4 KIUC CURRENTS
Energy conservation practices benefit all KIUC members and our community by
reducing energy costs and improving the quality of our environment. To help our
members save energy and money, Energy Wise offers members several energysaving
programs designed to help manage energy costs. Two of these programs, the Solar Loan
Program and the Solar Rebate Program, are described in detail in this issue.
The Solar Loan Program offers zerointerest loans to members who want to change
their existing electric water heater to a solar water heating system, or replace an
existing nonfunctional solar water heater at least 15 years old. KIUC pays the interest
for the participant. The participant repays the principal over five years. No down
payment is required. KIUC has partnered with Kaua‘i Community Federal Credit Union
and the County of Kaua‘i Housing Agency to provide funding for the loans.
The Solar Rebate Program provides an $800 rebate incentive for customers who
want to replace their existing electric water heater with a solar water heater, or
replace an existing nonfunctional solar water heater at least 15 years old.
and have an existing electric resistance water
heater. New construction does not qualify.
The loan can be used to replace existing solar
water heaters that are more than 15 years old.
2. Contractor Bid/Credit
Application
Contact one of the Energy Wise Participating
Contractors to get a bid for your solar system.
You need to know how much you want to borrow.
Once you know how much the system will cost,
complete a credit application. Applications can be
picked up at either KIUC or KCFCU. You also can
call KIUC and we will mail you one. Once you
have completed the credit application, return
it to KCFCU.
3. Loan Approval
Loan approval will be based on a combination
of factors, including income, credit and
employment history. You will be notified by the
lending partner who accepts the application
whether you qualify.

4. System Installation
You will be contacted in writing when your loan
is approved. Contact your contractor and show
the approval letter from your lender to the
contractor. The contractor will complete a KIUC
Incentive Application, which you must sign, and
will forward the application to KIUC.
Once KIUC receives the completed application,
KIUC will mail you an authorization letter that will
advise you to contact your contractor and arrange
for system installation.
5. Schedule a PostInstallation
Verification
Your contractor will notify KIUC after the system
has been installed. KIUC will call you to schedule a
postinstallation verification to verify the system
meets KIUC standards.
You will need to be present at the verification to
sign a Verification of Installation form. This will be
used to notify your lender that the installation has
been completed.
6. Loan Payments/Billing
You will be billed monthly by the lending
institution that issued your loan. Loan
payments must be made directly to the lending
institution. Payments for the loan will not
appear on your KIUC electric bill, and loan
payments for solar systems cannot be mailed to
KIUC or paid in our office.
Frequently Asked Questions
Q: Am I required to get multiple bids from
contractors?
A: KIUC does not require you to submit multiple
contractor bids. However, pricing for solar
water heating is very competitive and prices
can vary wildly between contractors. It is a
good idea to shop around to get the best
price and to learn as much about solar water
heating as you can.
Q: Can I choose a contractor who is not
on the list?
A: No. Systems installed by nonparticipating
contractors or systems installed without
following the Energy Wise loan process
cannot be qualified for a loan. All
participating contractors on the list have
agreed to abide by program standards and
will work with the loan process.
Q: Do I have to make a down payment on the
solar system?
A: You are not required to pay the contractor a
down payment for the system. KIUC is
offering 100percent financing at no interest
to qualifying customers. The contractor will
be paid the full amount for the system after
KIUC has verified it has met program
specifications.
Q: What about the rebate program?
A: KIUC knows customers like choices. The solar
rebate program is still available if you would
like to have a rebate instead of a loan. You
have a choice of either a rebate or an
interestfree loan.
Q: Where can I call if I have questions about
the loan process?
A: You can call the KIUC Energy Wise hotline at
808.246.8280 or 808.246.8284 Monday
St. Theresa School Celebration
National Catholic School Week celebrations include an energysaving
retrofit project from KIUC’s Commercial Energy Services team.
