Wow. If it had been scheduled a week earlier, our first Road<br />

Racing Event of the year would have been utilizing Class SSP...<br />

After the chilly starts of the solo and racing season, this,<br />

the last week of April finally has the blood flowing to<br />

really start enjoying motorsports. If your favorite weekend<br />

vehicle is still under the tarpaulin... shame on you! lets<br />

get that motor revving, say the heck with this $4.00 a<br />

gallon (you’re not going to be able to do anything about it<br />

anyhow!) and start enjoying the many motorsports activities<br />

on schedule with the NER SCCA in the upcoming months.<br />

After, the few double issues we had in the later part of 07, PIT talk is once again<br />

up to speed and trying to get back on schedule (we try to close the 25th of every<br />

month). During the Annual Meeting, the green light was given for a go-ahead,<br />

with PIT TALK, business as usual. I couldn’t help but feel, that PIT TALK needs to<br />

economize somewhat also, just like many other aspects of the <strong>New</strong> <strong>England</strong> <strong>Region</strong>.<br />

How do we do that without loosing quality content?<br />

Well, you’re already looking at it.. the point size of the publication has dropped<br />

down a bit on all copy, allowing more verbiage per page, therefore, a few less pages<br />

needed to print. Results have been reduced as well.<br />

When I first started my tenure with PIT TALK, I had a number of recommendations<br />

form our plus 45-year olds, that the type size was too hard to read, therefore the<br />

type size was increased. As the years<br />

progressed, even with my graded <strong>IN</strong> <strong>THIS</strong> <strong>ISSUE</strong><br />

bifocals, I noticed, that if anything, Here to Speak My Mind...............................4<br />

