanços<br />
para melhorar a produção e competir<br />
com os bulbos importados. Em todo o<br />
País, ressaltam, os cultivos foram melhorados<br />
com a utilização de novas<br />
variedades e híbridos, a intensificação<br />
dos tratos culturais com insumos<br />
modernos e a difusão da irrigação,<br />
aumentando expressivamente a produtividade.<br />

regard to 2010, surveys conducted by the <strong>Brazil</strong>ian Institute<br />
of Geography and Statistics (IBGE), disclosed in May<br />
2011, estimated the crop at 1.55 million tons, but followed<br />
by a decrease to about 1.43 million tons in the current year,<br />
which, according to analysts, was caused by lower prices<br />
induced by oversupply. A survey conducted by the government<br />
regarding the Gross Production Value (GPV) of 2011,<br />
also attests to a steep decline in the production volumes,<br />
some 62.6% from the previous year. Still in 2009, the value<br />
of the crop ascertained by Embrapa Vegetables, in Brasília<br />
(DF), amounted to nearly R$ 1.7 billion, clearly attesting to<br />
the relevance of this activity. Onion crops are also very labor<br />
intensive, employing almost 800 thousand workers in the<br />
year of reference. The production areas, which then reached<br />
68 thousand hectares, are located in the South, for the most<br />
part, particularly in Santa Catarina (Ituporanga region)<br />
and Rio Grande do Sul (São José do Norte). Onions are also<br />

Imports made a comeback to the higher<br />
volumes of the past and, according to the <strong>Brazil</strong>ian Secretariat<br />
of Foreign Trade (Secex), they amounted to 242.4<br />
thousand tons, up 34% from the previous year.<br />
Without the inclusion of 2010, the comparison between<br />
the 2000-2009 decade and the previous one, ascertains<br />
smaller import volumes. While over the 1990-99 period the<br />
operation reached an annual average of 265.6 thousand<br />
tons, in the following decade it remained at 151.8 thousand<br />
tons.<br />
The researchers maintain that the <strong>Brazil</strong>ian onion segment<br />
has made strides towards improving its production<br />
systems to compete with the imported bulbs. All over the<br />
Country, they note, cultivations were enhanced through the<br />
use of new varieties and hybrids, cultural practices were intensified<br />
with modern inputs, irrigation systems were introduced<br />
and, as a result, yields soared expressively.<br />

dos brasileiros, a cenoura registrou<br />
grande crescimento no final do século<br />
passado e, após estabilização, continua<br />
mantendo ultimamente leves acréscimos<br />
de produção. O consumo mostra<br />
pequeno recuo nos últimos anos, o<br />
que motiva a estimular formas de atração<br />
ao produto.<br />
Informações reunidas pela Embrapa<br />
Hortaliças, de Brasília (DF), junto à<br />
área produtora indicam que as safras<br />
chegaram a ter evolução na ordem<br />
de 430%, se for feita comparação com<br />
o ano de 1980. Nesta década e na de<br />
1990, ocorreram grandes incrementos<br />
tanto em área como em produtividade,<br />
com a aplicação de novas tecnologias.<br />
Depois a produção se estabilizou,<br />
mas ainda mostra pequeno e gradativo<br />
avanço desde 2008, chegando em<br />
2009 ao maior volume já produzido<br />
até então: 796 mil toneladas.<br />
Nesse ano, verificou-se igualmente<br />
aumento nos preços recebidos pela<br />
cenoura, que passaram de R$ 1.040,00<br />
para R$ 1.200,00 a tonelada, resultando<br />
numa renda total de R$ 955,2 milhões.<br />
A cultura emprega em torno de<br />
159 mil pessoas no País, segundo informações<br />
fornecidas pela Embrapa.<br />

Normally occupying a prominent<br />
position among the most consumed<br />
vegetables in <strong>Brazil</strong>, carrot crops went<br />
up considerably in the final years of<br />
the past century and, after stabilizing,<br />
have lately kept a slightly rising path.<br />
Consumption has been moving sluggishly<br />
over the past years, which calls<br />
for campaigns intended to make this<br />

vegetable more alluring.<br />
Data gathered by Embrapa Vegetables,<br />
based in Brasília (DF), from<br />
the producers’ side, indicate that carrot<br />
crops expanded 430%, in comparison<br />
to 1980. During that decade<br />
and the next, in the 1990s, there were<br />
considerable increases both in planted<br />
area and productivity rates, due to the<br />
implementation of new technologies.<br />
The production volumes stabilized, but<br />
they have still been slightly and gradually<br />
rising since 1980, leading to the<br />
biggest volume on record, in 2009: 796<br />
thousand tons.<br />
Back then, carrot prices also soared<br />
considerably, from R$ 1,040 to R$ 1,200<br />
a ton, which generated total revenue<br />

Segmento de folhosas e florais mostra aumento de consumo,<br />
com destaque para o desempenho da alface e da couve<br />
Ao contrário das hortaliças em<br />
geral, que sofreram leve recuo na demanda<br />
interna nos últimos anos, as<br />
chamadas folhosas vêm sendo mais<br />
procuradas pelos consumidores nacionais.<br />
Pesquisas do Instituto Brasileiro<br />
de Geografia e Estatística (IBGE),<br />
realizadas em 2002 e 2008, revelam<br />
crescimento de 29% nesse período<br />
na aquisição alimentar domiciliar de<br />
“hortaliças folhosas e florais”, que passou<br />
para 3,23 quilos por habitante ao<br />
ano em 2008.<br />
O repolho tem o maior peso nesse<br />
grupo, com a fatia de 1,03 kg/hab/ano,<br />
quantidade que registrou mínima elevação.<br />
Bem próximo desse item, com<br />
0,91 kg, está a alface, cujo incremento<br />
foi de 41,52% nos seis anos. A couve<br />
apresentou a evolução mais<br />
expressiva, de<br />
156%,<br />
mas a participação per capita anual é<br />
de 0,33 kg.<br />
A couve-brócolis, da mesma forma,<br />
foi mais demandada, passando a 0,15<br />
kg/hab/ano, assim como o cheiro-verde,<br />
para 0,22 kg/hab/ano. A couve-flor<br />
teve pequena redução, assim como a<br />
acelga e o agrião, de menor participação.<br />
No entanto, as enquadradas em<br />
“outras” do mesmo grupo tiveram aumento<br />
de 108%, completando o bom<br />
resultado do segmento.<br />
A alface foi tema de reunião técnica<br />
promovida pela Embrapa Hortaliças,<br />
em Brasília (DF), no início de junho<br />
de 2011, que enfocou os problemas e<br />
os desafios na produção e na comercialização.<br />
O professor Fernando César<br />
Sala, da Universidade Federal de<br />
São Carlos, no Estado de São Paulo,<br />
lembrou que é a hortaliça folhosa<br />
mais consumida no mundo<br />
e se destaca no Brasil,<br />
onde representa um<br />
dos principais<br />
mercados<br />
de sement<br />
e s<br />
no segmento, com movimento anual<br />
ao redor de R$ 27 milhões.<br />
No País, segundo ele, o principal<br />
desafio da pesquisa é a tropicalização<br />
da cultura, pois existe demanda<br />
do mercado por variedades com esse<br />
perfil para o cultivo problemático no<br />
verão, assim como por recomendações<br />
para as diferentes regiões do<br />
Brasil e por tecnologias de produção<br />
de sementes. Fatores limitantes,<br />
como chuvas, temperatura, umidade,<br />
baixa luminosidade e algumas doenças,<br />
foram levantados pelo agrônomo<br />
Romério de Andrade, da Empresa de<br />
Assistência Técnica e Extensão Rural<br />
(Emater) do Distrito Federal.<br />
A Embrapa Hortaliças, por meio<br />
do pesquisador Fábio Suinaga, apresentou<br />
programa de melhoramento<br />
iniciado pela empresa para desenvolver<br />
novos materiais de alface crespa e<br />
americana, que respondem por 65%<br />
e 20% das vendas, respectivamente.<br />
Deverão atender também às exigências<br />
da tropicalização, bem como a<br />
questões relacionadas ao manejo no<br />
sistema orgânico.<br />
Ainda em relação ao mercado, o<br />
professor Fernando César Sala apontou<br />
o gargalo do sistema de comercialização,<br />
que considerou ultrapassado e<br />
responsável por grande parte das perdas<br />
na cultura. “O transporte da produção<br />
ainda é feito em caixas de madeira<br />
(caixa k) e não existe uma cadeia do frio”,<br />
destacou. Mereceu atenção também o<br />
destino da alface para processamento,<br />
setor em crescimento e altamente exigente<br />
no qual, segundo o pesquisador<br />
Jony Eishi Yuri, da Embrapa Semiárido,<br />
d e Petrolina (PE), o sistema hoje<br />
utilizado, com plasticultura,<br />
fertirrigação e sementes<br />
importadas, apresenta<br />
alto custo.<br />

