Conservation Union, and funding from the Royal Netherlands Embassy.


Rufiji Environment Management Project – REMP<br />

Project Goal: To promote the long-term conservation through ‘wise use’ of the lower Rufiji<br />

forests, woodlands and wetlands, such that biodiversity is conserved, critical ecological<br />

functions are maintained, rene<strong>wa</strong>ble natural resources are used sustainably and the livelihoods<br />

of the area’s inhabitants are secured and enhanced.<br />

Objectives<br />

• To promote the integration of environmental conservation and sustainable development<br />

through environmental planning within the Rufiji Delta and Floodplain.<br />

• To promote the sustainable use of natural resources and enhance the livelihoods of<br />

local communities by implementing sustainable pilot development activities based on<br />

wise use principles.<br />

• To promote a<strong>wa</strong>reness of the values of forests, woodlands and wetlands and the<br />

importance of wise use at village, district, regional and central government levels, and<br />

to influence national policies on natural resource management.<br />

Project Area<br />

The project area is within Rufiji District in the ecosystems affected by the flooding of the river<br />

(floodplain and delta), downstream of the Selous Game Reserve and also including several<br />

upland forests of special importance.<br />

Project Implementation<br />

The project is run from the district Headquarters in Utete by the Rufiji District Administration<br />

through a district Environmental Management Team coordinated by the District Executive<br />

Director. The Project Manager is employed by the project and two Technical Advisers are<br />

employed by IUCN.<br />

Project partners, particularly NEMC, the Coast Region, RUBADA, The Royal Netherlands<br />

Embassy and the Ministry of Natural Resources and Tourism, collaborate formally through<br />

their participation in the Project Steering Committee and also informally.<br />

Project Outputs<br />

At the end of the first five –year phase (1998-2003) of the project the expected outputs are:<br />

An Environmental Management Plan: an integrated plan for the management of the<br />

ecosystems (forests, woodlands and wetlands) and natural resources of the project area that<br />

has been tested and revised so that it can be assured of success - especially through<br />

development hand-in-hand with the District council and the people of Rufiji.<br />

Village (or community) Natural Resource Management Plans: These will be produced in pilot<br />

villages to facilitate village planning for natural resource management. The project will<br />

support the implementation of these plans by researching the legislation, providing training<br />

and some support for zoning, mapping and gazettement of reserves.<br />

Established Wise Use Activities: These will consist of the successful sustainable development<br />

activities that are being tried and tested with pilot village and communities and are shown to<br />

be sustainable<br />

Key forests will be conserved: Forests in Rufiji District that have shown high levels of plant<br />

biodiversity, endemism or other valuable biodiversity <strong>cha</strong>racteristics will be conserved by<br />

gazettement, forest management for conservation, and /or a<strong>wa</strong>reness-raising with their<br />

traditional owners.

1 Utangulizi<br />

Maandiko yaliyomo katika kijarida hiki ni majumuisho ya matokeo ya <strong>wa</strong>rsha iliyofanyika kijijini<br />

Mtanza -Msona ni kijiji kimoja<strong>wa</strong>po kati ya vijiji vinne vya mfano vya MUMARU (Mradi <strong>wa</strong><br />

Usimamizi <strong>wa</strong> Mazingira Rufiji) ambao unaendesh<strong>wa</strong> katika wilaya ya Rufiji. <strong>Kijiji</strong> <strong>cha</strong> Mtanza -<br />

Msona kipo katika Kata ya M<strong>wa</strong>seni, Tarafa ya Mkongo Wilayani Rufiji.<br />

Kuanzia tarehe 23/3/2003 <strong>wa</strong>nakijiji <strong>wa</strong>lihudhuria <strong>wa</strong>rsha ya Uta<strong>wa</strong>la bora ambayo iliendesh<strong>wa</strong> katika<br />

eneo la Camp-site lililopo katika kitongoji <strong>cha</strong> Msona kijijini hapo. <strong>Warsha</strong> hiyo iliendesh<strong>wa</strong> k<strong>wa</strong><br />

malengo ya kutoa ufahamu k<strong>wa</strong> <strong>wa</strong>nanchi <strong>wa</strong>weze kujua haki zao na <strong>wa</strong>jibu <strong>wa</strong>o vilevile <strong>wa</strong>jadili kero<br />

zao nakuziundia mikakati ya kuziondoa. Malengo haya yanadhani<strong>wa</strong> ku<strong>wa</strong> yataboresha uta<strong>wa</strong>la <strong>wa</strong><br />

<strong>Kijiji</strong> <strong>cha</strong> Mtanza -Msona na hatimaye kuwezesha <strong>wa</strong>nanchi ku<strong>cha</strong>ngia vya kutosha katika maendeleo<br />

yao ikiwemo usimamizi mzuri <strong>wa</strong> mazingira yao.<br />

<strong>Warsha</strong> hii iliandali<strong>wa</strong> na MUMARU na kuwezesh<strong>wa</strong> na Mshauri Mtaalamu Winnie Bashagi kutoka<br />

Dar-es-Salaam, akisaidi<strong>wa</strong> na mtaalamu Mwezeshaji <strong>wa</strong> mradi kutoka wilaya ya Rufiji Pili<br />

M<strong>wa</strong>mbeso.<br />

Tarehe 25.03.2003 mara baada ya <strong>cha</strong>i <strong>wa</strong>na<strong>wa</strong>rsha <strong>wa</strong>likusanyika na ratiba ilianza k<strong>wa</strong> kujikumbusha<br />

yaliyofanyika jana yake, mmoja <strong>wa</strong> <strong>wa</strong>shiriki alisimama na kutoa muhitasari <strong>wa</strong> masuala yaliyo<br />

jadili<strong>wa</strong> siku iliyotangulia. Vile vile <strong>wa</strong>shiriki <strong>wa</strong>liimba na kucheza k<strong>wa</strong> dakika tano.<br />

4 Uongonzi <strong>Bora</strong><br />

Mwezeshaji alieleza ku<strong>wa</strong> zipo tafsiri nyingi za uongozi. K<strong>wa</strong> wengine uongozi ni kuonyesha njia,<br />

wengine ni uta<strong>wa</strong>la, kusimamia au ku<strong>wa</strong> na madaraka katika kikundi fulani, na k<strong>wa</strong> wengine ni<br />

kushirikisha kikamilifu anao<strong>wa</strong>ongoza katika kuleta maendeleo.<br />

Uongozi ni kama ufundi ambao hujeng<strong>wa</strong> ifuatavyo:<br />

4.1 Sifa Za Kiongozi <strong>Bora</strong><br />

Kutokana na ufundi unaotaki<strong>wa</strong> ulioeleze<strong>wa</strong> hapo juu kiongozi bora anapas<strong>wa</strong> awe na sifa. Hivyo<br />

mwezeshaji ali<strong>wa</strong>omba <strong>wa</strong>shiriki <strong>wa</strong>kae katika vikundi ili <strong>wa</strong>jadiliane na kuainisha sifa za kiongozi<br />

bora ambaze <strong>wa</strong>nafikiria zinafaa kiongozi <strong>wa</strong>o awe nazo. Baada ya kuzijadili kila kikundi<br />

kili<strong>wa</strong>silisha katika maandishi kwenye mabango na <strong>wa</strong>shiriki <strong>wa</strong>lijadili.<br />

