ANNUAL REPORT 2009
Faith and Learning... Celebrating the Journey
1
It is my extreme pleasure to present
the 2009 Huron-Perth Catholic
District School Board Annual Report
to the Ministry of Education, the
Board of Trustees and our community.
I am privileged to be entrusted with
the leadership of our outstanding
Catholic community of learners,
parents, and staff. In our Catholic
school system, I am proud of
the partnership between home, school and parish that
nurtures a Christ-centred environment; provides studentfocused
learning opportunities and supports the growth
of the whole person (Board Mission Statement).
We live out this Mission statement…it is the work of an
entire community that is the foundation of our success.
I am proud of this publication, which demonstrates our
Mission through “voices”, and highlights people in some
of the initiatives, and professional activities of 2009. You
will learn more about their many accomplishments and
hear their “voices” as they provide amazing examples of
who we are in Huron-Perth.
Through these “voices” you will see the Ontario Catholic
Graduate Expectations come to life with experiences that
reflect our goals. Each story or quote represents passion and
commitment to Catholic education and a true celebration
of “faith and learning”.
In addition, I am pleased to share with you the details of our
budget, which demonstrate sound fiscal management and
planning, our achievement results and our Board profile.
In closing, I would like to thank the Board of Trustees
of the Huron-Perth Catholic District School Board for their
support of Catholic education in the Huron and Perth
regions. We are truly a Catholic community committed
to providing the best possible education for our students,
in an atmosphere where faith is central to our presence
and celebrated each day.
Graduate Expectations
Catholic education views human life as an integration of body,
mind, and spirit. Rooted in this vision, Catholic education
fosters the search for knowledge as a lifelong spiritual and
academic quest. The expectations of Catholic graduates,
therefore, are described not only in terms of knowledge and
skills, but in terms of values, attitudes and actions.
A discerning believer formed in the Catholic Faith
community who celebrates the signs and sacred
mystery of God’s presence through word, sacrament,
prayer, forgiveness, reflection, and moral living.
An effective communicator who speaks, writes, and
listens honestly and sensitively, responding critically
in light of gospel values.
A reflective, creative, and holistic thinker who solves
problems and makes responsible decisions with an
informed moral conscience for the common good.
A self-directed, responsible, lifelong learner who
develops and demonstrates their God-given potential.
A caring family member who attends to family, school,
parish, and the wider community.
A responsible citizen who gives witness to Catholic social
teachings by promoting peace, justice, and sacredness
of human life.
A collaborative contributor who finds meaning, dignity,
and vocation in work which respects the rights of all
and contributes to the common good.
CELEBRATING
SUCCESS
in our Catholic Schools
God is able to do immeasurably more than
we ask or imagine, according to his power that
is at work within us. Ephesians 3:20
A discerning believer…
Preparing students to receive the
sacraments of Communion, Reconciliation
and Confirmation invites the help of
families, along with their parish and school
communities. Father Dick Bester helps
to assemble this network of support by
preparing sacramental retreats:
“Father Tom and I lead presentations, then
enlist parent volunteers to host work stations
with activities related to each particular
sacrament. It’s amazing to see the growth
in the students over the course of their Grade
2 year: they come to a sense of sin, of God’s
love and his forgiveness. We relate that to
them in terms of belonging to
a family. Sometimes you need to apologize,
and it’s the same way in the family of
the church. For communion, students develop a real
reverence for the body, blood, soul and divinity of Christ.”
“Each sacramental group is presented to their parish
family at a weekend Mass so the general congregation can
show their support. Preparation very much involves the
home, school and parish together.”
everything around them is new – right from
what to do when the bell rings. Heidi stressed
the importance of our spending one-on-one
time with students. She made us aware of
language comprehension issues that make
tests and homework more difficult. From
explaining fire drills, to special schedules and
marking schemes, she opened our eyes to
many academic and cultural differences. Her
suggestions will help us help our ELL students
even more effectively.”
A reflective, creative and
holistic thinker…
With a little creativity, the basketball team
at Holy Name of Mary School celebrated the
athletic talents of 8 th Grade student Eric Voss
– a wheelchair athlete who played alongside
his able-bodied teammates in the HPCDSB
Tournament for the first time last spring.
