Progress of Wuxiang New District
Planning and Construction, Nanning
1. Overall situation of Wuxiang New
District
1.1 History
Wuxiang New District locates at
south of Yongjiang River, in Nanning
city. The planning area is about 200 square
kilometers, ranging from Bachijiang River to
Shuitangjiang River, and Yongjiang River
to Binhai. Guangxi is China’s international
channel to ASEAN, new strategic pivot in
south-west and middle-south development
as well as the gateway in the Belt and Road
Initiative.
In May, 2006, Guangix party committee
and Guangxi government decided to
“construct Wuxiang New District and
make it a new Nanning”. In October,
2011, the party committee and government
held a meeting and decided to speed up the
construction and development of Wuxiang
New District with effective measures. Since
then, Nanning Municipal Committee and
Nanning Government made great efforts to
construct the district. In early 2013, Guangxi
Party Committee and Guangxi Government
established Wuxiang New District Party Affairs
Committee and Management Committee.
The construction of Wuxiang New District
entered a new and high-speed phase. A series
of major projects were started and completed.
“Wuxiang speed” was upgraded over and
over again and Wuxiang New District came
into shape from a blueprint. A new modern
ecological livable city came into being.
1.2 Planning and layout
According to Nanning Overall Urban
Plan approved by State Council, Nanning will
take Yongjiang River as the axes, expand the
west-east direction, improve the south and
north of Yongjiang River, and focus on the
south part. The government sets the strategy to
develop and construct Wuxiang New District.
Nanning government refined the conceptual
plan and arranged the layout as “one belt, one
axes, two centers, three regions, six areas”.
They are multi-functional public facility
service belt along Yongjiang River; southnorth
development axis; core area trade and
business center, Longgang business center; the
whole district was divided into three sections
from north to south—life region, industry
region and tourism region; in life region along
the river, there are administration and business,
culture, sports and health, eco-business areas;
in industry region, there are trade and logistics,
modern industry areas; eco-tourism area is
located in Nama region.
(1) Administration, Finance &
Business Area. The planning area is 38 square
kilometers, including headquarter base
financial street, major public welfare programs
in Guangxi, China-ASEAN Information
Harbor administration area, Yudongxi and
Panlongbinshui business and residential areas.
Guangxi Sports Center, Guangxi Planning
Exhibition Hall and Wuxianghu Park have
been constructed. Guangxi Arts Center is
under construction.
(2) Culture, Sports & Health Area.
The planning area is 25 square kilometers,
including sports industry, culture and tourism,
medical and health clusters and partial China-
ASEAN Information Harbor industrial area.
Guangxi Sports Center has been completed
and put into use.
(3) Eco-business Area. The planning
area is 49 square kilometers, including
Longgang business cluster, binjiang residential
area and education and research area. Nanning
University has been completed. A series of
business and residential projects like Shanghai
Shimao are under construction.
(4) Business and Logistics Area. The
planning area is about 32 square kilometers,
including comprehensive bonded area, China-
ASEAN Information Harbor industrial core
base. In September, 2015, Comprehensive
Bonded Area was granted by central
government. The facilities include railways
and road freight hub.
(5) Modern Industry Area. The
planning area is about 50 square meters. It is
a new base for modern manufacturing cluster
and industrial innovation base. It is a main base
of new industries in Wuxiang New District
and even in Nanning.
(6) Eco-tourism Area. The planning
area is about 20 square kilometers. This area
develops eco-tourism based on the beautiful
scenery in Bachijang River. It will also serve
as an extension of urban function area and a
comprehensive demonstration area of urbanrural
development.
2. The construction of Wuxiang New
District starts to take shape
In 2011, Guangxi Party Committee and
Guangxi Government set the goal to achieve
“new look in one year, breakthrough in five
years and great-leap-forward development
in ten years” in Wuxiang New District.
Under the leadership of provincial and
municipal party committee and government,
with support of all walks of lives, Wuxiang
New District Party Affairs Committee and
Management Committee made great efforts
during 12th five-year plan and realized the
goal of achieving “breakthrough in five
years”. During 12th five-year plan, Wuxiang
New District made breakthrough in various
works. Major economic indicators increased.
Some indicators increased with three-digit
number and many economic indicators
appeared for the first time. The overall
development momentum remained strong and
“construct Wuxiang New District and make
it a new Nanning” came into being from
blueprint.
2.1 Project investment realized
leaping development
The total investment during 12th fiveyear
plan was 90 billion rmb, five times as
the volume during 11th five-year plan. The
social investment went up and hit 18 billion
rmb in 2015. The driving force shifted from
infrastructure construction to industrial
projects. The construction of the district came
into being rapidly. Wuxiang New District
became a key player in urban construction and
economic development.