Baada ya vikundi ku<strong>wa</strong>silisha liliandali<strong>wa</strong> igizo la kiongozi mbaya. Kiongozi huyo alifika katika kikao<br />

aki<strong>wa</strong> amele<strong>wa</strong>. Alidiliki kuja na gongo kwenye chupa aka<strong>wa</strong> anakuny<strong>wa</strong> mbele za <strong>wa</strong>tu akisingizia<br />

ku<strong>wa</strong> ni maji ya kuny<strong>wa</strong>. Aliku<strong>wa</strong> hana agenda maalumu, hivyo kila mmoja aliku<strong>wa</strong> anasema bila<br />

utaratibu. Kiongozi huyo aliku<strong>wa</strong> aki<strong>wa</strong>fokea <strong>wa</strong>nanchi na kuamua kila kitu juu ya maendeleo ya kijiji<br />

bila ya ku<strong>wa</strong>shirikisha <strong>wa</strong>nanchi katika maamuzi. Kuliku<strong>wa</strong> na ubishi <strong>wa</strong> kukataa mapendekezo yake<br />

na kikao kilivunjika bila ya kufikia muafaka.<br />

Washiriki <strong>wa</strong>liona ku<strong>wa</strong> sifa hizo za kiongozi kwenye igizo zinasababisha kuvunjika k<strong>wa</strong> kikao bila<br />

kufikia muafaka. Hii inaashiria ku<strong>wa</strong> sifa hizo zinaathiri shughuli za maendeleo ya kijiji. Baada ya<br />

<strong>wa</strong>shiriki kutafakari igizo hilo ilionekana kiongozi <strong>wa</strong> sifa hizo hafai.<br />

Ili kuweka tofauti liliandali<strong>wa</strong> igizo jingine la kiongozi bora ambapo aliitisha mkutano na kutangaza<br />

agenda hivyo kila mmoja alikuja katika mkutano akijua masuala yatakayoongele<strong>wa</strong>. Kiongozi<br />

alipofika kwenye mkutano alianza kusalimia <strong>wa</strong>nanchi, na ali<strong>wa</strong>shirikisha katika kujadili matatizo ya<br />

kijiji, ali<strong>wa</strong>mbia kiasi <strong>cha</strong> fedha za kijiji zilizopo.na kujadili vipaumbele na kuweka vi<strong>wa</strong>ngo vya<br />

mi<strong>cha</strong>ngo ya fedha ya kutatua matatizo yao. Wananchi <strong>wa</strong>lishiriki kupanga mikakati<br />

<strong>wa</strong>takavyoendesha shughuli na ratiba ya kutekeleza shughuli zilizopang<strong>wa</strong>. Kikao kiliisha vizuri, na<br />

<strong>wa</strong>nanchi <strong>wa</strong>liohudhuria kikao <strong>wa</strong>lionyesha kuridhika na maamuzi yaliyotole<strong>wa</strong> pamoja na ari ya<br />

ku<strong>cha</strong>ngia fedha na nguvu zao. Washiriki <strong>wa</strong> <strong>wa</strong>rsha <strong>wa</strong>lijadili sifa za kiongozi huyo na kuona ku<strong>wa</strong> ni<br />

kiongozi mzuri anayefaa.<br />

Baada ya kujadili sifa za viongozi katika maigizo hayo mawili, mwezeshaji alisema ku<strong>wa</strong> kutokana na<br />

ma<strong>wa</strong>silisho na majadiliano ya <strong>wa</strong>shiriki, kiongozi bora awe na sifa zifuatazo:<br />

Hivyo <strong>wa</strong>tu <strong>wa</strong>nahitaji kiongozi mshirikishaji ili <strong>wa</strong>weze kutoa ma<strong>wa</strong>zo yao k<strong>wa</strong>ke na yule anayeweza<br />

kusimamia maamuzi ya wote na atakayeshirikisha wote katika utekelezaji. Kiongozi anayevutia ni yule<br />

ambaye ataku<strong>wa</strong> mstari <strong>wa</strong> mbele katika kutekeleza maazimio yaliyokubalika na anatoa haki sa<strong>wa</strong> k<strong>wa</strong><br />

<strong>wa</strong>ke na <strong>wa</strong>ume bila ya kujali jinsia. Pia awe na uwezo <strong>wa</strong> kubuni utaratibu mzuri <strong>wa</strong> kutekeleza<br />

majukumu yake na awe mfano mzuri k<strong>wa</strong> wenzake asiwe na upendeleo <strong>wa</strong> upande wowote asaidie<br />

ku<strong>wa</strong>elimisha na ku<strong>wa</strong>hamasisha na ku<strong>wa</strong>kumbusha wenzake <strong>wa</strong>jibu <strong>wa</strong>o na ku<strong>wa</strong>hamasisha kutetea<br />

haki zao.<br />

Mwezeshaji alieleza ku<strong>wa</strong> ili kuwepo na mabadiliko <strong>wa</strong>shiriki <strong>wa</strong>nayotaka ni lazima kuwepo na<br />

Demokrasia, ushirikish<strong>wa</strong>ji, na u<strong>wa</strong>zi ambavyo vilieleze<strong>wa</strong> kama ifutavyo hapa chini.<br />

4.2 Demokrasia<br />

Demokrasia ni hali ya ku<strong>wa</strong> na usa<strong>wa</strong> na haki katika kuga<strong>wa</strong>nya madaraka, kuheshimi<strong>wa</strong>, kushiriki<br />

katika kutoa maamuzi, uhuru <strong>wa</strong> kujiamlia na <strong>wa</strong> kutoa ma<strong>wa</strong>zo.<br />

Demokrasia inahitajika katika ngazi mbali mbali na hata katika vikundi vya <strong>wa</strong>tu <strong>wa</strong>naotaka kuboresha<br />

haki zao za maisha kijamii na kiuchumi. Ni vema ikaanzia ngazi ya kaya, kati ya mume na mke k<strong>wa</strong>ni<br />

k<strong>wa</strong> kufanya hivyo <strong>wa</strong>na<strong>wa</strong>ke <strong>wa</strong>taku<strong>wa</strong> huru, <strong>wa</strong>tashiriki kikamilifu na kufaidika na shughuli zote<br />

kama <strong>wa</strong>naume k<strong>wa</strong> ki<strong>wa</strong>ngo kilicho sa<strong>wa</strong> na <strong>wa</strong>taweza kuhudhuria mikutano ya kijiji na ku<strong>cha</strong>ngia<br />

kikamilifu.<br />

Ilikuwepo na Demokrasia yafuatayo yanafaa kuzingati<strong>wa</strong>:<br />

• Kila mtu m<strong>wa</strong>namke au m<strong>wa</strong>naume ahesabiwe haki sa<strong>wa</strong> kama mwenzake.<br />

• Kila mtu awe na uhuru <strong>wa</strong> kutoa ma<strong>wa</strong>zo na yajadiliwe na uamzi utolewe<br />