Eric explains: “They created two lanes at the
sides of the court for me to play in, with the
able-bodied players in the middle. We each
stayed in our own sections of the court. My
teammates really worked on including me
because they knew I could hit the outside
shots. We played four games that day, and it was a great
experience. I liked being able to play with my friends and
participate, and look forward to playing again this year!”
“Eric has the skills and the talents to play on the team, so
An effective
communicator…
For all those who have wondered
how to best help students learn
English as a second language,
there is Heidy Ramirez-Lopez.
Earlier in 2009, Heidi was a
Grade 10 student at St. Mike’s,
a new immigrant, and a seminar
speaker who talked about ELL
from a students’ perspective.
Teacher Elaine Bancroft says that Heidi’s
insight has helped to change her teaching style:
“She did a tremendous service to me in making
me more aware of the challenges that students face when
we invited him to play, as we would any other student with
his level of ability,” says Mr. Haber, Principal of Holy Name.
“We’re always thinking about ways to create the strongest
level of inclusion for sports when safety is not an issue.”
A selfdirected,
responsible,
lifelong
learner…
Both Huron-Perth Catholic
Secondary Schools now offer
Specialist High School Majors (SHSM),
specialized diploma programs with career-related,
industry-recognized training that can even offer a head
start on post-secondary education. Cody Tiesma graduated
in June 2009 with an Agricultural Technology SHSM
designation from St. Annes:
“I decided to take the Specialist High Skills Major in
Agriculture Technology because it is an excellent course
to learn different things that involve fixing your own
equipment at your own farm. Not only do you learn the
practical aspects of equipment repair but you also get to
earn many certifications along the way. This education
will reduce the number of terrible farm accidents that
you hear about. You gain experience towards how the
machines actually work and how to fix them, then you go
to co-op and work with professionals. I think that this is
an excellent course and I think it could help some bright
young farmer with their bigger plans for the future.”
A caring family
member…
Leslie Hart is a mother of
two who recently registered
her eldest child in Junior
Kindergarten at St. Patrick’s
School in Dublin. She talks about
making the choice:
“Deciding whether to register our child
with the public or the Catholic school board
was an easy decision for us. When weighing our options, we
were immediately struck by the real sense of thankfulness we
saw in the Catholic schools. Students are encouraged to be
thankful for the day, for each other and for the world God has
given them. Most of all, there is a sense that they are loved.
The values we strive to teach our children at home are very
much reflected in the Catholic school environment, and at St.
Patrick’s that comes through loud and clear.”
A responsible
citizen…
In order to support the
Huron-Perth Catholic District
School Board’s implementation
of full inclusion, a Peer Pal
Club was created to help facilitate
social interaction amongst all students
including those with special needs. Teacher
Kristen Schefter is continually surprised by the giving
nature of Peer Pal student volunteers:
“Our volunteers meet with their ‘pals’ a minimum of
eight times each year. Some have also chosen to pursue
activities outside of the school environment, such as
movies, bowling or playing games.”
“Like any other teen, our students with special needs look
forward to engaging in social events with their peers, and
there has always been a strong interest on behalf of
St. Mike’s students to support them. Volunteers will come
find me in the halls to ask when events are happening, or
to see how they can help out.”
A collaborative contributor…
Across the Huron-Perth Catholic District School Board,
teachers are creating environments that improve student
learning in intermediate mathematics, as measured by
the Grade 9 Applied & Academic EQAO scores. But
academic achievement doesn’t begin in Grade 9;
it takes a solid foundation. That’s why elementary and
secondary teachers are working together on the Math
GAINS project. Vince Trocchi, Coordinator of Numeracy,
explains:
“Helping students to achieve is not just the job of Grade
9 teachers, but of the collective up to that point. Success
4
Huron-Perth Catholic District School Board — Annual Report 2009
depends upon the collaboration of teachers in both the elementary and secondary
panels. With the Math GAINS Project, our panel of teachers review student work and
EQAO data, and design instructional strategies that cater to the needs of our students
based in these indicators. We’re currently assessing how to promote problem solving in
mathematics, which is a tremendous opportunity for us to grow as a Board.”
