EC to be obtained after preparing EIA report for
one or more wells proposed, and conducting
public hearings in all locations near where wells
are proposed.
Consent to Operate

If exploratory well is to be converted for
production, separate CTOs would be required.
Valid CTO has to be held for the duration of the
operations. CTO is given for a limited period
ranging up to 3 years, and needs to be
periodically renewed. Renewal of consent is
subject to compliance with license conditions.
[Note: Industries often argue that CTO is
“deemed” to have been obtained when
application for CTO or Renewal is made, and the
TNPCB fails to issue CTO within a stipulated
time. “Deemed Consent” – as it is called – has
no legal standing, particularly under the Air Act.
To put it plainly, an industry either has a valid
CTO or does not have one].
Compliance Report ONGC Status Report of Compliance to stipulated
conditions under EC must prepared every six
months by ONGC and submitted to Regional
office of MoEF&CC, Tamil Nadu Pollution
Control Board (TNPCB) and uploaded in their
website.
