Progress of Wuxiang New District<br />
Planning and Construction, Nanning<br />
1. Overall situation of Wuxiang New<br />
District<br />
1.1 History<br />
Wuxiang New District locates at<br />
south of Yongjiang River, in Nanning<br />
city. The planning area is about 200 square<br />
kilometers, ranging from Bachijiang River to<br />
Shuitangjiang River, and Yongjiang River<br />
to Binhai. Guangxi is China’s international<br />
channel to ASEAN, new strategic pivot in<br />
south-west and middle-south development<br />
as well as the gateway in the Belt and Road<br />
Initiative.<br />
In May, 2006, Guangix party committee<br />
and Guangxi government decided to<br />
“construct Wuxiang New District and<br />
make it a new Nanning”. In October,<br />
2011, the party committee and government<br />
held a meeting and decided to speed up the<br />
construction and development of Wuxiang<br />
New District with effective measures. Since<br />
then, Nanning Municipal Committee and<br />
Nanning Government made great efforts to<br />
construct the district. In early 2013, Guangxi<br />
Party Committee and Guangxi Government<br />
established Wuxiang New District Party Affairs<br />
Committee and Management Committee.<br />
The construction of Wuxiang New District<br />
entered a new and high-speed phase. A series<br />
of major projects were started and completed.<br />
“Wuxiang speed” was upgraded over and<br />
over again and Wuxiang New District came<br />
into shape from a blueprint. A new modern<br />
ecological livable city came into being.<br />
1.2 Planning and layout<br />
According to Nanning Overall Urban<br />
Plan approved by State Council, Nanning will<br />
take Yongjiang River as the axes, expand the<br />
west-east direction, improve the south and<br />
north of Yongjiang River, and focus on the<br />
south part. The government sets the strategy to<br />
develop and construct Wuxiang New District.<br />
Nanning government refined the conceptual<br />
plan and arranged the layout as “one belt, one<br />
axes, two centers, three regions, six areas”.<br />
They are multi-functional public facility<br />
service belt along Yongjiang River; southnorth<br />
development axis; core area trade and<br />
business center, Longgang business center; the<br />
whole district was divided into three sections<br />
from north to south—life region, industry<br />
region and tourism region; in life region along<br />
the river, there are administration and business,<br />
culture, sports and health, eco-business areas;<br />
in industry region, there are trade and logistics,<br />
modern industry areas; eco-tourism area is<br />
located in Nama region.<br />
(1) Administration, Finance &<br />
Business Area. The planning area is 38 square<br />
kilometers, including headquarter base<br />
financial street, major public welfare programs<br />
in Guangxi, China-ASEAN Information<br />
Harbor administration area, Yudongxi and<br />
Panlongbinshui business and residential areas.<br />
Guangxi Sports Center, Guangxi Planning<br />
Exhibition Hall and Wuxianghu Park have<br />
been constructed. Guangxi Arts Center is<br />
under construction.<br />
(2) Culture, Sports & Health Area.<br />
The planning area is 25 square kilometers,<br />
including sports industry, culture and tourism,<br />
medical and health clusters and partial China-<br />
ASEAN Information Harbor industrial area.<br />
Guangxi Sports Center has been completed<br />
and put into use.<br />
(3) Eco-business Area. The planning<br />
area is 49 square kilometers, including<br />
Longgang business cluster, binjiang residential<br />
area and education and research area. Nanning<br />
University has been completed. A series of<br />
business and residential projects like Shanghai<br />
Shimao are under construction.<br />
(4) Business and Logistics Area. The<br />
planning area is about 32 square kilometers,<br />
including comprehensive bonded area, China-<br />
ASEAN Information Harbor industrial core<br />
base. In September, 2015, Comprehensive<br />
Bonded Area was granted by central<br />
government. The facilities include railways<br />
and road freight hub.<br />
(5) Modern Industry Area. The<br />
planning area is about 50 square meters. It is<br />
a new base for modern manufacturing cluster<br />
and industrial innovation base. It is a main base<br />
of new industries in Wuxiang New District<br />
and even in Nanning.<br />
(6) Eco-tourism Area. The planning<br />
area is about 20 square kilometers. This area<br />
develops eco-tourism based on the beautiful<br />
scenery in Bachijang River. It will also serve<br />
as an extension of urban function area and a<br />
comprehensive demonstration area of urbanrural<br />
development.<br />
2. The construction of Wuxiang New<br />
District starts to take shape<br />