Celebrating Student Leadership…
Inspired by Canadian activist Mark Kielberger of the Me to We organization,
the students at Our Lady of Mt. Carmel school started a social justice club to raise
awareness of global issues such as famine, child labour and the recruitment of child
soldiers. Grade 8 student Jessica
Lavery is club co-chair:
“The Social Justice club has allowed
us to reach out to those in need,
learn about topics that affect
everyone, voice our opinions,
support organizations in need and
learn about world issues outside
of the classroom and surrounding
community. We also have learned valuable leadership skills, learned
to work collaboratively as a team, and most importantly learned to
stand up and be heard. Our ultimate goal is that this project and our
enthusiasm will withstand the test of time and continue to grow and
thrive from year to year.”
The Applause Awards are a chance
for the Huron-Perth Catholic
School Board to celebrate the
efforts and achievements of
students whose actions and
presence in their school makes
a very positive difference.
Winners have been selected
because of their actions in class,
in extracurricular activities, or
through their work with others.
Celebrating Improvements
in Student Achievement…
In an effort to provide specific and targeted help for those students falling below the “Level
3” provincial academic standard, Huron-Perth is responding with what is called a “Level 2
Strategy.” Along with fellow Superintendent Dan Parr, Superintendent JoAnn MacGregor
regularly visits schools to support principals and teachers.
“Our student’s success is our number one priority and
through EQAO analysis, report card tracking, and schoolbased
assessments, we are uncovering information
that will assist us in getting our students to the
Level 3 provincial standard.”
“This monitoring allows principals, in turn, to
work with teachers and students. We are
currently working to close the literacy gap
between boys and girls across the system.
We want both genders to improve,
enhancing some aspects of our program
specifically for boys.”
Voices of
our teacher leaders:
“Catholic Leadership Development
in Huron-Perth is empowering and
Christ-centred. Our Ontario Catholic
School Graduate Expectations and
Gospel teachings lay the foundation
for our students’ religious and
academic needs. Not only does the
succession planning of our Board
inspire the vocation of Catholic
Leadership, it also reiterates the
necessity for teachers, administration
and all support staff to articulate the
essential need for Catholic Education
in Ontario. We are not just trained
to be leaders….we are trained to
be effective, and articulate leaders,
embedding the Gospel values in
everything we do!”
Celebrating Change:
Moodle Technology…
Students familiar with web surfing and social networking are
feeling right at home using a “moodle” – an online learning
environment that’s being piloted at both the elementary and
secondary levels in Huron-Perth.
The moodle is a secure website linked to the Board
server. It allows students to access classroom resources
and assignments from anywhere, as well as post messages
and share their work with classmates. Parents can even log
on to join moodle discussions.
“Becoming involved in Catholic
leadership development with
Huron-Perth has illustrated to me
the importance of recognizing that
we are an extension of the family.
The leadership of today is required
to work with the parish, family and
members of the school community to
optimally serve the students of Huron-
Perth. Service requires a concerted
team effort by all of us to support
and nurture the growth of the whole
person. The Huron-Perth Catholic
District School Board has given
me both the tools, training and the
opportunity to begin my journey
and make a difference in the lives
of our children.”
Dan Peters, Acting Vice-Principal
Blessings for Kenya Trip:
The St. Anne’s students who
traveled to Kenya this past July
visited St. Peter’s Seminary in
advance of their trip to present
their plans to Bishop Fabbro. The
Bishop celebrated Mass with the
students and praised them for their
commitment to the worthy task of
building a school in Kenya.
Celebrating Health and Wellness…
Loretta Ayotte, Coordinator of IT, fully supports the
development: “The moodle is exposing students
to an online environment with which they are very familiar in
other ways – now we are using it as an educational medium
to deliver curriculum. Instead of turning off what they
already know, we are using it as a way to help them learn. It is
a good way to grab their attention!”
The Health and Wellness program in Huron-Perth
is about supporting a healthy workplace environment that
provides employees with motivation and the means to
achieve satisfaction from their work. It offers supports for
health management, life/work balance and prevention tools.
Huron-Perth Catholic strives to create an environment where
employees feel supported and empowered to achieve.
Marguerite Dack, secretary at Jeanne Sauvé Catholic School, provides
a strong, positive influence in promoting health and wellness within the workplace. She
has been active in developing friendly, spirited health and fitness challenges. She is a true
example of a Wellness Champion.
Stuff That Bus:
The second annual “Stuff
That Bus” food drive
was a fitting response
to the 2009 Catholic
Education Week theme,
“Good News for All”, in
which we are called to be “the hands and feet
of Christ”. Four busses travelled throughout
our two counties to collect food donations
and deliver them to local St. Vincent de Paul
chapters.
