The development of a 4,100-square-foot Culver’s restaurant, with a drivethru, took another step forward after Northbrook’s Plan Commission instructed Village staff to prepare two resolutions on the proposal, which are scheduled for a vote on Tuesday, Aug. 20, during the Commission’s next regular meeting. Commissioners decided to prepare one resolution recommending approval of the development, and a second, separate resolution regarding the installation of an on-site electronic message sign. The decision for two resolutions came after several commissioners expressed concerns regarding the sign. Commissioner Mark De- Bartolo said he “generally supports” the proposal, but “he couldn’t get behind it” if the electronic message board is included. Under Village zoning code, electronic message boards are not permitted in C-2 neighborhood commercial districts, but the applicant is requesting a text amendment, along with a special permit, to allow the sign on the potential development site. Northbrook’s Plan Commission was scheduled to vote Tuesday, Aug. 20, on two resolutions regarding the potential development of a 4,100-square-foot Culver’s restaurant, with a drive-thru, in Northbrook. If approved, the restaurant would be located at the southwest corner of Sanders and Dundee roads. Design Rendering Courtesy of the Village of Northbrook During its last meeting, the Plan Commission asked the applicant to address several of their initial concerns about the development, which included questions about the electronic sign. The proposed development, which would be located at the southwest corner of Sanders and Dundee roads, would include the 4,100-square-foot Culver’s single-story building with 89 seats and a drive-thru component. The applicant submitted design renderings showing the sign in relationship to the proposed Culver’s restaurant, as requested by the commission. However, there were no changes submitted to the proposed height or design of the ground sign with the electronic message board. The applicant did list some parameters of operating the sign, which are as follows: • The electronic message board would operate during business hours from 10 a.m.-11 p.m. • It would display lettering and images, which would be static, and not flashing or moving in any way. • The board’s display would not change more than twice a day. Several commissioners, and residents who spoke during the public comment portion of the Aug. 6 meeting, also expressed concerns about safety. The applicant proposed several changes in response, which include: a speed table at the crosswalk to slow down traffic adjacent to the intersection; additional on-site directional signage for pedestrian safety; and the relocation of the site’s bike rack from west of the trash enclosure to north of the outdoor seating area. The majority of the commissioners said the proposed speed table would be rather ineffective because of its location and need for constant maintenance.
