It is my extreme pleasure to present<br />

the 2009 Huron-Perth <strong>Catholic</strong><br />

District School Board <strong>Annual</strong> <strong>Report</strong><br />

to the Ministry of Education, the<br />

Board of Trustees and our community.<br />

I am privileged to be entrusted with<br />

the leadership of our outstanding<br />

<strong>Catholic</strong> community of learners,<br />

parents, and staff. In our <strong>Catholic</strong><br />

school system, I am proud of<br />

the partnership between home, school and parish that<br />

nurtures a Christ-centred environment; provides studentfocused<br />

learning opportunities and supports the growth<br />

of the whole person (Board Mission Statement).<br />

We live out this Mission statement…it is the work of an<br />

entire community that is the foundation of our success.<br />

I am proud of this publication, which demonstrates our<br />

Mission through “voices”, and highlights people in some<br />

of the initiatives, and professional activities of 2009. You<br />

will learn more about their many accomplishments and<br />

hear their “voices” as they provide amazing examples of<br />

who we are in Huron-Perth.<br />

Through these “voices” you will see the Ontario <strong>Catholic</strong><br />

Graduate Expectations come to life with experiences that<br />

reflect our goals. Each story or quote represents passion and<br />

commitment to <strong>Catholic</strong> education and a true celebration<br />

of “faith and learning”.<br />

In addition, I am pleased to share with you the details of our<br />

budget, which demonstrate sound fiscal management and<br />

planning, our achievement results and our Board profile.<br />

In closing, I would like to thank the Board of Trustees<br />

of the Huron-Perth <strong>Catholic</strong> District School Board <strong>for</strong> their<br />

support of <strong>Catholic</strong> education in the Huron and Perth<br />

regions. We are truly a <strong>Catholic</strong> community committed<br />

to providing the best possible education <strong>for</strong> our students,<br />

in an atmosphere where faith is central to our presence<br />

and celebrated each day.<br />

<strong>Catholic</strong> education views human life as an integration of body,<br />

in our <strong>Catholic</strong> Schools<br />

A discerning believer…<br />

Preparing students to receive the<br />

sacraments of Communion, Reconciliation<br />

and Confirmation invites the help of<br />

families, along with their parish and school<br />

communities. Father Dick Bester helps<br />

to assemble this network of support by<br />

preparing sacramental retreats:<br />

“Father Tom and I lead presentations, then<br />

enlist parent volunteers to host work stations<br />

with activities related to each particular<br />

sacrament. It’s amazing to see the growth<br />

in the students over the course of their Grade<br />

2 year: they come to a sense of sin, of God’s<br />

love and his <strong>for</strong>giveness. We relate that to<br />

them in terms of belonging to<br />

a family. Sometimes you need to apologize,<br />

and it’s the same way in the family of<br />

the church. For communion, students develop a real<br />

reverence <strong>for</strong> the body, blood, soul and divinity of Christ.”<br />

“Each sacramental group is presented to their parish<br />

family at a weekend Mass so the general congregation can<br />

show their support. Preparation very much involves the<br />

home, school and parish together.”<br />

everything around them is new – right from<br />

what to do when the bell rings. Heidi stressed<br />

the importance of our spending one-on-one<br />

time with students. She made us aware of<br />

language comprehension issues that make<br />

tests and homework more difficult. From<br />

explaining fire drills, to special schedules and<br />

marking schemes, she opened our eyes to<br />

many academic and cultural differences. Her<br />

suggestions will help us help our ELL students<br />

even more effectively.”<br />

A reflective, creative and<br />

holistic thinker…<br />

With a little creativity, the basketball team<br />

at Holy Name of Mary School celebrated the<br />

athletic talents of 8 th Grade student Eric Voss<br />

– a wheelchair athlete who played alongside<br />

his able-bodied teammates in the <strong>HPCDSB</strong><br />

Tournament <strong>for</strong> the first time last spring.<br />

Eric explains: “They created two lanes at the<br />

sides of the court <strong>for</strong> me to play in, with the<br />

able-bodied players in the middle. We each<br />

stayed in our own sections of the court. My<br />

teammates really worked on including me<br />

because they knew I could hit the outside<br />

shots. We played four games that day, and it was a great<br />

experience. I liked being able to play with my friends and<br />

participate, and look <strong>for</strong>ward to playing again this year!”<br />

