Rights Ordinance of 28 September<br />
1993. It was given a statutory basis by<br />
the Protection of Human Rights Act,<br />
1993. The National Human Rights<br />
Commission is an autonomous public<br />
body responsible for the protection<br />
and promotion of human rights. As a<br />
matter of fact, human rights mean differently<br />
to different people. Human<br />
rights are not static, and to provide<br />
protection to human beings new<br />
rights are recognized and enforced<br />
from time to time.<br />
What are Human Rights?<br />

are defined as, "rights relating to life,<br />
liberty, equality and dignity of the individual<br />
guaranteed by the Constitution<br />
or embodied in the International<br />
The History of<br />
Human Rights<br />
The Chairperson narrated the<br />
detailed History of Human Rights<br />
way back during the era of Second<br />
World War after the killing of 60<br />
million persons during the war. It<br />
was explained that the Human<br />
rights, democracy and the rule of<br />
law principle were some of the<br />
European core values which were<br />
later on adopted as fundamental<br />
rights. Promoting the rights of<br />
women and children as well as<br />
ensuring rights of minorities and of<br />
the displaced persons, handicapped<br />
and the prisoners of the war. Thus it<br />
was the beginning of the Human<br />
rights which later on became a law<br />
in many European countries. In any<br />
European country the Human rights<br />
policy is basically focused on civil,<br />
political, social, economic and<br />
cultural rights which provide<br />
protection to human beings without<br />
any cast creed and color.<br />

What are the functions of<br />
the Commission?<br />
The salient functions of the commission<br />
under Section 12 are:<br />
(A) Enquire suo- moto or on a petition<br />
presented to it by victim or any<br />
other person on his behalf into complaints<br />
of;<br />
• Violation of human rights or abetment<br />
thereof.<br />
• Negligence in the prevention of<br />
such violations by a public servant.<br />
(B) Intervene in any proceedings<br />
involving allegation of violations of<br />
human rights pending before the<br />
court.<br />
(C) Visit any Jail or any institution<br />
under the control of state government<br />
for the study of inmates and their living<br />
conditions and making recommendations<br />
to the state government for the<br />
protection of human rights.<br />
(D) Review the factors including<br />
acts of terrorism that inhibit the enjoyment<br />
of human rights.<br />