6 KIUC CURRENTS
Photos by Maile Moriguchi
Students at St. Theresa School were buzzing
with excitement on February 2. Mayor Bernard
Carvalho was paying them a visit as part of the
National Catholic School’s weeklong celebration,
“Catholic Schools: A+ for America.”
The week included a career day on Monday,
a community clean up on Tuesday, the mayor’s
visit followed by a mahalo ceremony for a new
lighting retrofit program on Wednesday, and a
special mass on Friday.
St. Theresa School, an accredited
nondiscriminatory institution, was founded more
than 60 years ago by the Kekaha plantation
community to provide quality education for the
west Kaua`i community, from Koloa to Mana. The
school’s mission is to provide rigorous course
study for multicultural students in preschool
through middle school, with a focus on developing
the whole child: body, mind and spirit.
Average enrollment at St. Theresa School is 130
students. On February 2, the entire student body
was gathered in the chapel singing hymns and
eagerly anticipating the mayor’s arrival. As the
mayor started walking toward the chapel, the
students began peeking out, squealing with
excitement. As he walked in, he was greeted with
applause.
The mayor attended school at St. Catherine’s in
Kapa`a. He spoke to the students about how,
through faith, things can flow in a positive
direction, and about the importance of
community service and building relationships.

“It’s the little steps that can make a big
difference,” he told the students.
Fitting in perfectly with the mayor’s message of
building relationships and community service was
the school’s retrofit program. Taking the lead on
the project was Darlene Muraoka.
With the school’s facilities and maintenance
committee comprised of parents and community
volunteers, they created a partnership with KIUC.
The project originated from survey visits by KIUC
Commercial Energy Services Specialist Paul
Daniels, who evaluated the energysaving
potential at the school. He determined lighting
was a good place to start.
“Due to the type of existing lighting, LED
(lightingemitting diode) seems the best
alternative and offers the maximum energy
savings,” Daniels said.
John Hodges of JCH Hawai‘i provided the new
lights. Additional funding was provided by grants
from the Hawai‘i Community Foundation and the
Annie Sinclair Knudsen Memorial Fund.
Present at the mahalo ceremony were Tad
Miura, a member of the memorial fund board,
and Uri Martos from the foundation. Also in
attendance was Richard Jose, an alumni and
parent of former St. Theresa School students,
who represented the International Brotherhood
of Electrical Workers. IBEW volunteers provided
expertise and labor to install the lighting.
Paul Daniels commends the school as being proactive
and explained the process of the retrofit project.
A Picture’s Worth...
For this month’s “A Picture’s Worth” we would
like to feature a familiar, but often overlooked,
energysaving technology: window tint. Helping
us highlight this energysaving technology is
Noel Mock, bookstore manager at Kaua‘i
Community College.
Located in Puhi, KCC is the educational center of
higher learning on Kaua‘i. But many may not
realize KCC is a community leader in working
toward greater facility efficiency, but by offering
classes promoting and helping individuals learn to
implement these important technologies.
Noel and other administrators determined that
tinting their sunexposed windows could provide
energy savings by reducing the effects of the sun’s
heat through the windows. KCC saves on air
conditioning by having less heat to remove.
Another benefit is the reduction in store
merchandise losses due to sun fading.
Speaking of merchandise, when visiting the
bookstore I was amazed at the variety of products
and services provided. As part of the University of
Hawai‘i system, the KCC bookstore carries a large
selection of university logo clothing, art and
school supplies.
In addition to catering to students, resort
concierge often direct visitors to the bookstore to
find official University of Hawai‘i gifts to take
home, Noel said.
The community is welcome to come in and shop
for themselves or family and friends abroad. Store
hours are 8 a.m. to 3:30 p.m. Monday through
Friday, except state holidays.
Thank you, Noel, for your assistance, and for
Heat Pump Water Heaters
Equal kWh Savings
Take advantage of KIUC’s $300 rebate and save when you heat your hot water.
We all know how good a long hot shower can feel
after a tough day at work or a long day at the beach.
