EDITORIAL
Each year of our existence brings new challenges, and I am especially proud
of all of us because with joint effort sand commitment we are becoming more
and more successful.
Our members are our life inspiration, and their smile is our biggest driving force.
The most laughter during this year was brought to usby a group of young
people who with their diligent hands, in accordance with their abilities sowed,
planted, picked the planted fruits, cooked and processed them all together.
They also prepared their first theatreplay and simplyshone on stage, showing
their true potential and rewarded all of us in the audience with joy.
They are the motivation for the quickest possible establishment of our new
project challenge - Inclusive Farm in Hrastovica.When we encounter an obstacle
in our work, it always brings us new friendships that prove to us again and
again that we have support and we are not alone on our path.
But, I will not go any further because you can read about everything related to
the Association on the following pages…

ABOUT US
The Association of Persons with Disabilities
of Sisak-Moslavina County
(further in the text: UOSI SMZ) is an
independent, voluntary, non-political
and non-profit organization voluntarily
joined by children with developmental
difficulties and persons with disabilities
who have different physical, intellectual
and sensory difficulties, in order
to achieve privileges based on being
members of the Association and to
achieve all rights that they are entitled
to by law.
The association was founded on 14th
of May 2003 at the initiative of twelve
people with disabilities to help children
with disabilities and people with disabilities
in all segments of their lives.
UOSI SMZ is a member of the Croatian
federation of associations
“OSIce”, the Croatian federation of
associations of cerebral and child paralysis
(HSUCDP), the Union of the
federations of persons with disabilities
(SOIH). We are members of the LAG
Zrinska Gora-Turopolje and the Local
partnership for employment of Sisak-
Moslavina County.
We are systematically working on connecting
and networking, both regionally
and locally. Since 2013, we have
signed the Agreement on joint appearance
and cooperation with the following
organizations: the Association of
the blind persons of Sisak-Moslavina
County-Sisak, the civic initiative My City
of Sisak, the Diabetic society of the city
of Sisak, the Association of disabled
workers of the city of Sisak and the
Association for therapeutic riding “Kas”.
In September 2015, the UOSI SMZ was
one of 6 Founders Associations of the
new National Union - the Croatian Union
of Associations of children with developmental
difficulties, persons with
disabilities and their families) – with the
abbreviated name Croatian federation
of OSIce associations. Today, OSIce
has 10 membership organizations,
and their headquarters is in the city of
Sisak, on the address Frankopanska

In September 2016, UOSI SMZ hosted
and co-initiated the signing of the
mutual cooperation Agreement and
the establishment of Platform 53.
This is an informal civic initiative and
an alliance of 11 associations from the
city of Petrinja that advocates for democracy
and political culture, solidarity
and protection of human rights,
and provides social community services.
The Platform 53 initiative was
launched at the Petrinja Association
Forum, held on 15th September 2016.
The objectives of Platform 53 were
agreed at the Forum: development
of civil society and active citizenship,
revitalization of unused public areas
and construction of a social center
in Petrinja with the aim of developing
an inclusive community, cooperation
in the process of deinstitutionalization
and provision of social services for vulnerable
groups of citizens, better visibility
of NGO work and transparency
in financing of associations from the
local and county budgets, as well as
improving the working conditions of
local associations.

The UOSI SMZ bases its work on the
values of a society in which everyone
has equal rights and equal opportunities
as a basis for personal growth, sustainable
development and the common
good. The Association bases its work
on the principles of teamwork, consistency
and professionalism, tolerance
and solidarity, and by respecting high
ethical principles in work: achieving the
rights of disabled children and persons
with disabilities, equality, competence,
tolerance, transparency, impartiality, responsibility
and confidentiality.
While planning and developingits services,
the UOSI SMZ is guided by the
principles of individualized approach
and focus on the beneficiary, and realizes
their rights and needs by providing
professional therapeutic work, counseling
and information, and personal
support to beneficiaries.
The work of UOSI SMZ is based on
preventing institutionalization, facilitating
social inclusion and equal opportunities
for children with difficulties and
persons with disabilities. In our work
we apply a new approach whereby
persons with disabilities and children
with developmental difficulties no longer
adapts to society but, on the
contrary, society adapts to them.In
relation to the outdated medical-rehabilitation
model, we advocate the socalledsocial
model that emphasizes
the elimination of barriers in the society
in order to support equal opportunities
for persons with disabilities.
In March 2019, the Association was
registered in the Register of legal entities
and entrepreneurs providing social
services of the Ministry of Demography,
Family, Youth and Social Policy.
During 2019, UOSI SMZ introduced
the Quality Management System for
civil society organizations - OK 2015,
where our organization was evaluated
by the SMART Association for Civil
Society Development and licensed
mentor for the quality management
system for CSOs, Mrs. Slađana Novota,
as being an association that
has high standards of leadership and
management. The process of introducing
OK 2015 has also shown high
quality in work in all segments of the
organization. The evaluation of the
standard states that the introduction
of OK 2015 showed that UOSI SMZ
puts its developmental focus equally
on working with its beneficiaries, but
also on the communityand all other
stakeholders who contribute to our
mission. The expertise, transparency,
quality and rational management of
the resources we have can serve as
an example of running a non-profit
organization.
KEY ACHIEVEMENTS
The associations of the UOSISMZ are:
Founded and equipped Small House
in Petrinja as a unique community resource
center for non-institutional social
services and psychosocial support
for children with developmental difficulties
and persons with disabilities in
Sisak-Moslavina County.
A small house, size of 200 m2, and with
an outdoor area of 400 m2 was awarded
to the Association on 21st March
2007, thanks to the commitment of the
Regional Office for Displaced Persons
and Refugees in Petrinja, and the Ministry
of the Sea, Tourism, Transport and
Development, and based on the Con-

