The IATA View: Demand for Air<br />
Travel in 2015 Surges to<br />
Strongest Result in Five Years<br />
The International Air Transport Association (IATA) announced<br />
global passenger traffic results for 2015 showing demand<br />
(revenue passenger kilometers or RPKs) rose 6.5% for the<br />
full year compared to 2014. This was the strongest result<br />
since the post-Global Financial Crisis rebound in 2010 and<br />
well above the 10-year average annual growth rate of 5.5%.<br />
While economic fundamentals were weaker in 2015<br />
compared to 2014, passenger demand was boosted by lower<br />
airfares. After adjusting for distortions caused by the rise of<br />
the US dollar, global airfares last year were approximately<br />
5% lower than in 2014.<br />
“Last year’s very strong performance, against a weaker<br />
economic backdrop, confirms the strong demand for aviation<br />
connectivity. But even as the appetite for air travel increased,<br />
consumers benefitted from lower fares compared to 2014,”<br />
said Tony Tyler, IATA’s Director General and CEO.<br />
Annual capacity rose 5.6% last year, with the result that load<br />
factor climbed 0.6 percentage points to a record annual high<br />
of 80.3%. All regions experienced positive traffic growth in<br />
2015. Carriers in the Asia-Pacific region accounted for<br />
one-third of the total annual increase in traffic.<br />

• European carriers’ international traffic climbed 5.0% in<br />
2015. Capacity rose 3.8% and load factor increased 1.0<br />
percentage point to 82.6%, highest among the regions.<br />
The healthy result in part was attributable to a pick-up in<br />
consumer spending in the Eurozone as well as a moderate<br />
increase in flight frequencies. Traffic growth slowed toward<br />
the end of the year owing to strikes at Lufthansa and the<br />
shutdown of Russia’s Transaero.<br />
• North American airlines saw demand rise 3.2% in 2015,<br />
broadly unchanged from the growth achieved in 2014.<br />
Capacity rose 3.1%, edging up load factor 0.1 percentage<br />
points to 81.8%.<br />
• Middle East carriers had the strongest annual traffic<br />
growth at 10.5%. As a result, the share of international traffic<br />
carried by Middle East airlines reached 14.2%, surpassing<br />
their North American counterparts (13.4%). Capacity growth<br />
of 13.2% exceeded the demand gains, pushing down load<br />
factor 1.7 percentage points to 76.4%.<br />
• Latin American airlines’ traffic rose 9.3% in 2015. Capacity<br />
rose 9.2% and load factor inched up 0.1 percentage points<br />
to 80.1%. While key regional economies, particularly Brazil,<br />
have been struggling, overall traffic has been robust.<br />
• African airlines had the slowest annual demand growth,<br />
up 3.0%, although this was a significant improvement over<br />
the 0.9% annual growth achieved in 2014. With capacity up<br />
just half as much as traffic, load factor climbed 1 percentage<br />
point to 68.5%. International traffic rose strongly in the<br />
second half of 2015, in conjunction with a jump in trade<br />
activity to and from the region.<br />
International Passenger Markets<br />
International passenger traffic rose 6.5% in 2015 compared<br />
to 2014. Capacity rose 5.9% and load factor rose 0.5<br />
percentage points to 79.7%. All regions recorded year-overyear<br />
increases in demand.<br />
• Asia Pacific carriers recorded a demand increase of 8.2%<br />
compared to 2014, which was the largest increase among<br />
the three largest regions. Demand was stimulated by a 7.3%<br />
increase in the number of direct airport connections in the<br />
region, resulting in time-savings for travelers. Capacity rose<br />
6.4%, pushing up load factor 1.3 percentage points to 78.2%.

Domestic Passenger Markets<br />
Domestic air travel rose 6.3% in 2015. All markets showed<br />
growth, led by India and China but there was wide variance.<br />
Capacity rose 5.2% and load factor was 81.5%, up 0.9<br />
percentage points over 2014.<br />

