NATO celebrates its 64 th anniversary<br />
4 April 2013<br />
On 4 April 1949, the North Atlantic Treaty in<br />
Washington, DC was signed by the delegates of 12<br />
NATO founding states – Belgium, Canada, Denmark,<br />
France, Iceland, Italy, Luxembourg, the Netherlands,<br />
Norway, Portugal, the United Kingdom, and the United<br />
States. Originally intended to protect Western Europe<br />
against an eventual armed attack by the Soviet Union,<br />
the resulting North Atlantic Treaty Organization has<br />
since been undergoing constant transformations.<br />
After several waves of enlargement, NATO currently<br />
has 28 member countries, and cooperates with a<br />
number of international organisations and partner<br />
countries. Besides informal partners (“Partners around<br />
the globe”), NATO cooperates with countries within<br />
the frameworks of the Mediterranean Dialogue, the<br />
Istanbul Cooperation Initiative, and the Euro-Atlantic<br />
Partnership Council.<br />

As a member of the Euro-Atlantic Partnership Council,<br />
Serbia’s cooperation with NATO has been deepened<br />
further by the bilateral Partnership for Peace (PfP)<br />
programme since 2006. The PfP is a programme of<br />
practical cooperation in a wide range of NATO’s<br />
activities, allowing the partners to choose their own<br />
priorities. Simultaneously, Serbia is also taking<br />
advantage of the NATO Individual Partnership and<br />
Cooperation Programme, a two-year programme<br />
allowing the partner country to choose from an<br />
extensive menu of joint activities according to its<br />
needs.<br />

4-og aprila 1949-e delegati 12 država osnivača NATOa<br />
Belgija, Kanada, Danska, Francuska, Island, Italija,<br />
Luksemburg, Holandija, Norveška, Portugal, Velika<br />
Britanija i Sjedinjene Američke Države potpisali su<br />
Severnoatlantski sporazum u Vašingtonu. Prevashodno<br />
namenjen da štiti Zapadnu Evropu od eventualnog<br />
oružanog napada Sovjetskog Saveza, NATO je od<br />
tada do danas prolazio kroz periode stalne<br />
transformacije.<br />
Nakon nekoliko talasa proširenja, NATO trenutno broji<br />
28 država članica, i sarađuje sa brojnim<br />
međunarodnim organizacijama i partnerskim<br />
zemljama. Osim neformalninih partnerstava, (Partneri<br />
širom Sveta), NATO sarađuje i sa zemljama u okviru<br />
Mediteranskog dijaloga, Istanbulske inicijative za<br />
saradnju, kao i Saveta za evroatlantsko partnerstvo.<br />
Kao član Saveta za evroatlantsko partnerstvo,<br />
saradnja Srbije sa NATO-om je još više produbljena<br />
2006-e godine, bilateralnim programom Partnerstvo za<br />
Mir. Partnerstvo za Mir je program praktične saradnje u<br />
NATO-u, što omogućava partnerima da izaberu svoje<br />
prioritete među ponuđenim aktivnostima.<br />
Istovremeno, Srbija takođe koristi i prednosti NATO<br />
programa Individualnog Partnerstva i Saradnje,<br />
dvogodišnjeg programa koji omogućava zemlji<br />
partneru da izabere sferu zajedničkih aktivnosti iz<br />
ponuđenih opcija, prema svojim potrebama.<br />

Course “Gender in Multinational Operations”<br />

In cooperation with the UN WOMEN Agency, the<br />
Peacekeeping Operations Center in Belgrade<br />
organised a five-day course titled ‘Gender in<br />
Multinational Operations’ on 1-5 April. The course was<br />
directed by Major Damir Jeina and conducted by<br />
instructors and lecturers from the Peacekeeping<br />
Operations Center, organizational units of the Serbian<br />
Ministries of Defence and Interior, UN Agency for<br />
Gender Equality and the Empowerment of Women<br />
(UN WOMEN), UN Development Program (UNDP),<br />
Organization for Security and Cooperation in Europe<br />
(OSCE), and civil society organizations.<br />

Od 1-og do 5-og aprila u saradnji sa agencijom UN<br />
WOMAN, Centar za mirovne operacije je u Beogradu<br />
organizovao petodnevni kurs pod nazivom Rod u<br />
multinacionalnim operacijama. Kurs je vodio major<br />

Centra za mirovne operacije, organizacione jedinice iz<br />
srpskog ministarstva odbrane i unutrašnjih poslova,<br />