The two Granatelli/Chapman Indy turbines. Joe Leonards’<br />

68, and Parnelli Jones ‘67 in the rear. Back when innovation<br />

was the challenge at Indy... not cookie cutter racers.<br />

By now, we’ve all seen Michael McDowell’s incredible crash at<br />

Texas. (If not, where have you been? He was even on the Ellen<br />

DeGenere’s show). This was an example of safety working as it<br />

was designed. The soft wall absorbed the impact. Although the<br />

car flipped multiple times, the internal safety cage held as the car<br />

dissipated energy during the rolls. The HANS device and seat kept<br />

him in place.<br />

Unfortunately, on the same weekend, a driver Shane Hammond was<br />

killed during a Midget race at Thompson Speedway in Connecticut.<br />

From the April 7th issue of the Hartford Courant: “Hammond’s<br />

car launched after touching wheels with Chris Leonard’s, became<br />

airborne and sailed over the 4-foot high concrete wall that rings the<br />

track. After clearing the wall Hammond’s car hit a billboard that<br />

stands above the wall in the turn, partially knocking down the red<br />

Budweiser Racing sign. Leonard’s car ended up flipped in turn 4. It<br />

was unclear if Hammond’s car impacted directly with the stanchion<br />

holding the billboard upright. Hammond’s car was entirely over the<br />

wall and caught in the billboard when rescue personnel arrived.”<br />

This might be a case of a racing series racing at the wrong track.<br />

Thompson’s designed for NASCAR Modifieds and other big<br />

racecars. These vehicles are heavy enough to smash through the<br />

billboards, whereas a Midget car doesn’t have the mass. As I’ve<br />

said before, it’s up to us as competitors to decide if the situation<br />

we’re in is safe or not. Don’t let our desire to compete cloud our<br />

common sense.<br />

On the Road: Here in Connecticut, there have been a number<br />

of fatalities amongst teenage drivers (and their passengers) over<br />

the past year. The M.O. is the same. Young inexperienced driver +<br />

fast car + driving over their limits = disaster. A familiar formula that<br />

has played itself out generation after generation. What can we do?<br />

It seems to me that one of the ingredients is a fast (cool) car that<br />

the young driver feels necessary to drive fast on<br />

the road. Maybe we can reach out to our local<br />

schools to publicize our events and get these<br />

young drivers (and their parents) to join us at the<br />

track, a SOLO event, a Rallycross, or a Rally. Not<br />

only would we be giving the young driver a safe<br />

outlet to express their ‘need for speed’ but we<br />

could also help train them to drive their cars and<br />

encourage them to drive safely on the road.<br />

The Indy Turbines<br />

In 1967, Andy Granatelli and Parnelli Jones<br />

showed up at the Indy 500 with a revolutionary<br />

side-engined, 4-wheel drive, turbine power<br />

car. Dubbed ‘Silent Sam’, the car skimmed<br />

silently around the track with the 4-wheel drive<br />

keeping it anchored in the turns. We all know<br />

the story, after qualifying 6th, Jones and the<br />

car dominated most of the race only to suffer<br />

a gearbox failure due to a $6 part with less<br />

than 10 miles to go. The car coasted into the<br />

pits, as A.J. Foyt avoided a huge accident in the fourth turn to win<br />

the race for the third time.<br />

1950’s and early 1960’s. Yes, yes,<br />

ancient history, agreed, but relevant<br />

nonetheless.<br />

While the world center of open<br />

wheel racing is, was, has been and<br />

arguably will continue to be Great<br />

Britain there was a growing need to<br />

accommodate cars and drivers here.<br />

The SCCA took a look at the Brits<br />

and European classes and seemed<br />

to think, well, that looks ok but we<br />

need to tweak it a bit. Remember,<br />

“over there” they had F1, F2 and<br />

F3 by 1963 while we still were<br />

recognizing the 500cc F3, Formula<br />

Libre and F. Junior. So the SCCA<br />

instituted FA, FB and FC. But they<br />

were not exactly the equivalents of<br />

their counterparts across the Atlantic.<br />

For instance, F1 had no provision<br />

for a 5,000cc stock block pushrod<br />

AmuricanV8 motor, but FA did.<br />

Another for instance, while F2 and FB<br />

were both capped at 1600cc, they<br />

were in fact very different animals as<br />

“they” used a pure racing developed<br />

engine while “we” demanded a<br />

production based lump. And their<br />

F3, at 1,000cc, as a restricted intake<br />

engine but over here we allowed<br />

displacements up to 1,100cc, a<br />

whole additional 100cc. What ?<br />

Why ? Well, remember the previous<br />

class F Junior ? It was 1,100cc. And<br />

there were plenty of those cars in<br />

Brabham BT18 Formula B<br />

the US needing a place to<br />

race, so to accommodate<br />

them the displacement<br />

was raised to 1,100cc<br />

making any current F3<br />

car uncompetitive with it’s<br />

intake restricted formula<br />

versus our 1,100cc<br />

anything but turbo or supercharging<br />

goes. They had literally a one choke<br />

Weber, actually a Weber 2 throat<br />

downdraft with one side blanked off !<br />

These motors became the much loved<br />

Screamers of the mid-late 1960’s F3<br />

era. Great gangs of 10,000rpm nonwinged<br />

tube frame spindly formula cars<br />

slipstreamed their way around Europe’s<br />

and <strong>England</strong>’s tracks amusing both their<br />

drivers and spectators.<br />

So we had FA, big booming domestic<br />

V8’s, FB was reasonably sophisticated<br />

production based 1,600cc engines<br />

from Lotus [the ubiquitous Twin Cam],<br />

Alfa and a few others, and our FC took<br />

the ex-1,000cc and new 1,100cc pure<br />

race motors from their previous F2 cars.<br />

Confused ? Yeah, me to, and I lived it!<br />

The FC of the time utilized Cosworth<br />

SCA [Single overhead cam A series,<br />

carbureted 1,000cc] and SCA [Single<br />

overhead cam C series 1,100cc fuel<br />

injected] motors to good affect.<br />

Now while all this foolishness was<br />

going on a quiet revolution had<br />

happened, and that revolution<br />

continues essentially unchanged to this<br />

day.<br />

The appearance of Formula Vee, or<br />

FV, changed many things in North<br />

American open wheel racing. 1963<br />

saw the first appearances of the<br />

1,200cc VW powered and suspended<br />

and gearboxed cars<br />

with the first FV National<br />

Championship being<br />

awarded to Lewis Kerr<br />

in 1964. In the next few<br />

years names like Ray<br />

Caldwell, Bill Scott,<br />

Ok, so you know already! The snow has caused so<br />

many problems this year; it almost seems that people<br />

are surprised that is actually does snow in <strong>New</strong><br />

<strong>England</strong> in the winter.<br />

With the real early start of the <strong>New</strong> Hampshire Motor<br />

Speedway, all you drivers with their cars under banks<br />

of …snow…it is no wonder that <strong>New</strong> <strong>England</strong> <strong>Region</strong>s<br />