Contrary to vegetables in general, which experienced slight<br />
reductions in consumption over the past years, the so-called<br />
leafy vegetables are in great demand in the domestic market.<br />
Surveys by the <strong>Brazil</strong>ian Institute of Geography and Statistics<br />
(IBGE), conducted in 2002 and 2008, reveal a 29-percent increase<br />
in the acquisition of “leafy and floral vegetables” in most<br />
households, over the period in question, advancing to 3.23 kilos<br />
per person a year in 2008.<br />
Cabbage weighs the most in this group, with a share of 1.03<br />
kg/person/year, amount that registered the least increase. Lettuce<br />
is very close to this item, with 0.91, and it evolved 41.52%<br />
over the six-year period. Coles and rapes grew the most over<br />
the period, reaching 156%, but their annual per capita share<br />
remains at 0.33 kg.<br />
Broccolis was also highly demanded, progressing from 0.15<br />
kg/person/year, just like parsley, to 0.22 kg/person/year. Cauliflower<br />
shrank slightly, and so did beet and watercress, with a<br />
negligible share. Nonetheless, those vegetables classified as<br />
“others” of the same group soared 108%, a final touch to the<br />
good performance of the segment.<br />
Lettuce was the subject of a technical meeting promoted by<br />
Embrapa Vegetables, in Brasília (DF), in early June 2011, which addressed<br />
the production and commercialization challenges of this<br />
vegetable. Professor Fernando César Sala, of the Federal University<br />
of São Carlos, in the State of de São Paulo, recalled that it is the leafy<br />
vegetable most consumed in the world and occupies a prominent<br />
position in <strong>Brazil</strong>, where it represents a major seed market of the<br />
segment, involving an amount of about R$ 27 million.<br />
In the Country, according to him, a major challenge of research<br />
is the tropicalization of this crop, since there is demand<br />
in the market for varieties of this profile for problematic cultivations<br />
in summer time, as well as for recommendations for different<br />
regions in <strong>Brazil</strong> and for seed production technologies. Limiting<br />
factors, including rainfalls, humidity levels, temperature,<br />
little sunshine and some diseases, were addressed by agronomist<br />
Romério de Andrade, of the Rural Extension and Technical<br />
Assistance Corporation (Emater), of the Federal District.<br />

Researcher Fábio Suinaga, of Embrapa Vegetables, presented<br />
the enhancement program started by the corporation for<br />
the development of new crispy and American lettuce varieties,<br />
which account for 65% and 20% of all sales, respectively. They<br />
shall also comply with all tropicalization requirements, as well<br />
as with matters related to organic management practices.<br />
Still with regard to the market, professor Fernando César<br />
Sala pointed to the bottleneck of the sales system, deemed old<br />
fashioned and responsible for huge production losses. “The<br />
product is still transported in wood boxes (k Box) and there is<br />
no cold chain”, he noted. What also deserved attention was the<br />
destination of lettuce for processing, a sector now on the rise<br />
and highly exacting, at which, according to researcher Jony Eishi<br />
Yuri, of Embrapa Semiarid, in Petrolina (PE), the system now<br />
in use , with plastic cover, ferti-irrigation and imported seed<br />
presents a very high cost.<br />

no descobrimento do Brasil e durante<br />
toda a sua história, continua a mostrar<br />
números expressivos, mas não tem a<br />
valorização desejada pelos agentes<br />
do setor, que buscam maior espaço<br />
para a tradicional cultura. Enquanto a<br />
população brasileira vem crescendo,<br />
a produção da raiz tem permanecido<br />
estável nos últimos anos, o que se reflete<br />
em pesquisas sobre consumo,<br />
que decresceu de 2,27 quilos para<br />
1,77 kg por habitante ao ano entre<br />
2002 e 2008, conforme a Pesquisa<br />
de Orçamentos Familiares do Instituto<br />
Brasileiro de Geografia e<br />
Estatística (IBGE/POF).<br />

tada apresentou redução, mas foi<br />
compensada por aumento de produtividade,<br />
que em 2011 pode atingir o<br />
índice mais alto – 14,8 t por hectare. A<br />
Embrapa Mandioca e Fruticultura, sediada<br />
em Cruz das Almas (BA), dispõe<br />
de previsões nesse sentido feitas pelo<br />
IBGE em junho deste ano.<br />
Assim, a produção, que ocorre em<br />
todos os estados brasileiros, atingiria<br />
a 26,3 milhões de t, acréscimo de 8,2%<br />
em comparação à 2010, quando, pelas<br />
estimativas feitas, ficou em 24,3 milhões<br />
de t. Além de avanço na produtividade,<br />
também voltaria a ocorrer um<br />
leve crescimento de área, para 1,781<br />
milhão de hectares. Como maiores<br />
produtores aparecem os estados do<br />
Pará, com 4,6 milhões de t, do Paraná<br />
(4,4 milhões de t) e da Bahia (3,6 milhões<br />
de t). Os três deverão ter aumentos<br />
de área, quesito no qual o primeiro<br />
lidera com 294 mil ha. Pará e Bahia deverão<br />
ter maior rendimento por hectare,<br />
item em que se destaca o Paraná.<br />
Em 2011, no entanto, registra pequena<br />
redução, de 23 para 22 t/ha, ao mesmo<br />
tempo em que amplia o cultivo, subindo<br />
de 172 mil para 202 mil ha.<br />
A recuperação verificada deve-se à<br />
melhoria de preços da mandioca em<br />
2010, ano de produção menor e que se<br />
refletiu nos derivados: amido (fécula) e<br />
farinha. Calcula-se que, em função das<br />
dificuldades de oferta de matéria-prima,<br />
a fabricação de amido tenha sido<br />
entre 2% e 5% inferior à de 2009, período<br />
até o qual vinha crescendo e chegou<br />
a 583,85 mil t. O Paraná é o principal<br />
produtor, respondendo<br />
(23,8%), de acordo com números da<br />
Associação Brasileira dos Produtores<br />
de Amido de Mandioca (Abam) e do<br />
Centro de Estudos Avançados em Economia<br />
Aplicada da Escola Superior de<br />
Agricultura Luiz de Queiroz, vinculada<br />
à Universidade de São Paulo (Cepea/<br />
Esalq/USP).<br />
Dados da Secretaria de Comércio<br />
Exterior (Secex), por sua vez, revelam<br />
menores exportações de fécula in<br />
natura, que não chegaram a 6 mil t, e<br />
incremento das importações, que passaram<br />
de 11 mil t. Por outro lado, houve<br />
bom resultado na venda externa de<br />
amidos modificados, que alcançaram<br />
os maiores números da década: 36,7<br />
mil t, rendendo US$ 39,4 milhões.<br />
Na remuneração e no desempenho<br />
do setor, interfere e concorre diretamente<br />
o amido de milho, que também<br />
registrou preços elevados no período. O<br />
pesquisador Carlos Estêvão Cardoso, da<br />
Embrapa Mandioca e Fruticultura, de<br />
Cruz das Almas (BA), comenta que o setor<br />
de fécula tem capacidade para duplicar<br />
ou elevar ainda mais a produção,<br />
o que não ocorre especialmente devido<br />
ao embate com o mesmo produto do<br />
milho. Na Bahia, onde integra a Câmara<br />
Setorial do Estado na Cadeia Produtiva<br />
de Mandioca, Cardoso comemora<br />
justamente a entrada nesse segmento<br />
industrial, com a ativação recente de fecularia<br />
no Recôncavo Sul (município de<br />
Laje), com capacidade para processar<br />
200 t por dia, e outra em implantação<br />
no sudoeste (Vitória da Conquista).<br />
Abastecimento (Mapa), na qual enfatiza<br />
duas ações de interesse direto<br />
para a área. Inicialmente, a chamada<br />
Agenda Estratégica, que envolve vários<br />
segmentos e poderá melhorar,<br />
segundo ele, a disponibilidade de<br />
informações mais precisas e rápidas<br />
para tomadas de decisão, bem como<br />
as oportunidades de pesquisa e desenvolvimento<br />
da cadeia. Outra discussão<br />
considerada relevante para<br />
o setor, especialmente no Paraná, é<br />
direcionada à possibilidade de registro<br />
de produtos fitossanitários para<br />
raízes e tubérculos também para a<br />
mandioca.<br />
De modo geral, busca-se valorizála<br />
como alimento e energia. Na alimentação,<br />
entende Cardoso, pode<br />
ocupar espaços na gastronomia fina e<br />
diferenciada, incluindo pão de queijo,<br />
tapioca e beijus. Ressalta, de modo especial,<br />
que o amido feito da raiz pode<br />
ser consumido sem problemas por<br />
celíacos. Quanto à finalidade energética<br />
específica, observa que os debates<br />
estão se iniciando e há potencial,<br />
particularmente, para álcool fino.<br />
Dentro dos esforços para maior<br />
valorização do produto, foi criado<br />
pela Embrapa o Dia da Mandioca,<br />
lembrado em 18 de abril. No evento<br />
alusivo, realizado em 2011 em Cruz<br />
das Almas, destacou-se a mandioca<br />
como Raiz do Brasil – Símbolo maior<br />
da agricultura nacional. O pesquisador<br />