In 2011, Guangxi Party Committee and<br />
Guangxi Government set the goal to achieve<br />
“new look in one year, breakthrough in five<br />
years and great-leap-forward development<br />
in ten years” in Wuxiang New District.<br />
Under the leadership of provincial and<br />
municipal party committee and government,<br />
with support of all walks of lives, Wuxiang<br />
New District Party Affairs Committee and<br />
Management Committee made great efforts<br />
during 12th five-year plan and realized the<br />
goal of achieving “breakthrough in five<br />
years”. During 12th five-year plan, Wuxiang<br />
New District made breakthrough in various<br />
works. Major economic indicators increased.<br />
Some indicators increased with three-digit<br />
number and many economic indicators<br />
appeared for the first time. The overall<br />
development momentum remained strong and<br />
“construct Wuxiang New District and make<br />
it a new Nanning” came into being from<br />
blueprint.<br />
2.1 Project investment realized<br />
leaping development<br />
The total investment during 12th fiveyear<br />
plan was 90 billion rmb, five times as<br />
the volume during 11th five-year plan. The<br />
social investment went up and hit 18 billion<br />
rmb in 2015. The driving force shifted from<br />
infrastructure construction to industrial<br />
projects. The construction of the district came<br />
into being rapidly. Wuxiang New District<br />
became a key player in urban construction and<br />
economic development.<br />
Breakthrough in infrastructure<br />
construction was made. Trunk roads, key<br />
bridges and road network construction were<br />
pushed and the main road network was<br />
formed. Subsidiary road network construction<br />
was promoted and part of it was completed.<br />
Transportation became very convenient.<br />
Municipal accessory facilities and public<br />
service facilities were under construction. The<br />
newly commenced projects during 12th fiveyear<br />
plan were as twice as the number during<br />
11th five-year plan. Sewage pipe network<br />
projects, completed pipe network and<br />
investment were as 23 times, 28 times and 39<br />
times as the figure during 11th five-year plan.<br />
Sewage plant was put into use, which was<br />
a breakthrough. Newly commenced public<br />
service projects accounted for 84% of the total<br />
projects since the construction of Wuxiang<br />
New District.<br />
2.2 Attracting leading companies<br />
into the district to promote city-industry<br />
integration<br />
Wuxiang New District took investment<br />
attraction as the key to speed up the<br />
development of Wuxiang New District. Based<br />
on the goal of city-industry integration,<br />
Wuxiang New District launched policies to<br />
fuel the development. The district attracted<br />
investment outside, offered effective service<br />
inside district, insisted on key points, and<br />
carried out “one policy for one project”.<br />
The district also opened green channel for the<br />
projects, so that big companies and big projects<br />
kept entering the district. Attracted industrial<br />
projects during 12th five-year plan were 23.85<br />
times the number during 11th five year plan.<br />
Among them, there were 11 top 500 global<br />
companies, 19 top 500 Chinese companies, 15<br />
companies listed abroad, 10 financial institutes.<br />
There were 2 projects with over 10 billion<br />
rmb investment and 62 projects with over 1<br />
billion rmb investment. The industry in the<br />
district developed as industrial cluster, and<br />
pushed the overall development in the district.<br />
2.3 Industrial projects in the district<br />
developed against negative tendency<br />
Policy study on major issues like “Two<br />
Bases One Center One CBD” construction<br />
and city and industries integration development<br />
are conducted. A serial of regulations, policies,<br />
and measures were carried out, for instance,<br />
the temporary regulation on promotion of<br />
financial street construction in new district,<br />
policies or measures on maintaining steady<br />
growth of headquarter financial street<br />
building, and suggestions on supporting and<br />
encouraging listed companies to enter New<br />
District Financial Street. All efforts were made<br />
to break the restriction bottleneck. During<br />
12th Five Year Plan, 233 industrial projects<br />
in new district have been carried out. Since<br />
2015, we actively cooperated with Guangxi<br />
Government in pushing forward China-<br />
ASEAN Information Harbor construction and<br />
finishing the planning on initial site-picking<br />
of key base. In terms of the construction<br />
of headquarter and industrial projects, 36<br />
projects are planned to be built (including 14<br />
