ABOUT THE EVENT<br />

Over the past years, Knowledge Sharing (KS) has moved to the center of<br />

global development as a third pillar complementing financial and technical<br />

assistance. In this line, the 2030 Agenda for Sustainable Development calls for<br />

“enhance[ing] knowledge sharing on mutually agreed terms” (para 17.6) while<br />

the Addis Ababa Action Agenda on Financing for Development “encourage[s]<br />

knowledge sharing […] in sectors contributing to the achievement of the SDGs”<br />

(para 117). This recognition of knowledge and learning builds up on previous<br />

global agreements, particularly those promoted by the Global Partnership on<br />

Effective Development Cooperation (GPEDC) and the G20 Development<br />

Working Group. Finally, in April 2016, dozens of governments and multilateral<br />

institutions launched the Global Partnership on Knowledge Sharing (GPKS) as<br />

a key vehicle to scale up the use of Knowledge Sharing for sustainable<br />

development.<br />

Knowledge Sharing directly benefits from country-led policies and programs<br />

implemented by developing countries in their quest for sustainable<br />

development. It reflects of the increased capacity of line ministries and subnational<br />

institutions (such as cities) in fighting poverty and boosting shared<br />

prosperity. These players are indeed key to the achievement of the 2030<br />

Agenda and its Sustainable Development Goals (SDGs), which require<br />

specialized expertise in complex policy areas and capacity to learn across<br />

specific sectors and themes.<br />

Therefore, Institutional and operational capacities for Knowledge Sharing are<br />

more critical than ever to achieve the SDGs. Country institutions are vital as<br />

key contributors of tested successful solutions and proven good practices in all<br />

areas of the SDGs. These solutions and innovations are often local, and need<br />

to be identified, captured and shared for national and international scale-up,<br />

i.e. in the context of South-South and Triangular Cooperation.<br />

Taking into consideration the path of global progress to improve the tool and<br />

model for international development cooperation to support the global<br />

development agenda, Indonesia, in collaboration with the World Bank, the

Islamic Development Bank, USAID, Federal Republic of Germany/GIZ and JICA<br />

will co-organize the Fourth High-level Meeting on Country-led Knowledge<br />

Sharing in Bali, Indonesia (<strong>HLM4</strong>). As a key activity under the Global<br />

Partnership for Knowledge Sharing (GPKS), the meeting will discuss and<br />

highlight opportunities to harness ‘Local Innovation as a Driver for Global<br />

Development’.<br />

<strong>HLM4</strong> will provide a space for policy makers, development practitioners and<br />

international partners to learn about local solutions and innovations in<br />

selected key development sectors, such as health, education, local economic<br />

development, open government, and effective monitoring & evaluation.<br />

The two-day event will be divided into two parts, a high-level discussion day<br />

and knowledge fair, and a second day for field trips to visit innovative local<br />

solutions in Bali and surrounding islands. A third optional day will provide a<br />

space for learning on the how-to of knowledge sharing with a range of<br />

interactive workshops.<br />

The objectives of <strong>HLM4</strong> are as follows:<br />

Exchange experiences and facilitate learning on challenges, opportunities<br />

and innovative approaches of institutionalized and systematic knowledge<br />

capturing and sharing for national and international scale-up;<br />

Based on emerging evidence, showcase ongoing efforts and impact to<br />

strengthen country-led knowledge sharing by governments and the<br />

support schemes provided particularly by multilateral institutions,<br />

highlighting local experiences and innovations from Indonesia and<br />

countries from around the world; and<br />

Deepen the momentum for MICs and LICs as valuable sources of<br />

development solutions, meeting the demand for development solutions<br />

from cross the world in the form of South-South cooperation, towards<br />

achievement of the Sustainable Development Goals.

The truth about local innovations is that they’re<br />

very often missed by the authority which<br />

hindered them from creating bigger and more<br />

impactful changes. Often times, the question is<br />

not about how can the government solves their<br />

problems but more about how they know what<br />

they know as a country? How can a government<br />

ensure that knowledge in overcoming<br />

development challenges are effectively flown<br />

vertically across institutions?<br />

This session aims to discuss strategies for<br />

effective identification and capturing of local<br />

innovations. In answering that, the session will<br />

expertise to ensure a comprehensive exposure<br />

reproductive, maternal, new born and child<br />

health, this thematic breakout session aims<br />

to showcase practical strategies and<br />

examples for harnessing local innovations in<br />

health sector, especially in the issue of<br />

reproductive, maternal, new born and child<br />

health (MCH). In the context of Indonesia, the<br />

issue of MCH has become the priority area<br />

and also an important investment asset that<br />

will lead to the promotion of overall health.<br />

Villages have now become the forefront of<br />

Government of Indonesia’s approach in<br />

accelerating local economic development.<br />

The villages communities are now being<br />

granted power to plan their own<br />

development agenda through the dana desa<br />

or village fund policy. Moreover, innovations<br />

While efforts are being made to promote<br />

vertical as well as horizontal knowledge<br />

sharing, it’s also important that we take a<br />

look on how to create and ensure effective<br />

monitoring and evaluation (M&E) strategies<br />

to measure the impact of knowledge sharing.<br />

Effective M&E strategies will create more<br />

effective knowledge sharing process that will<br />

lead to acceleration in the development<br />

This session aims to discuss the financial<br />

aspect of developing country institutions’<br />

Knowledge Sharing capacity. One of the<br />

models and opportunities exist that country<br />

institutions can tap into is the Triangular<br />

Cooperation scheme. In the case of<br />

Indonesia, the Government of Indonesia and<br />

Islamic Development Bank have a long<br />

standing cooperation through the Reverse<br />

Linkage initiative as a means to exchange<br />

expertise, knowledge, and technology with<br />

the Bank serving as a connector and catalyst.<br />

This session will feature experts from the<br />

Bank to hare best practices regarding<br />

Triangular Cooperation suppot in developing<br />

local innovation centers. Through the field visit program, participants<br />

could observe the knowledge sharing and management practice in some<br />

and constraints as well as tips to overcome the conditions. The field visit<br />

program will also be a good opportunity to build network with the local<br />

innovation centers for future cooperation.