• Brazil’s domestic air travel rose just 0.8% in 2015,<br />
reflecting the country’s deteriorating economic situation.<br />
Traffic trended downward throughout the year.<br />
• US domestic traffic climbed 4.9% last year, helped by solid<br />
economic growth. This was the fastest rate of increase since<br />
2004 and the first time since 2003 that domestic<br />
traffic growth surpassed international growth. The load factor<br />
reached a domestic record high of 85.4%.<br />
The Bottom Line : “Aviation delivered strong results for the<br />
global economy in 2015, enabling connectivity and helping<br />
to drive economic development. The value of aviation is well<br />
understood by friends and families whom aviation brings<br />
together, by business travelers meeting clients in distant<br />
cities, and particularly by those for whom aviation is a lifeline<br />
in times of crisis.<br />
“It is very disappointing to see that some governments still<br />
wrongly believe that the value of taxes and charges that can<br />
be extracted from air transport outweighs the benefits—<br />
economic and social—of connectivity. The most recent<br />
example is the dramatic increase in the Italian Council Tax<br />
levied on air passengers. This 33-38% hike will damage<br />
Italian economic competitiveness, reduce passenger<br />
numbers by over 755,000 and GDP by EUR 146 million per<br />
year. An estimated 2,300 jobs a year will be lost. At a time<br />
when the global economy is showing signs of weakening,<br />
governments should be looking for ways to stimulate<br />
spending, not discourage it.”<br />
Air Freight Growth Slowed to<br />
2.2% in 2015<br />
The International Air Transport Association (IATA) released<br />
figures for global air freight markets showing cargo volumes<br />
measured in freight tonne kilometers (FTKs) expanded 2.2%<br />
in 2015 compared to 2014. This was a slower pace of growth<br />
than the 5.0% growth recorded in 2014. The weakness<br />
reflects sluggish trade growth in Europe and Asia-Pacific.<br />
After a strong start, air freight volumes began a decline that<br />
continued through most of 2015, until some improvements<br />
to world trade drove a modest pick-up late in the year. Cargo<br />
in Asia-Pacific, accounting for around 39% of freight traffic,<br />
expanded by a moderate 2.3%. The key markets of Europe<br />
and North America, which between them comprise around<br />
43% of total cargo traffic, were basically flat in 2015. Latin<br />
America suffered a steep decline (-6.0%) while the Middle<br />
East grew strongly, up 11.3%. Africa also saw modest growth<br />
of 1.2%. The freight load factor (FLF) was at times the lowest<br />
for some years, falling to an average 44.1% compared to<br />
45.7% in 2014, driven down by weak demand and capacity<br />
expansion.<br />
“2015 was another very difficult year for air cargo. Growth<br />
has slowed and revenue is falling. In 2011 air cargo<br />
revenue peaked at $67 billion. In <strong>2016</strong> we are not expecting<br />
revenue to exceed $51 billion. Efficiency gains are critical<br />
as the sector adjusts to shortening global supply chains and<br />
evermore competitive market conditions. We have to adjust<br />
to the ‘new normal’ of cargo growing in line with general rates<br />
of economic expansion. The industry is moving forward with<br />
an e-freight transformation that will modernize processes<br />
and improve the value proposition. The faster the industry<br />
can make that happen, the better,” said Tony Tyler, IATA’s<br />
Director General and CEO.<br />
The industry’s key challenges will be discussed in detail at<br />
the <strong>World</strong> Cargo Symposium (WCS) in Berlin, 15-17 March.<br />
The world’s largest gathering of air cargo<br />
professionals, the 10th WCS will bring together 1,000<br />
delegates under the theme of ‘The Value of Air Cargo’ to<br />
debate solutions for strengthening air cargo and the vital<br />
service it performs for the world economy.<br />

Regional analysis in detail<br />
The global freight growth rate in December was 0.8%<br />
compared to December 2014. Within that range there were<br />
considerable regional fluctuations.<br />
• African airlines FTKs declined by 8.4% in December<br />
although for 2015 as a whole the region grew by 1.2%. The<br />
FLF in 2015 was 29.7%, the lowest of any region. The underperformance<br />
of the Nigerian and South African economies<br />
was a challenge throughout the year, but trade growth to and<br />
from the region was sufficient to drive a modest expansion in<br />
FTKs.<br />
• Asia-Pacific carriers were basically flat in December,<br />
expanding just 0.1%. For the whole of 2015, the region<br />
grew 2.3%. The FLF for 2015 was 53.9%, the highest of any<br />
region. Cargo expansion in the region has been hampered<br />
by a shift in Chinese economic policy to favour domestic<br />
consumption. A mid-year fall of 8% in trade to/from emerging<br />
Asia also led to declines but this appears to have bottomed<br />
out, with a rebound in the second half of the year.<br />
• European airlines grew by 1.2% in December but the<br />
performance for 2015 in total was a fall of 0.1% compared<br />
to 2014. The FLF in 2015 was 44.9%. Economic conditions<br />
in the Eurozone have been subdued, leading to suppressed<br />
demand for air freight, but imports have improved in recent<br />
months.<br />
• Latin American carriers continued the weak performance of<br />
recent months, declining by 6.2% in December and by 6.0%<br />
for 2015 as a whole. This was the weakest<br />
performance of any region. The average FLF for 2015 was<br />
38.3%. Economic and political conditions in Brazil have<br />
worsened, and regional trade activity has been volatile.<br />
• Middle Eastern carriers grew 4.0% in December and for<br />
2015 in total the region expanded 11.3% compared to 2014.<br />
The FLF was 42.8% for 2015. The region enjoyed a strong<br />
year as network expansion into emerging markets was<br />
supported by economic growth in local economies. Political<br />
instability and the fall in the oil price may impact on some<br />
economies in the region but growth as a whole remains<br />
robust enough to support further expansion in <strong>2016</strong>.<br />
• North American airlines saw FTKs expand 1.4% in December<br />
compared to December 2014. For the year as a whole,<br />
North America grew just 0.1%. The 2015 FLF was 34.3%.<br />
Growth in 2015 faded after a strong start that was flattered<br />
by the West Coast ports strike. Recently there have been<br />
mixed signals from economic data, indicating an<br />
uncertain outlook for air freight in the coming months.