first and only official Pre-season tech session was less<br />

that successful.<br />

We did though, still have a good time. There is<br />

nothing better than greeting and shaking hands of<br />

competitors and other Scrutineers. The E-mail thing<br />

gets static after a while. On that note, I want to thank<br />

all of the tech team that made it to Walpole and I want<br />

to thank Dick Shine Racing again for the use of the lot.<br />

By the time you are reading this, you the driver,<br />

probably have contacted someone on how to get<br />

your car inspected. Your probably also wondering<br />

why there was only one pre-season tech inspection.<br />

Trust me I have heard form a lot of unhappy folks.<br />

The #1 reason is staffing. Yes…like Flagging<br />

& Communications, Like Timing & Scoring, Like<br />

Registration…Tech is low on help. I know that you<br />

all have heard me beat this drum…well now its time<br />

to deal with the<br />

outcome.<br />

take time to cultivate a competent Scrutineer, or<br />

Flagger so, while these people are welcome, more<br />

is needed.Remember…It’s your club! Become the<br />

solution, be apart of it!<br />

Ok, enough of my speech…I will do the best that I can<br />

to make every fun and fulfilling. I hope that we get<br />

some nice warm and sunny weather so the …snow…<br />

goes away.<br />

On March 1 st , conditions for the March 9 th Slip-n-<br />

Slide RallyCross were perfect. Two and a half feet<br />

of packed snow awaited at the Lodge at Belmont<br />

for the fifty plus RallyCrossers to come and play.<br />

Just before the weekend, temperatures warmed<br />

and several inches of rain fell on Saturday turning<br />

the site into the world’s largest snow cone. The<br />

consistency of the snow became small ice balls that<br />

would not support the weight of the race cars. The<br />

all wheel drive tractor had bogged several times<br />

but was able to dig itself out, an advantage the<br />

rallyx cars would not have. At<br />

10 PM on the eve of the event,<br />

organizers began calling all<br />

those that had pre-registered<br />

and spread the bad news….<br />

event postponed! The<br />

following 3 weeks were no<br />

better and any hopes for a<br />

March RX were gone.<br />

April’s event was<br />

scheduled for the Rochester<br />

Fairgrounds in NH. A<br />

week and a half before<br />

the event, half of the horse<br />

track and infield were<br />

covered with snow and several days of rain were<br />

forecast. Two years ago at Rochester, the event<br />

was called at noon because the spring thaw and<br />

rains made the track impassible for the majority<br />

of the cars. Bad memories began to come to the<br />

surface of my brain. Fortunately, Mother Nature<br />

realized she owed us one after her March tantrum.<br />

Instead of the rain, we got ten straight days of 50-<br />

70 degree sunny weather and the track thawed<br />

and dried; and dried too much. At times during<br />

the event, cars could not be seen through the thick<br />

cloud of dust kicked up.<br />

The Rochester RX was a good event, filled with<br />

unorthodox goings on. 2008 is a growing year<br />

for NER RX with new names filling key positions.<br />

With any changing of the guard comes training<br />

and growing periods. The morning went off pretty<br />

much as expected. The course was set, running<br />

60% on the infield and 40% on the horse track.<br />

The infield is notorious for building berms due to<br />

the sandy consistency. The finish approach was<br />

a trip across the infield and then a few turns on<br />

the clay/ash horse track. A coin flip decided<br />

that the all wheel classes would run first. They<br />

completed three runs with some minor course<br />

changes. The two wheel drives took the track as<br />

the wind changed and all hell broke loose in the<br />

scoring trailer. Not only did the dust cause false<br />

finish signals, but then blew through the starting<br />

lights causing false starts too. It was just too much<br />

for the new timing crews to catch finish and start<br />

falses at the same time. After multiple reruns and<br />

false signals, the lunch whistle was blown after<br />

two runs.<br />

The dust and wind direction caused a lunchtime course<br />

change which reversed the finish to move from the<br />

horsetrack to the infield to avoid the ash dust. That worked<br />

well to eliminate the dust errors with the lasers. The tighter<br />

corners of the afternoon relay led to course degradation<br />