• Kila mtu atii sheria <strong>wa</strong>lizojiwekea na afuate taratibu zote.<br />

• Katika kutoa uamuzi ni vizuri <strong>wa</strong>shiriki wote <strong>wa</strong>kubaliane na huo uamuzi usiwe <strong>wa</strong> kulazimisha.<br />

• Wanakijiji <strong>wa</strong>jue na kufuata kanuni na taratibu zilizowek<strong>wa</strong>, za ku<strong>cha</strong>gua viongozi <strong>wa</strong> kijiji na<br />

kuondoa madarakani kiongozi ye yote endapo <strong>wa</strong>nanchi <strong>wa</strong>taona ku<strong>wa</strong> hafai.<br />

• Kila m<strong>wa</strong>nanchi <strong>wa</strong> kike au <strong>wa</strong> kiume anayo haki ya kushiriki kikamilifu katika ku<strong>cha</strong>gua au<br />

ku<strong>cha</strong>guli<strong>wa</strong> katika kamati na ku<strong>cha</strong>ngia kutoa uamuzi.<br />

4.3 Ushirikish<strong>wa</strong>ji<br />

Ushirikish<strong>wa</strong>ji ulijadili<strong>wa</strong> na <strong>wa</strong>shiriki <strong>wa</strong>liona ya ku<strong>wa</strong> ni mbinu ya uongozi inayowezesha kupata<br />

m<strong>cha</strong>ngo <strong>wa</strong> ma<strong>wa</strong>zo k<strong>wa</strong> kila m<strong>wa</strong>na<strong>cha</strong>ma au m<strong>wa</strong>nakijiji. Ushirikish<strong>wa</strong>ji husaidia <strong>wa</strong>tu<br />

kubadilishana ma<strong>wa</strong>zo hivyo huondoa la<strong>wa</strong>ma, na huongeza motisha <strong>wa</strong>kati <strong>wa</strong> utekelezaji <strong>wa</strong> jambo<br />

lililoamuli<strong>wa</strong>. Ni <strong>wa</strong>jibu <strong>wa</strong> kila m<strong>wa</strong>nakijiji kuhakikisha ku<strong>wa</strong> ana<strong>wa</strong>jibika ipasavyo katika kutoa<br />

Hivyo kila m<strong>wa</strong>nakijiji (m<strong>wa</strong>namke na m<strong>wa</strong>namume mwenye umri <strong>wa</strong> miaka kumi na nane na<br />

kuendelea) ahudhurie kila mkutano <strong>wa</strong> hadhara unaoitish<strong>wa</strong> na ku<strong>cha</strong>ngia ma<strong>wa</strong>zo yake. K<strong>wa</strong>ni<br />

mkutano ukita<strong>wa</strong>li<strong>wa</strong> na <strong>wa</strong>semaji <strong>wa</strong><strong>cha</strong>che na wengine kusikiliza tu baada ya muda <strong>wa</strong>nanchi<br />

<strong>wa</strong>liokimya hupoteza hamu ya kuwepo kwenye mkutano.<br />

Wanakijiji ni muhimu <strong>wa</strong>shirikishwe na viongozi <strong>wa</strong>o katika kujadili na kubuni ufumbuzi <strong>wa</strong> matatizo<br />

ya kijiji <strong>cha</strong>o. Ma<strong>wa</strong>idha ya kila kiongozi na kila m<strong>wa</strong>nakijiji anayoyatoa <strong>wa</strong>kati <strong>wa</strong> kujadili matatizi<br />

na ufumbuzi <strong>wa</strong> matatizo ni muhimu yaheshimiwe na <strong>wa</strong>najamii wote <strong>wa</strong>ke k<strong>wa</strong> <strong>wa</strong>ume<br />

<strong>wa</strong>liohudhuria mkutano.<br />

Pia <strong>wa</strong>nakijiji <strong>wa</strong>nahaki ya kushirikish<strong>wa</strong> kwenye mafunzo ya fani na stadi mbalimbali kama uongozi<br />

bora, kilimo bora, afya, lishe bora, utunzaji <strong>wa</strong> mazingira, mipango na uendeshaji na ufumbuzi <strong>wa</strong><br />

matatizo n.k.<br />

Ilisemekana ku<strong>wa</strong> ni <strong>wa</strong>tu <strong>wa</strong><strong>cha</strong>che <strong>wa</strong>naohudhuria mafunzo mbalimbali. Jambo hili lilijadili<strong>wa</strong> na<br />

kuona ku<strong>wa</strong> <strong>wa</strong>le <strong>wa</strong>naopata bahati ya kuhudhuria mafunzo, <strong>wa</strong>naporudi <strong>wa</strong><strong>wa</strong>fundishe wenzao na pia<br />

<strong>wa</strong>weke mafunzo hayo katika vitendo (maonyesho) ili na wenzao <strong>wa</strong>ipate hiyo elimu k<strong>wa</strong> kuona<br />

mifano halisi.<br />

Mwezeshaji alieleza ku<strong>wa</strong> maendeleo endelevu ya <strong>wa</strong>tu hulet<strong>wa</strong> na <strong>wa</strong>tu wenyewe na <strong>wa</strong>la hayaletwi<br />

na viongozi <strong>wa</strong>la <strong>wa</strong>fadhili. Viongozi <strong>wa</strong>tatekeleza jukumu hili k<strong>wa</strong> kuitisha mikutano ya <strong>wa</strong>kazi wote<br />

<strong>wa</strong> vitongoji kama inavyoelekez<strong>wa</strong> katika sheria, kanuni na miongozo iliyopo yaani:<br />

• Mkutano <strong>wa</strong> <strong>wa</strong>kazi wote <strong>wa</strong> kitongoji mara moja kila mwezi na<br />

• Mkutano <strong>wa</strong> <strong>wa</strong>kazi wote <strong>wa</strong> kijiji mara moja kila baada ya miezi mitatu<br />

4.4 Uta<strong>wa</strong>la <strong>wa</strong> Sheria<br />

Mwezeshaji alielezea ku<strong>wa</strong> katika uta<strong>wa</strong>la <strong>wa</strong> sheria kila mtu anapas<strong>wa</strong> kuzingatia na kuongoz<strong>wa</strong> na<br />

katiba ya nchi, Sheria, Kanuni na taratibu zilizopo katika maisha yake mwenyewe, katika uhusiano na<br />

wengine na katika utekelezaji <strong>wa</strong> majukumu yake. Kiongozi hatarajiwi kupuuza au kujiweka juu ya<br />

sheria, maamuzi au maelekezo halali yaliyopo au kufanya kitendo chochote kinyume <strong>cha</strong> katiba ama<br />

nje ya sheria. Matendo kama hayo ni batili na yanaweza kumfanya mhusika kuchukuli<strong>wa</strong> hatua za<br />

kisheria.<br />

4.5 Haki na Usa<strong>wa</strong><br />

Kiongozi anataraji<strong>wa</strong> kufanya maamuzi na kutekeleza majukumu yake k<strong>wa</strong> kuzingatia haki bila<br />

ubaguzi <strong>wa</strong>la upendeleo <strong>wa</strong> aina yoyote ile. K<strong>wa</strong> kufanya hivyo kiongozi atajenga moyo <strong>wa</strong> imani k<strong>wa</strong><br />