The <strong>ANSP</strong> view: New CANSO<br />
<strong>Report</strong> Measures <strong>ANSP</strong><br />
Productivity<br />
Air traffic control is a high-tech service business paid for<br />
either directly or indirectly by its aviation customers. It is<br />
therefore quite reasonable for those customers to be<br />
concerned about the value proposition they are being<br />
offered: how much bang for their bucks are they getting? In<br />
Europe, the Performance Review Commission of Eurocontrol<br />
produces an annual performance report, but it includes only<br />
European <strong>ANSP</strong>s. But for the past six years, the <strong>ANSP</strong> trade<br />
association CANSO has been producing an increasingly<br />
sophisticated report, covering as many CANSO members<br />
(worldwide) as are willing to provide data.<br />
The CANSO Global Air Navigation Services Performance<br />
<strong>Report</strong> 2015 was released in December, in three volumes:<br />
an executive summary, an industry report, and a report<br />
comparing the participating <strong>ANSP</strong>s. The latter is generally<br />
of the most interest to <strong>ANSP</strong> customers and to researchers<br />
and policymakers. In 2015 CANSO obtained data from 34<br />
<strong>ANSP</strong>s—from the Americas (5), Africa (2), Asia-Pacific (6),<br />
Europe (18), and the Middle East (2). Conspicuously absent<br />
were two of the most important European <strong>ANSP</strong>s—DFS<br />
(Germany) and NATS (U.K.). The executive summary notes<br />
that the majority of participating <strong>ANSP</strong>s reduced their cost<br />
per IFR flight hour in the latest reporting year (2014).<br />
In the volume that compares and contrasts <strong>ANSP</strong>s, stark<br />
differences among the providers are once again evident (and<br />
only 28 of the 34 overall participants allowed their data to<br />
be compared with others). At least three factors make these<br />
direct comparisons difficult. First, there are significant<br />
economies of scale in air traffic control, so other things<br />
equal, larger <strong>ANSP</strong>s should have lower unit costs. But other<br />
things are not equal, especially when comparing<br />
compensation costs between developed and developing<br />
countries. In most cases, developed countries will have<br />
significantly higher compensation costs than developing<br />
countries. A third key factor is the fraction of oceanic ATC<br />
operations compared with domestic. It takes more ATC<br />
resources to manage domestic flights, for which terminal<br />
costs are a larger fraction of the total than for long over-water<br />
flights.<br />
The average cost/IFR flight hour for all the <strong>ANSP</strong>s in the<br />
report is $498. On this measure, Japan has lots of traffic, but<br />
their ATO fails to realize its full potential economies of scale.<br />
Sweden’s high unit cost may be due to its much smaller size.<br />
On the flight hours/controller hour, lower traffic levels hurt<br />
the standing of Sweden and New Zealand. Here again, Nav<br />
Canada is the productivity champ.<br />
For oceanic airspace, only three of the advanced developed<br />
countries have significant oceanic traffic. Their oceanic<br />

The average oceanic cost/IFR flight hour was $113, and the<br />
average flight hours per controller hour was 3.7. In this case<br />
also, Nav Canada takes the honors with a combination of<br />
second-lowest cost per flight hour and the highest number of<br />
flight hours per controller.<br />

and oceanic airspace. Two key productivity measures are<br />
cost/IFR flight hour and IFR flight hours per controller<br />
operating hour. For the five advanced developed countries in<br />