Tomáš Valášek has been<br />
appointed a Permanent<br />
Representative of the Slovak<br />
Republic to NATO (rank<br />
Ambassador) and has assumed<br />
his duties as of 15 April 2013.<br />
Until recently, he worked as<br />
president of the Central<br />
European Policy Institute; an<br />
independent regional thinktank<br />
in Bratislava, Slovakia,<br />
founded by the Slovak Atlantic<br />
Commission. From 2006 to 2012<br />
he worked as director of foreign<br />
policy and defence at the<br />
Centre for European Reform in<br />
London.<br />
Previously, he served as policy<br />
director of the Slovak Ministry of<br />
Defence and head of the<br />
security and defence policy<br />
department. Before joining the<br />
Ministry, Mr. Valášek founded<br />
and directed the Brussels office of the World Security<br />
Institute, a Washington, DC-based independent<br />
defence and security think-tank (2002-2006). From<br />
1996 to 2002 he worked as senior European analyst in<br />
CDI's Washington, DC office.<br />

nedavno, Tomaš Valašek je<br />
radio kao predsednik instituta za<br />
centralnoevropsku politiku CEPI,<br />
nezavisnog regionalnog<br />
istraživačkog centra sa sedištem<br />
u Bratislavi, Slovačka čiji je<br />
osnivač Slovačka Atlantska<br />
Komisija. Od 2006 do 2012-e<br />
godine radio je kao direktor za<br />
spoljnu politiku i odbranu u<br />
Centru za evropske reforme u<br />
Londonu.<br />
Prethodno, gospodin Valašek je<br />
radio kao politički direktor<br />
slovačkog ministarstva odbrane<br />
i kao šef odeljenja za<br />
bezbednosne i odbrambene<br />
politike. Pre dolaska u<br />
ministarstvo, Tomaš Valašek je osnovao i rukovodio<br />
Briselskom kancelarijom Svetskog instituta za<br />
bezbednost, nezavisnim think tank-om sa sedištem u<br />
Vašingtonu koji se bavi pitanjima bezbednosti i<br />

On 15 April, Mr Whiteside attended a meeting with<br />
Heads of Missions of NATO countries accredited in<br />
Serbia taking place at the Slovak Embassy, where he<br />
informed the attendees about Serbia’s intention to<br />
send 500 armed forces members to peace operations,<br />
and also about Serbia’s intention to send its Individual<br />
Partnership Action Plan for approval to Brussels in the<br />
near future.<br />
Mr Whiteside has emphasised the need for Serbia to<br />
cooperate more. He also claimed his section to be<br />
ready to cooperate and to financially contribute to<br />
military-related activities of the Missions. It was pointed<br />
out by the attendees that there is potential for more<br />
cooperation with Serbia especially within the concept<br />
of interoperability and involvement in peace<br />
operations.<br />

akreditovanih u Srbiji a koji se održao u Slovačkoj<br />
ambasadi, gde je prisutne informisao o nameri Srbije<br />

operacije, i takođe oko namere Srbije da pošalje svoj<br />
Individualni akcioni plan partnerstva na usvajanje u<br />
Brisel u bliskoj budućnosti.<br />
Gospodin Vajtsajd je naglasio potrebu da Srbija treba<br />
više da sarađuje. On je takođe potvrdio da je njegovo<br />
odeljenje spremno na saradnju i da će finansijski da<br />
pomogne vojne aktivnosti samih misija. Od strane<br />
prisutnih istaknuto je postojanje potencijala za veću<br />
saradnju sa Srbijom, posebno u okvirima koncepta<br />
interoperabilnosti i učešća u mirovnim operacijama.<br />

Balkans discussed at GLOBSEC 2013.<br />

The Slovak Atlantic Commission together with its<br />
partners and under the auspices of the Minister of<br />
Foreign and European Affairs of the Slovak Republic,<br />
Mr. Miroslav Lajčák, and the Minister of Foreign Affairs<br />
of the Republic of Poland, Mr. Radek Sikorski,<br />
organized the 8 th annual security and foreign policy<br />
forum GLOBSEC 2013, taking place on April 18 – 20,<br />
2013 in Bratislava, Slovak Republic.<br />

European perspectives of the Western Balkans in one<br />
of the main panels of the conference.<br />
Apart from that, one smaller side-event on the NATO’s<br />
Role in the Western Balkans was also organized on the<br />
side-lines of GLOBSEC. Panel, held under the Chatham<br />
House rules, was attended by 15 prominent experts<br />
from all around the Western Balkans , Slovakia and<br />
NATO.<br />
One of the Serbian representatives stipulated, that<br />
Serbia is already quite highly integrated into NATO –<br />
because of common values, shared challenges and<br />
threats, cooperation on the military level and, last but<br />
not least, by geographical proximity of NATO<br />
members’ countries in the neighborhood.<br />

Balkanu. Panel, po pravilima Četam Hausa, je održan<br />
uz učešće 15 uglednih eksperata sa Zapadnog<br />
Balkana, Slovačke i NATO-a.<br />
Jedan od srpskih predstavnika je istakao, da je Srbija<br />
već dosta visoko integrisana u NATO zbog zajedničkih<br />
vrednosti, zajedničkih izazova i pretnji, saradnji na<br />
vojnom planu i po geografskoj blizini zemalja članica u<br />
regiji.<br />

