NATO celebrates its 64 th anniversary 

4 April 2013 

On 4 April 1949, the North Atlantic Treaty in 

Washington, DC was signed by the delegates of 12 

NATO founding states – Belgium, Canada, Denmark, 

France, Iceland, Italy, Luxembourg, the Netherlands, 

Norway, Portugal, the United Kingdom, and the United 

States. Originally intended to protect Western Europe 

against an eventual armed attack by the Soviet Union, 

the resulting North Atlantic Treaty Organization has 

since been undergoing constant transformations. 

After several waves of enlargement, NATO currently 

has 28 member countries, and cooperates with a 

number of international organisations and partner 

countries. Besides informal partners (“Partners around 

the globe”), NATO cooperates with countries within 

the frameworks of the Mediterranean Dialogue, the 

Istanbul Cooperation Initiative, and the Euro-Atlantic 

Partnership Council.

As a member of the Euro-Atlantic Partnership Council, 

Serbia’s cooperation with NATO has been deepened 

further by the bilateral Partnership for Peace (PfP) 

programme since 2006. The PfP is a programme of 

practical cooperation in a wide range of NATO’s 

activities, allowing the partners to choose their own 

priorities. Simultaneously, Serbia is also taking 

advantage of the NATO Individual Partnership and 

Cooperation Programme, a two-year programme 

allowing the partner country to choose from an 

extensive menu of joint activities according to its 

needs.

Severnoatlantski sporazum u Vašingtonu. Prevashodno 

namenjen da štiti Zapadnu Evropu od eventualnog 

oružanog napada Sovjetskog Saveza, NATO je od 

tada do danas prolazio kroz periode stalne 

transformacije. 

Nakon nekoliko talasa proširenja, NATO trenutno broji 

28 država članica, i sarađuje sa brojnim 

međunarodnim organizacijama i partnerskim 

zemljama. Osim neformalninih partnerstava, (Partneri 

širom Sveta), NATO sarađuje i sa zemljama u okviru 

Mediteranskog dijaloga, Istanbulske inicijative za 

saradnju, kao i Saveta za evroatlantsko partnerstvo. 

Kao član Saveta za evroatlantsko partnerstvo, 

saradnja Srbije sa NATO-om je još više produbljena 

2006-e godine, bilateralnim programom Partnerstvo za 

Mir. Partnerstvo za Mir je program praktične saradnje u 

NATO-u, što omogućava partnerima da izaberu svoje 

prioritete među ponuđenim aktivnostima. 

Istovremeno, Srbija takođe koristi i prednosti NATO 

programa Individualnog Partnerstva i Saradnje, 

dvogodišnjeg programa koji omogućava zemlji 

partneru da izabere sferu zajedničkih aktivnosti iz 

ponuđenih opcija, prema svojim potrebama.

Course “Gender in Multinational Operations”

In cooperation with the UN WOMEN Agency, the 

Peacekeeping Operations Center in Belgrade 

organised a five-day course titled ‘Gender in 

Multinational Operations’ on 1-5 April. The course was 

directed by Major Damir Jeina and conducted by 

instructors and lecturers from the Peacekeeping 

Operations Center, organizational units of the Serbian 

Ministries of Defence and Interior, UN Agency for 

Gender Equality and the Empowerment of Women 

(UN WOMEN), UN Development Program (UNDP), 

Organization for Security and Cooperation in Europe 

(OSCE), and civil society organizations.

WOMAN, Centar za mirovne operacije je u Beogradu 

organizovao petodnevni kurs pod nazivom Rod u

Representative to NATO

Tomáš Valášek has been 

appointed a Permanent 

Representative of the Slovak 

Republic to NATO (rank 

Ambassador) and has assumed 

his duties as of 15 April 2013. 

Until recently, he worked as 

president of the Central 

European Policy Institute; an 

independent regional thinktank 

in Bratislava, Slovakia, 

founded by the Slovak Atlantic 

Commission. From 2006 to 2012 

he worked as director of foreign 

policy and defence at the 

Centre for European Reform in 

London. 

Previously, he served as policy 

director of the Slovak Ministry of 

Defence and head of the 

security and defence policy 

department. Before joining the 

Ministry, Mr. Valášek founded 

and directed the Brussels office of the World Security 

Institute, a Washington, DC-based independent 

defence and security think-tank (2002-2006). From 

1996 to 2002 he worked as senior European analyst in 

CDI's Washington, DC office.

Prethodno, gospodin Valašek je 

radio kao politički direktor 

slovačkog ministarstva odbrane

bezbednosne i odbrambene 

politike. Pre dolaska u 

ministarstvo, Tomaš Valašek je osnovao i rukovodio 

Briselskom kancelarijom Svetskog instituta za 

bezbednost, nezavisnim think tank-om sa sedištem u 

Vašingtonu koji se bavi pitanjima bezbednosti i 

odbrane(2002-2006). Od 1996-e do 2002-e godine

On 15 April, Mr Whiteside attended a meeting with 

Heads of Missions of NATO countries accredited in 

Serbia taking place at the Slovak Embassy, where he 

informed the attendees about Serbia’s intention to 

send 500 armed forces members to peace operations, 

and also about Serbia’s intention to send its Individual 

Partnership Action Plan for approval to Brussels in the 

near future. 

Mr Whiteside has emphasised the need for Serbia to 

cooperate more. He also claimed his section to be 

ready to cooperate and to financially contribute to 

military-related activities of the Missions. It was pointed 

out by the attendees that there is potential for more 

cooperation with Serbia especially within the concept 

of interoperability and involvement in peace 

operations.