communicator…<br />

For all those who have wondered<br />

how to best help students learn<br />

English as a second language,<br />

there is Heidy Ramirez-Lopez.<br />

Earlier in 2009, Heidi was a<br />

Grade 10 student at St. Mike’s,<br />

a new immigrant, and a seminar<br />

speaker who talked about ELL<br />

from a students’ perspective.<br />

Teacher Elaine Bancroft says that Heidi’s<br />

insight has helped to change her teaching style:<br />

“She did a tremendous service to me in making<br />

me more aware of the challenges that students face when<br />

we invited him to play, as we would any other student with<br />

his level of ability,” says Mr. Haber, Principal of Holy Name.<br />

“We’re always thinking about ways to create the strongest<br />

level of inclusion <strong>for</strong> sports when safety is not an issue.”<br />

Both Huron-Perth <strong>Catholic</strong><br />

Secondary Schools now offer<br />

Specialist High School Majors (SHSM),<br />

specialized diploma programs with career-related,<br />

industry-recognized training that can even offer a head<br />

start on post-secondary education. Cody Tiesma graduated<br />

in June 2009 with an Agricultural Technology SHSM<br />

designation from St. Annes:<br />

“I decided to take the Specialist High Skills Major in<br />

Agriculture Technology because it is an excellent course<br />

to learn different things that involve fixing your own<br />

equipment at your own farm. Not only do you learn the<br />

practical aspects of equipment repair but you also get to<br />

earn many certifications along the way. This education<br />

will reduce the number of terrible farm accidents that<br />

you hear about. You gain experience towards how the<br />

machines actually work and how to fix them, then you go<br />

to co-op and work with professionals. I think that this is<br />

an excellent course and I think it could help some bright<br />

young farmer with their bigger plans <strong>for</strong> the future.”<br />

A caring family<br />

member…<br />

Leslie Hart is a mother of<br />

two who recently registered<br />

her eldest child in Junior<br />

Kindergarten at St. Patrick’s<br />

School in Dublin. She talks about<br />

making the choice:<br />

“Deciding whether to register our child<br />

with the public or the <strong>Catholic</strong> school board<br />

was an easy decision <strong>for</strong> us. When weighing our options, we<br />

were immediately struck by the real sense of thankfulness we<br />

saw in the <strong>Catholic</strong> schools. Students are encouraged to be<br />

thankful <strong>for</strong> the day, <strong>for</strong> each other and <strong>for</strong> the world God has<br />

given them. Most of all, there is a sense that they are loved.<br />

The values we strive to teach our children at home are very<br />

much reflected in the <strong>Catholic</strong> school environment, and at St.<br />

Patrick’s that comes through loud and clear.”<br />

A responsible<br />

citizen…<br />

In order to support the<br />

Huron-Perth <strong>Catholic</strong> District<br />

School Board’s implementation<br />

of full inclusion, a Peer Pal<br />

Club was created to help facilitate<br />

social interaction amongst all students<br />

including those with special needs. Teacher<br />

Kristen Schefter is continually surprised by the giving<br />

nature of Peer Pal student volunteers:<br />

“Our volunteers meet with their ‘pals’ a minimum of<br />

eight times each year. Some have also chosen to pursue<br />

activities outside of the school environment, such as<br />

movies, bowling or playing games.”<br />

“Like any other teen, our students with special needs look<br />

<strong>for</strong>ward to engaging in social events with their peers, and<br />

there has always been a strong interest on behalf of<br />

St. Mike’s students to support them. Volunteers will come<br />

find me in the halls to ask when events are happening, or<br />

to see how they can help out.”<br />

A collaborative contributor…<br />

Across the Huron-Perth <strong>Catholic</strong> District School Board,<br />

teachers are creating environments that improve student<br />

learning in intermediate mathematics, as measured by<br />

the Grade 9 Applied & Academic EQAO scores. But<br />

academic achievement doesn’t begin in Grade 9;<br />

it takes a solid foundation. That’s why elementary and<br />

secondary teachers are working together on the Math<br />

GAINS project. Vince Trocchi, Coordinator of Numeracy,<br />

explains:<br />

“Helping students to achieve is not just the job of Grade<br />

9 teachers, but of the collective up to that point. Success<br />

depends upon the collaboration of teachers in both the elementary and secondary<br />

panels. With the Math GAINS Project, our panel of teachers review student work and<br />