sent on housing care provision through
lease-contract onthe state-owned
family house within the area of special
state concern.
The small house is presently fully accessible
for persons with disabilities and
has equipped offices for staff, associates
and volunteers, and premises for
social services provision including a
room for occupational therapists, a large
multi-purpose playroom for children with
developmental difficulties, for gatherings
and socializing of beneficiaries and families,
as for creative occupation activities. It
has a small kitchen, a custom toilet and a
landscaped area around the house with
an equipped playground (paths, swings,
benches), all of the above with a high
standard of adjustment for children and
persons with disabilities. All equipment
intended for beneficiaries has quality
certificates to ensure high standard and
safety of beneficiaries.
Thanks to the Office of the United Nations
Development Program (UNDP),
the amount of HRK 170.000,00 has
been invested in the exterior and interior
renovation of the house (joinery,
floors, facade, fence, plastering, central
heating ...). The Ministry of Health
and Social Welfare has equipped the
premises of the Association with a vertically
lifting ramp - an elevator for persons
with disabilities and adjustment
of space to persons with disabilities, in
the amount of HRK 270.000,00, as for
equipment for the work of the Association
(personal computer, notebook,
projector, projector screen, security
system, alarm system, “Verboton” for
speech therapist, etc.) in the amount
of HRK 54.000,00. The playground is
equipped thanks to the companies
Lidl Croatia, Erste & Steiermärkische
bank, and the Embassy of the Federal
Republic of Germany, in the amount
of HRK 117.575,89. In addition, with the
sponsorship of INA in 2012, an exterior
balcony fence of the house was constructed
(HRK 25.000,00). At the end
of 2012, the financing of the Energy Efficiency
Fund included the central heating
on pellets (HRK 44.709,00).
Provision of social and rehabilitation
services for children and young people
with developmental difficulties and personal
disabilities from the cities of Petrinja,
Sisak, Hrvatska Kostajnica, Dubica,
Glina, Novska, Dvor, Topusko, Jasenovac
and smaller rural places belonging to a/m
cities.
Depending on the needs, UOSI SMZ
provides social services in several areas
of the County, depending on the
capacity of the Association, through the
individual work of occupational therapists,
physical and sensory therapists
with children with developmental difficulties
and persons with disabilities, and
through personal support services for
children with developmental difficulties in
educational institutions (learning assistance,
small school, household activities)
and group work for children with difficulties
through playrooms, as well as for

persons with disabilities through creative
workshops and sports games.
In the area of Petrinja, the Association
provides the following forms of support
and services:
- informing and counseling services
- occupational therapy services
- playrooms for children
- creative, recreational and occupational
services
- small school program
- household activities
- respite care
- psychotherapy forums – individual and
group (Petrinja and Sisak)
- Glina, Hrvatska Kostajnica and Sisak)
- home assistance - improving the quality
of life of people with disabilities and older
members of the community (Petrinja, Sisak,
Glina, Novska, Jasenovac and small
rural places)
- organizing volunteer actions and programs
of volunteering
- periodic organization of public events,
forums, roundtables to sensitize the
community (Petrinja, Sisak, Novska, Glina)
- marking important dates related to the
equal opportunities policy of persons with
disabilities (Petrinja, Sisak, Novska, Glina)
- organization of public actions to warn
about existing architectural barriers and
needs for adaptation of public institutions
in the County for persons with disabilities
(Petrinja, Sisak, Novska, Glina)
- periodic participation in consultative
processes and cooperation with all relevant
stakeholders in the Sisak-Moslavina
County and on national level (various
Commissions, working groups, working
in the Alliances andthe LAG)
- professional development and education
of employees
- strengthening the administrative level of
the Association through educations
In the area of the cities of Glina and
Novska, in its branch offices, UOSI SMZ
provides information and counseling
services, socializing with members, plus
in Novska it offers the patronage of an
occupational therapist. In its premises
in Sisak – “Room of Wonders”, on the
address Frankopanska street No.5 –
the Association provides occupational
and sensory integration therapy services.
Established a quality and professional
team of the Association consisting of
occupational therapists, occupational /
sensory therapists, 2 physical / sensory
therapists, B.Sc. teacher, executive director,
head of administrative and financial
services, auxiliary administrative staff,
project manager, project assistant, volunteer
psychotherapists and a network of
registered volunteers aged from 17 to 64
years who provide services based on the
defined Protocol on the conditions and
methods of providing social services of
the Association of Persons with disability
in Sisak-Moslavina County - Small house
The Association paid great attention to
recruiting quality staff and building the
professional and organizational capacities
necessary for the quality provision
of social services.
In order to further improve the work of
all employees, the Association emphasizes
the importance and value of the
procedures and implements the work
on the basis of a defined Protocol on
the manner and conditions of providing
social services of the UOSI SMZ Small
House. The primary objective of the
Protocol is to define precisely the modalities
and conditions for providing social
services to beneficiaries, associates
and volunteers of UOSI SMZ, with the
aim of improving procedures for providing
non-institutional social services

