Our mission is to promote good governance in Armenia through reducing corruption and strengthening democracy.
It is imperative for TIAC to foster intolerance of corruption in citizens, establish public oversight over state institutions and expenses,
identify legislative loopholes and present recommendations for eliminating them in order to achieve legislative and behavioral
changes in public services, elections and public finance. The fight against corruption requires a united public. When every citizen is

TRANSPARENCY INTERNATIONAL AWARDS
Transparency International (TI) the global civil society organization leading the
fight against corruption presented the first TI Amalia Award in memory of TIAC
founder Amalia Kostanyan in 2015. The award is given once every two years in
two categories: Professional excellence, for an individual who demonstrates a
high degree of professional excellence in her/his TI role and Impact, for positive
change brought about by an action or chapter.
On October 13, 2017, during TI Annual Membership Meeting in Berlin, Bruno
Brandão from TI national contact in Brazil received TI Amalia Award in Professional
excellence category, while I Watch team of TI national chapter in formation from
Tunisia received the award in Impact category.
2016-2017 AMALIA KOSTANYAN AWARD
For her activity in 2016 Annual Amalia Kostanyan award went to Marianna Grigoryan, editor-in-chief of “MediaLab”, who got
distinguished for high professional skills, courage and adherence to principles, namely for a series of political cartoons. For his
activity in 2017, the award received Daniel Ioannisyan, program coordinator of “Union of Informed Citizens” NGO, for the
disclosure of cases of misuse of public resources ahead of 2017 parliamentary elections in Armenia.

PROCUREMENT MONITORING
ELECTIONS
Monitoring of public procurement continued, which was being
implemented in previous years focusing on a number of selected
components within the procurement processes, namely official websites
of public procurement, framework agreements, single source
procurement, system of appeals. The results of the study and the
recommendations are included in the publication “Results of Monitoring
of Armenian Public Procurement in 2016-2017”.
Monitoring of the parliamentary elections on April 2, 2017 was
conducted via combining three methods: direct monitoring of activities
during the pre-election campaign and on the election day, monitoring of
media publications about misuse of administrative resources and vote
buying, and electronic monitoring of voting numbers.

Within the scope of “Citizen Observer” initiative, large scale monitoring of
parliamentary elections on April 2, 2017 was conducted:
“Voting Numbers Electronic Monitoring of 2017 Parliamentary Elections in Armenia”, was
conducted as a result of which a number of comprehensive databases of voting numbers
were created, the comparison of which with the monitoring on the voting day could reveal
possible misuses and falsifications during the election process.

On April 2, 2017 parliamentary elections, within the team of “Citizen Observer” initiative,
the “Transparency international anticorruption center” NGO conducted an observation
mission. As a result of the monitoring TIAC published “Report on Observation of
Parliamentary Eletmenia on April 2, 2017”.
During the pre-election campaign, electoral violations, including misuse of administrative
resources were monitored by 77 observers in Yerevan, in 10 provincial centers in the
republic, and in Martuni and Goris cities. Results of the monitoring studies and
recommendations based on them can be found in the TIAC publication Misuse of
Administrative Resources and Other Electoral Violations during April 2017 Parliamentary
Elections in Armenia”

Cú-AUTHORED RESEARCH/STUDIES
Together with its partners TIAC carried out research that found reflection in 14 reports
PUBLIC HEALTH
Jointly with the Journalists’ Club “Asparez” monitoring research was
conducted on the topic “Emergency medical and polyclinic services”. The
disclosed problems and recommendations aimed at their solution were
summed up in the respective report.
VOLUNTEERING
Jointly with the “European Center for Not-for-Profit Law” a “Guidance on
the Good Standards and Practices of Volunteering” was developed, with a
goal to assist the introduction of good governance in the field of
volunteering and to support further improvement of related legal field and
policy in Armenia.
EDUCATION
CIVIL SOCIETY ORGANIZATIONS
Jointly with the Journalists’ Club “Asparez” monitoring research was
conducted on “Monitoring Results of Schools’ Financial Activity”. A number of
disclosed problems and recommendations aimed at their solution were
summed up in the respective.
Jointly with the Institute of Public Policy a research study was conducted on
“Corruption Risk Assessment in the General Education Sector in Armenia”.
Assessment of the corruption risks identified in the field of compiling school
textbooks and selection policy, paid tutoring and inclusive education have
been summed up in the respective.
Jointly with the Caucasus Research Resource Center (CRRC) -Armenia
foundation an initial titled Best Practices: Study of Armenian NGOs dealing
with Advocacy was conducted, the goal of which is to identify the needs of
the civil society organizations (CSO) focusing on advocacy, as well as to
assess the potential of those organizations.
Jointly with the “European Center for Not-for-Profit Law” a “All You Need
to Know About Entrepreneurial Activities of CSOs” was developed, which
referred to the possibilities that came out as a result of adopting the new
“Law on non-governmental organizations”.

anticorruption policy, as well as the progress on
implementing anticorruption policy pursued by
Armenia were introduced during TIAC’s public
event dedicated to International Anticorruption
Day under the heading “Corruption and security
challenges”. Later, a number of Government
representatives, TIAC and invited experts
discussed the corruption-related challenges in
the field of RA defense and security, human rights,
public resources, social protection, and the possible ways of overcoming them..