European and Euro-Atlantic Future of the Western 

Balkans discussed at GLOBSEC 2013.

The Slovak Atlantic Commission together with its 

partners and under the auspices of the Minister of 

Foreign and European Affairs of the Slovak Republic, 

Mr. Miroslav Lajčák, and the Minister of Foreign Affairs 

of the Republic of Poland, Mr. Radek Sikorski, 

organized the 8 th annual security and foreign policy 

forum GLOBSEC 2013, taking place on April 18 – 20, 

2013 in Bratislava, Slovak Republic.

Apart from that, one smaller side-event on the NATO’s 

Role in the Western Balkans was also organized on the 

side-lines of GLOBSEC. Panel, held under the Chatham 

House rules, was attended by 15 prominent experts 

from all around the Western Balkans , Slovakia and 

NATO. 

One of the Serbian representatives stipulated, that 

Serbia is already quite highly integrated into NATO – 

because of common values, shared challenges and 

threats, cooperation on the military level and, last but 

not least, by geographical proximity of NATO 

members’ countries in the neighborhood.

Nezavisno od toga, organizovan je takođe i jedan

Balkanu. Panel, po pravilima Četam Hausa, je održan 

uz učešće 15 uglednih eksperata sa Zapadnog 

Balkana, Slovačke i NATO-a. 

Jedan od srpskih predstavnika je istakao, da je Srbija 

već dosta visoko integrisana u NATO zbog zajedničkih 

vrednosti, zajedničkih izazova i pretnji, saradnji na 

vojnom planu i po geografskoj blizini zemalja članica u 

regiji.

Serbia is a member of the NATO’s Partnership for 

Peace programme and has a number of agreements 

signed with the Alliance. Currently, we witness the “EU 

first policy” of the Serbian government, however, the 

development of relations, exchanges and public 

diplomacy events should continue also with NATO. 

Another discussant, coming from Montenegro, 

stressed the parallel and complementary nature of 

the EU and the NATO integration processes in the 

Western Balkans. In the participants’ opinion, the one 

is facilitating the other. Whereas the NATO integration 

contributes to the immediate security of a country, 

the EU integration contributes to its long-term 

prosperity. 

According to estimates of one Slovak representative, 

the NATO Summit in the 2014 will be an “enlargement 

summit”, however each country should be evaluated 

according to its merits.

and is in line with UNSCR 1244/99 and the ICJ Opinion on the 

Kosovo declaration of independence.

ima veliki broj potpisanih sporazuma sa Alijansom. 

Trenutno smo svedoci prve EU politike srpske vlade, 

međutim, razvoj odnosa, razmene i događaji javne 

diplomatije treba da se nastave i sa NATO-om. 

Drugi govornik, iz Crne Gore, naglasio je paralelnu i 

komplementarnu prirodu EU i NATO integracija na 

Zapadnom Balkanu. Po mišljenju govornika, jedno 

dopunjuje drugo. Dok integracija u NATO doprinosi 

neposrednoj bezbednosti zemlje, integracija u EU 

doprinosi njenom dugoročnom prosperitetu. 

Prema procenama jednog predstavnika Slovačke, 

samit NATO-a 2014 će biti samit proširenja, međutim , 

po njemu, svaka zemlja treba da bude ocenjena 

prema svojim zaslugama.

EU Enlargement Commissioner Štefan Füle praised 

both sides for their courage and commitment. 

Following the document’s approval by the Serbian 

government and the Kosovo Parliament, the 

European Commission made a recommendation to 

grant Serbia a start date for EU accession talks. 

The agreement was welcomed also by NATO 

Secretary General Anders Fogh Rasmussen, who 

believes it will give a new momentum to the Euro- 

Atlantic integration of the region. Mr Rasmussen 

reiterated NATO’s intention to maintain security 

throughout the whole Kosovo, particularly with KFOR 

being ready to implement the agreement’s provisions. 

While the EU is to be the official guarantor of the 

agreement, NATO will implicitly become responsible 

for the implementation of letter and spirit of the law. In 

fact, after negotiations at Baroness Ashton’s 

residence, the Serbian delegation paid a visit to NATO 

Headquarters in Brussels to discuss with NATO’s Deputy 

Secretary-General Alexander Vershbow about 

security guarantees for the Serbs of northern Kosovo. 

Slovakia’s Minister of Foreign Affairs Miroslav Lajčák 

also uttered his satisfaction with the outcomes of the 

negotiations. Emphasising the need to look beyond 

the past and to concentrate on future instead, Mr 

Lajčák considers this an important step for stabilisation 

of the region.

regiona. Rasmusen je ponovio da NATO ima nameru 

da održava bezbednost na celom Kosovu, a da će 

KFOR biti posebno spreman da primeni odredbe ovog 

sporazuma. Dok će Evropska Unija biti zvaničan 

garant sporazuma, NATO će implicitno biti odgovoran 

za implementaciju reči i duha zakona. Zaista, nakon 

pregovora u rezidenciji baronese Ešton, srpska 

delegacija je posetila sedište NATO u Briselu kako bi 

razgovarala sa zamenikom generalnog sekretara 

NATO Aleksandrom Veršbouom o bezbednosnim 

garancijama za Srbe na severu Kosova. 

Slovački ministar inostranih poslova Miroslav Lajčak 

izrazio je zadovoljstvo ishodom pregovora. 

Naglašavajući potrebu da se gleda dalje od prošlosti i 

da se treba usmeriti na budućnost, gospodin Lajčak 

smatra da sporazum predstavlja važan korak ka 

stabilizaciji regiona