to beneficiaries - children with developmental
difficulties and persons with
disabilities in the County, and it contains:
goals, methods and conditions of social
service provision, description of procedures
for the provision of teaching assistant
services, description of procedures
for the provision of speech therapists,
description of procedures for
the provision of occupational therapist
service, description of procedures for
providing a playroom for children with
disabilities, description of procedures
for providing creative, recreational and
occupation activities for beneficiaries,
description of procedures for providing
information and counseling services
to beneficiaries on social rights, cooperation
with other organizations and
institutions in the County, cooperation
with the Centers for social welfare in the
County, conclusion and appendices.
The Association has a well-developed
cooperation with local self-government,
various institutions and local media
with which it implements projects in
partnership.
Since June 2015, UOSI SMZ has a
signed Protocol/Agreement on support
for children with developmental
difficulties and their families, with the cities
of Sisak, Petrinja and Sisak-Moslavina
County.
The Room of Wonders in Sisak is ensured
and equipped as the first premises
for sensory integration therapy for children
with developmental difficulties
and persons with disabilities in Sisak-
Moslavina County
The Room of Wondersis the first
equipped room for sensory integration
therapy for children and young people
with developmental difficulties that was
opened on 2nd December 2016, after
2 years of intensive work on renovations
and furnishing.
In the arranged space in Frankopanska
street No. 5 in Sisak, children with
developmental difficulties from the City
of Sisak are provided with occupational
therapies in a small cabinet which is an
integral part of the Room of Wonders
and sensory integration therapy is provided
for children from the entire Sisak-
Moslavina County. The stimulating and
calming atmosphere created in these
specially equipped rooms helps beneficiaries
to improve their coordination
and speech skills, but they also have a
relaxing effect on children who are constantly
on the move, and focus the
attention of inactive children.
Since 2019, the Sensory garden of the
Room of Wonders has been an integral
part of this space. By creating a Sensory
garden, the Association has made
it possible to supplement therapeutic
activities in the sense that it enables
children to have sensory experiences
and to interconnect all the senses. Children
with disabilities can, by playing with
plants and with the help of a therapist,
create new adaptive reactions, develop
self-confidence and independence
and experience success.

Inclusive Farm - Establishment of an
Inclusive Farm in Hrastovica as a model
example for an active half-day stay,
respite care and a future center for the
independent living of young and elderly
people with disabilities in the community
The project implements a pilot program
for the establishment of a social farm in
a rural area (Hrastovica near Petrinja),
which will include children and young
people with developmental difficulties
and persons with disabilities, as well as
members of marginalized groups and
volunteers.
It offers an informal forms of education
and enhancement of personal
competences through half-day care
and respite care activities - the target
group will undergo soft skills training –
e.g. identification, breeding, picking and
processing of food, breeding some less
demanding animal species, learning to
work with clay which has a therapeutic
and sensory effect as well as the design
of simpler useful objects for the development
of entrepreneurship and self-sustainability
of the farm, weaving on
a traditional loom and making traditional
products, sewing, metal-forging and
the like. Project idea of UOSI SMZ and

Social Entrepreneurship Development
- Sugar packer
UOSI SMZ has been contributing to
and supporting social inclusion and
employment of persons with disabilities
for years through project activities
and employment incentives to help
them overcome social exclusion and
increase their employability.
In 2019, the Association declared as a
commercial activity a packaging of catering
sugar, for which it previously requested
and was allocated the state
support for co-financing the employment
of one person with disability, in
the value of 75% of the total salary cost
(gross II) for 12 months, from Croatian
Employment Service.
Since June 2019, UOSI SMZ has been
offering this service to catering entities
in the area of Sisak, Petrinja, Dvor and
Glina, and we are seeing an increase in
the number of business clients who, by
purchasing catering sugar from our Association,
allow co-financing a non-subsidized
part of the salary for a disabled
employee.