issues requiring moves between each run. That’s part of<br />

the training process, learning to read how the radius of<br />

the corner works with the ground texture to be enduring or<br />

easily displaced.<br />

The final runs of the day utilized much of the horse track<br />

with a slalom that was nearly a<br />

quarter of a mile long, raising<br />

heart rates and wearing out<br />

the arms of the drivers. As the<br />

dust settled and the scoring<br />

team finalized times, the rest of<br />

the bunch stacked and hauled<br />

cones.<br />

The Toyota RallyTruck of Scott<br />

Beliveau made its final start and<br />

after trailing Roger Borlase’s<br />

Subaru by 1.4 seconds at<br />

lunchbreak, got down and dusty<br />

and pulled out the class win over<br />

the Subes. In Prepped 4wd,<br />

Don Grant had the measure<br />

of the class, besting Barry<br />

Zimmerman and others in the<br />

all Sube class. In Modified<br />

4wd, Warren Elliott complained<br />

all afternoon about the long<br />

technical slalom being too<br />

slow, but he managed to use<br />

that to put distance between<br />

himself and most of the rest of<br />

the class on his way to the class<br />

win. Warren’s teammate Justin<br />

Baltrucki was second in the Audi<br />

vs Sube class.<br />

Saturday April 12 saw mostly sunny skies with<br />

temps in the mid 60’s here in Central Mass, but<br />

Solo had the first event of 2008 on THE following<br />

day, Sunday the 13 th , under far less stellar skies,<br />

rain, wind, temperatures, grip, and a few other<br />

things that go bump in the sump.<br />

143 drivers made the Sunday trek to Devens to<br />

get the cobwebs out of both mind and vehicle. The<br />

retained course started with a small left kink to up<br />

and back one secondary runway, then feeding<br />

into to a right sweeper to the main runway, and<br />

then back to the finish. It was a good test for<br />

looking ahead, honing slalom skills (5 different<br />

ones to navigate), crossovers, and 2 turnarounds.<br />

Overcast skies during a.m. registration held<br />

temps to somewhere in the low to mid 40’s,<br />

and it looked like it would be a “primer<br />

grey” day, but perhaps dry. Computer and<br />

timing issues resulted in first kart off much<br />

later than expected, but the skies also<br />

darkened and rain started just as first drivers<br />

started off the heat. The light rain persisted<br />

throughout that group, adding considerable<br />

time to run the first half of the course, as<br />

no dry line could be created. After maybe<br />

half of the first heat had made first runs with<br />

more than a few DNF’s and sod-farming<br />

excursions, the decision was made to shorten the<br />

first section of runway by some 15-20 seconds in<br />

the interest of both time and sanity. With Murphy’s<br />

Law in play, we all knew that by the end of first<br />

heat it was going to be just a 3-run day.<br />

The rain stopped right at the end of first heat (woe<br />

was us), with the sky remaining overcast, but the<br />

temp and humidity also started slowing dropping<br />

over the hours. Between third and fourth heat,<br />

the skies had cleared nicely, the sun was out,<br />

but noticeable gusts was constant (note your<br />

wind-burn face on Monday), and my guess is<br />

temps were not much above<br />

36 degrees, giving a wind<br />

chill of perhaps a low<br />

20. Even with layers of<br />

clothing, it was “crisp”<br />

to say the least…Wiley, do you own any long pants?<br />

Bud and Lynn Collins from the far away Mid-west<br />

attended, driving their black Pontiac Solstice to a<br />

second and third respectively in the CS class, with Matt<br />

Poynter spoiling their day and took top CS by .299,<br />

which also netted Matt Top in Pax. Further down in CS,<br />

Rob Mills will have some splainin’ to do as he whooped<br />

dad Chris by over 4 seconds in their MR2 to take a<br />

fourth, just out of the trophies.<br />

DS saw a close finish, with Scott Thursby in a Mazda<br />

Speed3 edging David Gott’s BMW by .013. In ES,<br />

Jim Woodburn stayed clean on all his wet runs to take<br />

ES, while both Joe Funke and Bill Brundige wound up<br />

second and third by succumbing on all wet runs to<br />

spins or otherwise DNF’s. First heat also had GS with<br />

a well-subscribed 12 entries. Josh Parker taking the wet<br />

ride with Hoosiers to first. Robert Lipton, visiting <strong>New</strong><br />

<strong>England</strong> from the San Francisco <strong>Region</strong>, took third with<br />