EQAO data, and design instructional strategies that cater to the needs of our students<br />

based in these indicators. We’re currently assessing how to promote problem solving in<br />

mathematics, which is a tremendous opportunity <strong>for</strong> us to grow as a Board.”<br />

Celebrating Student Leadership…<br />

Inspired by Canadian activist Mark Kielberger of the Me to We organization,<br />

the students at Our Lady of Mt. Carmel school started a social justice club to raise<br />

awareness of global issues such as famine, child labour and the recruitment of child<br />

soldiers. Grade 8 student Jessica<br />

Lavery is club co-chair:<br />

“The Social Justice club has allowed<br />

us to reach out to those in need,<br />

learn about topics that affect<br />

everyone, voice our opinions,<br />

support organizations in need and<br />

learn about world issues outside<br />

of the classroom and surrounding<br />

community. We also have learned valuable leadership skills, learned<br />

to work collaboratively as a team, and most importantly learned to<br />

stand up and be heard. Our ultimate goal is that this project and our<br />

enthusiasm will withstand the test of time and continue to grow and<br />

thrive from year to year.”<br />

The Applause Awards are a chance<br />

<strong>for</strong> the Huron-Perth <strong>Catholic</strong><br />

School Board to celebrate the<br />

ef<strong>for</strong>ts and achievements of<br />

students whose actions and<br />

presence in their school makes<br />

a very positive difference.<br />

because of their actions in class,<br />

in extracurricular activities, or<br />

through their work with others.<br />

Celebrating Improvements<br />

in Student Achievement…<br />

In an ef<strong>for</strong>t to provide specific and targeted help <strong>for</strong> those students falling below the “Level<br />

3” provincial academic standard, Huron-Perth is responding with what is called a “Level 2<br />

Strategy.” Along with fellow Superintendent Dan Parr, Superintendent JoAnn MacGregor<br />