but was compensated by higher yields, which could hit record<br />
highs in 2011 – 14.8 t per hectare. All the projections estimated<br />
by the IBGE in June this year are available at Embrapa Cassava<br />
and Fruit Farming, based in Cruz das Almas (BA).<br />
Thus, total production in all <strong>Brazil</strong>ian states is estimated<br />
at 26.3 million tons, up 8.2% from 2010, when, according to<br />
estimates, it remained at 24.3 million tons. Besides advances<br />
in yields, a slight increase<br />
in the planted area is also<br />
supposed to occur, to 1.781<br />

ing States are the leading producers: Pará, with 4.6 million tons,<br />
Paraná (4.4 million tons) and Bahia (3.6 million tons). The three<br />
states are projected to increase their planted areas, an item at<br />
which the first of them leads with 294 thousand hectares. Pará<br />
and Bahia are expected to harvest more per hectare, a topic<br />
where Paraná stands out. In 2011, nevertheless, the state experiences<br />
a slight reduction, from 23 to 22 tons per hectare, but, at<br />
the same time, the state is announcing an area expansion from<br />
172 thousand to 202 thousand hectares.<br />
The better prices are credited with the area recovery in 2010,<br />
a year when production volumes were smaller, a fact that had<br />
reflections on the production of starch and flour. It is reckoned<br />
that, by virtue of the shortage of raw material, the production<br />
of starch was down 2% to 5% from 2009, when it had peaked<br />
to 583.85 thousand tons. Paraná is a major producer, and accounts<br />
for 71% of the total, and the sector of paper and cardboard<br />
is the biggest consumer (23,8%), according to numbers<br />
from the <strong>Brazil</strong>ian Association<br />

Data from the <strong>Brazil</strong>ian Secretariat of Foreign Trade<br />
(Secex), in turn, reveal smaller fresh starch exports, which remained<br />
below 6 thousand tons, while imports of the product<br />
soared to 11 thousand tons. On the other hand, good results<br />
were achieved with foreign sales of modified starch, which<br />
achieved the highest numbers in the decade: 36.7 thousand<br />
tons, bringing in US$ 39.4 million.<br />
Regarding the remuneration and performance of the sector,<br />
direct interference and competition comes from corn starch,<br />
which registered high prices over the period. Researcher Carlos<br />
Estêvão Cardoso, of Embrapa Cassava and Fruit Farming,<br />
in Cruz das Almas (BA), comments that the starch sector has<br />
the capacity to double its production volumes, which does not<br />
occur particularly because of the competition from the same<br />
product made of corn. In Bahia, where he is a member of the<br />
Cassava Productive Chamber of the State, Cardoso celebrates<br />
the decision to join this industrial segment, with the recent inauguration<br />
of a starch factory in Recôncavo Sul (municipality<br />
of Laje), with the capacity to process 200 tons a day, and another<br />
factory now being constructed in the Southwest (Vitória<br />
da Conquista).<br />

is also a member of the Cassava Sectorial Chamber and<br />
Byproducts at the Ministry of Agriculture, Livestock and Food<br />
Supply (Mapa), where he insists on two initiatives of interest<br />
to the area. Initially, the so-called Strategic Agenda, which involves<br />
several segments and could improve the availability of<br />
precise and fast information for decision taking, as well as research<br />
and development opportunities of the chain. Another<br />
debate taken as relevant for the sector, particularly in Paraná,<br />
is geared towards the chance of getting a register of phytosanitary<br />
products for roots and tubers and also for cassava. In<br />
general, cassava is valued as energy or food. In the food area,<br />
Cardoso understands, it could join the sector of fine and distinguished<br />
gastronomy, including cheese bread, tapioca and other<br />
confections. He stresses that, in general, starch made from<br />
root can be consumed by celiac sufferers, without any problem.<br />
As for the energetic purpose, he observes that the debates are<br />
just starting, but there is potential, in particular, for fine alcohol.<br />
Among the efforts towards adding more value to the product,<br />
Embrapa created the Cassava Day, which is celebrated<br />
on 18th April. On this special event, held in Cruz das Almas in<br />
2011, cassava was introduced as <strong>Brazil</strong>’s Root Symbol – the<br />
most relevant symbol in our national agriculture. Researcher<br />
Joselito Mota gave a lecture on the subject, cherishing a dream<br />
in light of the Coming World Soccer Cup in <strong>Brazil</strong>: “For its social,<br />
economic and cultural importance, this very versatile crop, exotic<br />
and organic could turn into the biggest national symbol in<br />
2014 in the land of soccer”.<br />

Ocupando fatia superior a 24% do<br />
total de hortaliças ofertadas no Brasil,<br />
o tomate contrariou o quadro geral<br />
do setor e apresentou crescimento de<br />
11,43% em 2009. Isso porque a produção<br />
(de mesa e industrial) ultrapassou<br />
4,3 milhões de toneladas. O valor<br />
de comercialização acompanhou a<br />
tendência e levou o item ao topo no<br />
ranking, antes ocupado pela batata,<br />
chegando a quase R$ 6,5 bilhões. Para<br />
tanto, contribuiu a elevação expressiva<br />
do preço por tonelada, que passou de<br />
R$ 1.090,00 para R$ 1.500,00, de acordo<br />
com dados levantados pela Embrapa<br />
Hortaliças, de Brasília (DF).<br />
Para 2010, informações divulgadas<br />
inicialmente pela área de hortifruti do<br />
Centro de Estudos Avançados em Economia<br />
Aplicada da Escola Superior de<br />
Agricultura Luiz de Queiroz, vinculada<br />
à Universidade de São Paulo (Cepea/<br />
Esalq/USP), sobre as principais regiões<br />
de cultivo, mostravam manutenção<br />
de crescimento em área na ordem de<br />
4,6%. Na temporada de verão 2010/11,<br />
por outro lado, devido à oscilação e à<br />
baixa de preços a partir de julho de<br />
2010, estimava recuo em níveis semelhantes<br />
(4,2%) e um pouco maior na<br />
de inverno (6,3%).<br />
O Instituto Brasileiro de Geografia<br />
e Estatística (IBGE), em seu Levantamento<br />
Sistemático da Produção Agrícola<br />
de maio de 2011, identificava para<br />
2010 a retomada dos números de área<br />
e produção semelhantes aos de 2008<br />
e a manutenção em 2011. As principais<br />
regiões produtoras, com áreas mais expressivas<br />
na cultura, localizam-se em<br />
Itapeva e Mogi-Guaçu, no Estado de<br />
São Paulo; Araguari, em Minas Gerais;<br />
Caçador, em Santa Catarina; e Caxias<br />
do Sul, no Rio Grande do Sul.<br />

