Addis Ababa Action Agenda on Financing for Development 2015
The Fourth High-Level Meeting on Country-Led Knowledge Sharing | 1
ABOUT THE EVENT
Over the past years, Knowledge Sharing (KS) has moved to the center of
global development as a third pillar complementing financial and technical
assistance. In this line, the 2030 Agenda for Sustainable Development calls for
“enhance[ing] knowledge sharing on mutually agreed terms” (para 17.6) while
the Addis Ababa Action Agenda on Financing for Development “encourage[s]
knowledge sharing […] in sectors contributing to the achievement of the SDGs”
(para 117). This recognition of knowledge and learning builds up on previous
global agreements, particularly those promoted by the Global Partnership on
Effective Development Cooperation (GPEDC) and the G20 Development
Working Group. Finally, in April 2016, dozens of governments and multilateral
institutions launched the Global Partnership on Knowledge Sharing (GPKS) as
a key vehicle to scale up the use of Knowledge Sharing for sustainable
development.
Knowledge Sharing directly benefits from country-led policies and programs
implemented by developing countries in their quest for sustainable
development. It reflects of the increased capacity of line ministries and subnational
institutions (such as cities) in fighting poverty and boosting shared
prosperity. These players are indeed key to the achievement of the 2030
Agenda and its Sustainable Development Goals (SDGs), which require
specialized expertise in complex policy areas and capacity to learn across
specific sectors and themes.
Therefore, Institutional and operational capacities for Knowledge Sharing are
more critical than ever to achieve the SDGs. Country institutions are vital as
key contributors of tested successful solutions and proven good practices in all
areas of the SDGs. These solutions and innovations are often local, and need
to be identified, captured and shared for national and international scale-up,
i.e. in the context of South-South and Triangular Cooperation.
Taking into consideration the path of global progress to improve the tool and
model for international development cooperation to support the global
development agenda, Indonesia, in collaboration with the World Bank, the

Islamic Development Bank, USAID, Federal Republic of Germany/GIZ and JICA
will co-organize the Fourth High-level Meeting on Country-led Knowledge
Sharing in Bali, Indonesia (HLM4). As a key activity under the Global
Partnership for Knowledge Sharing (GPKS), the meeting will discuss and
highlight opportunities to harness ‘Local Innovation as a Driver for Global
Development’.
HLM4 will provide a space for policy makers, development practitioners and
international partners to learn about local solutions and innovations in
selected key development sectors, such as health, education, local economic
development, open government, and effective monitoring & evaluation.
The two-day event will be divided into two parts, a high-level discussion day
and knowledge fair, and a second day for field trips to visit innovative local
solutions in Bali and surrounding islands. A third optional day will provide a
space for learning on the how-to of knowledge sharing with a range of
interactive workshops.
The objectives of HLM4 are as follows:
Exchange experiences and facilitate learning on challenges, opportunities
and innovative approaches of institutionalized and systematic knowledge
capturing and sharing for national and international scale-up;
Based on emerging evidence, showcase ongoing efforts and impact to
strengthen country-led knowledge sharing by governments and the
support schemes provided particularly by multilateral institutions,
highlighting local experiences and innovations from Indonesia and
countries from around the world; and
Deepen the momentum for MICs and LICs as valuable sources of
development solutions, meeting the demand for development solutions
from cross the world in the form of South-South cooperation, towards
achievement of the Sustainable Development Goals.

High-Level Panel Discussion 1
Institutionalizing Knowledge
Sharing: Pathways to foster
local innovation
It’s worth noting that the role of local
institutions in overcoming development
challenges are getting more and more
important than ever before. These solutions
and innovations need to be identified,
captured, and shared for national or
international scale-up to accelerate the
achievement of the national and
international development goals. Reflecting
that spirit, this session aims to discuss
effective strategies to empower local
stakeholders to come up with creative
solutions to overcome development
challenges and serve as inspirations to peers
at national and international levels.
Moreover, this session aims to answer the
question of integrating this knowledge
sharing process into a country’s national
development policy strategy and how do the
role of international institutions in supporting
this process.
Guiding questions:
1. How do countries integrate knowledge
sharing concepts and implementation into
their national development policy strategy?
2. How do international institutions support
and encourage countries to institutionalize
knowledge sharing?
High-Level Panel Discussion 2
Strategies for identifying and
capturing local innovations
The truth about local innovations is that they’re
very often missed by the authority which
hindered them from creating bigger and more
impactful changes. Often times, the question is
not about how can the government solves their
problems but more about how they know what
they know as a country? How can a government
ensure that knowledge in overcoming
development challenges are effectively flown
vertically across institutions?
This session aims to discuss strategies for
effective identification and capturing of local
innovations. In answering that, the session will
feature speakers from different fields of
expertise to ensure a comprehensive exposure
towards the issue. High-ranked officials from
development planning, finance, disaster
management, as well as international
development agency are scheduled to speak in
this session.
Guiding questions:
1. What are good practices systematic
documentation of local innovations?
2. What are effective quality control and
validation mechanisms?
3. How can local knowledge serve as inspiration
for partners internationally?
Villages have now become the forefront of
Government of Indonesia’s approach in
accelerating local economic development.
The villages communities are now being
granted power to plan their own
development agenda through the dana desa
or village fund policy. Moreover, innovations
are being encouraged and promoted through
the program of Village Innovation Programs
that allow villages to exchange and showcase
their development ideas. This session aims to
discuss and learn further from this exciting
shift on policy approach in Indonesia and
hopefully will be of inspiration for other
countries.
Guiding questions:
1. What are effective local solutions that
promote local economic development?
2. What should be done to further enhance
capturing and sharing of local innovations
to inspire national and international
Open Government
Implementation through
South-South and Triangular
Government of Indonesia has been working
to champion the implementation of open
government. The efforts made are not only
belong to the central government but also
local. One of the key driver of open
government implementation in Indonesia is
through the South-South and Triangular
Cooperation (SSTC). This session aims to
showcase Indonesia’s achievement and local
innovations in implementing open
government as well as to promote
Indonesia’s capacity in SSTC, particularly on
open government.
Guiding questions:
1. What are examples for successful open
government implementation? How are
they documented?
2. What are effective strategies to utilize
SSTC to promote open government?
3. What can development partners do to
