� Plann<strong>in</strong>g <strong>of</strong> ma<strong>in</strong>tenance activities <strong>of</strong> OHE,PSI,RC<br />
equipments.<br />
� Repair<strong>in</strong>g <strong>of</strong> all BD vehicles,Tower wagons Scheduled<br />
ma<strong>in</strong>tenance activities like FC etc.
TECHNICAL DUTIES Cont..<br />
� Preventive Ma<strong>in</strong>tenance activities <strong>of</strong> OHE and PSI<br />
equipments over the section. (Exam<strong>in</strong>ation and<br />
rectification <strong>of</strong> each and every component, for any<br />
failures, abnormalities and unsafe condition, which may<br />
endanger the safety <strong>of</strong> the tra<strong>in</strong>.<br />
� Analysis and report<strong>in</strong>g <strong>of</strong> component failures.<br />
� Certification <strong>of</strong> the entire OHE,PSI&RC components for<br />
its overall safety for the 100% ensur<strong>in</strong>g <strong>of</strong> power supply<br />
to AC Traction.<br />
� Ma<strong>in</strong>tenance <strong>of</strong> all registers with respect to <strong>TRD</strong><br />
INSTALLATIONS & ma<strong>in</strong>tenance activities.

� Ma<strong>in</strong>tenance and upkeep <strong>of</strong> Brake Down<br />
Vehicles,and Tower wagons.<br />
� Plann<strong>in</strong>g and execution <strong>of</strong> re-railment and OHE<br />

� Ma<strong>in</strong>tenance activities <strong>in</strong> OHE , PSI ,RC depots.<br />

SPECIAL REQUIREMENTS <strong>of</strong><br />
OPEN LINE ENGINEERS<br />
� Need to posses the complete technical<br />
knowledge/work<strong>in</strong>g knowledge <strong>of</strong> the Traction <strong>in</strong>stallations<br />
as a whole and all its <strong>in</strong>dividual components.<br />
� Need to posses the technical knowledge <strong>of</strong> all the new<br />
new developed <strong>TRD</strong> components manufactured <strong>in</strong> the past<br />
few decades till their complete life span.<br />
� Whenever new technologies are <strong>in</strong>troduced, adapt to the<br />
new technology by self-learn<strong>in</strong>g.<br />
� Impart tra<strong>in</strong><strong>in</strong>g to field staff to update the latest technical<br />
developments <strong>in</strong> <strong>TRD</strong>.
ACCOUNTABILITY<br />
� Custodian <strong>of</strong> all assets <strong>in</strong>clud<strong>in</strong>g Mach<strong>in</strong>eries and<br />
Plant, Stores and other related equipments worth<br />
several crores.<br />

1.5 Kms around the equipment and has<br />
to <strong>in</strong>spect around 1000 vital components<br />
<strong>of</strong> safety category with <strong>in</strong> short span <strong>of</strong><br />
time by exert<strong>in</strong>g himself by walk<strong>in</strong>g and<br />
stand<strong>in</strong>g several times.

RECRUITMENT, QUALIFICATION AND<br />
TRAINING<br />
JUNIOR ENGINEER (GP 4200)<br />
� 50% - Direct recruitment through RRB<br />
3 Years Diploma <strong>in</strong> Eng<strong>in</strong>eer<strong>in</strong>g &<br />
1 ½ Years In- plant tra<strong>in</strong><strong>in</strong>g.<br />
(Total 4 ½ Years Qualification equal to Eng<strong>in</strong>eer<strong>in</strong>g<br />
degree)<br />
� VI CPC observation that JE and Clerk are equal s<strong>in</strong>ce<br />
both have 3 years Qualification is wrong s<strong>in</strong>ce JE has<br />
total 4 ½ years Qualification.<br />
�� Hence both pay cannot be equal and needs correction.<br />

� The Duties and Responsibility <strong>of</strong> a JE is enormous<br />
when compared to a clerk with whom he is<br />
equated.<br />

safe runn<strong>in</strong>g <strong>of</strong> tra<strong>in</strong>s.<br />
� Have a direct element <strong>in</strong> runn<strong>in</strong>g <strong>of</strong> tra<strong>in</strong>s along<br />
with drivers.<br />
� Driver’s function start only after the issuance <strong>of</strong> fit<br />

ENGINEER (GP 4600)<br />
� Both scales merged as SSE<br />
� Composition <strong>of</strong> cadre<br />

and One year In-plant tra<strong>in</strong><strong>in</strong>g<br />
– 80% promoted from Junior Eng<strong>in</strong>eers (4 ½ Years total<br />
qualification and 20 to 25 years <strong>of</strong> Experience)<br />
� VI CPC observation that this category is equal to any<br />
other Bachelor degree holder <strong>in</strong> arts, science or<br />
commerce is totally wrong.<br />
� SSE with such huge responsibility and accountability and<br />
Office Super<strong>in</strong>tendent cannot be kept <strong>in</strong> same scale <strong>in</strong><br />
any angle <strong>of</strong> observation
AVENUES OF PROMOTION<br />
� Only one promotion for JE-II/JE- I from 4200<br />
Grade Pay to SE/SSE with 4600 Grade Pay.<br />
� No promotion for SE/SSE with 4600 Grade<br />
pay and must retire <strong>in</strong> same grade.<br />
� Only about 2% <strong>of</strong> Technical Supervisors <strong>in</strong><br />
<strong>Indian</strong> <strong>Railways</strong> get promoted as Group – B<br />
<strong>of</strong>ficers.
Even after this analysis submitted<br />
<strong>in</strong> this study, if one decides that<br />
JE = Clerk<br />
SSE = OS<br />
Then GOD only can save railways<br />
and only GOD need to be<br />