e importância. O presidente<br />
da Associação Brasileira de Horticultura<br />
(ABH), Paulo César Tavares de Melo,<br />
também professor do Departamento<br />
de Produção Vegetal da Escola Superior<br />
de Agricultura Luiz de Queiroz<br />
(Esalq), da Universidade de São Paulo<br />
(USP), levantou estatísticas de 2010<br />
nesse segmento e constatou produção<br />
de 1,8 milhão de t, incremento<br />
significativo de 58% se comparado ao<br />
ano 2000. Com o avanço, o Brasil passou<br />
a ocupar a quinta posição entre os<br />
maiores países produtores desse item<br />
e retornou a condição de membro oficial<br />
do Conselho Mundial do Tomate<br />
para Processamento Industrial (WPTC),<br />
para o qual Melo foi designado delegado<br />
oficial do País no órgão.<br />
O destaque nesse produto é o Estado<br />
de Goiás, com 1,466 milhão de t obtidas<br />
em 16.382 hectares (rendimento<br />
de 89,5 t/ha). A produtividade média<br />
no País, computando dados desde<br />
1985, apresenta notável aumento de<br />
150%, atribuído à maior concentração<br />
no Cerrado goiano e à expansão<br />
do uso de híbridos de alto potencial<br />
produtivo, além da estratégia contratual<br />
das empresas processadoras para<br />
financiar os insumos necessários ao<br />
plantio.<br />
O setor, comenta o dirigente da<br />
ABH, atravessa um momento de crescimento<br />
significativo também pela<br />
consolidação de Goiás como o mais<br />
importante polo de agroprocessamento<br />
do Brasil e da América do Sul.<br />
Das 23 fábricas voltadas ao segmento,<br />
12 localizam-se em municípios goianos.<br />
Verifica-se grande concorrência<br />
na área, com aproximadamente 350<br />
marcas e forte investimento no segmento<br />
de food service, bem como de<br />
embalagens mais modernas. Comparando<br />
2000 e 2010, a fabricação de derivados<br />
de tomate passou de cerca de<br />
350 mil t para 530 mil t e o valor quase<br />
dobrou, pulando de R$ 1,1 bilhão para<br />
R$ 2,1 bilhões.<br />

de tomate são a sétima categoria<br />
mais importante de produtos alimentícios<br />
não perecíveis na mesa do brasileiro.<br />
Cresceu o consumo de atomatados,<br />
sobretudo nos últimos anos, o que<br />
por sua vez influenciou o incremento<br />
substancial de importações de polpa<br />
concentrada, bem como de produtos<br />
acabados.<br />
As importações passaram de 61 mil<br />
toneladas em 2010, chegando a crescer<br />
789% desde 2006, para cobrir déficits<br />
de produção de matéria-prima,<br />
que em média ficou em 1,2 milhão<br />
de t no período. Também contribuiu<br />
no processo o câmbio altamente favorável.<br />
Nesse cenário, observa Melo,<br />
coloca-se o bom resultado da safra de<br />
2010, que, se por um lado demonstrou<br />
o interesse das empresas na expansão<br />
da oferta nacional de tomate industrial,<br />
por outro gerou excedentes que podem<br />
estar influenciando as projeções<br />
de redução de área plantada em 2011,<br />
entre outros fatores. Quanto às exportações,<br />
pelo mesmo fator da política<br />
cambial, vêm perdendo competitividade<br />
na segunda metade da década.<br />
O dirigente da ABH destaca, junto às<br />
conquistas alcançadas no País, a necessidade<br />
de superar gargalos que continuam<br />
ameaçando a sustentabilidade<br />
e a expansão. Aponta o grande desafio<br />
do setor produtivo em continuar avançando<br />
tecnologicamente no manejo<br />
cultural, buscando incremento ainda<br />
maior em produtividade e qualidade,<br />
redução de custos e aumento da rentabilidade.<br />
Todos esses fatores devem<br />
estar aliados à preservação ambiental<br />
e à racionalidade no uso de água<br />
de irrigação e agrotóxicos. Levanta<br />
também a questão da capacidade de<br />
processamento das fábricas, diante de<br />
perdas na última safra por esse fator, e<br />
o desequilíbrio entre oferta e demanda<br />
de energia, que precisa ser enfrentado<br />
em âmbito governamental.<br />

With a share of upwards of 24 percent of total vegetable<br />
supplies in <strong>Brazil</strong>, the tomato crop contradicted the general<br />
picture of the sector and soared 11.43% in 2009. This happened<br />
because the volume produced (both table and industrial tomatoes)<br />
exceeded 4.3 million tons. The sales value kept pace<br />
with the trend and pushed the commodity to the top position,<br />
previously occupied by the potato crop, reaching almost R$ 6.5<br />
billion. What contributed to this end was the expressive rise in<br />
the price per ton, from R$ 1,090 to R$ 1,500, according to data<br />
released by Embrapa Vegetables, in Brasília (DF).<br />
For 2010, information initially disclosed by the team of the<br />
Hortiftruti department at the Center for Advanced Studies on<br />
Applied Economics, run by the Luiz de Queiroz College of Agriculture,<br />
linked with the University of São Paulo (Cepea/Esalq/<br />
USP), on the leading cultivation regions, attested to the continuity<br />
of the regular 4.6-percent increase in area. The 2010/11<br />
summer season, on the other hand, due to unstable prices as<br />
of July 2010, pointed to similar reductions (4.2%), whilst for the<br />
winter season it reached higher levels (6.3%).<br />
The <strong>Brazil</strong>ian Institute of Geography and Statistics (IBGE),<br />
in its Systematic Agricultural Production Survey, conducted in<br />
May 2011, concluded that the 2010 season, in terms of area<br />
and production, had made a comeback to the levels of the<br />
2008 season, and predicted the maintenance of these levels<br />
throughout 2011. The leading producing regions, with more expressive<br />
planted areas, are located in Itapeva and Mogi-Guaçu,<br />
in the State of São Paulo; Araguari, in Minas Gerais; Caçador, in<br />
Santa Catarina; and Caxias do Sul, in Rio Grande do Sul.<br />
The bulk of the <strong>Brazil</strong>ian tomato crop is destined for the<br />
dining table, but the amounts destined for the industry (the socalled<br />
trailing tomatoes) are capturing the attention for their<br />
commercial relevance. The president of the <strong>Brazil</strong>ian Horticultural<br />
Association (BHA), Paulo César Tavares de Melo, also a<br />
professor at the Vegetable Production Department at the Luiz<br />
de Queiroz College of Agriculture (Esalq), a division of the University<br />
of São Paulo (USP), came up with statistical figures of the<br />
year 2010 pointing to a production volume of 1.8 million tons,<br />
up 58% from the year 2000. This increase in volume pushed<br />
<strong>Brazil</strong> to the fifth position among the top global producers,<br />
earning an official membership status in the World Processing<br />
Tomato Council (WPTC), an organ to which Melo officially<br />
serves as <strong>Brazil</strong>’s nominated delegate.<br />
The leading tomato producer in <strong>Brazil</strong> is the State of Goiás,<br />

tion of the crop in the Cerrado region, plus the use of hybrid<br />
varieties of high productive potential, besides the integrated<br />
production system adopted by the processing companies,<br />
whereby they finance the necessary inputs for the crop.<br />
In the words of the BHA official, the sector is experiencing<br />
a moment of significant growth, while the State of Goiás has<br />
consolidated its position as a major tomato agro-processing<br />
hub in <strong>Brazil</strong> and South America. Of the 23 factories focused<br />
on the segment, 12 are located in municipalities throughout<br />
Goiás. There is tight competition in the area, comprising approximately<br />
300 different brands and hefty investments in the<br />
segment of food service, as well as in modern packaging. Comparing<br />
the year 2000 to 2010, the manufacturing of tomatobased<br />
products jumped from 350 thousand tons to 530 thousand<br />
and the value almost doubled, soaring from R$ 1.1 billion<br />
to R$ 2.1 billion.<br />
>> DEMAND ON THE RISE USP professor and president<br />
of BHA, Paulo César Tavares de Melo, cites data released<br />
by ACNielsen, a company of the sector, which confirm that<br />
tomato-based products are the seventh most important nonperishable<br />
foods on the <strong>Brazil</strong>ian dining tables. The consumption<br />
of tomato-based foods has been rising steadily over the<br />
past years, which, in turn, exerts a substantial influence on the<br />
ever-increasing imports of tomato paste concentrate, as well<br />
as finished products.<br />
Imports exceeded 61 thousand tons in 2010, representing<br />
an increase of 789% from 2006, to make up for the deficits of<br />
raw material, which remained at 1.2 million tons over the period,<br />
on average. The highly favorable exchange rate was also a<br />
factor in this process. Within this scenario, Melo observes, what<br />
comes in is the excellent crop in 2010. Nonetheless, if on the one<br />
hand it demonstrated the interest of the companies in the expansion<br />
of the national supplies of tomatoes to the industries,<br />
on the other hand, it generated surpluses that could have an influence<br />
on the planned reductions in planted area in the 2011<br />
crop year. As to exports, the same exchange rate policy that<br />
has been pushing up imports is responsible for the companies’<br />
week competitiveness in the second half of the decade.<br />
The BHA official stresses that, side by side with the conquests<br />
achieved by the Country, there are bottlenecks that need to be<br />
surmounted, as they are threatening both the sector’s sustainability<br />
status and its expansion initiatives. He understands that<br />
the great challenge of the sector consists in continuing making<br />
strides in technology-oriented cultural practices, seeking<br />
progress in productivity and quality, whilst reducing production<br />
costs and boosting profits. All these factors should be in<br />
line with environmental preservation concerns, which include<br />
the rational use of water for irrigation and careful agrochemical<br />
applications. He also raises the question of the industries’<br />
processing capacity, in light of last year’s losses induced by this<br />
factor, and the imbalance between offer and demand of energy,<br />
a problem that requires immediate action from the government.<br />