The modern “automatic water heater” makes
hot water available and a hot shower possible at
all times of the day or night with just a turn of the
wrist. The first water heater dates to 1870 in
England. It wasn’t efficient and could be
dangerous, since there were no temperature
controls and it was unpressurized, but it beat
trekking down to the nearest hot springs, if one
was available, or burning wood or some other
combustible material to heat water for a bath.
Not much is known about that invention, but the
first storage water heater dates to 1889. A
Norwegian immigrant invented the first
commercially available water heater in Pennsylvania.
Edwin Rudd designed the first of what would later
become the modern storage water heater.
While there still may be a few wood heaters
around that were common on the plantations, and
at one time there were dieselfueled heaters on
Kaua‘i, most of the water on the island is heated
with electricity and solar. About one third of the
homes on Kaua‘i have solar water heating. The
average allelectric home on Kaua‘i spends up to
half of its monthly electric use on heating water.
An alternative is a hybrid design—a heat pump
water heater—that uses a combination of
electricity and warm air (energy) removed from
the environment to heat water. On the mainland,
heat pump technology is used within a single unit
to provide both heating and cooling to a home.
On Kaua‘i, heat pumps are best used for heating
water. There are an undetermined number of heat
pump water heaters on Kaua‘i. The technology
here suffered from poor product design, resulting
in questionable reliability, and a lack of
understanding about how the units operated.
Although they are installed by a plumber and the
installation is similar to a conventional electric
water heater, maintenance, troubleshooting and
repair service were nonexistent.

That has changed. Energy prices are remaining
high and for longer periods of time, bringing a
renewed interest to heat pump water heating
technology. The heat pump industry use to consist
of small regional manufacturers without the
ability to widely distribute product or provide
service and repairs.
Recently, large corporations such as General
Electric and Rheem have taken an interest in this
water heating technology and want to expand
availability and provide support services. Energy
Star has created efficiency standards for heat
pump water heaters.
How It Works
Generally, it is easier to move something than
it is to create it. In basic terms, a heat pump water
heater works like a standard refrigeration
unit—an air conditioner or refrigerator—but in
reverse, heating water up to 140 degrees.
As long as the average ambient air temperature
stays above 50 degrees—not a problem on Kaua‘i—
it is less expensive to heat water with a heat pump
water heater than a standard electric water heater.
Estimated Savings
A conventional electric water heater will
consume an average of 3,600 to 4,800 kWh
annually or $1,440 to $1,920. A heat pump water
heater consumes 62percent less energy yielding
a savings of 2,232 to 2,976 kWh or $893 to
$1,190. The cost of a heat pump water heater is
only slightly higher than a standard 50gallon
electric water heater.
Incentives
The federal government is offering a 30percent
tax credit on the total cost of a heat pump water
heater through December 31, 2016. In addition,
KIUC is offering a $300 rebate incentive for the
purchase of any Energy Starrated heat pump
water heater. Only Energy Starrated models
qualify for the KIUC rebate. Payback on the
purchase price and installation cost, with the tax
credits and KIUC rebate, is about 14 months.
Heat Pump or Solar?
Nothing beats solar. Solar water heating can
cut water heating costs by up to 90 percent. A
heat pump water heater cannot do that, but the
price is much lower than solar water heating,
making it a viable alternative when considering
your budget or when solar is not technically
feasible. The ideal location for a heat pump
water heater is a room 10x10x7, or any open
area, such as a carport or a garage.
If your existing electric water heater is in a small
closet, you may need to add venting to the closet
area so the cool air that is rejected by the heat
pump water heater can dissipate. Your installing
plumber can help with location requirements.
Where to Buy
Energy Starrated heat pump water heaters are
available on Kaua‘i from local distributers and
retail outlets. Local manufacturers’ reps can install
and service your heat pump water heater for you.
other guests were shuttled across the muddy field to
gather under a white canopy tent for the ceremony.
Kurt Bosshard’s daughter cut the ribbon at the
dedication as everyone involved with the project
stood wilting next to the damp panels.