<strong>wa</strong>nanchi na itaku<strong>wa</strong> rahisi zaidi k<strong>wa</strong>ke kupata ushirikiano <strong>wa</strong>o katika harakati za maendeleo na pia<br />

katika vita dhidi ya umaskini. Ni muhimu sana k<strong>wa</strong> kiongozi kuhakikisha ku<strong>wa</strong> haki za akina mama,<br />

Mwezeshaji alielezea umuhimu <strong>wa</strong> ubao <strong>wa</strong> matangazo ku<strong>wa</strong> ni sehemu muhimu, ambapo taarifa<br />

mbalimbali hubandik<strong>wa</strong> ili iweze ku<strong>wa</strong>fikia wote <strong>wa</strong>naohusika na taarifa hiyo. <strong>Ya</strong>fuatayo<br />

yanashauri<strong>wa</strong> kuhusiana na matumizi ya ubao <strong>wa</strong> matangazo ya serikali ya kijiji<br />

Mkutano Mkuu <strong>wa</strong> <strong>Kijiji</strong> unajumuisha <strong>wa</strong>kazi wote <strong>wa</strong> kijiji wenye umri usiopungua miaka 18. Kazi<br />

za Mkutano Mkuu <strong>wa</strong> <strong>Kijiji</strong> ni pamoja na kum<strong>cha</strong>gua Mwenyekiti na Wajumbe <strong>wa</strong> Halmashauri ya<br />

<strong>Kijiji</strong>, ku<strong>wa</strong>ondoa madarakani <strong>wa</strong>jumbe <strong>wa</strong> Halmashauri ya kijiji isipoku<strong>wa</strong> Mwenyekiti <strong>wa</strong> <strong>Kijiji</strong>,<br />

ambaye anaweza kuondole<strong>wa</strong> madarakani k<strong>wa</strong> kuzingatia taratibu zinazotole<strong>wa</strong> na Waziri.<br />

Mkutano Mkuu <strong>wa</strong> <strong>Kijiji</strong> hufanyika:<br />

• Mara moja kila baada ya miaka mitano au <strong>wa</strong>kati mwingine wowote unapoitish<strong>wa</strong> u<strong>cha</strong>guzi<br />

inafaa. Katika vikao hivyo <strong>wa</strong>taalamu katika kijiji, <strong>wa</strong>zee mashuhuri na viongozi <strong>wa</strong> kidini <strong>wa</strong>nataki<strong>wa</strong><br />

<strong>wa</strong>alikwe. Ila itakapo fiki<strong>wa</strong> maamuzi ya kupigia kura <strong>wa</strong>o ha<strong>wa</strong>taruhusi<strong>wa</strong> kupigia kura. Wananchi<br />

<strong>wa</strong> ka<strong>wa</strong>ida <strong>wa</strong>naruhusi<strong>wa</strong> kuja kusikiliza yanayojadili<strong>wa</strong> ila ha<strong>wa</strong>ruhusiwi ku<strong>cha</strong>ngia <strong>wa</strong>la kupiga<br />

Katika kuitisha vikao, inataki<strong>wa</strong> <strong>wa</strong>jumbe <strong>wa</strong> Halmashauri ya kijiji <strong>wa</strong>andikiwe barua k<strong>wa</strong><br />

ku<strong>wa</strong>kumbusha taarifa ya kikao na agenda. (ratiba <strong>wa</strong>nayo)<br />

5.2.2 Kazi na Wajibu <strong>wa</strong> Halmashauri ya <strong>Kijiji</strong><br />

Majukumu ya Halmashauri ya <strong>Kijiji</strong> ni kama ifuatavyo:<br />

• Kuhakikisha maendeleo ya uchumi na ustawi <strong>wa</strong> jamii kijijini<br />

• Kupokea na kujadili taarifa kutoka kwenye Kamati mbalimbali za kudumu za Serikali ya <strong>Kijiji</strong>.<br />

• Kupokea na kujadili taarifa ya Mapato na Matumzi ya Fedha za <strong>Kijiji</strong> iki<strong>wa</strong> ni pamoja na taarifa za<br />

makusanyo ya fedha za Halmashauri ya Wilaya, katika <strong>Kijiji</strong> hicho.<br />

• Kupokea taarifa ya mambo yaliyojadili<strong>wa</strong> katika mikutano ya Vitongoji mbalimbali vya kijiji<br />

hicho, kutokana na kumbukumbu za mikutano hiyo zilizo<strong>wa</strong>silish<strong>wa</strong> k<strong>wa</strong> Afisa Mtendaji <strong>wa</strong> <strong>Kijiji</strong>.<br />

• Kujadili maombi ya <strong>wa</strong>tu <strong>wa</strong>naoomba ardhi katika <strong>Kijiji</strong><br />

• Kuzungumzia mambo mengine yoyote ambayo ni muhimu k<strong>wa</strong> maendeleo ya <strong>Kijiji</strong> na Wilaya<br />

k<strong>wa</strong> ujumla.<br />

• Kupokea maelekezo (kama yapo) kutoka kwenye Kamati ya Maendeleo ya Kata na Halmashauri<br />

• Kutunga sheria ndogo ndogo k<strong>wa</strong> manufaa ya kijiji, k<strong>wa</strong> kufuata utaratibu uliowek<strong>wa</strong>.<br />

• Ku<strong>wa</strong> <strong>wa</strong>kala <strong>wa</strong> Serikali Kuu na Halmashauri ya Wilaya, kama itakavyoafiki<strong>wa</strong> kati ya Serikali<br />

• Kutayarisha makadirio ya mapato na matumizi k<strong>wa</strong> miradi na shughuli nyingine zote zinazohitaji<br />

matumizi ya fedha za kijiji<br />

• Kuweka hesabu sahihi za shughuli zote za kijiji, na kuhakikisha hazijatumika zinawek<strong>wa</strong> benki<br />

katika akaunti ya kijiji<br />

• Kusimamia ukusanyaji <strong>wa</strong> kodi na ushuru wowote uliowek<strong>wa</strong> na Halmashauri ya Wilaya au na<br />

Serikali ya <strong>Kijiji</strong> katika eneo la <strong>Kijiji</strong>.<br />

• Kutafuta njia mbalimbali za kuongeza mapato ya <strong>Kijiji</strong> kama inavyoruhusi<strong>wa</strong> na sheria ya fedha za<br />

Serikali za Mitaa.<br />

• Kuhakikisha ku<strong>wa</strong> kanuni za kilimo bora, na malengo ya kilimo, ufugaji bora au uvuvi bora<br />

• Kuona ku<strong>wa</strong> <strong>wa</strong>toto <strong>wa</strong>liofikia umri <strong>wa</strong> kwenda shule <strong>wa</strong>naandikish<strong>wa</strong> na kuhudhuria shule hadi<br />

kumaliza elimu ya msingi.<br />

• Kuona ku<strong>wa</strong> <strong>wa</strong>tu <strong>wa</strong>zima <strong>wa</strong>siojua kusoma na kuandika <strong>wa</strong>nahudhuria kisomo <strong>cha</strong> <strong>wa</strong>tu <strong>wa</strong>zima.<br />

