The Mayor, Local and Regional Government Assembly is a featured programme of the Malaysia<br />
Urban Forum 2019 (MUF2019) that convenes to discuss on the implementation of the New Urban<br />
Agenda’s (NUA) by acknowledging on the need to have dynamic and prosperous cities to<br />
achieve sustainable growth and urban development. With the focus on cities, there is increasing<br />
emphasis on the importance of urban governance; the role of <strong>local</strong> governments and <strong>local</strong><br />
policymakers to realised the sustainable agenda and the vertical or intergovernmental<br />
arrangements and <strong>local</strong> governance systems that provide cities with the authority and autonomy to<br />
provide quality urban services.<br />
We also need to acknowledge the role of communities as important stakeholders to the city,<br />
hence community engagement, collaboration and co-creation are key models and an integral part<br />
of urban governance as communities takes joint ownership over policy outcomes. Another important<br />
aspect is working with markets where governments need to ensure a balanced between competing<br />
demands of a diverse stakeholder community, where cities remain pro-business but at the same<br />
time ensures that public interest is upheld.<br />
The Assembly gathers main players of urban governance including <strong>Mayors</strong>, Local Councillors of<br />
all Local Authorities in Malaysia; State Secretariat and State’s Local Government Executive<br />
Committee (EXCO); Presidents, Chief Executive of Regional Authorities/Agencies in Malaysia;<br />
Relevant Agencies; Universities; Professional Bodies and Local and International Stakeholders<br />
involved in Local Governance in Malaysia.<br />
The objectives of the<br />
Assembly are:<br />
1 To encourage a conversation and establish a commitment from all<br />
<strong>Mayors</strong>, Local and Regional Governments on the adoption of the New<br />
Urban Agenda and the Sustainable development Goals;<br />
2 To discuss on the Common Grounds – Priority Issues To Address and<br />
Priority Actions to Implement;<br />
3 To discuss concrete mechanisms for the inclusion of the Malaysia<br />
Urban Forum as the official platform for national reporting on NUA’s<br />
implementation and SDGs achievements; and<br />
4 To strengthen the <strong>local</strong> governments and regional<br />
authorities/agencies representation in <strong>local</strong> and global agenda.<br />