regularly visits schools to support principals and teachers.<br />

“Our student’s success is our number one priority and<br />

through EQAO analysis, report card tracking, and schoolbased<br />

assessments, we are uncovering in<strong>for</strong>mation<br />

that will assist us in getting our students to the<br />

Level 3 provincial standard.”<br />

“This monitoring allows principals, in turn, to<br />

work with teachers and students. We are<br />

currently working to close the literacy gap<br />

between boys and girls across the system.<br />

We want both genders to improve,<br />

enhancing some aspects of our program<br />

specifically <strong>for</strong> boys.”<br />

“<strong>Catholic</strong> Leadership Development<br />

in Huron-Perth is empowering and<br />

Christ-centred. Our Ontario <strong>Catholic</strong><br />

School Graduate Expectations and<br />

Gospel teachings lay the foundation<br />

<strong>for</strong> our students’ religious and<br />

academic needs. Not only does the<br />

succession planning of our Board<br />

inspire the vocation of <strong>Catholic</strong><br />

Leadership, it also reiterates the<br />

necessity <strong>for</strong> teachers, administration<br />

and all support staff to articulate the<br />

essential need <strong>for</strong> <strong>Catholic</strong> Education<br />

in Ontario. We are not just trained<br />

to be leaders….we are trained to<br />

be effective, and articulate leaders,<br />

embedding the Gospel values in<br />

everything we do!”<br />

Celebrating Change:<br />

Moodle Technology…<br />

Students familiar with web surfing and social networking are<br />

feeling right at home using a “moodle” – an online learning<br />

environment that’s being piloted at both the elementary and<br />

secondary levels in Huron-Perth.<br />

The moodle is a secure website linked to the Board<br />

server. It allows students to access classroom <strong>resources</strong><br />

and assignments from anywhere, as well as post messages<br />

and share their work with classmates. Parents can even log<br />

on to join moodle discussions.<br />

“Becoming involved in <strong>Catholic</strong><br />

leadership development with<br />

Huron-Perth has illustrated to me<br />

the importance of recognizing that<br />

we are an extension of the family.<br />

The leadership of today is required<br />

to work with the parish, family and<br />

members of the school community to<br />

optimally serve the students of Huron-<br />

Perth. Service requires a concerted<br />

team ef<strong>for</strong>t by all of us to support<br />

and nurture the growth of the whole<br />

person. The Huron-Perth <strong>Catholic</strong><br />

District School Board has given<br />

me both the tools, training and the<br />

opportunity to begin my journey<br />

and make a difference in the lives<br />

of our children.”<br />

Blessings <strong>for</strong> Kenya Trip:<br />

The St. Anne’s students who<br />

traveled to Kenya this past July<br />

visited St. Peter’s Seminary in<br />

advance of their trip to present<br />

their plans to Bishop Fabbro. The<br />

Bishop celebrated Mass with the<br />

students and praised them <strong>for</strong> their<br />

commitment to the worthy task of<br />

building a school in Kenya.<br />

Celebrating Health and Wellness…<br />

Loretta Ayotte, Coordinator of IT, fully supports the<br />

development: “The moodle is exposing students<br />

to an online environment with which they are very familiar in<br />

other ways – now we are using it as an educational medium<br />

to deliver curriculum. Instead of turning off what they<br />

already know, we are using it as a way to help them learn. It is<br />

a good way to grab their attention!”<br />

The Health and Wellness program in Huron-Perth<br />

is about supporting a healthy workplace environment that<br />

provides employees with motivation and the means to<br />

achieve satisfaction from their work. It offers supports <strong>for</strong><br />

health management, life/work balance and prevention tools.<br />

Huron-Perth <strong>Catholic</strong> strives to create an environment where<br />

employees feel supported and empowered to achieve.<br />

Marguerite Dack, secretary at Jeanne Sauvé <strong>Catholic</strong> School, provides<br />

a strong, positive influence in promoting health and wellness within the workplace. She<br />

has been active in developing friendly, spirited health and fitness challenges. She is a true<br />