UOSI SMŽ introduced the quality
system OK 2015
With the introductory workshop and the
appointment of the working group of
the Association of Persons with Disabilities
of Sisak-Moslavina County on Tuesday,
5th February 2019, it officially started
introducing the Quality Management
System for civil society organizations OK
2015, currently the only one available in
Croatia.
The application of the SOKNO system
has shown that civil society organizations
recognize the importance of quality
assurance and, accordingly, in 2014
the SMART Association, with the support
of key stakeholders of the Government
Office for Associations and the
National Foundation for Civil Society
Development and a working group consisting
of representatives of various civil
society organizations from Croatia developed
this new Management System
OK 2015.
The introductory workshop “Introduction
of OK 2015 and support in the
application of the quality management
system in the organization” was held by
the executive director, mentor and consultant
Slađana Novota from the Association
for Civil Society Development
SMART. Employees, members of the
Board, volunteers and partners of the
Association of Persons with Disabilities
of Sisak-Moslavina County were introduced
to the OK 2015 system and the
self-assessment process, educated on
the necessary steps for successful introduction
and implementation of quality
management system OK 2015, and on
example of 2 quality areas educated on
the manner and implementation of detailed
self-assessment.
The workshop immediately appointed
a working group within the Association,
which during several months in 2019
conducted self-assessment in 4 basic
areas of quality (organizational management
strategy, human, financial and
material resources, communication and
environmental relations and the results),
and in their sub-areas of quality, so
that this makes a total of 17 self-assessments
and an additional 4 as part of
the general requirements.
OK 2015 as a Quality Management
System for civil society organizations
contributes to the Association in fulfilling
legal obligations, improving the planning,
organization and communication of
the organization, it is useful as an aid in
reporting to donors and contributes to
the credibility of work. The introduction
of Quality Standards enables the target
groups and beneficiaries of the Association’s
services to carry out better activities
and obtain a better service.
At the Small House in Petrinja, the Room of
Wonders in Sisak, our branch offices in Glina
and Novska, the Inclusive Farm in Hrastovica,
the ceramic atelier Clay-story and in the
Association’s relocated administrative office
at Hanžekova 19 in Petrinja, we offer over 30
different project services and activities, and
we emphasize this as special importance of
the Association because we are working on
continuous and innovative development of
social services in Sisak-Moslavina County.

In accordance with the legal obligation on
the governing bodies and the manner of
performing activities in the associations,
defined by the Law on Associations and
the Statute of the Association, UOSI SMZ
takes into account the division of competences
between the management (and
supervisory) and operational levels.
The main governing body is the Assembly,
which approves the activities,
annual plans and reports. It has 15
members-delegates who are representatives
of the members of the Association,
and they are elected in proportion
to the cities and municipalities of the
County.
The main governing body between the
two sessions of the Assembly is the Management
board, which regularly meets
and makes strategic decisions on the activities
of the Association, of which there are
minutes and supporting documentation.
In addition to the Management Board,
a Supervisory Board has been set up
whose responsibility is to oversee the entire
business. It consists of three members
of the public sector and associations.
For the operational project management
and coordination of the projects and
professional activities of the Association
responsible are the Executive Director of
the Association, who along with her professional
knowledge has experience of
project and organizational management
(project planning, organization of work of
employees and associates, establishment
of work procedures, management of
the activity plan and budget management),
and Head of administrative and
financial services, who is also the Head
of EU projects in the Association. In 2019,
the Association expanded its project
administration team by employing the
project assistants and project manager.
The persons authorized to represent the
Association are the President, the Vicepresident
and the Executive Director.

Report on the work of the
Assembly of UOSI SMŽ in 2019
ACTIVITY REPORTS AND
AMENDMENTS TO THE STATUTE
ACCEPTED AT THE REPORTING
ASSEMBLY IN 2018
The regular reporting session of the
Assembly of the Association of Persons
with Disabilities of Sisak-Moslavina
County was held on 14 April 2019. Aleksandra
Milković, the Executive Director
of the Association submitted the Report
on the work of UOSI SMZ in 2018,
which was again printed for members
of the Assembly in a brochure, and it is
also available for viewing on the Association’s
website www.uosismz.hr.
Manda Šalić presented and explained
the Financial Report and emphasized
that the Association did not encounter
financial difficulties, it provided sufficient
funds for all planned activities, salaries
of employees and contractual experts.
The Association duly settles all financial
and other obligations, but unfortunately
the contracting parties have debts
of approximately HRK 1 million to us.
“We hope that this will be settled otherwise
we will have to take some drastic
measures and present to the public
the irresponsible and negligent work of
the competent ministries through the
media,” said Šalic. Manda Šalić informed
the attendees of the obligation
to complete the 2018 Questionnaire
on financial management and control
system function.
The Report of the Supervisory Board was
submitted by Sanja Lovrenović, pointing
out that the work of the Association
is getting better and more successful

the number of approved projects and
services it provides throughout the
county, likewise by the amount of revenue
and the number of beneficiaries,
members of the Association and the
number of employees. Mrs. Lovrenović
commended the Association for its
proper and transparent documentation
management. The Executive
Director A. Milkovic informed the participants
about the proposal to amend
Articles 12 and 13 of the Statute of the
Association, which is necessary due to
the fact that the Association is about to
start with the first activities of the Inclusive
Farm, since the contract for the
project “Inclusive Agricultural Chain” financed
by ESF was signed on26thof
March 2019. The existing Statute does
not define goals and activities related to
agriculture, as well as for the expansion
of economic activity in relation to the
one stated in the Statute. The 2018 reports
and amendments to the Statute
were adopted unanimously.