his second generation Neon ACR. GS also saw Stanley<br />

Gorham debut his new Mini, after retiring his old IT car,<br />

and took eight despite a pylon penalty. I guess Club<br />

Racers can be taught new tricks!<br />

Hard luck of the day went to Mike Condict in BSP, who<br />

saw his Evo engine give up and had to be trailer’d out,<br />

yet he managed to keep top spot with just 2 runs, and<br />

G Stock’s David Fitzwater, who had 2 spins in one run<br />

and was the recipient of “limp-home” mode computer<br />

issues with his Civic Si. Honorable detention goes to a<br />

few corner radios’ that seemed to toggle into “receive<br />

only” mode during heat 4.<br />

FSP saw a close battle, with Wiley Cox edging Neil<br />

Schelly by a little over a tenth of a second. Jason<br />

Towne in FP, sporting new EFI, Hoosier 05’s and stiffer<br />

suspension on his vintage 260Z, figures he needs to<br />

dial it in better, letting Bob Lang take that class by over<br />

7 seconds. The WPI FSAE crew was there,<br />

with Cody Wojcik driving the Techmobile<br />

to a full 8 second gap over his<br />

fellow techmate, Scott Duncan.<br />

The closest “almost had ya’ ” was STS,<br />

where Bob Guenther in his Protégé<br />

stayed ahead of Jonah Erickson and<br />

his Civic by a mere .008 to take<br />

second, with Igor Romashko breezing 3.7<br />

seconds quicker for the Gold. STX saw Josh<br />

Pesch in first by .246 over Charlie Thompson<br />

in the JCW Mini, who finally relaxed enough<br />

to take second by .092 including a 1 pylon<br />

penalty, over Aaron Lee in a WRX, on his final<br />

run.<br />

SM had 11 drivers, with Chris Travis in his<br />

“Honduh Cibic” powering over the star of<br />

the festive “Cooking with Corrales” Show, PJ<br />

Corrales, by 1.860 seconds. All Junior Karts<br />

had a wet course in the morning, and Sarah<br />

Bowin managed top kart time in her FJA<br />

Elite/Sprint at 65.9 seconds on her third run.<br />

Just behind her was Megan Woodruff by only<br />

3 tenths.<br />

Mike Leruhuh, attending the event at the request<br />

of friend and last years Novice Stock runner-up<br />

Champion Zack Wolkoff, took first in Novice<br />

with his AS Honda S2000 by just .096 over<br />

Dave Kickerly in his SM BMW 323i. Interesting<br />

of note, is that most of the Novices managed<br />

their best PAX time on their third run. Honorable<br />

mention to Aaron Telage in the Novice STX<br />

Mini S, who after taking in the advice and<br />

suggestions from someone nameless, nailed his<br />

third run to improve overall by 8 seconds, but<br />

fell victim to a late cone call that moved him<br />

from a trophy fifth to eight spot. Well done to<br />

ALL our new Novice drivers!<br />

Top raw time was Stacey Strout in her CM at<br />

57.944, and rounding out top 5 Pax after Matt<br />

Poynter were Bud Collins, Scott Thursby, David<br />

Gott and Best Darn Grid Chief Ever, Brian<br />

Levesque in EP.<br />

Our next event is a 2-day affair at NHMS. The<br />

Solo School is on Saturday May 3 rd , and is<br />

followed the next day, Sunday May 4 th , with<br />

Round 2 of the Solo Points Battle. Remember:<br />

Frost Heave Rally<br />

True to Its Name<br />

The 2007 running of the Frost Heaves Rally was run on paved and dirt roads<br />

due to an early spring. To avoid a repeat in 2008, the event was moved two<br />

weeks earlier to March 8 th in hopes of capitalizing on the record snow fall.<br />

The plan worked partially. On the Thursday before the rally, temperatures rose<br />

to the 40’s and stayed there through the weekend. The paved roads melted<br />

off to pavement, but the dirt roads, nearly half the rally, were snow, slush and<br />

ice covered. This became further complicated when the afternoon weather<br />

was precipitation including mist, rain, sleet, and snow.<br />

Fifteen teams gathered in Laconia, NH for the start of the rally. The morning<br />

section ran east to Alton and almost into Wolfeboro on the scenic leg of the<br />

rally which featured overlooks of Lake Winnipesaukee and the surrounding<br />

mountains. The breakdown of entries was pretty typical for an NER rally.<br />

Three teams ran in the equipped class utilizing sophisticated equipment, five<br />

teams in the stock class, and seven teams in the novice class. I’m happy to<br />

report that all that started the rally found their way to the finish.<br />

Jessica Mapplebeck and Paul Gosselin won the Equipped Class as well as<br />

being the overall winners with a total score of 68. That represents that over<br />

15 checkpoints, they were off the perfect time by a cumulative 68/100s of a<br />

minute. When considering their score, keep in mind the visibility was limited<br />

by fog, rain, and snow banks as well as having to dodge tremendous patches<br />

of frost heaves. Dave Siesicki and Steve McKelvie were second, only .20 of a<br />

minute behind.<br />

The afternoon section of the rally left the lunch break in Laconia and ran<br />

north into Meredith before heading west to Sanbornton and finally Tilton.<br />

This section ran up and down the mountain roads, only a lane and a half<br />

wide during the summer, but reduced to single lane in many places by<br />

the gargantuan snow banks from this year’s storms. This was the fun part<br />

for the drivers as they had to get up on the wheel and push a little bit to<br />

stay on time on the slick, narrow and twisty roads. The afternoon section<br />

boasted snow and ice covered dirt roads as the majority.<br />

The Stock Class trophy was awarded to 2007 Class S champions, Scott<br />

Carlson and Phil Lamoreaux. While limited in equipment, they may have<br />

had a slight advantage in that they both reside in central NH and were<br />

undaunted by the weather and road conditions as they scored 220 for the<br />

day. Jeremy Madore and Hal Denham were second.<br />

The rally gets its name from the orange signs that begin blooming in early<br />

March throughout northern <strong>New</strong> <strong>England</strong>; “Frost Heaves”. The signs<br />