headquarter bases and 22 industrial projects.)<br />
2.4 Approval system reform creates<br />
new soft environment in new district<br />
We explored reform and innovation of<br />
administration & approval system, adopting<br />
new approval rules. Among the new rules,<br />
“shifting retailing into wholesaling” rule<br />
decreased the approval span by 93.75%.<br />
“Standard approval” was launched and<br />
the approval time span was shortened by<br />
41.5%; “overall approval” was popularized<br />
to streamline the approval time efficiency;<br />
“exemption approval” was on trial with the<br />
evaluation of the approval system innovation;<br />
“disposal with major materials though<br />
some secondary documents not available<br />
immediately” was promoted which cuts<br />
the approval materials by 10%. After reform<br />
and innovation, key nodes of enterprises and<br />
governmental investment projects reduced<br />
to 6 from original 9 and 6 from original 11<br />
respectively; approval items of projects for<br />
business investment examination, filing,<br />
government-funded housing construction<br />
and civil service have been cut and integrated<br />
respectively by 10, 9, 12 and 8. It only takes 28<br />
days on average to approve the whole process<br />
after the streamlining. The efficiency increased<br />
by 20%.As the administration approval<br />
system in the district underwent reform and<br />
innovation, the approval efficiency raised, and<br />
investment environment was refined. It takes<br />
less than four months to complete the whole<br />
process from land biding to construction.<br />
“Wuxiang Speed” was upgraded again and<br />
again.<br />
2.5 New progress has been made in<br />
green and ecological development of new<br />
district<br />
Efforts were made in building state-level<br />
green ecological demonstartion city district.<br />
In February 2014, Ministry of Housing<br />
and Urban-Rural Development officially<br />
approved 19 square kilometers in Wuxiang<br />
District as state-level green ecological model<br />
area. By strengthening six major concepts<br />
and four measures to push forward the<br />
construction work, green buildings accounts<br />
for 93% of the total. We actively built “sponge<br />
city”. The district is a key pilot field. 240<br />
pilot projects have been decided to launch<br />
according to the pilot plan of “sponge city”<br />
in the district. The standard on city road &<br />
civil infrastructure issued by the district led<br />
the construction of pilot projects. In 2015,<br />
44 projects in the district were scheduled to<br />
launch. The strength and speed of the works<br />
in pilot rank top in the city.<br />
3. Major work measures<br />
3.1 Strengthening the instructive and<br />
regulative functions of planning in New<br />
District’s development and construction.<br />
The overall Nanning urban planning<br />
and control and planning of Wuxiang New<br />
District covered the whole area. Based on<br />
construction order and difficulty levels of<br />
land development, indexes were set in urban<br />
planning to raise utilization ratio of land.<br />
The urban design was deepened through<br />
following urban designing guidance and<br />
regulations. The district controlled and<br />
coordinated the general architectural features,<br />
colors, roof forms, facade, planting and<br />
lighting so that the natural environment and<br />
buildings can achieve harmony. The district<br />
adopted refined management to guide highintensive<br />
and high-quality comprehensive<br />
land development. Wuxiang New District<br />
encouraged development of underground<br />
space resources and land utilization expanding.<br />
The value of land was increased through<br />
strengthening facilities.<br />
3.2 Ensuring Supporting Facilities<br />
to enlarge the district’s comprehensive<br />
carrying capacity.<br />
In Specialized Planning for Public<br />
Facilities in Wuxiang New District, nonprofit<br />
content was included as an imperative<br />
condition for land leasing. It ensures the<br />
planning and construction of public facilities<br />
and infrastructure in Wuxiang New District.<br />
In terms of non-profit construction,the<br />
district gives more rights to companies to<br />
handle the issues with imperative planning<br />
index remaining the same.<br />
After finishing 11 primary and secondary<br />
schools including Nanning No.3 Middle<br />
School, and a considerable number of key<br />
projects of education, sanitation and culture,<br />
such as Guangxi International Zhuang<br />
Hospital, Stomatological Hospital of Guangxi<br />
Medical University, Nanning Children’s<br />
Hospital, Guangxi Culture and Art Centre<br />
and Guangxi New Media Centre. The district<br />