O consumo de hortaliças no Brasil teve início com a chegada<br />
dos imigrantes europeus e japoneses, no início do<br />
século 20. Os estrangeiros trouxeram as sementes na bagagem<br />
e aqui passaram a cultivar os alimentos que faziam<br />
parte da sua dieta. Somente algumas décadas depois é que<br />
a pesquisa científica se voltou para a olericultura.<br />
Foi na década de 1940 que o engenheiro agrônomo<br />
Marcílio Dias (1915-1974), professor do Departamento de<br />
Genética da Escola Superior de Agricultura Luiz de Queiroz<br />
(Esalq), vinculada à Universidade de São Paulo (USP), dedicou-se<br />
ao melhoramento genético de olerícolas. Formado<br />
na própria instituição, ele havia trazido da Europa sementes<br />
de tomate, alface, brócolis, couve-flor, cenoura, cebola e berinjela,<br />
e submeteu-as a técnicas de adaptação ao clima tropical.<br />
Se antes as hortaliças eram colhidas apenas no inverno<br />
e em regiões frias, depois das pesquisas passaram a ser<br />
cultivadas em todo o Brasil e em qualquer época do ano.<br />
Na sequência outras instituições dedicaram-se ao tema,<br />
como o Instituto Agronômico de Campinas (IAC) e a Universidade<br />
Federal de Viçosa, em Minas Gerais. Também tiveram<br />
importância os estudos conduzidos no Instituto Agronômico<br />
de Pernambuco (IPA), principalmente com cebola<br />
e tomate, para abastecer a indústria de processamento na<br />
região do município de Pesqueira, no Agreste de Pernambuco.<br />
Em 1981, foi fundada a Embrapa Hortaliças, com sede<br />
em Brasília (DF).<br />
O pesquisador Leonardo Boiteux, da Embrapa Hortaliças,<br />
lembra que a tropicalização das cultivares regularizou<br />
a oferta e fez com que muitas empresas de sementes pudessem<br />
produzir com tecnologia nacional. O melhoramento<br />
genético foi responsável também pelo aumento<br />
da produtividade e a redução do custo de produção, com<br />
a diminuição do uso de insumos. “O Brasil possui um banco<br />
de germoplasma único, adaptado às regiões tropicais, que<br />
já está auxiliando regiões da África Equatorial e da América<br />
Latina”, observa.<br />
Conforme Boiteux, passada a fase de adaptação das variedades<br />
ao clima tropical, a pesquisa brasileira se direciona<br />
ao refinamento dos materiais. Assim começam a ser produzidas<br />
hortaliças com algumas características voltadas aos<br />
hábitos saudáveis da população, como as cenouras com<br />
pró-vitamina A e os tomates com maior quantidade de licopeno.<br />
Na opinião do pesquisador da Embrapa, uma das<br />
vantagens do melhoramento em hortaliças é que a tecnologia<br />
já vai embutida na semente, melhorando a produtividade<br />
e a qualidade do alimento.<br />

The consumption of vegetables in <strong>Brazil</strong> started with the<br />
arrival of the European and Japanese immigrants, in the early<br />
years of the 20th century. The foreigners brought the seed with<br />
them and started cultivating the foods that were part of their<br />
diet in their homelands. It was only some decades later that scientific<br />
research was devoted to olericulture.<br />
In the 1940s, agronomic engineer Marcílio Dias (1915-<br />
1974), professor at the Genetic Department at Luiz de Queiroz<br />
College of Agriculture (Esalq), linked with the University of São<br />
Paulo (USP), began to do research on the genetic enhancement<br />
of horticultural crops. A graduate from the institution, he<br />
had brought from Europe a variety of seeds, including tomato,<br />
lettuce, broccolis, cauliflower, carrot, onion and eggplant and<br />
submitted them to tropical climate conditions. If in the beginning<br />
vegetables were harvested only in winter time and in cold<br />
regions, after the conclusion of the research works they found<br />
their way into all regions across <strong>Brazil</strong> and began to be cultivated<br />
all year round.<br />
Following on the heels of these first research works, other<br />
institutions like the Agronomic Institute of Campinas (IAC) and<br />
the Federal University of Viçosa, in Minas Gerais, began to devote<br />
time to the subject. Also noteworthy are the studies conducted<br />
in the Agronomic Institute of Pernambuco (IPA), especially<br />
on onions and tomatoes, with the aim to supply the pro-<br />

cessing industry in the region of Pesqueira, located in Agreste<br />
de Pernambuco. In 1981, Embrapa Vegetables was founded,<br />
with its place of business in Brasília (DF).<br />
Researcher Leonardo Boiteux, of Embrapa Vegetables, recalls<br />
that the adaptation of the cultivars to tropical climate conditions<br />
provided for regular supplies and made it possible for many seed<br />
companies to produce their own seed using national technologies.<br />
Genetic enhancement was credited with higher yields and<br />
lower production costs, with a reduction in the use of inputs.<br />
“<strong>Brazil</strong> runs a unique germ plasm database, adapted to tropical<br />
regions, now assisting regions in Equatorial Africa and Latin<br />
American countries”, he observes. According to Boiteux, now that<br />

research works have shifted their focus on variety refinement.<br />
This has given rise to the production of vegetables bearing some<br />
characteristics geared toward the population’s healthy habits,<br />
like carrots with pro-vitamin A and tomatoes with a higher content<br />
of lycopene. The Embrapa researcher maintains that one<br />
advantage from enhanced vegetables lies in the fact that the<br />
technology is imbedded in the seed, improving both the productivity<br />

de maio de 2011. Para comemorar a data,<br />
ocorreu o lançamento de uma variedade<br />
de tomate. A BRS Couto é uma homenagem<br />
ao pesquisador Flávio Augusto<br />
D’Araújo Couto, que foi o responsável<br />
pela montagem do centro de pesquisa,<br />
a partir de 1975, e o primeiro chefe-geral<br />
da unidade, entre 1981 e 1985. Na década<br />
de 1960, ajudou a fundar a Sociedade<br />
Brasileira de Olericultura, transformada<br />
em Associação Brasileira de Horticultura<br />
(ABH). Couto, que atualmente está aposentado,<br />
trabalhou com o melhoramento<br />
genético do tomateiro.<br />
A nova cultivar é um híbrido do segmento<br />
mini-italiano, com frutos alongados<br />
e peso variando entre 40 e 80 gramas.<br />
Entre as características do produto<br />
está a múltipla resistência a doenças,<br />
sendo um dos poucos materiais com<br />
tolerância ao geminivírus, um dos principais<br />
problemas da cultura do tomateiro.<br />
Além disso, a variedade é resistente<br />
ao nematoide-das-galhas e tolerante<br />
ao ataque de pulgões. Outra característica<br />
é a resistência a alguns fungos. A<br />
expectativa é que ainda em 2011 o material<br />
possa ganhar o mercado, sendo a<br />
Embrapa Transferência de Tecnologia,<br />
também de Brasília, a responsável pela<br />
produção das sementes.<br />
A batata-doce também merece destaque<br />
em 2011 com o lançamento de<br />
três variedades – BRS Amélia, BRS Rubissol<br />
e BRS Cuia, desenvolvidas pela Embrapa<br />
Clima Temperado, de Pelotas (RS).<br />
Os materiais apresentam produtividade<br />
superior a 32 toneladas por hectare, o<br />
que representa quatro vezes a média nacional.<br />
A Amélia é rica em pró-vitamina A,<br />
com alto teor de suculência. A Rubissol é<br />
ideal para consumo de mesa e também<br />
industrial, com uniformidade das raízes.<br />
A Cuia ganha destaque devido à uniformidade<br />
e ao tamanho relativamente<br />