warn motorists of upheavals in the road caused by spring freeze thaw<br />

cycles. By all accounts, this was one of the best, or worst, years for frost<br />

heaves. There were some sections that were so bad the week before the<br />

rally that the rallymaster was forced to makes detours of the rally course to<br />

better roads. Consider that the rallymaster drives a four wheel drive truck<br />

like a madman and understand how bad the roads were if he decided<br />

the detours were needed. Both Northern Lites vehicles finished the day of<br />

rallying with dangling exhaust.<br />

The Novice class was won by Nadine Villani and Rob Urwin. While they<br />

meet the requirements for novice ranking, they have shown good results<br />

over the past two or three years attending rallies occasionally. Their score<br />

was 380. Second went to Sid and Jonathan Ordog. It was 17 year old<br />

Jonathon’s first rally.<br />

How to Get a Regulation Changed<br />

Whew! You sure gotta climb a lot of steps to get to this Capitol Building here in<br />

Washington. But I wonder who that sad little scrap of paper is?<br />

I just a bill...Yes, I’m only a bill...And I’m sittin’ here on Capitol Hill…<br />

It may have been a long time for some of us, but do you remember those old<br />

“Schoolhouse Rock” segments on Saturday mornings? The one above describes<br />

the process by which a bill becomes a law in the United States, all the way<br />

from proposal, to committee, to debate, to Congressional vote, to Presidential<br />

signing (or veto!) Well, you may not have been a fan of Schoolhouse Rock but<br />

SCCA rule changes work the same way!<br />

So let’s say you have a new idea, and you’d like to see some safety rule<br />

changed or added, or maybe get a car classified or weight-adjusted. How<br />

exactly do you go about making that happen? How does the rules and regs<br />

process work in SCCA? Well, let’s follow your lonely “Bill” working its way<br />

from the genesis of an idea in your brain all the way up to “Presidential”<br />

signing (or veto)!<br />

Gee, Bill, you certainly have a lot of patience and courage.<br />

Well, I got this far. When I started I wasn’t even a bill, I was just an idea.<br />

Some folks back home decided they wanted a law passed, so they called<br />

their local Congressman, and said, “You’re right, there oughta be a law.”<br />

Without the workers, the rally could not happen. Thanks to Ted Goddard<br />

for being the official checker and working checkpoints, Gil Greenlaw,<br />

James and Rochelle Ray, Tim Thomas, Brett Beliveau for working<br />

checkpoints, and Chris Regan for running sweep.<br />

The first thing to remember is that not a whole lot happens in SCCA without<br />

membership input. It’s a rare occurrence where a car is classified without being<br />

proposed by a member; this means you. Don’t count on it happening by itself;<br />

it’s your responsibility to make that request.<br />

On a sad note, Frost Heaves was Louis Piscitelle’s last TSD rally. Louis and<br />

daughter Kathryn burst onto the rally scene in the spring of last year and<br />

attended every event since, including TSD, gimmick, and fund raisers. As<br />

a team, they earned NER Rookie of the Year in 2007. On April 7 th , Louis<br />

passed away. God speed Louis.<br />

The second thing you should recognize is that generalizations are usually<br />

ignored; open requests like “qualify this car” or “make that car go slower” or<br />

“this action was unsafe” are read but typically get a curt response of “thank<br />

you for your input.” So, to make a difference you need to be specific and you<br />

need to provide as much factual detail as possible<br />

Let’s say you’re looking to get your Forguar Borgward classified in Improved<br />

Touring. In the case of vehicle classification requests or adjustments (or<br />

submission of errors in printed technical specifications), go to SCCA’s main web<br />

site and search for “Vehicle Technical Specifications”; you can download a<br />

VTS sheet with instructions. Fill out that VTS in detail with everything you know<br />

about the Borgward, provide the requested photocopies of the shop manual,<br />

and submit it along with your request.<br />

OK, so now that’s you’ve got the VTS all filled out, what do you do with it?<br />