A regular annual session of the Assembly
of the Association of Persons with
Disabilities of Sisak-Moslavina County
was held at the “Small House” in Petrinja
on Saturday, 23rd of November
2019. The President of the Association

Dijana Smajo in the introductory part of
the session addressed the work of the
Association in the current year, while
Aleksandra Milković, the Executive Director
of the Association, initially gave a
brief report on the work of the Association
in 2019.
“As far as projects are concerned, we
have carried out 17 project activities
and are still implementing them, and
this is indeed a respectable figure for the
Association which today has 46 employees.
Unfortunately, I have to say that
we will probably have a reduction in
the number of employees sometime
in the third month of 2020, because at
this moment we cannot promise anything
regarding the continuation of the
project called “Make a wish“,where we
have 20 women employees. From
29th February 2020 onwards, they will
most likely find themselves again at the
Employment Service after two years
of being employed. Not by our mistake,
but because the Governing Bodies
1 and 2 have not yet announced
the second call for proposals. As part
of the first call, we have already been
approved and cannot apply again. So,
only after the first project ends we have
to wait for the second call for applications,
so that we can then run again for
the same project” Milković said, adding
that this project proved to be of multiple
benefit - both for women who found
employment through it, and for the 150
beneficiaries of the much-needed assistance.
Of the projects that have made further
progress this year, she emphasized the
personal assistance project. “This year,
we expanded personal assistance with
additional eight disabled people to a
total of 12, so that we have 12 personal
assistants. Now we are collecting new
data on candidates who need personal
assistance and also collecting related
documentation, so that in the next call
for proposals we intend to apply for,
we can hire even more personal assistants,
since unfortunately this need is
constantly increasing in our county.”,
Milković pointed out.
In addition to its own projects and regular
activities of the occupational therapy,
sensory therapy, Small School program
and learning assistance cabinets,
the Association has also participated
in several projects as a partner. “With
the Green Gold ecology association
as partners, we participated in another
meaningful European project called “Inclusive
agricultural chain. “We are also
partner to the public open college Croatian
Home in the project “Culture for
All”, where we recently premiered the
first inclusive play, which was created
in our Association and starred by our
young members. We had other small
project activities like “Summer sports
camp”, so we really looked to offer
programs for all beneficiaries”, Milković
added.
This year, the Association also worked
intensively on its Inclusive Farm project.
“We paid the requested amount for the
legalization of the existing facilities and
now we are waiting to get a decision
from the City of Petrinja that all documentation
has been resolved and then
we can start obtaining the electricity
connection. We are already connected
to the water supply network. The Local
Board of village Hrastovica has donated
a separate water connection to
us and provided a free water supply, at
least in this initial phase of the project as
donations are raised and charity events

are organized to raise funds. Through
the Intervention Plan announced earlier,
we will finance all those project activities
related to infrastructure - such as
greenhouses, establishing orchards,
setting up wooden houses, toilets and
everything else, but what we cannot
finance through the project is the Day
Care Center. That is why we started
humanitarian initiatives and actions”,
Milkovic reported.
Ivana Salic said more about the first
such humanitarian action, intended for
the roof of the Inclusive Farm, which will
be held in Zagreb on December 14th
2019. One of the items on the agenda
of the regular annual session of the
UOSI SMZ Assembly was the revision
of this year’s financial plan of the Association,
explained by Manda Šalić.
“As for the financial plan, last year we
planned HRK 7.897.000,00. It was not
an unrealistic plan but, on the contrary,
it would be very realistic, however
what happened? All the results of the
calls for proposals to which we applied
were delayed. We already have information
that we have been approved
for some projects, but they will not be
realized until 2020. So, we did not plan
something that we would not be able
to accomplish if everything was approved
on time, but as everything in our
country is late - and so it is in this case
- we proposed a budget revision at the
Management Board and the Supervisory
Board, and we reduced it for HRK
2.800.000,00”, Šalić said.
The rebalance was unanimously
adopted, as was the report of the Supervisory
Board, and the Association’s
Work Program, Operational Plan and
Financial Plan for 2020.

Service description: The inclusive
agricultural chain is an integrated
unit consisting of 3 thematic areas

The program consists of two
parts: theoretical and practical. The
program was implemented through
a total of 15 workshops + 1 workshop
of the theoretical part at the
beginning, which was an introduction
to sustainable plant breeding (on
the Recycled property in Vukomerić
since the educator in this program
was from the Association ZMAG).
The practical part was consisted of
14 workshops lasting a total of 75
hours during which participants acquired
the basic knowledge, skills,
competencies and attitudes necessary
for the cultivation of mini vegetables,
aromatic/spicy herbs and
edible flowers. The practical part of
the program was conducted at the
City Gardens of Sisak.

school was postponed for five (5)
children who, considering their year
of birth, continued in the new project
of Small School.Assistive technology
and assisted communication within
the project were used by the Association
in occupational therapy, especially
in activities aimed at 32 children
with developmental difficulties
who have problems with communication
and difficulties in speech and
language development. The wider
community also benefited from the
fact that several educational support
workshops for teachers and teaching
assistants were held on the methodological
application of assistive technologies
in educational work, and
employees of partner schools Mate
Lovrak in Petrinja, Elementary School
Galdovo and Elementary School
Glina, and additionally schools from
Hrvatska Kostajnica, have also been
strengthened through internal education
in their schools. Through this
project, in addition to education partners
also received work equipment
from the Association: ABC maestro
- software, keyboard CLEVY, tablet
with bag, headphones and USB
stick. The equipment is used in educational
work with children with developmental
difficulties.