Embrapa Vegetables, based in Brasília (DF), completed 30<br />
years on 19th May 2011. To celebrate the occasion, a new variety<br />
of tomatoes was launched. BRS Couto pays homage to researcher<br />
Flávio Augusto D’Araújo Couto, who was responsible<br />
for building the Research Center, a work that started in 1975,<br />
and he was also the first chief-executive director of the unit, a<br />
term that extended from 1981 to 1985. In the 1960s, he was a<br />
co-founder of the <strong>Brazil</strong>ian Horticultural Association (BHA).<br />
Couto, who has already retired, spent a lot of his time working<br />
on tomato genetic enhancement programs.<br />
The new cultivar is a hybrid of the Mini-Italian segment,<br />
with elongated fruit weighing from 40 to 80 grams. A major<br />
characteristic of this variety is its resistance to an array of diseases,<br />
and is one of the few varieties tolerant to giminiviruses, a<br />
major problem that affects tomato crops. Furthermore, the variety<br />
is resistant to root-gall nematodes and to mite outbreaks.<br />
Another characteristic is its resistance to several strains of fungi.<br />
It is expected that the new variety will reach the market before<br />
the end of this year, and Embrapa Technology Transference,<br />
also based in Brasília (DF), is responsible for the production of<br />
seeds.<br />
Sweet potatoes also made headlines in 2011 with the<br />
launching of three new varieties — BRS Amélia, BRS Rubis-<br />
sol and BRS Cuia, developed by Embrapa Temperate Climate,<br />
based in Pelotas (RS). The varieties produce upwards of 32 tons<br />
per hectare, four times the national average. BRS Amélia is rich<br />
in pro-vitamin A, with a high level of succulence. BRS Rubissol is<br />
ideal for consumption at the dining table and also for industrial<br />
purposes, characterized by uniform roots. BRS Cuia is famous<br />
for its uniformity and the rather big size of the potatoes, and<br />
adapts well to industrial processes.<br />
The sweet-potato Beauregard variety is also available to<br />
the growers, introduced into <strong>Brazil</strong> by Embrapa through the<br />
International La Papa Center in Peru. The product is part of the<br />
Biofort program, an initiative that comprises 11 research centers<br />
of the state corporation, besides private entities. The variety<br />
boasts 10 times as many pro-vitamin A carotenodes as its major<br />
competitors.<br />
>> ALTERNATIVES The Agronomic Institute of Campinas<br />
(IAC) is also launching new varieties of potatoes into the<br />
market. Genotypes<br />

A fim de garantir que os alimentos cheguem à mesa do<br />
consumidor fresquinhos e com segurança, o setor olerícola<br />
faz uso de uma série de etapas nas quais, dependendo<br />
da cultivar, são envolvidas tecnologias mais sofisticadas ou<br />
processamento manual. De acordo com a pesquisadora<br />
do Centro de Engenharia e Automação do Instituto Agronômico<br />
de Campinas (IAC) Juliana Sanches, as hortaliças<br />
requerem diferentes tipos de manuseio pós-colheita. “Para<br />
facilitar o entendimento dos procedimentos, deve-se separá-las<br />
de acordo com as estruturas botânicas utilizadas<br />
na alimentação humana: frutos, folhosas, raízes, tubérculos,<br />
bulbos, rizomas e túberas”, observa.<br />
A pesquisadora explica que existem diferentes sistemas<br />
de manuseio pós-colheita, com algumas operações<br />
básicas comuns, como colheita, embalagem e transporte.<br />
“No Brasil, a maior parcela das hortaliças é lavada, principalmente<br />
aquelas cujas partes comerciais são subterrâneas,<br />
ou que se situam perto do solo, caso da alface”, assinala.<br />
De maneira geral, conforme Juliana, as etapas que asseguram<br />
uma pós-colheita eficiente são: colheita, carregamento,<br />
transporte até o packing house, descarga, lavação, seleção<br />
e classificação, embalagem, rotulagem, carregamento<br />
e transporte até os centros de distribuição.<br />
Dentre as tecnologias que colaboram para o desenvolvimento<br />
do setor olerícola, Juliana chama a atenção<br />
para os produtos minimamente processados, que têm<br />

se tornado cada vez mais populares pela conveniência<br />
que oferecem. A pesquisadora lembra que a utilização<br />
desse tipo de produto no Brasil é recente, mas com<br />
grande potencial de crescimento, devido à economia de<br />
tempo e de trabalho que proporciona, tanto em nível<br />
doméstico como em redes de alimentação rápida e em<br />
restaurantes.<br />
Outra vantagem é a possibilidade de processamento<br />
nas regiões produtoras. “Isso contribui para a diversificação<br />
das indústrias regionais, reduzindo as perdas pós-colheita,<br />
melhorando o manejo dos resíduos, facilitando o<br />
transporte e eliminando problemas de ordem fitossanitária”,<br />
enfatiza. Além disso, ressalta que essa nova opção disponível<br />
aos horticultores permite maior aproveitamento<br />
da produção, agrega valor, é bastante adequada às micro<br />
e pequenas empresas familiares e possibilita a fixação de<br />
mão de obra nas regiões identificadas com o cultivo.<br />

To make sure all foods reach the consumer table fresh and<br />
in safe condition, the horticulture sector resorts to a number<br />
of steps, in which, depending on the cultivar, more sophisticated<br />
technologies are involved, or manual processing is<br />
implemented. According to the researcher for the Engineering<br />
and Automation Center run by the Agronomic Institute of<br />
Campinas (IAC), Juliana Sanches, vegetables require distinct<br />
post-harvest handling services. “So as to make it easier to<br />
figure out the procedures, they should be split in accordance<br />
with the botanic structures utilized at the human feeding<br />
process: fruit, leafy vegetables, roots, tubers, bulbs, rhizomes<br />
and truffles”, he observes.<br />
The researcher maintains there are different post-harvest<br />
handling systems, with some common basic operations, like<br />
harvesting, packaging and transport. “In <strong>Brazil</strong>, most vegetables<br />
are washed, particularly the ones whose commercial<br />
portions grow underground, or close to the ground, such as<br />
lettuce”, he mentions. In general, according to Juliana, the<br />
steps that ensure an efficient post-harvest operation are as<br />
follows: harvesting itself, loading, transport to packing house,<br />
unloading, rinsing, selection and grading, packaging, labeling,<br />
loading and transport to the distribution centers.<br />
Among the technologies that collaborate towards the development<br />
of the horticultural sector, Juliana points out the<br />
minimally processed foods, which have become increasingly<br />
popular due to their convenience. The researcher recalls that<br />
the use of this type of products in <strong>Brazil</strong> has been introduced<br />
recently, but with a great potential for soaring even further,<br />
because they save time and work at home, in fast food chains<br />
and restaurants.<br />
Another benefit lies in the fact that they can be processed<br />
in the regions where they are produced. “This gives a huge<br />
contribution towards the diversification of the regional<br />
industries, reducing post-harvest losses, improving waste<br />
management practices, facilitating transport operations and<br />
eliminating problems related to phytosanitary questions”, she<br />
recalls. Furthermore, she stresses that this new option available<br />
to vegetable growers leads to a better use of the production,<br />
adds value, is very appropriate to micro and small family<br />
operations and retains the workforce in the regions identified<br />
with this type of cultivations.<br />

Improdutivo<br />

Um dos grandes desafios do setor<br />
de hortaliças no Brasil está relacionado<br />
às perdas após a colheita. Conforme a<br />
pesquisadora do Centro de Engenharia<br />
e Automação do Instituto Agronômico<br />
de Campinas (IAC) Juliana Sanches, estudos<br />
apontam que os níveis médios<br />
de perdas pós-colheita são da ordem<br />
de 35%, chegando a até 40% em várias<br />
situações, enquanto em outros países,<br />
como os Estados Unidos, não passam de<br />
10%. “A significativa quantidade perdida<br />
seria suficiente para abastecer 29,3% da<br />
população brasileira”, ressalta.<br />
De acordo com a pesquisadora, no<br />
campo o índice de desperdícios é de<br />
aproximadamente 10%, enquanto no<br />
manuseio e no transporte podem alcançar<br />
até 50%. “As perdas no transporte variam<br />
de acordo com as estações do ano,<br />
sendo mais intensas em épocas chuvosas”,<br />
explica. “O mau estado de conservação<br />
das estradas, associado às altas temperaturas<br />
que ocorrem no País, acelera a<br />
deterioração”, observa.<br />
A lista de prejuízos segue nas Centrais<br />
de Abastecimento e Comercialização,<br />
que colaboram com até 30% do montante<br />
destinado ao descarte. Supermercados<br />
e consumidores, por sua vez, são<br />
responsáveis por 10%. “Em relação ao<br />
setor de refeições coletivas, como restaurantes,<br />
refeitórios industriais, redes<br />
de fast-food, refeitórios de hospitais e<br />
merenda escolar, estimam-se perdas de<br />
15% por falta de treinamento em manuseio<br />
correto de hortaliças”, acrescenta a<br />
especialista.<br />
Para evitar esses desperdícios, Juliana<br />
ressalta que, durante a condução da<br />
cultura, todos os cuidados de manejo<br />
devem ser observados. O ponto ótimo<br />
de colheita deve ser respeitado e ele<br />
varia de acordo com a cultivar, o clima e<br />
o solo. Em relação às folhosas, as folhas<br />