This largescale solar project is the largest fully
operational solar electric system in Hawai‘i and
could power up to 300 homes a year. The system
was constructed on five acres of leased land and
includes 5,376 panels.
KIUC believes it can achieve the highest
photovoltaic penetration of anywhere in the
world, which is extremely challenging for an
isolated island power grid. Kaua‘i currently has the
highest penetration of photovoltaics in the state,
ranks nationally in the top five utilities, and on a
sunny day can provide 6 percent of system
demand for energy. With continued rapid
installation of photovoltaic systems, KIUC
anticipates 20 percent of the island’s daytime
demand can be met from photovoltaics on a
sunny day by 2013. Purchased power agreements
KIUC has signed will more the double the island’s
solar capacity.

High penetrations of photovoltaics can have
localized and islandwide impacts on the electric
grid. Localized impacts concern power quality,
caused by the decrease and increase of power
from photovoltaics. On the island, generation
from photovoltaics must be accommodated by
other generators on the system, which react to
maintain frequency. If frequency cannot be
maintained, automatic load shedding will cut off
power to sections of the island.
Current guidelines for distributed generation
recommend no more than 15 percent of
distribution circuit demand be met from
distributed generation. KIUC has some circuits
exceeding 30 percent and wanted to learn how far
it could go before adversely affecting power
quality. Kapa‘a Solar was the coop’s experiment
to learn the physical limitations. KIUC has proven
100 percent of the power needs can be met by
distributed photovoltaics with a solar farm fairly
close to a substation.
If negotiations are successful, KIUC will install
two 500kilowatt photovoltaic systems on two
distribution circuits or could dedicate a single
circuit to the system. For this project, the
distributed generation systems will be installed at
the end of the line instead of being close to the
substation. With the generation systems at the
end of the line, their negative impact on the
circuit could be greater.
KIUC is preparing for installation of a battery to
support the islandwide impact of photovoltaics.
Solar energy is an asset for the people of Kaua‘i.
The cooperative must test the limits to facilitate
continued costeffective integration of these
resources. Photovoltaics are a challenging
resource that produces significantly less electricity
per year than the same sized hydroelectric or
biomass generation facility, highlighting the need
for all types of renewable electricity.
KIUC is in a race against time to get Kaua‘i off
oil. Everyone must be part of the solution. If you
support renewable energy projects, want to
create a strong local economy and build assets
Renewable Outlook
KIUC’s update on projects in progress and completed
KIUC believes the climate change problem and its feared effects are among the most serious of the environmental issues we
face today. As we transition away from fossil fuels, members also benefit from decoupling electricity generation costs from the
volatility in world oil supplies and price. To that end, the board and management of the coop have updated KIUC ’s Strategic
Plan to achieve a high standard of sustainability with regard to power supply, and provide fair and competitively valued rates.
What follows is a concise recap of actions taken, and projects in progress and completed. We currently are operating at more
than 13 percent renewable, but in the next few years are taking action to surpass state and federal requirements to reduce
greenhouse gases. Kaua‘i’s seven hydroelectric power plants provide a steady flow of electricity to KIUC.
Hydro
1/12/11 KIUC signed a memorandum of
agreement with Free Flow Power Corp., which will
allow the two firms to jointly explore
development of hydroelectric energy projects on
Kaua‘i. “This is the first step in a lengthy public
process to explore the viability of several
hydroelectric projects. Our members have long
recognized the hydroelectric potential on Kaua‘i,
and we feel now we have the financial resources
and the proven developer to move forward,” said
David Bissell. The use of reservoirs to support
agriculture and to facilitate a larger percentage of
renewables for Kaua‘i is a crucial component in
the development plan to generate greater than 20
percent of Kaua‘i’s electricity needs from new
hydroelectric facilities. If successful, these
generation assets will be owned by KIUC,
providing longterm rate stability under much
more attractive terms than through a power
purchase agreement.