SCCA makes this real easy for you; all regulation change requests should be<br />

emailed to the Club Racing Board at crb@scca.com. You will immediately<br />

receive an automated notification of receipt of your email. Then, you wait for<br />

the process to work its magic…<br />

Well, now I’m stuck in committee and I’ll sit here and wait<br />

While a few key Congressmen discuss and debate<br />

Whether they should let me be a law.<br />

How I hope and pray that they will, But today I am still just a bill.<br />

Your request will be forwarded to the appropriate Advisory Committee.<br />

Each category of competition vehicles (e.g., IT, SM, Prod, GT, SS, etc) has<br />

a committee of peers who meet on a regular basis via telephone conference<br />

call to discuss and debate change requests and outstanding items. Each<br />

also has a private message forum; your request will be posted to that forum<br />

where the committee members can review, debate, and form opinions on your<br />

matter in advance of the next conference call. Your thoroughness of submitted<br />

information is important, for the more info you provide, the less “in the dark”<br />

the committee members may be on the details of your Borgward.<br />

During the con-call they will discuss the final details of your request. Once<br />

thoroughly discussed, it will be dispatched in one of three ways: tabled<br />

for further review/investigation (i.e., they have not rejected it but want to<br />

learn more), or forwarded to the Club Racing Board as either rejected (i.e.,<br />

the committee disagrees with your request) or as a recommendation for<br />

implementation (possibly with some adjustment to your original request; for<br />

example, they agree to classify the Borgward but in ITS at a heavier weight<br />

versus your request in ITA). Note that the advisory committee only recommends<br />

changes based on their experience with the particular category.<br />

Listen to those Congressmen arguing! Is all that discussion and debate about<br />

you?<br />

The CRB now takes the recommendation from the committee and discusses how<br />

this fits into the overall picture of in general. Committee recommendations carry<br />

significant weight with the CRB, but if there are conflicts with other categories<br />

it’s the CRB’s responsibility to address them.<br />

There are distinct differences between a true rule change (e.g., you want the<br />

Borgward classified and technical corrections (e.g., the printed valve size of the<br />

Nissan Sentra is incorrect). In the case of the latter – an incorrectly-printed spec<br />

- the CRB will accept that as an error and publish the change of the GCR in the<br />

next Fastrack, effective immediately.<br />

In the case of your Borgward rule change request, the CRB will meet and<br />

discuss the issue, using the information/recommendations provided by the<br />

advisory committee, and either table, reject/or recommend the action.<br />

However, because it is a rule change, the CRB must then forward your<br />

Borgward request to the Board of Directors for further review.<br />

And if they vote for me on Capitol Hill/Well, then I’m off to the White<br />

HouseWhere I’ll wait in a line/With a lot of other bills/For the president to<br />

signYou mean even if the Whole Congress says you should be a law, the<br />

president can still say no?<br />

Yes, that’s called a veto. If the president vetoes me, I have to go back to<br />

Congress and they vote on me again, and by that time you’re so old…\The<br />

Board of Directors are the final “say” in rules change requests. Just as in the<br />

prior steps, the BoD will meet to discuss the rule change request and - again as<br />

before - it will be dispatched in one of three ways: “referred or tabled” (where it<br />

will likely be sent back to the CRB/advisory committee for further information),<br />

“Not Recommended”, or accepted and published in Fastrack as “Proposed”.<br />

All “proposed” rules changes are then published in the next Fastrack for<br />

membership review and input, along with a proposed effective date (we’ll<br />

discuss how to read a Fastrack in another column). This comment period gives all<br />

SCCA members the opportunity to be notified of a proposed change in the GCR<br />

and gives them the opportunity - some say, the responsibility - to respond. During<br />

this comment period the BoD will review and consider all membership input.<br />

Once the period has expired the BoD will take a final vote on whether to<br />

implement the proposed change or not, and those results will be posted in a<br />

subsequent Fastrack. If approved, your change will be published in Fastrack with<br />

its effective date. And that means you, the SCCA member, have helped move an<br />

idea all the way up to being “law”.<br />

Dave Weitzenhof, Rollin Butler, and many more earned their piece of VW<br />

history and the class continues in a form very recognizable to those men<br />

today. Through good support, good rules, good racing and peer pressure<br />

the FV community is still one of the closest in our paddocks. Parking<br />

together, loaning parts, assistance, beer even, the FV gang always has a<br />

great time, win or lose. Any class that can survive essentially unchanged<br />

for 45 years must be doing something right. Or lots right maybe. As the<br />

SCCA’s most entered National Class among all the current open wheel<br />

classes, FV sits third [3rd!] overall in the list behind only SRF and Spec<br />

Miata in 2007. That’s truly a success story.<br />

In fact, open wheel classes made up 50% of the top 10, out of 30<br />

classes, in participation in 2007.<br />

The next revolution to happen in open wheel racing started “over there”<br />

with the 1967 introduction of a class calling itself Formula Ford. And this<br />

particular revolution crossed not just the English Channel to Continental<br />

Europe, but the Atlantic to North and South America, the Pacific to<br />

Australia and <strong>New</strong> Zealand, and became a true world classification<br />

identifiable virtually everywhere open wheel cars raced.<br />

A short sidebar here, with the introduction of Formula Ford in 1969<br />

the SCCA now embraced five open wheel classes, FA, FB, FC, FF and<br />

FV. So in 25 years the club had gone from no open wheelers to 5<br />

well supported healthy classes. That is not to say the SCCA welcomed<br />

Formula Ford with open arms. Hardly. They allowed early FF cars to run<br />

as totally outclassed and uncompetitive FB cars. Made sense to someone,<br />

they were both 1600cc, right ? Apples and mushrooms, not even<br />

oranges. Through the efforts of a small group of US race car importers,<br />

people like Lotus East’s Fred Stevenson, <strong>New</strong> Jersey’s Fred Opert, Summit<br />