muito desenvolvidas (próximas da senescência)<br />
não devem ser colhidas por<br />
possuírem alto teor de fibras, sendo pouco<br />
agradáveis ao paladar, apresentando<br />
muitas vezes sabor amargo e folhas endurecidas.<br />
A pesquisadora também ressalta<br />
que é importante dar preferência às<br />
horas mais frescas do dia para a realização<br />
da colheita. Além disso, as hortaliças<br />
devem ser mantidas à sombra e ser resfriadas<br />
o mais rápido possível. “É fundamental<br />
lembrar que o manuseio, a préhigienização,<br />
o acondicionamento e o<br />
transporte inadequados até a planta de<br />
processamento podem comprometer a<br />
qualidade e a segurança do produto, favorecendo<br />
o incremento da população<br />
inicial de micro-organismos”, alerta.<br />
>>OBEDECENDO O SCRIPT<br />
Em relação à fase de pós-colheita,<br />
conforme a pesquisadora Juliana Sanches,<br />
do IAC, não é possível melhorar a<br />
qualidade dos alimentos que vêm do<br />
campo. O que se pode é preservá-la pelo<br />
maior tempo possível até seu consumo<br />
final. Para isso, descreve algumas recomendações<br />
mínimas que produtores,<br />
distribuidores e comerciantes devem<br />
serguir:<br />
n Manuseio adequado e cuidadoso;<br />
n Manter limpos e higienizados maquinários,<br />
mesas classificadoras e demais<br />
equipamentos utilizados na colheita e<br />
no galpão de beneficiamento (packinghouse);<br />
n O galpão de beneficiamento deve<br />
estar próximo à produção, ser coberto,<br />
de fácil acesso e dispor de água e energia<br />
elétrica;<br />
n Logo após a colheita, os produtos<br />
devem ser classificados, eliminando os<br />
doentes;<br />
n Acondicionar os produtos em embalagens<br />
adequadas para evitar danos<br />
mecânicos. Independentemente da embalagem<br />
a ser utilizada, deve-se respeitar<br />
a capacidade máxima de produto a ser<br />
acondicionada;<br />
n As embalagens devem ser paletizáveis,<br />
isto é, de medidas sub-múltiplas<br />
de 1,00 m x 1,20 m;<br />
n Devem ser armanezados imediatamente,<br />
de preferência sob refrigeração.<br />
Uma vez refrigerados, os produtos devem<br />
permanecer sob a cadeia do frio.<br />

One of the challenges of the vegetable sector in <strong>Brazil</strong><br />
is the problem of post-harvest losses. According to Juliana<br />
Sanches, researcher for the Automation and Engineering<br />
Center at the Agronomic Institute of Campinas (IAC), studies<br />
point to average post-harvest losses of 35%, reaching<br />
40% in some circumstances, while in other countries, like<br />
the United States, these losses barely reach 10%. “The significant<br />
amounts that are lost could supply 29.3% of the entire<br />
<strong>Brazil</strong>ian population”, she notes.<br />
According to the researcher, at field level these wastes<br />
amount to 10%, while at handling and transportation they<br />
might rise to 50%. “Transportation losses vary in accordance<br />
with the seasons of the year, and are more intense during<br />
rainy periods”, she explains. “Roads in poor conditions, along<br />
with high temperatures throughout the Country, speed up<br />
the deterioration process even further”, she observes.<br />
The list of damages does not stop there and continues<br />
throughout the Trading and Supply Centers, responsible for<br />
30% of the amounts that end up in the waste basket. Supermarkets<br />
and consumers, in turn, are responsible for 10% of<br />
the losses. “Collective meal sectors, including restaurants, industrial<br />
dining halls, fast-food chains, hospital dining halls<br />
and school meals account for 15% of the losses, caused by<br />
poor handling operations caused by poorly trained employees”,<br />
the specialist adds.<br />
In an attempt to avoid these losses, Juliana insists that,<br />
during the development stage of the crop, all management<br />
cares must be complied with. The optimum harvesting point<br />
must be respected and it varies in accordance with the cultivar,<br />
climate and soil conditions. Regarding the leafy vegetables,<br />
the lushly developed leaves (near senescence) should<br />
not be harvested because of their high content of fiber, and<br />
little pleasing taste, which is frequently characterized by a<br />
bitter flavor and hardened leaves.<br />
The researcher also maintains that harvesting should<br />
predominantly be conducted during the fresh hours of the<br />
day and as fast as possible. “It is very relevant to recall that<br />
improper handling, pre-hygienization, inadequate transportation<br />
to the processing unit could jeopardize the quality<br />
and the safety of the product, triggering the growth of<br />
the initial population of microorganisms”, she warns.<br />
>> COMPLYING WITH THE SCRIPT<br />
Regarding the post-harvest stage, in the words of<br />

to improve the quality of the foods that come<br />
from the fields. What is possible is to preserve them<br />
for the longest time possible until their final consumption.<br />
To this end, she details some minimum recommendations<br />
that producers, distributors and retailers<br />
should follow:<br />
n Appropriate and careful handling;<br />
n Keep clean and sanitized all machinery, grading tables<br />
and other equipment used at harvesting and at processing<br />
(packing-house);<br />
n The packing-house should be located not far away<br />
from the production sites, and should have a good cover,<br />
access routes, water and electricity facilities;<br />
n Right after harvest, it is time to grade the products and<br />
eliminate the flawed ones;<br />
n Accommodate the products in appropriate packaging<br />
to avoid mechanical damage. Regardless of the type<br />
of packaging, the maximum capacity for product storing<br />
should be respected;<br />
n Packaging should be palletable, that is to say, consisting<br />
of submultiples of 1.00 m x 1.20 m;<br />
n Vegetables should be immediately stored, if possible,<br />
in refrigerated rooms. Once refrigerated, the products must<br />
remain as such.<br />

Dentre as principais causas dos desperdícios<br />
estão manuseio, embalagens<br />
e transporte inadequados, não utilização<br />
de cadeia do frio, falta de classificação,<br />
desconhecimento das técnicas de<br />
manuseio pré e pós-colheita, comercialização<br />
a granel e excesso de manuseio<br />
por parte dos consumidores,<br />
bem como acúmulo de produtos nas<br />
gôndolas de exposição ou deficiências<br />
nos centros atacadistas.<br />
As perdas pós-colheita, no entender<br />
de Juliana, são divididas em fisiológicas,<br />
por injúria mecânica e fitopatológicas.<br />
“As fisiológicas ocorrem devido à respiração,<br />
à transpiração, ao amadurecimento<br />
e à senescência das hortaliças,<br />

mecânicas ocorrem em toda a cadeia<br />
das hortaliças e as fitopatológicas são<br />
verificadas quando há ataques de micro-organismos<br />
em pré e pós-colheita”.<br />
No Laboratório de Pós-colheita de<br />
Frutas, Hortaliças e Plantas Ornamentais,<br />
do Centro de Engenharia e Automação<br />
do IAC, inaugurado em julho<br />
de 2009, os estudos envolvem técnicas<br />
de conservação pós-colheita e classificação<br />
de hortaliças. As culturas estudadas<br />
são beterraba, batata, quiabo,<br />
brócolis, folhas jovens ou baby-leaf de<br />
rúcula, alface e agrião, morango, milho<br />
verde e tomate.<br />