• Itaku<strong>wa</strong> na <strong>wa</strong>jibu <strong>wa</strong> kuona ku<strong>wa</strong> mafunzo ya Mgambo na Sungusungu yanaendesh<strong>wa</strong>, pamoja na<br />

kuhakikisha ku<strong>wa</strong> Sungusungu na Mgambo <strong>wa</strong>naendesha shughuli za ulinzi na usalama katika<br />

• Kuweka mazingira ya kijiji katika hali ya usafi.<br />

• Ku<strong>wa</strong>shirikisha <strong>wa</strong>nakijiji katika ujenzi na ukarabati <strong>wa</strong> barabara<br />

Kamati zote za kudumu za serikali ya kijiji zinataki<strong>wa</strong> kukutana kila mkutano <strong>wa</strong> Halmashauri ya<br />

<strong>Kijiji</strong>, ili kila Kamati iweze kutoa taarifa yake katika mkutano huo <strong>wa</strong> Halmashauri ya <strong>Kijiji</strong>.<br />

Hizo ni kamati kuu za serikali ya kijiji lakini kijiji kinaruhusi<strong>wa</strong> ku<strong>wa</strong> na kamati nynigine ndogo<br />

ndogo ambazo zita<strong>wa</strong>jibika k<strong>wa</strong> kamati kuu.<br />

5.2.5 Majukumu ya Mwenyekiti <strong>wa</strong> <strong>Kijiji</strong><br />

Mwenyekiti <strong>wa</strong> <strong>Kijiji</strong> anayo majukumu yafuatayo:<br />

• Ndiye Mkuu <strong>wa</strong> Serikali ya <strong>Kijiji</strong><br />

• Ana <strong>wa</strong>jibu <strong>wa</strong> kuitisha na kuongoza mikutano yote ya Halmashauri ya <strong>Kijiji</strong>, pamoja na Mkutano<br />

Mkuu <strong>wa</strong> <strong>Kijiji</strong>. Lakini endapo Mwenyekiti hayupo katika mkutano wowote, <strong>wa</strong>jumbe <strong>wa</strong><br />

mkutano unaohusika <strong>wa</strong>naweza ku<strong>cha</strong>gua Mwenyekiti <strong>wa</strong> muda <strong>wa</strong> Mkutano huo<br />

Washiriki <strong>wa</strong> <strong>wa</strong>rsha <strong>wa</strong>lijadili na kuona ku<strong>wa</strong> Mwenyekiti <strong>wa</strong>o k<strong>wa</strong> sasa hatimizi <strong>wa</strong>jibu <strong>wa</strong>ke.<br />

M<strong>wa</strong>nyekiti alisimama na kusema ku<strong>wa</strong> ameele<strong>wa</strong> na hivyo atajitahidi kutekeleza. Mmoja <strong>wa</strong><br />

<strong>wa</strong>shiriki alisema kama hakujirekebisha basi <strong>wa</strong>meele<strong>wa</strong> utaratibu <strong>wa</strong>tamtoa kwenye hayo madaraka.<br />

5.2.6 Majukumu ya Afisa Mtendaji <strong>wa</strong> <strong>Kijiji</strong><br />

Afisa Mtendaji <strong>wa</strong> <strong>Kijiji</strong> ni mtumishi <strong>wa</strong> Halmashauri ya Wilaya, na ana<strong>wa</strong>jibika k<strong>wa</strong> Halmashauri ya<br />

<strong>Kijiji</strong> katika utendaji <strong>wa</strong>ke.<br />

Majukumu makuu ya Afisa Mtendaji <strong>wa</strong> <strong>Kijiji</strong> ni kama yafuatayo:<br />

• Ndiye Mtendaji Mkuu <strong>wa</strong> shughuli zote za kijiji<br />

• Ni m<strong>wa</strong>ndishi na mtunzaji <strong>wa</strong> kumbukumbu zote za vikao vya kijiji, pamoja na rejesta ya kijiji na<br />

nyaraka nyingine muhimu za kijiji iki<strong>wa</strong> ni pamoja na hati ya kuandikish<strong>wa</strong> kijiji.<br />

• Ni mshauri mkuu katika kubuni na kutekeleza miradi ya maendeleo kijijini.<br />

• Ni msimamizi mkuu <strong>wa</strong> utekelezaji <strong>wa</strong> miradi iliyokubali<strong>wa</strong> na serikali ya kijiji, pamoja na miradi<br />

mingine ya Serikali inayotekelez<strong>wa</strong> katika eneo la kijiji <strong>cha</strong>ke.<br />

• Anataki<strong>wa</strong> kuratibu shughuli za maofisa <strong>wa</strong> kisekta kijijini<br />

• Ana<strong>wa</strong>jibika ku<strong>wa</strong>silisha taarifa muhimu kuhusu kijiji <strong>cha</strong>ke k<strong>wa</strong> Afisa Mtendaji <strong>wa</strong> Kata<br />

5.3 Ngazi ya Kitongoji<br />

5.3.1 Maana ya Kitongoji<br />

Kitongoji ni sehemu ya <strong>Kijiji</strong>. Idadi na ukub<strong>wa</strong> <strong>wa</strong> Kitongoji huwek<strong>wa</strong> na Halmashauri ya Wilaya,<br />

husika. Eneo la kijiji linataki<strong>wa</strong> kuga<strong>wa</strong>ny<strong>wa</strong> katika vitongoji visivyozidi vitano k<strong>wa</strong> kuzingatia idadi<br />

ya kaya au hali ya kijografia ya eneo la kijiji.<br />

5.3.2 Mkutano <strong>wa</strong> Wakazi <strong>wa</strong> Kitongoji<br />

Mkutano <strong>wa</strong> Kitongoji huhudhuri<strong>wa</strong> na <strong>wa</strong>kazi wenye umri <strong>wa</strong> miaka 18 na kuendelea. Kila mmoja<br />

ana haki na <strong>wa</strong>jibu <strong>wa</strong> kuhudhuria na kushiriki katika mkutano huo. Aidha mkutano <strong>wa</strong> Kitongoji una<br />

madaraka ya kum<strong>cha</strong>gua na kumwondoa madarakani Mwenyekiti <strong>wa</strong> Kitongoji.<br />

Mkutano <strong>wa</strong> <strong>wa</strong>kazi <strong>wa</strong> Kitongoji hufanyika:<br />

• Mara moja kila mwezi kujadili masuala yanayohusu ustawi na maendeleo ya Kitongoji na<br />

• Wakati wowote Mwenyekiti anapoona kuna jambo la dharura la kujadili<strong>wa</strong> lenye umuhimu <strong>wa</strong><br />

kipekee k<strong>wa</strong> <strong>wa</strong>kazi <strong>wa</strong> kitongoji<br />

Majukumu na kazi za Mkutano <strong>wa</strong> Wakazi <strong>wa</strong> Kitongoji:<br />