Point owner and Royale importer Bill Scott, Texas’s Lotus connection Gus<br />

Hutchinson, domestic constructor Ray Caldwell, the Northwest’s Pierre<br />

Phillips and substantial lobbying efforts from the membership the club<br />

brought FF into the fold but not without a fight.<br />

If FV was the template for a successful open wheel racing class certainly<br />

FF can be accused of copying a good thing. Relatively inexpensive cars,<br />

relatively low tech, relatively inexpensive engines, gearboxes and tires all<br />

combined to create one of road racings greatest learning classes.<br />

It can’t really be argued with that FF has produced more F1, Indy Car<br />

[of all disciplines-CART, USAC, Champ Car, IRL], sports car racers, both<br />

drivers and engineers, than any other class ever. A bold statement ?<br />

Maybe. But the list of graduates includes Formula 1World Champions<br />

like Ayrton Senna, Emerson Fittipaldi, James Hunt, Nigel Mansell, Jody<br />

Schecter, Mika Hakkinen, Damon Hill and Michael Schumacher. Indy<br />

champs like Michael Andretti, Danny Sullivan, Jimmy Vasser. Sports Car<br />

champions like Andy Wallace, James Weaver, Stefan Johannson, Geoff<br />

Brabham, and Didier Theys. Great designers cut their teeth designing<br />

and engineering Formula Fords as well, men like Rory Byrnes of<br />

Benetton and Ferrari fame, Williams F1’s Patrick Head, Adrian Reynard<br />

and of course the US’s own Swift man David Bruns.<br />

For 1968, USAC instituted rules that reduced the size of the turbine<br />

allowed. Nonetheless, Granatelli teamed up with Colin Chapman and<br />

Lotus to build the wedge shaped, 4-wheel drive Lotus 56. The STP showed<br />

up with 3 cars, which would be driven by Joe Leonard, Art Pollard, and<br />

Graham Hill. Also of note, Carroll Shelby showed up with two turbine<br />

cars that looked similar to the 1967 side-engined car. These were to be<br />

driven by Denis Hulme and Bruce McLaren. The cars practiced but were<br />

withdrawn for ‘safety’ reasons.<br />

Much to the chagrin of USAC, the restrictions did little to deter Chapman’s<br />

ingenuity and the car’s qualified at the front of the field. As with 1967,<br />

Leonard spent much of the race at or near the lead and looked poised for<br />

victory when a part within the fuel pump failed and the car coasted to a<br />

stop a handful of laps from the finish as Bobby Unser took his first of three<br />

Indy victories.<br />

For 1969, USAC further restricted the turbine engines. Only one turbine<br />

powered car showed up. The Jack Adams Special conformed to the newest<br />

rules and looked more like a jet on wheels than a racecar. USAC was<br />

successful in driving the turbine concept to extinction as the car, driven<br />

by Al Miller, barely qualified for the field on it’s qualifying attempt and<br />

was bumped on the final day of qualifying. USAC then dealt the final<br />

deathblow by banning turbines (and 4-wheel drive) after the event.<br />

I remember reading of the turbine cars as a boy and being glad that they<br />

failed because in my young mind, they had cheated. Only now do I realize<br />

that I thought that way because the writer of the history I read slanted their<br />

article to lead me in this direction. Being older, wiser, and having a greater<br />

appreciation of great engineering, I now think differently.<br />

Just to come up with the concept in 1967 took brilliant leaps in logic and<br />

a comprehensive knowledge of the USAC rulebook. (Helped to a degree<br />

by Pratt & Whitney’s Turbo Power and Marine division that had begun<br />

selling jet turbine engines as generators and boat motors.) 1968 combined<br />

the concept with the brilliant mind of Colin Chapman and the challenge of<br />

restrictions from USAC to further improve the car.<br />

Imagine if the powers that be at USAC did not work to exterminate the<br />

turbine but instead moved to nurture and improve the safety of the concept.<br />

Open wheel racing would be drastically different than it is today. Finally, I<br />

wonder if there’s a place in racing for turbine powered cars today?<br />