contributes to the prevention of institutionalization

with disabilities, elderly, disadvantaged

them with support in everyday

In addition to 4 employees with
disabilities in the Association, Rozana
Pentek from Petrinja has also found
a new job since 1 June 2019. Today,
at the age of 41 with 100% disability
that occurred at the age of 28 when
suffered a stroke, she spent 12 years
at the employment office as an unemployed
person with a disability until
the last year, when the Association
gave her the opportunity to work for
6 months through public work in the
“Clay story”.
The Association used the opportunity
for the state subsidy in co-financing
employment of persons with disabilities
amounted to 75% of the total
salary cost (gross II) for 12 months,
and employed Rozana on the new
job offilling catering sugar, which is
also the first attempt of the Association
to start social entrepreneurship
and economic activity.

Service description: The project
implements a pilot program of establishing
a social farm in a rural area
that will include children and youth
with developmental difficulties and
persons with disabilities, as well as
members of marginalized groups
and volunteers. By organizing inclusive
volunteering and working with
different stakeholders, the project
improves community life, develops
social services, creates job opportunities,
and reduces unemployment,
the risk of poverty and the risk of social
exclusion for persons with disabilities
and other vulnerable groups.
These are informal forms of education
and strengthening of personal
competencies through activities of
shortened daily rest and respite care
- the target group will undergo training
on soft skills – e.g. recognizing,
breeding, picking and processing
food, breeding some less demanding
animal species, learning to work
with clay which has both a therapeutic
and sensory effect, and designing
of simpler useful items for the development
of entrepreneurship and
self-sustainability of the farm, weaving
on a traditional loom and making
traditional products, sewing, metal
forging and the like.

During 2019, the Association had
257 members registered in the database,
of which 33 were newly registered
during the 12 months of the last
year, and 24 of them were children
and young people with developmental
difficulties and disabilities.
At the time of enrollment, their parents
and members themselves
were introduced to the rights from
the social welfare and pension insurance
system, benefits for people
with disabilities. During the year, in
addition to information, members
are assisted in scheduling medical
examinations, writing applications,
scanning and sending letters and in
all other needs for assistance they
express towards the management
and administration of the Association.
Administrative assistance is also provided
as part of regular weekly shifts
in the Association’s offices in Novska
(Mondays) and Glina (Wednesdays).
The work in Novska is co-financed by
the City of Novska by assigning offices
and paying overhead costs and
allocating financial resources from
the budget through the Call for proposals
for Associations (in 2019 in the
amount of HRK 15,000.00).
Work in Glina is also sponsored by
the City of Glina by providing work
space and paying overheads.
VOLUNTEERING AND VOL-
UNTEER PROGRAMS IN THE
ASSOCIATION
The Association has a valid Quality
Label that allows it to participate in the
European Solidarity Corps program
as an organization that can host foreign
volunteers and a coordinating
organization in the same program.
During 2019, the Association participated
in various trainings on volunteer
management, including foreign
volunteers and on inclusive volunteering;
Modul I: 11-12 April 2019; Module II:
25-26 April 2019 - The Sisak Local
Democracy Agency organized the
Training for Volunteer Coordinators
from the Sisak-Moslavina County,
which is intended for employees

organizations who use or are just
planning to start using volunteers in
their work.

Martuljek - volunteer Center Osijek,
together with partner organizations
from Ireland, Germany, Belgium, Denmark
and Slovenia organized an international
training on measuring the
impact of volunteering on social inclusion
within the project “Making it matter”.
Trainers and experts from partner
organizations offered through education
new perspectives and views
on social inclusion, presented and
tested a new tool for measuring the
impact of volunteering on social inclusion,
presented stories of successful
examples of inclusive volunteer programs
from these partner countries.
The training also provided space for
making new international contacts
and offered space for exchanging
experiences with volunteer program
organizers and volunteer centers.
The coordinator of volunteer programs
is Ivana Šalić.

Volunteer work has a special importance
in our organization. All programs
that we implement are aimed
at children and young people with difficulties
and persons with disabilities.
Working with them requires an individual
approach which becomes a challenge
in working with larger groups. It
is the volunteers who make it easier
for our beneficiaries to participate in
all activities, and in addition to helping
them by volunteering, the experience
that volunteers gain is invaluable.
The main goal - to develop new volunteer
programs, improve existing
ones, reward volunteers, involve new
members and external associates in
the activities carried out by the Association
and expand the network of
volunteers.

WORLD DOWN SYNDROME DAY
– 21 MARCH 2019
Every 21th of March of the year marks
World Down Syndrome Day. The celebration
of World Down Syndrome Day
aims to make the world aware of this disorder
and at the same time encourage
people to have greater respect for the
rights of people with Down syndrome.
By better understanding and improving
their position in society, we can improve
the quality of life of these persons.