• Kupokea na kujadili taarifa za utekelezaji <strong>wa</strong> shughuli mbalimbali za Kitongoji zitakazo<strong>wa</strong>silish<strong>wa</strong><br />

na Mwenyekiti <strong>wa</strong> Kitongoji<br />

• Kujadili Taarifa ya Utekelezaji <strong>wa</strong> mikakati ya kupambana na umasikini<br />

5.3.3 Kamati ya Ushauri ya Kitongoji<br />

Kamati ya ushauri ya Kitongoji huund<strong>wa</strong> na Mwenyekiti <strong>wa</strong> kamati na <strong>wa</strong>jumbe wengine <strong>wa</strong>tatu<br />

<strong>wa</strong>naoteuli<strong>wa</strong> na Mwenyekiti <strong>wa</strong> Kitongoji. Jukumu kuu la Kamati hiyo ni kumshauri Mwenyekiti <strong>wa</strong><br />

Kitongoji <strong>cha</strong>o.<br />

5.3.4 Kazi za Mwenyekiti <strong>wa</strong> Kitongoji<br />

Mwenyekiti <strong>wa</strong> Kitongoji ataku<strong>wa</strong> na kazi zifuatazo:<br />

• Kuitunza rejesta ya <strong>wa</strong>kazi <strong>wa</strong> Kitongoji na habari nyingine muhimu zinazohusu maendeleo ya<br />

kitongoji k<strong>wa</strong> ujumla iki<strong>wa</strong> ni pamoja na kumbukumbu za vizazi na vifo.<br />

• Kusimamia shughuli za ulinzi na usalama <strong>wa</strong> <strong>wa</strong>tu na mali zao <strong>wa</strong>ishio katika eneo lote la<br />

kitongoji<br />

• Kuhamasisha ulipaji <strong>wa</strong> kodi na ushuru mbalimbali, kama utakavyoamuli<strong>wa</strong> na kuwek<strong>wa</strong> mara<br />

k<strong>wa</strong> mara na Halmashauri ya Wilaya, Mji, Manispaa au Jiji.<br />

• Kusimamia katika eneo lake suala zima la hifadhi ya mazingira hususani vyanzo vya maji n.k.<br />

• Kusimamia suala la afya katika eneo lake iki<strong>wa</strong> ni pamoja na utekelezaji <strong>wa</strong> kampeni za afya za<br />

Kitaifa, Kimkoa au Kiwilaya dhidi ya magonj<strong>wa</strong> ya kuambukiza, na hasa vita dhidi ya UKIMWI<br />

• Kusimamia utekelezaji <strong>wa</strong> kanuni za kilimo na ufugaji bora ili kuinua hali ya lishe na uchumi <strong>wa</strong><br />

<strong>wa</strong>kazi <strong>wa</strong> kitongoji<br />

• Kufuatilia na kuhakikisha ku<strong>wa</strong> kila mtoto mwenye umri <strong>wa</strong> kwenda shule anapati<strong>wa</strong> nafasi na<br />

kushirikiana na viongozi <strong>wa</strong> shule katika kudhibiti utoro shuleni.<br />

• Kuhamasisha elimu ya <strong>wa</strong>tu <strong>wa</strong>zima<br />

• Kusimamia na ku<strong>wa</strong>hamasisha <strong>wa</strong>kazi <strong>wa</strong> Kitongoji katika kutekeleza shughuli za kujitegemea<br />

• Kusuluhisha migogoro midogomidogo isiyostahili kushughuliki<strong>wa</strong> na mabaraza ya Kata au<br />

Mahakama<br />

• Ku<strong>wa</strong>kilisha Kitongoji katika Serikali ya <strong>Kijiji</strong>.<br />

• Ku<strong>wa</strong>ongoza na ku<strong>wa</strong>fahamisha <strong>wa</strong>kazi <strong>wa</strong> Kitongoji <strong>wa</strong>shiriki katika sherehe za Taifa na<br />

mikutano ya hadhara itakayoandali<strong>wa</strong> na kuit<strong>wa</strong> na Serikali au Halmashauri.<br />

• Kutekeleza kazi nyingine atakazopangi<strong>wa</strong> na Halmashauri ya <strong>Kijiji</strong>, au Wilaya. Mwenyekiti<br />

anaweza kuteua Kamati ya ushauri yenye <strong>wa</strong>jumbe <strong>wa</strong>siozidi <strong>wa</strong>tatu ambao ni <strong>wa</strong>kazi <strong>wa</strong><br />

Kitongoji hicho k<strong>wa</strong> ajili ya kushauri juu ya mambo mbali mbali yenye maslahi k<strong>wa</strong> Kitongoji<br />

kinachohusika.<br />

MAJADILIANO<br />

Ilionekana ku<strong>wa</strong> Mwenyekiti amejiuzuru, hivyo kijiji <strong>cha</strong> Mtanza/Msona hakina Mwenyekiti. Pia na<br />

Wajumbe wengine kumi <strong>wa</strong>liku<strong>wa</strong> <strong>wa</strong>mejiuzuru.<br />

S<strong>wa</strong>li: Watumie utaratibu gani <strong>wa</strong> kupata mwenyekiti mwingine?<br />

Jibu: Aliyejiuzuru atume barua yake ya kujiuzuru k<strong>wa</strong> Mkurugenzi <strong>wa</strong> Halmashauri ya Wilaya<br />

Rufiji. Barua hiyo itaje pia sababu zake za kujiuzuru. Baada ya hapo itatum<strong>wa</strong> tume ya<br />

Naye mwenyekiti alisema ku<strong>wa</strong> alikosa ushirikiano na <strong>wa</strong>jumbe <strong>wa</strong> Halmashauri ya kijiji na alifafanua<br />

kama ifuatavyo:<br />

i. Wajumbe <strong>wa</strong> Halmashauri hukaa kwenye sehemu ya raia na kumuuliza mas<strong>wa</strong>li mwenyekiti<br />

mbele ya hadhara badala ya kukaa mbele pamoja na mwenyekiti na kusaidia kujibu mas<strong>wa</strong>li ya<br />

<strong>wa</strong>nanchi k<strong>wa</strong> pamoja.<br />

ii. Wajumbe <strong>wa</strong> halmashauri <strong>wa</strong>napoku<strong>wa</strong> kwenye vikao hudiriki kubishana na kumpiga makofi<br />

mwenyekiti <strong>wa</strong>o.<br />

iii. Alisema ku<strong>wa</strong> yeye (mwenyekiti) aliku<strong>wa</strong> ameazimia kuleta maendeleo kijijini k<strong>wa</strong>ke<br />

alipojitokeza kugombea, lakini hakuweza kupata ushirikiano <strong>wa</strong> kuleta maendeleo aliyoyatarajia<br />

k<strong>wa</strong> kukosa ushirikiano hivyo ameona ajitoe kwenye uongozi.<br />

S<strong>wa</strong>li: Ni kitu gani vinavyoweza kusababisha kumvua ujumbe, mjumbe <strong>wa</strong> serikali ya kijiji.<br />