Breakthrough in infrastructure
construction was made. Trunk roads, key
bridges and road network construction were
pushed and the main road network was
formed. Subsidiary road network construction
was promoted and part of it was completed.
Transportation became very convenient.
Municipal accessory facilities and public
service facilities were under construction. The
newly commenced projects during 12th fiveyear
plan were as twice as the number during
11th five-year plan. Sewage pipe network
projects, completed pipe network and
investment were as 23 times, 28 times and 39
times as the figure during 11th five-year plan.
Sewage plant was put into use, which was
a breakthrough. Newly commenced public
service projects accounted for 84% of the total
projects since the construction of Wuxiang
New District.
2.2 Attracting leading companies
into the district to promote city-industry
integration
Wuxiang New District took investment
attraction as the key to speed up the
development of Wuxiang New District. Based
on the goal of city-industry integration,
Wuxiang New District launched policies to
fuel the development. The district attracted
investment outside, offered effective service
inside district, insisted on key points, and
carried out “one policy for one project”.
The district also opened green channel for the
projects, so that big companies and big projects
kept entering the district. Attracted industrial
projects during 12th five-year plan were 23.85
times the number during 11th five year plan.
Among them, there were 11 top 500 global
companies, 19 top 500 Chinese companies, 15
companies listed abroad, 10 financial institutes.
There were 2 projects with over 10 billion
rmb investment and 62 projects with over 1
billion rmb investment. The industry in the
district developed as industrial cluster, and
pushed the overall development in the district.
2.3 Industrial projects in the district
developed against negative tendency
Policy study on major issues like “Two
Bases One Center One CBD” construction
and city and industries integration development
are conducted. A serial of regulations, policies,
and measures were carried out, for instance,
the temporary regulation on promotion of
financial street construction in new district,
policies or measures on maintaining steady
growth of headquarter financial street
building, and suggestions on supporting and
encouraging listed companies to enter New
District Financial Street. All efforts were made
to break the restriction bottleneck. During
12th Five Year Plan, 233 industrial projects
in new district have been carried out. Since
2015, we actively cooperated with Guangxi
Government in pushing forward China-
ASEAN Information Harbor construction and
finishing the planning on initial site-picking
of key base. In terms of the construction
of headquarter and industrial projects, 36
projects are planned to be built (including 14
headquarter bases and 22 industrial projects.)
2.4 Approval system reform creates
new soft environment in new district
We explored reform and innovation of
administration & approval system, adopting
new approval rules. Among the new rules,
“shifting retailing into wholesaling” rule
decreased the approval span by 93.75%.
“Standard approval” was launched and
the approval time span was shortened by
41.5%; “overall approval” was popularized
to streamline the approval time efficiency;
“exemption approval” was on trial with the
evaluation of the approval system innovation;
“disposal with major materials though
some secondary documents not available
immediately” was promoted which cuts
the approval materials by 10%. After reform
and innovation, key nodes of enterprises and
governmental investment projects reduced
to 6 from original 9 and 6 from original 11
respectively; approval items of projects for
business investment examination, filing,
government-funded housing construction
and civil service have been cut and integrated
respectively by 10, 9, 12 and 8. It only takes 28
days on average to approve the whole process
after the streamlining. The efficiency increased
by 20%.As the administration approval
system in the district underwent reform and
innovation, the approval efficiency raised, and
investment environment was refined. It takes
less than four months to complete the whole
process from land biding to construction.
“Wuxiang Speed” was upgraded again and
again.
2.5 New progress has been made in
green and ecological development of new
district
Efforts were made in building state-level
green ecological demonstartion city district.
In February 2014, Ministry of Housing
and Urban-Rural Development officially
approved 19 square kilometers in Wuxiang
District as state-level green ecological model
area. By strengthening six major concepts
and four measures to push forward the
construction work, green buildings accounts
for 93% of the total. We actively built “sponge
city”. The district is a key pilot field. 240
pilot projects have been decided to launch
according to the pilot plan of “sponge city”
in the district. The standard on city road &
civil infrastructure issued by the district led
the construction of pilot projects. In 2015,
44 projects in the district were scheduled to
launch. The strength and speed of the works
in pilot rank top in the city.
3. Major work measures
3.1 Strengthening the instructive and
regulative functions of planning in New
District’s development and construction.
The overall Nanning urban planning
and control and planning of Wuxiang New
District covered the whole area. Based on
construction order and difficulty levels of
land development, indexes were set in urban
planning to raise utilization ratio of land.