Three years ago, UOSI SMZ decided
to mark this day by spending time with
our members with Down Syndrome
in a way that we want to show the community
and our citizens that they can
be active members of society. They
show this by serving in one of the cafes
in our county, and we called the whole
event “Coffee with an excess chromosome
and the most beautiful smile in
the world.”
We started from Sisak 3 years ago,
in 2017 we were in Petrinja, in 2018 in
Novska, and this year we returned to
Sisak, where we hung out at the Disco
Club Grill in Sisak, on Thursday, March
21.
AUTISM AWARENESS DAY - THE
ASSOCIATION HOSTED THE
NATIONAL PROJECT PLAYFUL
PEDAL
to the Sisak-Moslavina County she
was greeted by cyclists - members of
the Recreational Cycling Association
“SWANS” from Sisak. After the welcome
gathering at the Ciglarska graba
in Sisak, Maja cycled with the participants
of the gathering and the circle
of honor through the center of Sisak.
After the bike ride, we held a themed
session with Maja Bonačić at Ciglarska
graba. To several parents, professionals
and citizens who came to support
the celebration of Autism Awareness
Day, Maja talked about emotions of
children from the autism spectrum.
The emphasis was on the importance
of emotional literacy and emotional development
of children within the spectrum.
Early intervention involves a lot of
work on noticeable developmental delays,
but what about the hidden world
of emotions? What about emotional
development? What about emotional
intelligence? How to find a balance between
numerous therapies and healthy
emotional development of children in
the spectrum. When it comes to children
with autism, the world usually sees
only autism forgetting that the children
are still in focus, and that they are only
children. And that we need to listen to
their needs and give them a chance to
express themselves.
On the eve of April 2, which is the
World Autism Awareness Day,UOSI
SMZ hosted the project Playful Pedal
2019, as part of which we hosted Maja
Bonačić, Master of Psychology and
play therapy practitioner, who deals
with psychological assessment, early
intervention and play therapy with children
diagnosed with autism spectrum
disorders.Maja came to Sisak by bicycle
from Zagreb, and at the entrance

THE SCHOLARS OF THE SMALL
SCHOOL
In the Small House of UOSI SMZ in
Petrinja, on 29 August the graduation
ceremony was held for the participants
of the Small School, which
marked the end of the project “Today
my voice is heard” funded through the
“Tender for projects of education of
children and youth for the school year
2018/19.” with the approved funds of
the Ministry of Science and Education
in the amount of HRK 185,879.59. The
main emphasis of the project was on
the use of assistive technology and assisted
communication in educational
work with children with developmental
difficulties and disabilities. It included
the Small School and Learning
Assistance programs, as well as occupational
therapy in the Association for
the entire duration of the project. This
time, 20 children with disabilities from
all parts of our county - Sisak, Petrinja,
Sunja, Petkovac, Hrastovica, Glina,
Budaševo, Voloder and Hrvatska Kostajnica
- were included in the Small
School and Learning Assistance program.
Of them, 14 children attended
the Small School, and 6 children were
enrolled in Learning Assistance. In the
Small School program, children with
disabilities spent 153 hours, and 68
hours were used to help with learning.
Five children were enrolled in the regular
class department with an individualized
approach. A special class department
with an individualized approach
enrolled three children, and school
was postponed for five of them, who
are (along with new children, by year
of birth) candidates for the new Small
School program, if the Ministry of Science
and Education approves the
Association to continue the project in
the next school year.
PROMOTED INCLUSIVE FARM
PROJECT AND SPACE
On 20 September 2019, as part of the
celebration of the European Mobility
Week, UOSI SMZ in cooperation with
the Ecology Society “Green Gold”, the
Association of Teachers in Cateri-ng
Education (UNUO) and the Association
“KAS” organized socializing of children
with developmental difficulties
and persons with disabilities, and the
promotion of space and projects of
the Inclusive Farm in Hrastovica as a
future Center for half-day stay and
independent living of persons with disabilities.
The project was presented by Dijana
Smajo, President of the Association,
Saša Balen Andrić, President of the
Ecology Society “Green Gold” and
Ivana Šalić, leader of the first project
on the Inclusive Farm funded by
Reach for change Croatia, as well as
Vedran Habel, President of UNUO
who is already a joint partner in the
project Inclusive Agricultural Chain.
On behalf of the City of Petrinja, the
project was welcomed and offered
support by Viktorija Kaleb, Deputy
Mayor of Petrinja.

