InleidingNergens in de wereld van rijke en ontwikkelde welvaartsstaten zijn er de voorbije drie tot vierdecennia substantiële successen geboekt op het vlak van het terugdringen van de relatieveinkomensarmoede. Deze observatie leidt tot enkele ongemakkelijke vragen: waarom zouden we erop kunnen vertrouwen dat het beleid in de toekomst wel succesvol zal zijn? Hoe realistisch zijn deambitieuze Europese, nationale en regionale doelstellingen? Is het instrumentarium van dewelvaartsstaat nog voldoende sterk om de armoede te beperken in een toekomst die zichongetwijfeld moeilijker aandient dan het verleden? En, indien niet, aan welke alternatieven moetenwe dan denken? Dit zijn existentiële vragen waarover we in deze bijdrage nadenken, vertrekkend vande Belgische case.Hoewel de hervormingen in de Belgische welvaartsstaat traag op gang kwamen en een veeleervoorzichtig patroon hebben gekend, zou het niet gepast zijn om van een ‘bevroren’ landschap tespreken (Hemerijck & Marx, 2010): sinds de tweede helft van de jaren 90 verlegde de focus zich netals in andere welvaartsstaten naar een meer activerend beleid door middel van loonmatiging,algemene en selectieve lastenverlagingen voor werkgevers en werknemers (vooral gecompenseerddoor consumptiebelastingen), het bestrijden van werkloosheidsvallen, het beter begeleiden vanmensen naar de arbeidsmarkt, het verstrengen van de werkloosheidsverzekering, het aanmoedigenvan de vraag naar huishoudelijke dienstverlening, het bestrijden van misbruiken en het faciliterenvan de combinatie ‘arbeid en gezin’. De tewerkstelling steeg aanzienlijk en de uitgaven voor detraditionele sociale zekerheidsrisico’s’ verminderden, waardoor er meer ruimte kwam voorgezondheidszorg, pensioenen en kinderopvang (Cantillon & Vandenbroucke, 2014). Echter, ook inBelgië zagen we geen vermindering van de armoede binnen de bevolking op actieve leeftijd(Cantillon, 2011). Integendeel, zelfs in de goede jaren voor de crisis waren er aanwijzingen voor eenstijging van de bestaansonzekerheid bij gezinnen met kinderen (Vandenbroucke & Vinck, 2013). Inhoeverre is dit het gevolg van een beleid dat onvoldoende aandacht had voor de klassiekebeschermende doelstellingen van de welvaartsstaat? Of van het feit dat er te weinig hervormd is inde richting van activering, sociale investering en meer efficiëntie? Of van onderliggende economischeen sociaaldemografische trends waarop het beleid gereageerd heeft, maar waartegen dewelvaartsstaat zich van langsom minder kon wapenen?De klassieke “pre-post benaderingen” waarbij de impact van het sociale beleid op de armoede wordtgemeten door de verdeling van marktinkomens (‘pre belastingen en pre sociale uitkeringen’) tevergelijken met het herverdeelde inkomen (‘post belastingen en post sociale uitkeringen’), leren datde instituties van de welvaartsstaat zeer belangrijk zijn en blijven. Ze leren dat de Scandinaviërs (eninmiddels ook de Nederlanders) het beter doen dan wij. Maar, ze tonen ook aan dat voor gezinnendie er sterk van afhankelijk zijn, het armoede reducerende vermogen van de sociale transfers isafgenomen tijdens de goede jaren voor de crisis en dit vooral in de gidslanden Zweden, Finland enDenemarken waar het aandeel lage inkomensgezinnen al geruime tijd consistent aan het stijgen is(Cantillon & Vandenbroucke, 2014; Kvist, Fritzell et al., 2012). De persistentie van dearmoedestagnatie in tijd en ruimte en de stijgende tendensen die al vele jaren wordenwaargenomen in de sterkste welvaartsstaten van de wereld, doen vermoeden dat er meer aan dehand is dan wat ontoereikend beleid her en der. De gedachten gaan dan spontaan naar externeinegalitaire krachten als globalisering, technologische vooruitgang en individualisering (zie o.m. dezeer omvattende analyses van de OECD, 2009; 2011).