Celebrating Literacy
and Numeracy!
The Huron-Perth Catholic community
celebrates the opportunity to grow
in our knowledge of reading, writing
and mathematics, along with the
diversity of strengths and learning
styles our students bring to the
program. In 2009, our comprehensive
approach for instruction across K-6
& 7-12 included:
• Using achievement data to
guide our curriculum, so we
know we’re teaching students
in the most effective way
• Ensuring that all teaching staff,
from teachers to principals,
fully understand the needs of
our students
• Bringing Literary Resource
teachers into the classroom,
to support the efforts of our
teachers
• Promoting universal, boardwide
standards for grading
student work
• Using software to help
students learn reading, writing
and math
• Focusing on small group
instruction to meet the needs
of individual students
• Offering strategies to support the
unique learning needs of boys
• Increasing the focus on
problem-solving to teach “real
life” math skills
• Building the lines of
communication between
elementary and secondary
school teachers
• Supporting teachers as they
work to meet the individual
needs of students
• Providing a diversity of math
resources for students with
varied learning styles
• Continuing efforts to close
the achievement gap between
Applied and Academic
Secondary Mathematics
EVALUATING OUR PROGRESS
How are we doing, by
provincial standards?
Within this report, you will read about
some of the programs and initiatives
happening in the elementary and
secondary schools of the Huron-
Perth Catholic District School Board.
Are they making a difference? Our
board’s progress and achievement on
provincially-determined indicators
leads us to conclude that yes, we are
making a difference!
The Ministry of Education tracks every
school board’s progress on several
objective measurements, and reports
this progress on its web-site at www.
edu.gov.on.ca/eng/bpr. The Ministry
also requires school boards to
communicate its progress in the annual
Director’s Report.
We are pleased to report our progress
on these provincial indicators.
This information is valuable to the
community because it provides
parents and community members with
some evidence to judge the quality
of education being delivered in our
schools. This information is also very
valuable to us as educators because it
provides us with information to analyze
our strengths and weaknesses in order to
determine our next steps. We welcome
this accountability as a valuable tool
in pursuing our goal of continuous
improvement in student learning.
We are proud to report that the
achievement level of our students
exceeds the provincial average in all
indicators of student success. Here
is how the Huron-Perth Catholic
District School Board is doing on these
provincial measurements:
“As a faith leader in a Catholic school, I
believe that God is asking us to bear witness
to the Catholic faith and spread the good
news through our actions and words with
everyone around us.
I am called to recognize and respect the
differences amongst staff and students, and
hold strong the belief that everyone possesses
God given gifts. Thus, it is my duty to seek
out those gifts and let them shine for the
betterment of our school community. Catholic
Leadership binds everyone together for a
common purpose, and creates a culture which
is inclusive, caring and reflects the values and
faith of the Catholic Church.”
2008-2009 Operating & School
Financial Highlights of the Year
• 93.1% of the Board’s revenue is derived from grants and taxes received
under the province’s educational funding model i.e. “Grants for
Students Needs”. Funding is driven by the number of students in the
Board’s Elementary and Secondary schools as well as program grants
specific to the Board. Funding is shared between the Province of
Ontario and the amount of taxation received through the local tax base.
• The Board completed the fiscal year in a balanced position without the
use of reserve funds. In the future we will continue to focus our efforts
on ensuring that resources are directed in a manner that supports the
strategic direction of the Board in an effective and efficient manner.
• Salaries and Benefits are a significant component of the Boards costs.
37.5 million dollars is spent on salaries and benefits representing
77% of operating cost.
• The Board continues to experience a decline in enrolment at both
the Elementary and Secondary School level. Overall enrolment has
decreased by 126 FTE or 2.7% from the previous year. This trend is
consistent with that experienced by other Boards in the province
and is expected to continue for the next couple of years.
• The Board continued to receive capital funding under the Good Places
to Learn grants as well as the Ministry of Education’s Energy and
Efficiency grants. The Board has recently completed an energy audit
of all its schools and will be using the information to identify capital
expenditures that will reduce the amount of energy used by the Board.
of respect, caring,
responsibility, trust and
family by weaving them
into regular activities
throughout the school day.
Student leaders from each