The KAS Association responded to
the invitation for gathering in Hrastovica,
bringing its horses and presenting
the activity of therapeutic riding, which,
like the future activity, is also planned
on our Inclusive Farm.
Friends and partners from the Association
of Teachers in Catering Education
(UNUO) took care of the warm
salty and sweet snack. Under the expert
guidance of Vedran Habel, the
“Zlevka” in various salty and sweet
variants was prepared by Damir and
Robert, persons with disabilities who
have acquired knowledge in the Association
with which they can be able to
work andfeel useful in the community.
The cheerful and young boys of the
Tamburitza ensemble TAMAN from
Petrinja were in chargeof the entertainment
part of the event, and at
one point our versatile employee Ivana
Šalić joined them.
WORLD CEREBRAL PARALYSIS
DAY
On 6 October 2019 in Sisak, the World
Cerebral Paralysis Day was marked by
UOSI SMZ by promoting physical activity
and its impact on the quality of life
of persons with cerebral paralysis. A
group walk was performed on Ciglarska
graba.
AN EDUCATIONAL WORKSHOP
MARKED WORLD OCCUPATIONAL
THERAPY DAY
The Association of Persons with Disabilities
of Sisak-Moslavina County
marked the World Day of Occupational
Therapy (October 29) with an
educational and practical workshop
(held on 28th October 2019) with the
title “Feel the world around you”.
For their day, occupational therapists
employed in the association: Marta
Križanić, Veronika Muža and Jasmina
Mekanović in a slightly different way
presented to all interested parties all
the problems faced by children who
do not receive important information
from the environment due to difficulties
related to their senses, and
pointed out their feelings caused due
to that fact. Parents and members of
the Association, educators and the
professional team of Kindergartens
Sisak Stari, Sisak Novi and Petrinjčica,
Rehabilitation Center Komarevo and
primary schools Dragutin Tadijanović
from Petrinja and Braća Bobetko
from Sisak responded to the invitation.
The exercises in the workshop were
designed in such a way as to “take
away” one sense (usually visually), in
order to bring the situation and feelings
of children with disabilities as
close as possible to adults with regular
health development. Exercises in
the field of communication and development
of speech and language
skills through assistive technology
(switches, interactive wall, pictures
made in the Boardmaker program),
graphesthesia (ability to recognize
what is drawn on the skin; usually on

the back, but also on the palm, which
we then transfer to paper ), graphomotor
skills (ability to write - where
we need a combination of other
skills: visual perception, fine motor
skills of the hand, especially grip and
oculomotor skills, gross motor skills
(moving around the room on various
tactile surfaces, obstacles, stairs,
without holding but with blindfold),
olfactory system (smell recognition
with visual system switched off), stereognosis
(recognition of objects by
touch without visual contact)….

OPPORTUNITIES” WAS HELD

On Saturday, 14th December 2019,
starting at 4:00 am the sports-humanitarian
initiative called ‘Stairway
to roof’ was held in the building of
Zagrepčanka at Savska 41 in Zagreb.
Panda man performed the Everesting
discipline in the building: 107
climbs - 25 floors – 52 430 steps. The
goal of ‘Stairway to roof’ was to raise
funds for the Association of Persons
with Disabilities of Sisak-Moslavina
County, which will finance the roof
of our inclusive farm. The farm is designed
as a Center for the residence

Sisak and residents of the Rehabilitation

Center, poets Marijana Kihalić and
Goran Terzić also presented their
poetry.

text for the play, which is originally
based on the story “Grandfather and
Tail”, was written by Maja Latinčić, a
member of the UOSI SMZ. She has
been writing since she was six years
old. She mostly writes love poems
because, as she says “love is the only
force that can beautify the world.” In
addition to poems, she is currently
writing a novel for youth, with the
working title “Incompatibly compatible.”
At the “Evening of Equal Opportunities”,
Maja introduced herself with
the love poem “The Reason of My
Life” and the text “Trolley”, which was
actually a strong final message of this
evening. The idea of the Association
is to organize such an “Evening of
Equal Opportunities” every year.
The hosts from the Association of
Persons with Disabilities of Sisak-
Moslavina County, at the “Evening of
Equal Opportunities” performed their
theatre play “Our Happy Garden”,
which was created as a result of this
project. Maja, Marin, Andrej, Luca,
Viktorija, Luka, Mateo, Toni, Ana,
Eva and Marija rehearsed and prepared
the play through about twenty
workshops with Ivana Šalić and Kata
Perković, who have been working

ASSOCIATES IN 2019
The Association of Persons with Disabilities
of Sisak-Moslavina County is continuously
working to intensively motivate and
expand the network of associates.
We are members of the Croatian federation
of associations of cerebral and child
paralysis, the Union of the federations of
persons with disabilities of Croatia, one of
the founders and members of the Croatian
Union of Associations of children with
developmental difficulties, persons with
disabilities and their families (Croatian Union
of Association of OSIce).
We are signatories to the Agreement on
joint appearance and cooperation with
the following associations: the Association
of the blind persons of Sisak-Moslavina
County from Sisak, the civic initiative My
City of Sisak, the Diabetic society of the
city of Sisak, the Association of disabled
workers of the city of Sisak and the Association
for therapeutic riding “Kas” Sisak.
During 2016, we are one of the founders
and signatories to the Agreement on
establishing of the Platform 53. Platform
53 consists of the Civic Activism Association,
UOSI SMZ, the Youth Association for
the promotion of creativity, development,
informatics and socializing, the youth
association “New World“ from Luščani,
Association for assistance to the elderly,
Association for assistance and care for
the elderly and disabled “Star”, Association
of Croatian military disabled persons

IN 2019
The Association of Persons with Disabilities
of Sisak-Moslavina County is continuously
investing in the development
of human resources and strengthening
of organizational capacities of all employees
in the project-administrative and
expert team. The trainings relate mainly
to the personal and professional development
of employees, as well as to the
development of organizational capacity
of the Association. Their impact is evident
in improving the quality of services,
improving work performance and in
the noticeable progress of the Association’s
internal capacities in planning,
managing and executing development
interventions in a professional and systematic
manner by all employees.