◼ KIUC signed a power purchase agreement
(PPA) with Green Energy Team LLC for a
biomasstoenergy project to be located near
Koloa. This project will reduce Kaua‘i’s
dependence on fossil fuels by 3.7 million
gallons per year, and provide biomassfired
generation to serve the energy needs of more
than 8,500 Kaua‘i households.
◼ KIUC continues to work toward the
development of a second biomasstoenergy
facility.
In March, KIUC issued an invitation to propose a
20MW biomasstoenergy facility for parties who
have been trying to bring biomass facilities online
successful, KIUC will submit a PPA to the Hawai‘i
Public Utilities Commission by the end of May.

Maximizing Efficiency
Extending the life of GT2
with an overhaul and restoration
To maximize the efficiency and useful life of its
generation equipment, KIUC stays on top of
maintenance. It is cheaper to keep equipment the
coop already owns in peak condition, rather than
have to purchase a new unit.
KIUC began restoration and overhaul of the
John Brown Gas Turbine (GT2) in August 2010.
The 34yearold turbine/generator had been
overhauled previously, but due to age, elements
and normal wear and tear, the exterior and some
parts had to be completely replaced and the body
rebuilt. The restoration and overhaul took 32
weeks.
A normal overhaul takes a couple of months,
but this was a combination restoration and
overhaul. A few years ago, the Hitachi Gas Turbine
(GT1), a 19megawatt unit, took 26 weeks to be
restored and overhauled.
“The overhaul will extend the life of the unit by
approximately 15 more years,” KIUC Maintenance
Coordinator Shawn deMille said. “Routine normal
preventative maintenance over the next 15 years
will keep GT2 functioning. “
Like a tune up for your car improves gas
mileage, the restoration and overhaul also will
make the unit run more efficiently, deMille added.
Since the restoration, GT2 is getting back to its
original heat rate.
GT2 is KIUC’s secondlargest unit, with an
output of 23 MW. The largest unit is the Kapaia
Power Station at 27 MW.
The Production Department predicts how many
hours each unit will run during the year. That
KIUC’s Grid: A ‘Smart’ Move
Picture many systems talking to one another, back and forth, each component
helping to move electricity to transmission lines, distribution lines and your
home as efficiently as possible.
As an electric cooperative member, you have a
stake in the future of electricity availability,
reliability and efficiency—all the things the new
smart grid technologies are intended to manage.
These technologies can even give you the tools to
control and monitor your energy use. And today,
the Federal Energy Regulatory Commission says,
electric coops are leading the way in the
deployment of smart meter infrastructure
penetration.
Currently, KIUC has a supervisory control and
data acquisition with automatic generation
controls (SCADA/AGC) system. That realtime
operating system automatically controls our
generation to run at its most economic set point
based on current load. It also communicates with
our substations to collect realtime data and
remotely control devices on KIUC’s transmission
and distribution system, such as breakers,
switches and digital relays.
In the event of an outage, SCADA provides the coop
with the status of affected areas and provides
power plant operators with the information they
need to assess the situation and remedy the
problem. With the advent of advance metering
infrastructure (AMI), communications will
continue from KIUC substations to individual
home meters.
In November 2009, KIUC and 26 other electric
cooperatives from 10 states were awarded a $33.9
million matching grant from the U.S. Department
of Energy (DOE) under the American Reinvestment
and Recovery Act (ARRA) for Smart Grid
Demonstration Projects. DOE awarded the National
Rural Electric Cooperative Association’s (NRECA)
Cooperative Research Network (CRN) half of the
project’s total cost of $67 million to test and
develop technologies that operate together to
make the grid more efficient and reliable.
The cost of KIUC’s project is $11 million, of which
$5.5 million is being provided by ARRA.
The project involves replacing about 33,000
meters with smart meters, along with
communications infrastructure that will allow
twoway communication between the meter
and KIUC. AMI will enable KIUC not only to do
meter readings remotely, but to demonstrate
the effectiveness of load control and demand
response options within households, manage
and detect outages to the household level,
and evaluate different rate designs depending
on usage.