established a new series of public facility<br />
projects. The district also constructed public<br />
facilities such as drainage system, public toilets,<br />
refuse transfer station, and neighboring squares<br />
in relevant areas to improve urban functions of<br />
the New District.<br />
3.3 Enhancing industry support<br />
for city and industries integration<br />
development<br />
Efforts are made to attract strong<br />
enterprises and to boost development, which<br />
is strong support for city industries integration.<br />
Projects that settled in headquarter financial<br />
street carried out the second investment<br />
promotion; we pushed forward negotiation<br />
on cross-border industrial park and make<br />
substantial progress. Efforts are made to speed<br />
up the launch of related projects concerning<br />
Nanning core base of China-ASEAN<br />
Information Harbor. Investment promotion<br />
of new industries park, China-ASEAN<br />
International Logistics Base as well as China-<br />
ASEAN E-commerce Industrial Park were<br />
also conducted. We put great efforts on core<br />
developing area extension and completing the<br />
project layout of the headquarters financial<br />
street.<br />
3.4 Enhancing services and<br />
upgrading soft power of the district<br />
To make full use of the advantage of<br />
the district as pilot area, we set up Project<br />
Approval Office and issued “early stage<br />
project approval day” activity. The goal was<br />
to decrease the number of approval matters<br />
and increase efficiency. It was planed to put<br />
the following measures into trial: to connect<br />
approval work and performance, to let leaders<br />
and people in charge hold responsible for the<br />
approval matters and key tasks. The standard<br />
to evaluate whether duties of approval were<br />
fulfilled was to check whether all parties took<br />
their responsibilities and offered due services.<br />
With the overall reform and innovation of<br />
administration & approval system in Wuxiang<br />
New District, we have raised greatly approval<br />
efficiency and investment environment.<br />
A series of policies including Temporary<br />
Regulation on Promoting Development and<br />
Construction of Financial Street in Wuxiang<br />
New District were issued. The policy soft<br />
environment and attractiveness of New<br />
District improved. We promoted reform on<br />
human resource management system. Post<br />
appointment mechanism and performance<br />
evaluation management was carried out. In<br />
this way, payment matched the performance,<br />
officials enjoyed more flexibility in terms of<br />
positions and payments. Talents could easily<br />
stand out. This new norm provided guarantees<br />
for all tasks to be accomplished.<br />
4. Work priorities in the future<br />
In next step, Wuxiang New District<br />
will conform to the standard of “Planning<br />
at high level, Construct under high standard,<br />
Develop at high speed”. Efforts will be made<br />
in expending space, enhancing functions,<br />
promoting industries and raising qualities, in<br />
a bid to accelerate the construction of “Two<br />
bases One center One CBD” in Wuxiang<br />
District and Nanning Core Base of China-<br />
ASEAN Information Harbor. The goal is<br />
to make it a new district with the strongest<br />
agglomeration function and radiation effect in<br />
Guangxi.<br />
4.1 Applying for the title of state-level<br />

ecological demonstration city<br />
First, greenland system of deep<br />
integration, obvious features and high qualities<br />
should be built. The system should be consist<br />
of green land in parks, along waters, for<br />
environmental protection, on streets and<br />
roads and in yards. Second, civil water system<br />
in core area featuring “one river, three<br />
streams, six lakes, multiple waters” is to be<br />
built. Third, we plan to build Wuxiangling<br />
Mountain into a high-quality city forest<br />
park featuring “to feel, know and return to<br />
nature”. It will become a “green lunge”<br />
facing Qingxiu Mountain across the river<br />
and form an ecological corridor around the<br />
“Green City”. Fourth, Yongjiang River<br />
is to be built into an ecological corridor with<br />
good environment and rich historical culture.<br />
Fifth, the New District is to be built into a<br />
demonstration district of “sponge city” after<br />
three years’ construction from 2015 to 2017.<br />
Sixth, efforts are to be made in promoting<br />
the large-scale utilization of renewableenergy-fueled<br />
buildings as well as resource<br />
conservation and recycling. Seventh, we will<br />
promote the large-scale development of the<br />
green buildings in new district and ensure that<br />
green building rate is no less than 80%.