Jibu: Mjumbe <strong>wa</strong> serikali ya kijiji endapo hatahudhuria vikao mara tatu mfululizo bila taarifa. Na<br />

taarifa zinazokubalika ni zile ambazo sio shughuli za kila siku mfano kuugua, kuuguli<strong>wa</strong> na<br />

kufi<strong>wa</strong> ndiyo sababu zinazokubalika siyo kwenda kupanda, kulima.<br />

6 Taratibu Za Ofisi, Usimamizi Wa Fedha Na Utunzaji Kumbukumbu<br />

6.1 Umuhimu <strong>wa</strong> Ofisi<br />

Viongozi ngazi ya <strong>Kijiji</strong>, na Vitongoji <strong>wa</strong>na majukumu mazito katika jamii. Ili <strong>wa</strong>weze kutekeleza<br />

majukumu yao k<strong>wa</strong> ufanisi <strong>wa</strong>napas<strong>wa</strong> kuele<strong>wa</strong> vema taratibu za uta<strong>wa</strong>la ambazo ni pamoja na<br />

uendeshaji <strong>wa</strong> ofisi na matumizi ya vifaa vilivyomo ofisini.<br />

Baadhi ya shughuli zinazofanyika ofisini ni kama zifuatazo:<br />

• Viongozi <strong>wa</strong>nakutana na <strong>wa</strong>nanchi wenye kuhitaji huduma za viongozi hao<br />

• Vikao mbalimbali vya <strong>Kijiji</strong>, Kitongoji au Mtaa hufanyika<br />

• Kumbukumbu za Serikali hutunz<strong>wa</strong><br />

• Mali za Serikali huhifadhi<strong>wa</strong><br />

• Shughuli za uta<strong>wa</strong>la hufanyika<br />

• Ma<strong>wa</strong>siliano yote ya kiserikali hufanyika<br />

• Wananchi <strong>wa</strong>napokele<strong>wa</strong> na hoja zao<br />

<strong>Kijiji</strong> <strong>cha</strong> Mtanza-Msona hakina ofisi hivyo mwezeshaji aliuliza <strong>wa</strong>nampango gani <strong>wa</strong> kujenga ofisi.<br />

Vifaa vyote vya ofisi ya kijiji pamoja na fedha zinawek<strong>wa</strong> nyumbani k<strong>wa</strong> Afisa Mtendaji <strong>wa</strong> kijiji,<br />

Mwenyekiti ya kitongoji (mtunza Maktaba) au kwenye kasiki ya <strong>cha</strong>ma <strong>cha</strong> ushirika. Suala hili<br />

lilijadili<strong>wa</strong> na <strong>wa</strong>shiriki <strong>wa</strong>likubaliana kuunda mkakati na kujenga ofisi k<strong>wa</strong> njia ya kujitolea.<br />

Walisema Ki<strong>wa</strong>nja kipo tayari, ramani ipo tayari ila bado kufanyi<strong>wa</strong> tathimini ya gharama za ujenzi.<br />

kukamilisha ofisi k<strong>wa</strong>nza na vyumba vingine vijengwe baadae.<br />

6.2 Taratibu za Ofisi<br />

Zifuatazo ni taratibu za ofisi k<strong>wa</strong> kifupi:<br />

• Ofisi ni mahali mahususi pa ma<strong>wa</strong>siliano. Hivyo ofisi hupokea barua za <strong>wa</strong>zi na za siri, taarifa na<br />

ma<strong>wa</strong>siliano ya aina yoyote. Kumbukumbu za ma<strong>wa</strong>siliano zinataki<strong>wa</strong> zihifadhiwe vema katika<br />

majadala.<br />

• Katika ofisi hutunz<strong>wa</strong> kumbukumbu za takwimu muhimu, mipango, mapato na matumizi ya<br />

kijiji,na Kitongoji.<br />

• Maamuzi yote ya <strong>Kijiji</strong>, au Kitongoji hufanyika k<strong>wa</strong> njia ya vikao. Sheria na kanuni zinaagiza<br />

<strong>Kijiji</strong>,au Kitongoji kuandika mihtasari ya vikao vyote. Nakala za mihtasari yote lazima<br />

zi<strong>wa</strong>silishwe kwenye ngazi za juu ili zikafanyiwe kazi.<br />

• <strong>Kijiji</strong>, au Kitongoji vinataki<strong>wa</strong> na sheria ku<strong>wa</strong> na stakabadhi za kupokelea fedha zake na hati za<br />

malipo za kufanyia malipo. Vitabu vya stakabadhi lazima visajiliwe katika rejesta na vitolewe k<strong>wa</strong><br />

makabidhiano ya maandishi<br />

• Utoaji <strong>wa</strong> habari ufanywe na kiongozi aliyeidhinish<strong>wa</strong> katika ngazi ya kijiji, Kitongoji au Mtaa<br />

hususani Mwenyekiti.<br />

Fedha za Serikali za Mitaa katika ngazi za kijiji, na Kitongoji zinapas<strong>wa</strong> kusimami<strong>wa</strong> k<strong>wa</strong> kutumia<br />

makisio na vitabu vya mahesabu ya fedha:<br />

7.1 Makisio<br />

Mapato na matumizi yote lazima yafanyiwe makisio ambayo yataidhinish<strong>wa</strong> na kikao <strong>cha</strong> juu <strong>cha</strong><br />

<strong>Kijiji</strong>, au Kitongoji kila m<strong>wa</strong>ka. Katika makisio pataku<strong>wa</strong> na vipengele vifuatavyo:-<br />

7.4 Faida za ku<strong>wa</strong> na makisio:<br />

• Makisio yaliyoidhinish<strong>wa</strong> hu<strong>wa</strong> ni idhini rasmi kutoka k<strong>wa</strong> <strong>wa</strong>nanchi kukusanya mapato na<br />

kutumia fedha hizo k<strong>wa</strong> ajili ya kazi zilizopang<strong>wa</strong> na kukubali<strong>wa</strong>.<br />

• Makisio huzuia matumizi nje ya mpango na ukusanyaji fedha kutoka k<strong>wa</strong> <strong>wa</strong>nanchi kiholela.<br />

• Makisio huweka mpango <strong>wa</strong> kazi za kijiji, kitongoji au mtaa katika kipindi <strong>cha</strong> m<strong>wa</strong>ka mzima.<br />

8 Udhibiti Wa Fedha<br />

Katibu Mtendaji lazima awe m<strong>wa</strong>minifu na mwenye ujuzi. U<strong>wa</strong>jibikaji na udhibiti ni muhimu sana<br />

katika matumizi ya fedha Miradi mingi vijijini huanguka kutokana na upotevu <strong>wa</strong> fedha katika hali<br />

ambayo haieleweki. Katibu mtendaji <strong>wa</strong> kijiji lazima ahakikishe kiasi kilichopo ni kamili.<br />

Kumbukumbu za mapato na matumizi ziwekwe bayana.<br />

8.1 Vitabu vya Mahesabu<br />

Kila tendo linalohusu fedha ni lazima liandikwe kwenye vitabu vya hesabu kama matokeo au malipo<br />