The demonstration project—which includes
replacing existing meters with new smart meters
at members’ homes and installing
communications infrastructure—will assess smart
grid effectiveness. It is estimated to last five years:
two years for installation beginning in 2011, and
three years for data gathering and analysis.
In the final stages of vendor selection, KIUC is
looking forward to meeting the challenge of
clearly articulating the benefits of smart meters
moving forward.
A lack of information can breed uncertainty.
Some of you may have seen news reports from
California, Maine and other areas on the mainland
regarding electrosensitivity to smart meter
infrastructure. Like any new technology, smart grid
technology is triggering concerns among a small
segment of consumers. KIUC is vigorously
committed to the safety of its members, and will
make it a priority to address any concerns in the
months to come. If you have questions or
on Kaua‘i. The continued surge in oil prices is forcing sharp increases for
everything from gas at the pump, to food on the grocery shelves
—and your electric bill is no exception.
Photos by Shelley Paik
Most of the electricity we use on Kaua‘i is
generated by engines and turbines that burn fuel.
Buying that fuel is KIUC’s singlelargest expense.
Just like the fuel you buy for your car, the price of
fuel we buy changes every time we buy it. In fact,
it changes so much more often than any of our
other expenses that when the Hawai‘i Public
Utilities Commission (PUC) set the rates KIUC
charges for electricity, it built in a monthly
adjustment that goes up and down with the price
we pay for fuel, for a given efficiency target. This
target has been set to reflect our average system
efficiency, so if we do better than average, the
rate you pay remains based on the average and
KIUC makes more earnings, which are used to
build equity or are returned via patronage capital.
Conversely, if we do worse than average, your rate
remains based on the average and KIUC makes
less earnings or loses money.

How Much Fuel Does it
Take to Make Electricity—
Efficiency Matters
The adjustment for the changing price for fuel
assumes KIUC generates 13 kilowatthours (kWh)
of electricity from each gallon of diesel fuel. Most
people are used to predictions manufacturers
make about the gas mileage they can expect to
get driving their car. Depending on how you drive
your car, you may get slightly better miles per
gallon (MPG) or slightly poorer MPG.
The engines we use that burn fuel to make
electricity work pretty much the same way.
Depending on how we use them, they may
generate a little more or a little less electricity
from each gallon of fuel. For our engines, that
number is called heat rate, not MPG. Unlike MPG,
a smaller heat rate indicates better efficiency,
since the unit of measure is fuel used per kilowatthour
generated.
At KIUC, we use several generators to make the
electricity you need. Some are slightly more
efficient than others, so how much fuel we have to
burn is determined by how many of the less
efficient generators we have to turn on. At night,
when demand for electricity is low, we can get by
running just the most efficient generators. We run
these most efficient generators during the day,
too, but to meet additional demand, we also run
some less efficient generators we can start up
quickly and run as needed.
You might wonder why KIUC keeps these less
efficient generators. The answer is pretty basic:
one, the units are paid for and the cost of
replacement is very high, and two, they are faststarting,
reliable backup units, which we will
always need as an islanded system. It is KIUC’s
current plan to keep them, but run them less as
we bring on more renewables.
Every engine can generate more or less
electricity, depending on how hard we push it.
If we turn it on, but don’t generate much
electricity, it will operate less efficiently. If we push
it too hard, it also will generate electricity less
efficiently. We try to operate each generator in its
“sweet spot,” where it makes the most electricity
with the least amount of fuel.
If We Do Well It Saves You Money
Throughout each day, the staff managing KIUC’s
generators evaluates how much electricity our
members are using and how much each individual
generator is delivering. They consider what is
likely to be happening to electrical demand at a
particular time of day and where each generator is
most efficient. Then the staff decides if they need
to turn on an additional generator or turn one off.
Our staff tries for the maximum efficiency
possible. More often than not, they generate
electricity more efficiently than the factor set by
the PUC in our rates. When that happens, we save
money—and the more money we save, the larger
your patronage capital credit and patronage
capital refund are at the end of the year.