The urban design was deepened through
following urban designing guidance and
regulations. The district controlled and
coordinated the general architectural features,
colors, roof forms, facade, planting and
lighting so that the natural environment and
buildings can achieve harmony. The district
adopted refined management to guide highintensive
and high-quality comprehensive
land development. Wuxiang New District
encouraged development of underground
space resources and land utilization expanding.
The value of land was increased through
strengthening facilities.
3.2 Ensuring Supporting Facilities
to enlarge the district’s comprehensive
carrying capacity.
In Specialized Planning for Public
Facilities in Wuxiang New District, nonprofit
content was included as an imperative
condition for land leasing. It ensures the
planning and construction of public facilities
and infrastructure in Wuxiang New District.
In terms of non-profit construction,the
district gives more rights to companies to
handle the issues with imperative planning
index remaining the same.
After finishing 11 primary and secondary
schools including Nanning No.3 Middle
School, and a considerable number of key
projects of education, sanitation and culture,
such as Guangxi International Zhuang
Hospital, Stomatological Hospital of Guangxi
Medical University, Nanning Children’s
Hospital, Guangxi Culture and Art Centre
and Guangxi New Media Centre. The district
established a new series of public facility
projects. The district also constructed public
facilities such as drainage system, public toilets,
refuse transfer station, and neighboring squares
in relevant areas to improve urban functions of
the New District.
3.3 Enhancing industry support
for city and industries integration
development
Efforts are made to attract strong
enterprises and to boost development, which
is strong support for city industries integration.
Projects that settled in headquarter financial
street carried out the second investment
promotion; we pushed forward negotiation
on cross-border industrial park and make
substantial progress. Efforts are made to speed
up the launch of related projects concerning
Nanning core base of China-ASEAN
Information Harbor. Investment promotion
of new industries park, China-ASEAN
International Logistics Base as well as China-
ASEAN E-commerce Industrial Park were
also conducted. We put great efforts on core
developing area extension and completing the
project layout of the headquarters financial
street.
3.4 Enhancing services and
upgrading soft power of the district
To make full use of the advantage of
the district as pilot area, we set up Project
Approval Office and issued “early stage
project approval day” activity. The goal was
to decrease the number of approval matters
and increase efficiency. It was planed to put
the following measures into trial: to connect
approval work and performance, to let leaders
and people in charge hold responsible for the
approval matters and key tasks. The standard
to evaluate whether duties of approval were
fulfilled was to check whether all parties took
their responsibilities and offered due services.
With the overall reform and innovation of
administration & approval system in Wuxiang
New District, we have raised greatly approval
efficiency and investment environment.
A series of policies including Temporary
Regulation on Promoting Development and
Construction of Financial Street in Wuxiang
New District were issued. The policy soft
environment and attractiveness of New
District improved. We promoted reform on
human resource management system. Post
appointment mechanism and performance
evaluation management was carried out. In
this way, payment matched the performance,
officials enjoyed more flexibility in terms of
positions and payments. Talents could easily
stand out. This new norm provided guarantees
for all tasks to be accomplished.
4. Work priorities in the future
In next step, Wuxiang New District
will conform to the standard of “Planning
at high level, Construct under high standard,
Develop at high speed”. Efforts will be made
in expending space, enhancing functions,
promoting industries and raising qualities, in
a bid to accelerate the construction of “Two
bases One center One CBD” in Wuxiang
District and Nanning Core Base of China-
ASEAN Information Harbor. The goal is
to make it a new district with the strongest
agglomeration function and radiation effect in
Guangxi.

4.5 Constructing state-level green
ecological demonstration city
First, greenland system of deep
integration, obvious features and high qualities
should be built. The system should be consist
of green land in parks, along waters, for
environmental protection, on streets and
roads and in yards. Second, civil water system
in core area featuring “one river, three
streams, six lakes, multiple waters” is to be
built. Third, we plan to build Wuxiangling
Mountain into a high-quality city forest
park featuring “to feel, know and return to
nature”. It will become a “green lunge”
facing Qingxiu Mountain across the river
and form an ecological corridor around the
“Green City”. Fourth, Yongjiang River
is to be built into an ecological corridor with
good environment and rich historical culture.
Fifth, the New District is to be built into a
demonstration district of “sponge city” after
three years’ construction from 2015 to 2017.
Sixth, efforts are to be made in promoting
the large-scale utilization of renewableenergy-fueled
buildings as well as resource
conservation and recycling. Seventh, we will
promote the large-scale development of the
green buildings in new district and ensure that
green building rate is no less than 80%.