Serbia is a member of the NATO’s Partnership for<br />
Peace programme and has a number of agreements<br />
signed with the Alliance. Currently, we witness the “EU<br />
first policy” of the Serbian government, however, the<br />
development of relations, exchanges and public<br />
diplomacy events should continue also with NATO.<br />
Another discussant, coming from Montenegro,<br />
stressed the parallel and complementary nature of<br />
the EU and the NATO integration processes in the<br />
Western Balkans. In the participants’ opinion, the one<br />
is facilitating the other. Whereas the NATO integration<br />
contributes to the immediate security of a country,<br />
the EU integration contributes to its long-term<br />
prosperity.<br />
According to estimates of one Slovak representative,<br />
the NATO Summit in the 2014 will be an “enlargement<br />
summit”, however each country should be evaluated<br />
according to its merits.<br />
*- This designation is without prejudice to positions on status,<br />
and is in line with UNSCR 1244/99 and the ICJ Opinion on the<br />
Kosovo declaration of independence.<br />
Srbija je članica NATO programa Partnerstvo za Mir i<br />
ima veliki broj potpisanih sporazuma sa Alijansom.<br />
Trenutno smo svedoci prve EU politike srpske vlade,<br />
međutim, razvoj odnosa, razmene i događaji javne<br />
diplomatije treba da se nastave i sa NATO-om.<br />
Drugi govornik, iz Crne Gore, naglasio je paralelnu i<br />
komplementarnu prirodu EU i NATO integracija na<br />
Zapadnom Balkanu. Po mišljenju govornika, jedno<br />
dopunjuje drugo. Dok integracija u NATO doprinosi<br />
neposrednoj bezbednosti zemlje, integracija u EU<br />
doprinosi njenom dugoročnom prosperitetu.<br />
Prema procenama jednog predstavnika Slovačke,<br />
samit NATO-a 2014 će biti samit proširenja, međutim ,<br />
po njemu, svaka zemlja treba da bude ocenjena<br />
prema svojim zaslugama.<br />

EU Enlargement Commissioner Štefan Füle praised<br />
both sides for their courage and commitment.<br />
Following the document’s approval by the Serbian<br />
government and the Kosovo Parliament, the<br />
European Commission made a recommendation to<br />
grant Serbia a start date for EU accession talks.<br />
The agreement was welcomed also by NATO<br />
Secretary General Anders Fogh Rasmussen, who<br />
believes it will give a new momentum to the Euro-<br />
Atlantic integration of the region. Mr Rasmussen<br />
reiterated NATO’s intention to maintain security<br />
throughout the whole Kosovo, particularly with KFOR<br />
being ready to implement the agreement’s provisions.<br />
While the EU is to be the official guarantor of the<br />
agreement, NATO will implicitly become responsible<br />
for the implementation of letter and spirit of the law. In<br />
fact, after negotiations at Baroness Ashton’s<br />
residence, the Serbian delegation paid a visit to NATO<br />
Headquarters in Brussels to discuss with NATO’s Deputy<br />
Secretary-General Alexander Vershbow about<br />
security guarantees for the Serbs of northern Kosovo.<br />
Slovakia’s Minister of Foreign Affairs Miroslav Lajčák<br />
also uttered his satisfaction with the outcomes of the<br />
negotiations. Emphasising the need to look beyond<br />
the past and to concentrate on future instead, Mr<br />
Lajčák considers this an important step for stabilisation<br />
of the region.<br />

Komesar za proširenje EU Štefan File pohvalio je obe<br />
strane za njihovu hrabrost i posvećenost. Nakon<br />
usvajanja tog dokumenta od strane Vlade Srbije i<br />
Skupštine Kosova, Evropska komisija je dala preporuku<br />
da se Srbiji dodeli datum početka pregovora o<br />
pristupanju EU.<br />
Sporazum je takođe pozdravio generalni sekretar<br />
NATO Anders Fog Rasmusen, koji veruje da će<br />
sporazum dati novi zamah u evroatlantskoj integraciji<br />
regiona. Rasmusen je ponovio da NATO ima nameru<br />
da održava bezbednost na celom Kosovu, a da će<br />
KFOR biti posebno spreman da primeni odredbe ovog<br />
sporazuma. Dok će Evropska Unija biti zvaničan<br />
garant sporazuma, NATO će implicitno biti odgovoran<br />
za implementaciju reči i duha zakona. Zaista, nakon<br />
pregovora u rezidenciji baronese Ešton, srpska<br />
delegacija je posetila sedište NATO u Briselu kako bi<br />
razgovarala sa zamenikom generalnog sekretara<br />
NATO Aleksandrom Veršbouom o bezbednosnim<br />
garancijama za Srbe na severu Kosova.<br />
Slovački ministar inostranih poslova Miroslav Lajčak<br />
izrazio je zadovoljstvo ishodom pregovora.<br />
Naglašavajući potrebu da se gleda dalje od prošlosti i<br />
da se treba usmeriti na budućnost, gospodin Lajčak<br />
smatra da sporazum predstavlja važan korak ka<br />
stabilizaciji regiona