As members, there is something you can do to
help lower everyone’s bills. When members
conserve and use less electricity, we don’t have to
run less efficient, peaking generators. That
improves our efficiency average and, overall, KIUC
uses less fuel to make each kWh of electricity.
It is just like having a car that gets better MPG—
but in this case, all of Kaua‘i benefits.
A measure of the thermal
efficiency of a generator is
computed by dividing the total
Btu content of fuel burned for
electricity generation by the
resulting net kilowatthour
generation. The lower the heat
rate, the greater the efficiency.
chairman of the board of directors. “He accepted
the responsibility for managing the daytoday
operations at KIUC and executed the cooperative’s
strategic plan. He was the right choice. Selecting a
CEO is always a difficult task, but it all comes
down to someone we have confidence in, who
can offer stability to our coop; someone our
employees know, and someone who will hit the
ground running.”
Bissell said he welcomes the challenge of
working with Kaua‘i’s memberowned
cooperative.
“We are in the process of transforming KIUC
into a renewablebased utility,” Bissell said. “I am
excited about the opportunity to help make that
happen. I look forward to working the plan and
moving forward toward a future less dependent
on fossil fuel, balanced with an understanding of
our financial responsibility to our membership.”
Bissell brings nearly 25 years of financial and
electric utility management experience to KIUC.
Prior to joining the cooperative, Bissell served as
manager of financial forecast and reporting for
Cinergy Corp., now part of Duke Energy. His duties
there included preparation and analysis of
financial statements, portfolio optimization,
power outsourcing operations and international
at KIUC on February 23. The board accepted Hee’s
resignation and thanked him for his strong
leadership and many years of service to KIUC and
its predecessor, Kaua‘i Electric.
Since July of 2010, Randy had been recovering
from knee replacement surgery and was unable to
work. He advised the board he believed
rehabilitation of the knee needed to be his first
priority and noted that the leadership team at
KIUC had performed admirably in his absence.
The former McBryde Sugar mechanical
sugar mill’s biomass generators. He worked with
KIUC predecessors Kaua‘i Electric and Kaua‘i
Power Partners (KPP) as operations
superintendent at the Port Allen generation
facility and helped establish the KPP facility.
Hee was elected to the KIUC board in 2003.
When the board finalized the purchase of KPP—
now Kapaia Power Station (KPS)—he stepped
down and completed his master’s of business
administration at the University of Hawai‘i.
In February of 2007, Hee became president and
22 KIUC CURRENTS
Congratulations to directors David Iha, Teofilo
“Phil” Tacbian and Peter Yukimura, who were
reelected to KIUC’s Board of Directors for new
threeyear terms ending March 2014.
Election packets were mailed to 24,727 active
KIUC members on February 25. They had until
noon March 19 to cast their votes, either by mail,
phone or Internet.
At the close of the polls, 6,193 ballots were
cast—549 by Internet and 102 by phone. KIUC’s
election staff and volunteer mail ballot team
worked efficiently to separate the outer envelopes
from the secret ballot envelopes. The outer
envelopes were collated and packed in a container
to be shredded, then the remaining secret
envelopes were opened and the ballots extracted
and separated from the secret ballot envelopes.
The ballots then were prepared for scanning and
processing, which took a couple of hours.
When the counting was completed, the final
results were verified by Merriman River Group,
and the official observer and the candidates were
notified of the election results. The report was
posted shortly thereafter.
The incumbents took the top three spots in the
March 19 election and were inaugurated on
David Iha
When David Iha joined the KIUC board in 2007, he said he believed the
board had a responsibility to set policy and strategic direction. For four years,
Iha says he has been able to look at policies and grapple with issues from a
macro level instead of spending time micromanaging the cooperative. He
believes the updated strategic plan provides a vision for the coop.
Iha is active in Lihu`e Christian Church. He and his wife also enjoy singing
with the Kaua‘i Chorale.
