INVESTIŢIIINVESTMENTSInvestiţiile nete (noi) reprezintă cheltuielile destinatecreării de noi mijloace fixe, dezvoltării, modernizării şireconstrucţiei celor existente, precum şi valoareaserviciilor legate de transferul de proprietate asupramijloacelor fixe existente şi al terenurilor preluate cuplată de la alte unităţi (taxe notariale, comisioane,cheltuieli de transport, de manipulare etc.). Nu secuprind în volumul investiţiilor nete valoarea terenurilor,a mijloacelor fixe din ţară şi din import, care au mai fostînregistrate ca mijloace fixe la alte unităţi din ţară,valoarea aporturilor, sumele acordate în avans terţilor,precum şi contravaloarea cumpărărilor de obiective încurs de execuţie, inclusiv de natura lucrărilor geologice(considerându-se investiţii doar sumele cheltuite ulteriorcumpărării lor, pentru continuarea procesului deinvestiţii).Investiţiile cuprind următoarele elemente de structură:lucrări de construcţii (inclusiv lucrări de instalaţii şi demontaj al utilajelor tehnologice şi funcţionale); utilaje (cuşi fără montaj); mijloace de transport; alte cheltuieli deinvestiţii (cheltuieli pentru lucrări geologice şi de foraj,pentru cumpărarea animalelor de muncă, de producţieşi reproducţie, plantaţii de viţă de vie, pomi, împăduriri,cheltuieli pentru achiziţionarea obiectelor de inventargospodăresc de natura mijloacelor fixe, cheltuieli pentrustudiile de cercetare şi proiectare legate de obiectivelede investiţii şi pentru serviciile aferente transferului deproprietate).Cercetarea statistică privind investiţiile este de tipselectiv. Pentru extragerea eşantionului se utilizeazăsondajul stratificat simplu aleator în care straturile suntdefinite în funcţie de activitatea şi mărimeaîntreprinderii.Fac obiectul cercetării statistice operatorii economici,unităţile social-culturale, unităţile administraţiei publicecentrale şi locale.Pentru reîntregirea volumului de investiţii la niveluleconomiei naţionale se determină volumul investiţiilorfăcute în gospodăriile populaţiei, pe baza următorilorindicatori:• achiziţii de animale şi cumpărări de utilaje agricole;• cheltuieli pentru plantaţii de viţă de vie şi pomi.Indicii de volum se determină prin deflatarea datelor cuun indice calculat pe baza:a) indicelui de cost în construcţii pentru lucrările deconstrucţii noi;b) indicilor preţurilor de producţie din industrie pentruutilajele noi achiziţionate din ţară, pentru mobilier şialte obiecte de inventar;c) indicilor de preţ pe piaţa ţărănească pentru animalelecumpărate de populaţie;d) indicilor de preţ pentru plantaţii de viţă de vie şi pomi.Net (new) investments represent the expenditure fornew fixed assets, development, modernisation andreconstruction of existent ones, as well as the value ofservices related to the ownership transfer over theexistent fixed assets and over the lands taken over fromother units with payment (notary fees, commissions,transport expenditure, handling etc.). The volume of netinvestments does not include the value of lands, offixed assets from the country and from import, whichhave been already registered as fixed assets in theother units from the country, the value of contributions,the amounts granted in advance to third parties, as wellas the equivalent value of purchased objectives underexecution, including geological works (being consideredinvestment only the amounts spent after their purchase,in order to carry on the investment process).Investments include the following structure elements:construction works (including installation works andassembly of technological and functional equipment);equipment (with and without assembly); transportmeans; other investment expenditure (expenditure forgeological works and drilling, for purchasing labour,production and reproduction animals, vineyards, treeplantations, afforestations, expenditure for purchasinghousehold inventory objects such as fixed assets,expenditure for research and design studies related toinvestment objectives and for services related toownership transfer).The statistical survey on investments is selective. Inorder to take over the sample, a simple stratified surveyis used, where strata are defined according to theenterprise activity and size.Economic operators, social-cultural units, public, centraland local administration units are subject to thestatistical survey.In order to complete the investment volume at the levelof national economy, the investment volume inpopulation households is determined based on thefollowing indicators:• purchases of animals and agricultural equipment;• expenditure for vineyards and fruit tree plantations.Volume indices are determined by deflating the datawith an index calculated based on:a) the construction cost index for new constructionworks;b) industrial production cost indices for new equipmentpurchased in the country, for furniture and otherinventory objects;c) price indices on the peasant market for animalspurchased by the population;d) price indices for vineyards and fruit tree plantations.177