Vegetables are subject to significant<br />
after-harvest losses, which start in the<br />
field and continue all the way along<br />
the chain, including packing-houses,<br />
supply centers, wholesale stores, retail<br />
outlets and consumers. Juliana Sanches,<br />
researcher for the Automation and<br />
Engineering Center at the Agronomic<br />
Institute of Campinas (IAC) explains<br />
what these losses are all about. “A loss<br />
is the part of the crop that is not destined<br />
for consumption, by virtue of the<br />
depreciation of the quality, caused by<br />
a deterioration process, crushing, cuts,<br />
rot and other factors”, she observes.<br />
For the most part, waste is produced<br />
by poor handling, improper packaging<br />
or transportation, the lack of refrigeration,<br />
ignorance about the harvest and<br />
post-harvest handling practices, sales<br />
in bulk and excessive handling by final<br />
buyers, as well as by the accumulation<br />
of products on the supermarket<br />
display shelves or deficiencies in the<br />
wholesale posts.<br />
Post-harvest losses, explains Juliana<br />
Sanches, are split into physiological,<br />
mechanical injury and phytopathological.<br />
“Physiological losses in vegetables<br />
occur due to such problems<br />
as respiration, transpiration, ripening<br />
and senescence, but they could also be<br />
induced by excessively warm or cold<br />
temperatures and low relative humidity”,<br />
she notes. “Mechanically-induced<br />
losses occur all the way along the productive<br />
chain, while phytopathological<br />
damages are caused by outbreaks<br />
of micro-organisms at pre or post harvest<br />
time”.<br />
At the Fruit, Vegetables and Ornamental<br />
Plant Post-Harvest Laboratory,<br />
run by the IAC Automation and Engineering<br />
Center, inaugurated in July<br />
2009, the studies involve post-harvest<br />
conservation techniques and vegetable<br />
grading operations. The crops undergoing<br />
studies are as follows: beet,<br />
potato, okra, broccolis, ruccula babyleaf,<br />
lettuce, watercress, strawberry,<br />
green corn and tomato.<br />

Associação Brasileira de Horticultura comemora 50 anos e<br />
realiza o 51º Congresso Brasileiro de Olericultura<br />

O ano de 2011 será marcado por<br />
acontecimentos importantes no setor<br />
de hortaliças e diretamente relacionados:<br />
a Associação Brasileira de Horticultura<br />
(ABH) está completando 50<br />
anos de existência e realiza o 51º Congresso<br />
Brasileiro de Olericultura (CBO),<br />
que ocorre anualmente desde 1961,<br />
quando, na primeira edição, foi fundada<br />
a instituição congregadora do setor.<br />
O evento ocorre entre 25 e 29 de julho,<br />
na Universidade Federal de Viçosa<br />
(UFV), em Minas Gerais, que também<br />
sediou a edição inicial. O tema central<br />
do encontro comemorativo é Hortaliças:<br />
da origem aos desafios da saúde e<br />
sustentabilidade.<br />
“O trabalho árduo, abnegado e persistente<br />
na busca por qualidade, empreendido<br />
pelas comissões executivas<br />
e científicas dos congressos desde<br />
1961 até o presente ano, é a chave do<br />
sucesso alcançado, de forma que constitui<br />
o mais importante conclave científico<br />
de hortaliças, plantas herbáceas<br />
medicinais, aromáticas e condimentares<br />
da América do Sul”, afirma Paulo<br />
César Tavares de Melo, presidente da<br />
ABH, cargo ocupado em dois mandatos<br />
– desde 2005 até 2011. Melo também<br />
é professor do Departamento de<br />
Produção Vegetal da Escola Superior<br />
de Agricultura Luiz de Queiroz (Esalq),<br />
da Universidade de São Paulo (USP).<br />
A associação foi criada com o objetivo<br />
de integrar pessoas e organismos<br />
com interesses voltados à olericultura<br />
e, passados 50 anos, é uma entidade<br />
consolidada, de utilidade pública, reconhecida<br />
pelo Ministério da Justiça,<br />
observa o dirigente. O Congresso<br />
Brasileiro de Olericultura, destaca, é<br />
um dos pilares que lhe dá sustentação<br />
científica e tecnológica, além da<br />
Revista Horticultura Brasileira e do<br />
site www.abhorticultura.com.br. Melo<br />
acrescenta que a comemoração evoca<br />
o passado, dá espaço privilegiado<br />
para pensar o presente e preparar o<br />
futuro à luz das lições aprendidas nas<br />
décadas passadas, quando professores,<br />
pesquisadores, extensionistas,<br />
técnicos, estudantes e representantes<br />
do setor provedor de insumos escreveram<br />
a história da associação e da<br />
olericultura.<br />
>> AVANÇOS O congresso de<br />
fundação da ABH, em 1961, reuniu 18<br />
pessoas e apresentou 14 ações. No 50º<br />
evento, realizado em julho de 2010 em<br />
Guarapari (ES), chegou-se a 800 participantes<br />
e 661 trabalhos científicos,<br />
conferindo-se prêmios aos destaques.<br />
O encontro de 2011 enfatiza os avanços<br />
verificados nesse período, que resultaram<br />
em melhoria na qualidade<br />
de vida do consumidor, da renda dos<br />
produtores e da sustentabilidade do<br />
agronegócio de hortaliças. Na programação,<br />
workshops sobre as principais<br />
espécies, além de simpósios sobre<br />
nutrição e adubação, fisiologia póscolheita<br />
e cultivo orgânico.<br />
Paralelamente, ocorre o 3º Simpósio<br />
Latino-americano de Produção de<br />
Plantas Medicinais, Aromáticas e Condimentares,<br />
além de um fórum sobre o<br />
papel da assistência técnica e extensão<br />
rural na área. Incluem-se ainda o tradicional<br />
Dia do Produtor e, pela primeira<br />
vez, o Dia do Consumidor, quando é<br />
destacada a importância do consumo<br />
de hortaliças para a saúde humana e<br />
as estratégias para seu incremento.<br />

CHALLENGES ARE ON THE AGENDA<br />
The year 2011 will be marked by important<br />
events in the sector of vegetables<br />
and related matters: the <strong>Brazil</strong>ian<br />
Horticultural Association (BHA) completes<br />
50 years and holds the <strong>Brazil</strong>ian<br />
Olericulture Congress (BOC), which has<br />
occurred on an annual basis since 1961,<br />
when, at its first edition, the association<br />
of the sector was founded. The event has<br />
been scheduled for 25 – 29 July, at the<br />
Federal University of Viçosa (UFV), in Minas<br />
Gerais, which was equally the venue<br />
of the first edition. The core subject is Vegetables:<br />
from their origin to the health<br />
and sustainability challenges.<br />
“The hard, altruistic and persistent<br />
work in pursuit of quality, conducted by<br />
the executive and scientific commissions<br />
of all the congresses since 1961until now,<br />
is the key to the success achieved so far,<br />
turning it into the most relevant scientific<br />
conclave focused on vegetables,<br />
aromatic and medicinal herbaceous<br />
plants and spices in South America”, says<br />
Paulo César Tavares de Melo, who served<br />
two terms as president of the BHA, from<br />
2005 to 2011. Melo is also a professor at<br />
the Vegetable Production Department<br />
at the Luiz de Queiroz College of Agriculture<br />
(Esalq), a division of the University of<br />
São Paulo (USP).<br />
The association was created with<br />
the aim to bring together people and<br />
organs with interests geared towards<br />
olericulture and, after 50 years, it is a<br />
consolidated and public utility entity,<br />
acknowledged by the Ministry of Justice,<br />
the official recalls. The <strong>Brazil</strong>ian Olericulture<br />
Congress, in his opinion, is one of<br />
the pillars that provides for scientific and<br />
technological support, publishes the <strong>Brazil</strong>ian<br />
Horticulture Magazine and has its<br />
own web site www.abhorticultura.com.<br />
br. Melo adds that the event evokes the<br />
past, provides for privileged space, thinks<br />
the present and prepares the future in<br />
the light of lessons learned from past<br />
decades, when professors, researchers,<br />
extension workers, technicians, students<br />
and representatives of the inputs supplying<br />
sector wrote the history of the association<br />
and of olericulture.<br />
>> ADVANCES The BHA founding<br />
congress, in 1961, attracted 18 people<br />
and came up with 14 actions. In the 50th<br />
event, carried out in July 2010, in Guarapari<br />
(ES), the number of participants rose<br />
to 800 and 661 scientific papers were<br />
presented, and prizes were given to the<br />
most relevant papers. The 2011 event<br />
feature the advances witnessed over this<br />
period, which resulted into consumer<br />
well-being and quality of life, higher remuneration<br />
for the producers and sustainability<br />
to the vegetable agribusiness.<br />
On the schedule, workshops on the different<br />
species, symposiums on nutrition<br />
and fertilization, post harvest physiology<br />
and organic cultivations.<br />
The event also features the 3rd Latin<br />
American Symposium on the Production<br />
of Medicinal, Aromatic and Spicy Plants,<br />
and a forum on the role of technical assistance<br />
and rural extension services in<br />
the rural setting. The traditional Producer’s<br />
Day is also held and, for the first time,<br />
the Consumer’s Day, focusing on the<br />
health-related benefits from consuming<br />
vegetables and strategies for spreading<br />