Kiongozi <strong>wa</strong> Serikali ya <strong>Kijiji</strong>,au Kitongoji anataki<strong>wa</strong> aelewe hata muhimu za kukusanya mapato na<br />

kufanyia malipo na hati za mali za Serikali zilizo katika eneo lake. Mali ya Serikali lazima iandikwe<br />

kwenye rejesta ambazo zitaelezea ilipo na chini ya uangalizi <strong>wa</strong> nani.<br />

Gharama zinaweza ku<strong>wa</strong> ndogo kama vifaa vya kuandikia taarifa ya mkutano (peni na karatasi) nauli<br />

ya ufuatiliaji ushauri na kuhudhuria mikutano sehemu nyingine n.k. Gharama hizo zinaweza ku<strong>wa</strong><br />

kub<strong>wa</strong> kama kununua na kusafirisha vifaa vya mradi (kujenga shule au zahanati)<br />

Mwezeshaji alisisitiza ku<strong>wa</strong> fedha yote ikiwemo ya ruzuku, mi<strong>cha</strong>ngo au ya kodi inayolip<strong>wa</strong> k<strong>wa</strong> ajili<br />

ya maendeleo ya kijiji ni lazima itunzwe na kumbukumbu zake za mapato na matumizi ziwekwe <strong>wa</strong>zi<br />

ili <strong>wa</strong>nakijiji wote <strong>wa</strong>ke k<strong>wa</strong> <strong>wa</strong>ume <strong>wa</strong>jue fedha za kodi, mi<strong>cha</strong>ngo n.k. zimefanyia nini katika kuleta<br />

maendeleo yao.<br />

U<strong>wa</strong>zi <strong>wa</strong> matumizi ya fedha utarahisisha kuleta:- hamasa k<strong>wa</strong> <strong>wa</strong>nanchi ku<strong>cha</strong>ngia zaidi maendeleo<br />

yao; na pia kuondoa <strong>wa</strong>si<strong>wa</strong>si <strong>wa</strong> hisia <strong>wa</strong> fedha zao kuibi<strong>wa</strong> kiujanja na viongozi.<br />

Masuala yote yanayohusu malipo yafanywe k<strong>wa</strong> hati ya malipo<br />

Mapokeo yote ya fedha yafanywe k<strong>wa</strong> stakabadhi ya Serikali<br />

Kisha miamala yote iandikwe kama malipo au mapokeo katika daftari la fedha.<br />

Mwezeshaji aliomba Afisa mtendaji <strong>wa</strong> kijiji atoe mfano <strong>wa</strong> vitabu vya mahesabu ya fedha<br />

vinavyotumika kijijini. Afisa Mtendaji <strong>wa</strong> kijiji alisema ku<strong>wa</strong> kijiji <strong>cha</strong> Mtanza- Msona <strong>wa</strong>navyo<br />

vitabu vitatu viki<strong>wa</strong> ni<br />

kubinafsisha ushuru huo. Hata hivyo alisema ushuru <strong>wa</strong> samaki <strong>wa</strong> kijiji unaendelea kulingana<br />

na sheria ndogo <strong>wa</strong>lizoku<strong>wa</strong> <strong>wa</strong>mezitunga. Kilichopungua ni ile asilimia ishirini na tano ya<br />

ushuru <strong>wa</strong> matenga kutoka Halmashauri ya wilaya. Li<strong>cha</strong> ya mabadiliko hayo kijiji kinadai<br />

karibu Shilingi hamsini elfu kutoka Halmashauri ya Wilaya ambazo zilitaki<strong>wa</strong> zilipwe kabla<br />

ya mabadiliko hayo.<br />

8.2 Akaunti <strong>Ya</strong> Benki<br />

Fedha zote za <strong>wa</strong>nakijiji zinazopatikana k<strong>wa</strong> njia mbali mbali zote zihifadhiwe benki, k<strong>wa</strong>ni bila<br />

Akaunti ya benki fedha ni rahisi kupotea, kuibi<strong>wa</strong> au kutumi<strong>wa</strong> k<strong>wa</strong> matumizi yasiyofaa.<br />

S<strong>wa</strong>li: Ni <strong>wa</strong>tu gani <strong>wa</strong>naruhusi<strong>wa</strong> kuweka sahihi katika kitabu <strong>cha</strong> benki?<br />

yao. Vilevile alisema ku<strong>wa</strong> <strong>wa</strong>natarajia kufungua akaunti nyingine ya kamati ya mazingira ambayo<br />

itaku<strong>wa</strong> akaunti maalumu k<strong>wa</strong> ajili ya utekelezaji <strong>wa</strong> mpango <strong>wa</strong> usimamizi <strong>wa</strong> mazingira <strong>wa</strong> kijiji na<br />

ku<strong>wa</strong> hiyo fedha itatoka MUMARU.<br />

9 Kumbukumbu Za Takwimu<br />

9.1 Maana ya Takwimu<br />

Takwimu ni taarifa juu ya matukio fulani ambayo huonyesh<strong>wa</strong> k<strong>wa</strong> njia ya tarakimu, maneno au<br />

michoro ya hali halisi ya matukio hayo na sifa ambazo hazielezeki k<strong>wa</strong> njia nyingine.<br />

9.2 Umuhimu <strong>wa</strong> Takwimu<br />

Takwimu hutumika kutayarisha miradi na mipango mbalimbali ya maendeleo na kusaidia kujua ubora<br />

au udhaifu <strong>wa</strong> utekelezaji na hatua ya maendeleo iliyofiki<strong>wa</strong>. Takwimu husaidia katika kufanya<br />

maamuzi.<br />

9.3 Aina za Takwimu<br />

• Takwimu za jiografia: Takwimu za maeneo na vitu vinavyopatikana katika eneo, k<strong>wa</strong> mfano eneo<br />

linalofaa k<strong>wa</strong> kilimo, ufugaji, misitu n.k<br />

• Takwimu za jamii: Hizi huhusiana na maendeleo na ustawi <strong>wa</strong> jamii kama vile elimu, afya na idadi<br />

ya <strong>wa</strong>tu.<br />

9.4 Umuhimu <strong>wa</strong> kutunza Rejesta<br />

Ni vizuri kila aina ya Takwimu katika kijiji, kitongoji au mtaa ziwe katika rejesta yake. Takwimu<br />

zihifadhiwe vema na zifanyiwe mapitio mara k<strong>wa</strong> mara ili ziende na <strong>wa</strong>kati. Takwimu pia nyingine<br />

ziwekwe kwenye ubao <strong>wa</strong> matangazo ili kila mtu azielewe.<br />

yanaweza yakasababisha kuwepo k<strong>wa</strong> tofauti za kimanufaa na hisia kati ya <strong>wa</strong>na<strong>wa</strong>ke na <strong>wa</strong>naume.<br />

Bila kuangalia k<strong>wa</strong> kina na kuhakikisha ku<strong>wa</strong> mikakati inawek<strong>wa</strong> itakayo<strong>wa</strong>wezesha wote ku<strong>wa</strong> sa<strong>wa</strong>,<br />

ki<strong>wa</strong>ngo <strong>cha</strong> tofauti kilichopo kati yao kinaweza kuathiri malengo, maendeleo na manufaa ya mradi<br />