example of a Wellness Champion.<br />

Stuff That Bus:<br />

The second annual “Stuff<br />

That Bus” food drive<br />

was a fitting response<br />

to the 2009 <strong>Catholic</strong><br />

Education Week theme,<br />

“Good News <strong>for</strong> All”, in<br />

which we are called to be “the hands and feet<br />

of Christ”. Four busses travelled throughout<br />

our two counties to collect food donations<br />

and deliver them to local St. Vincent de Paul<br />

chapters.<br />

Celebrating Literacy<br />

and Numeracy!<br />

The Huron-Perth <strong>Catholic</strong> community<br />

celebrates the opportunity to grow<br />

in our knowledge of reading, writing<br />

and mathematics, along with the<br />

diversity of strengths and learning<br />

styles our students bring to the<br />

program. In 2009, our comprehensive<br />

approach <strong>for</strong> instruction across K-6<br />

& 7-12 included:<br />

• Using achievement data to<br />

guide our curriculum, so we<br />

know we’re teaching students<br />

in the most effective way<br />

• Ensuring that all teaching staff,<br />

from teachers to principals,<br />

fully understand the needs of<br />

our students<br />

• Bringing Literary Resource<br />

teachers into the classroom,<br />

to support the ef<strong>for</strong>ts of our<br />

teachers<br />

• Promoting universal, boardwide<br />

standards <strong>for</strong> grading<br />

student work<br />

• Using software to help<br />

students learn reading, writing<br />

and math<br />

• Focusing on small group<br />

instruction to meet the needs<br />

of individual students<br />

• Offering strategies to support the<br />

unique learning needs of boys<br />

• Increasing the focus on<br />

problem-solving to teach “real<br />

life” math skills<br />

• Building the lines of<br />

communication between<br />

elementary and secondary<br />

school teachers<br />

• Supporting teachers as they<br />

work to meet the individual<br />

needs of students<br />

• Providing a diversity of math<br />

EVALUATING OUR PROGRESS<br />

How are we doing, by<br />

provincial standards?<br />

Within this report, you will read about<br />

some of the programs and initiatives<br />

happening in the elementary and<br />

secondary schools of the Huron-<br />

Perth <strong>Catholic</strong> District School Board.<br />

Are they making a difference? Our<br />

board’s progress and achievement on<br />

provincially-determined indicators<br />

leads us to conclude that yes, we are<br />

making a difference!<br />

The Ministry of Education tracks every<br />

school board’s progress on several<br />

objective measurements, and reports<br />

this progress on its web-site at www.<br />

edu.gov.on.ca/eng/bpr. The Ministry<br />

also requires school boards to<br />

communicate its progress in the annual<br />

Director’s <strong>Report</strong>.<br />

We are pleased to report our progress<br />

on these provincial indicators.<br />

This in<strong>for</strong>mation is valuable to the<br />

community because it provides<br />

parents and community members with<br />

some evidence to judge the quality<br />

of education being delivered in our<br />

schools. This in<strong>for</strong>mation is also very<br />

valuable to us as educators because it<br />

provides us with in<strong>for</strong>mation to analyze<br />

our strengths and weaknesses in order to<br />

determine our next steps. We welcome<br />

this accountability as a valuable tool<br />

in pursuing our goal of continuous<br />

improvement in student learning.<br />

We are proud to report that the<br />

achievement level of our students<br />

exceeds the provincial average in all<br />

indicators of student success. Here<br />

is how the Huron-Perth <strong>Catholic</strong><br />

a school-based Faith Development<br />

Day <strong>for</strong> all school staff. The<br />

celebration of the Eucharist, prayers,<br />

large group work, individual<br />

reflection and faith-building are all<br />

part of the focus <strong>for</strong> the day. Faith<br />

Development Days offer a chance to<br />

follow in the footsteps of Christ.

Financial Highlights of the Year<br />

• 93.1% of the Board’s revenue is derived from grants and taxes received<br />

under the province’s educational funding model i.e. “Grants <strong>for</strong><br />

Students Needs”. Funding is driven by the number of students in the<br />

Board’s Elementary and Secondary schools as well as program grants<br />

specific to the Board. Funding is shared between the Province of<br />

Ontario and the amount of taxation received through the local tax base.<br />

• The Board completed the fiscal year in a balanced position without the<br />

use of reserve funds. In the future we will continue to focus our ef<strong>for</strong>ts<br />

on ensuring that <strong>resources</strong> are directed in a manner that supports the<br />

strategic direction of the Board in an effective and efficient manner.<br />

• Salaries and Benefits are a significant component of the Boards costs.<br />

37.5 million dollars is spent on salaries and benefits representing<br />

77% of operating cost.<br />

• The Board continues to experience a decline in enrolment at both<br />

the Elementary and Secondary School level. Overall enrolment has<br />

decreased by 126 FTE or 2.7% from the previous year. This trend is<br />

consistent with that experienced by other Boards in the province<br />

and is expected to continue <strong>for</strong> the next couple of years.<br />

• The Board continued to receive capital funding under the Good Places<br />

to Learn grants as well as the Ministry of Education’s Energy and<br />

Efficiency grants. The Board has recently completed an energy audit<br />

of all its schools and will be using the in<strong>for</strong>mation to identify capital<br />

expenditures that will reduce the amount of energy used by the Board.<br />

Mother Teresa Faith in Action Awards:<br />

The Mother Teresa Faith in Action Awards are<br />

presented at the System Mass held during <strong>Catholic</strong><br />

Education Week. This award recognizes individuals<br />

who witness their faith; create nurturing, Christcentered<br />

learning environments; promote social<br />

justice, awareness and action; and celebrate the gifts,<br />

self worth and potential of each student.<br />

Bishop’s Dinner:<br />

Last June, <strong>HPCDSB</strong> staff attended the First <strong>Annual</strong><br />

Bishop’s Dinner at which The Most Rev. Ronald Fabbro,<br />

Bishop of London, brought messages of hope to an<br />

audience that filled the London Convention Centre.<br />

This year’s theme, “The Word of God”, stressed the<br />

dynamic presence of Jesus in the life of the Church.<br />

representatives from the L’Arche community and<br />

the introduction of the Peer Pals mentoring program.<br />

Deanery Dinner:<br />

The 2009 <strong>Annual</strong> Deanery Dinner at the Mitchell Golf<br />

& Country Club featured Father Con O’Mahoney of St.<br />

Michael Parish in Waterloo, speaking on the theme<br />

“Building Home-School-Parish Relationships”. He noted<br />

that <strong>Catholic</strong> schools and their relationship with parents<br />

and their parish plays a pivotal role in student faith<br />

<strong>for</strong>mation.<br />