Teofilo “Phil” Tacbian
With his 40 years of experience in government, on boards and commissions,
Teofilo “Phil” Tacbian says he believes with the current makeup of the KIUC
board it will be possible to make a real difference in Kaua‘i’s energy future. He
has been a member of the board since 2005, but is particularly excited about
the renewable energy projects now in the works.
Tacbian’s favorite pastime is spending time with his greatgrandchildren and
boating on the Wailua River.
Peter Yukimura
Peter Yukimura says in the past few years he believes KIUC has evolved into a
better run company, with greater electric system reliability and employees he
admires. He says he sees a positive future for the coop and has high hopes for
the board of directors this year.
Yukimura continues to run his familyowned business. With what leisure time
he has, he plays some golf—although not well, he insists—and spends time
with his family.

Directors direct the cooperative.
CEO’s make executive decisions.
Managers manage the staff and projects.
Staff climbs the poles, answers the phones, pays the bills,
runs the programs, fixes the wires, runs the generators
and publishes this magazine.
Each year three director positions are up for
between you, the member/owners of KIUC, and
the management and staff who operate KIUC.
Elected directors accept the legal obligation to
“prudently represent the interests of the
Directors have to spend time studying
complicated financial and strategic issues. They
have to act in the best interests of all coop
members and not any private interest. They have
Review KIUC’s Performance
To ensure KIUC is achieving its goals, the
Board of Directors continuously monitors the
results of KIUC operations. Each month, directors
review the financial performance of the coop,
Education
KIUC requires every director to attend classes
and pass five courses taught by the National
Rural Electric Cooperative Association leading
to certification as a Credentialed Cooperative
Director.
Most KIUC directors continue their education
through NRECA by taking additional courses
and working toward their Board Leadership
Certificate.
Advocate for the Members
Overarching all of these tasks, directors are
advocates for KIUC members. Their decisions must
reflect the interests, needs and concerns of the
membership as a whole. To that end, directors are
“It was really cool to be part of NRECA’s Annual
Meeting,” Langstaff said. “I learned so much
about the energy industry and how public policy
affects it. And I met people from all across the
country. It was an amazing experience.”
Langstaff worked at the NRECA Congressional
coops in the year ahead by delving into
resolutions from the membership and
participating in the business meeting. It was an
opportunity to listen to worldclass speakers and
cooperative leaders share their insights about
the industry, and to expand their abilities and
learn more about today’s critical issues.
Glenn English, NRECA’s longstanding CEO, urged
attendees to put aside political differences and
“focus on the needs of our membership.”
Certainly, the political environment is different
than any we have seen in the past. Recently, the
National Journal had a piece explaining how in
1982 they began looking at Congress and the issue
of polarization. They concluded that we are looking
at the most polarized Congress in history since they
started reviewing the issue of polarization.
English pointed to another “disturbing” survey
about polarization.
“We had 49 percent of the people in this
country who were surveyed who said they would
rather have an elected official who, in fact, would
not compromise as opposed to one who would,”
English said. “Only 42 percent of the people in
this country said that they wanted an elected
official who would compromise. Well, folks, that
makes it pretty difficult to get anything done, to
get much accomplished.”
English stressed that while we all understand
these are difficult times, and we all appreciate and
recognize that pressures are being brought to bear
in Congress to reduce budget deficits, electric
cooperatives must be willing to do their part.
At the same time, he said “I think we’re
extremely proud of the fact that the RUS Loan
Program, instead of costing our government money
is, in fact, generating revenue for this budget,” he
noted. “In fact, some $65 million was added to the
Treasury as a result of our loan program.”
Cooperative leaders continue to visit Congress,
explaining the cooperative program, the work we
do and trying to help them understand we are
doing our job to help this country grow, to make
certain electric power is available.
To be successful and “take care of business,”
English stressed we need to be united, willing to
work together, have a will to win, be able to work
through differences and, finally, to compromise.
That is what our membership deserves, he
concluded.