Airbus DS Electronics and Border Security, a subsidiary<br />
of Airbus Defence and Space, since decades supplies air<br />
traffic control and identification systems in the military and<br />
civilian sector to customers worldwide. Amongst others, the<br />
company equips the German Armed Forces’ airports with the<br />
ASR-S (Airport Surveillance Radar, S-Band) airport<br />
surveillance radar and delivers a complete approach control<br />
system for the military airfields in Switzerland. The Royal<br />
Canadian Airforce and the Australian air traffic control<br />
authorities rely on the company’s latest development in this<br />
area, the ASR-NG (ASR Next Generation) which offers the<br />
ability to mitigate wind farm effects and a significant increase<br />
of the detection range to 120 NM (220 km). Furthermore,<br />
the MSSR 2000I secondary radar is deployed by the naval<br />
forces of Germany, France, Norway and Finland for military<br />
friend-or-foe identification. For civil and military air traffic<br />
control, those secondary radars are used in countries such<br />
as Germany, France, USA, UK, Bulgaria and the Philippines.<br />
Products/services<br />
A new dimension of Air Traffic Control<br />
Airbus DS Electronics and Border Security has developed a<br />
high-performance radar which offers completely new options<br />
for air traffic control and for safe guidance of aircraft during<br />
take-off and landing. This system, called ASR-NG (Airport<br />
Surveillance Radar, Next Generation), is at the centre of the<br />
company’s product presentation at the <strong>World</strong> <strong>ATM</strong> Congress<br />
in Madrid.<br />
“Air traffic has become so dense that air traffic control can no<br />
longer manage without the most modern radars and<br />
automatic identification systems,” explains Thomas Müller<br />
Head of Electronics and Border Security at Airbus Defence<br />
and Space. “In this context, our new radar will make an<br />
important contribution to avoiding collisions and to efficient<br />
use of the air space.”<br />
ASR-NG consists of a solid state primary radar using an<br />
advanced signal processing technology for medium and<br />
long-range air traffic surveillance. With its recently completed<br />
primary radar 3D height measurement capability,<br />
ASR-NG closes the gap between a Tactical Medium Range<br />
Air Surveillance Radar and a classical Air Traffic Control<br />
radar combining operational advantages of both at excellent<br />
value for money ratio. With its extraordinary detection<br />
capabilities for even slow flying or hovering helicopters<br />
above heavy clutter areas, ASR-NG meets operational needs<br />
for military air traffic and mission area control.<br />
ASR-NG is combined with the MSSR 2000I (MSSR =<br />
Monopulse Secondary Surveillance Radar) secondary radar<br />
for automatic identification of more than 2,000<br />
transponder-equipped aircraft at a time. It meets the new air<br />
traffic control standards “Mode 5”, “Mode S” and “ADS-B”,<br />
which greatly improve aircraft identification queries and are<br />
currently being introduced in military and civil airspace. It has<br />
been type certified (NfL II 66/09) by the German air traffic<br />
control organisation DFS (Deutsche Flugsicherung) and<br />
certified (pursuant to EC 262/2009) by the European ATC<br />
organisation EUROCONTROL, which means that there is no<br />
need for operators to carry out their own validation<br />
procedures.<br />
Under a €50m contract Airbus DS Electronics and Border<br />
Security delivers seven ASRNG radars to the Royal<br />
Canadian Airforce. The ASR-NG systems will replace the<br />
existing military air traffic control radars which are at end of<br />
lifetime. Airbus Defence and Space has successfully passed<br />
the first Site Acceptance Test of its ASR-NG radar at the<br />
Royal Canadian Airforce Base Trenton, Ontario. Following a<br />
rigorous two-week evaluation program, the DND<br />
(Department of National Defence / Government of Canada)<br />
confirmed the “exemplary performance” of the radar and<br />
verified that the technical requirements of the system were<br />
satisfied.<br />
Furthermore, Airbus Defence and Space has received two<br />
contracts worth approximately €130m from Australia’s new<br />
Capability, Acquisition and Sustainment Group to equip and<br />
support nine military and civil/military Australian airfields with<br />
the ASR-NG. Under the project “AIR 5431 Phase 2 – Fixed<br />
Defence Air Traffic Control Surveillance Sensors” ten<br />
ASR-NG radars will provide enhanced input into the<br />
Australian National Air Traffic Management Surveillance<br />
picture and contribute to the achievement of Air Battle<br />
Management missions.

Company description<br />
Aireon is deploying a space-based air traffic surveillance<br />
system for Automatic Dependent Surveillance-Broadcast<br />
(ADS-B) equipped aircraft throughout the entire globe. Aireon<br />
will harness next-generation aviation surveillance<br />
technologies that are currently ground-based and, for the first<br />
time ever, extend their reach globally to significantly improve<br />
efficiency, enhance safety, reduce emissions and provide<br />
cost savings benefits to all stakeholders. Real-time ADS-B<br />
surveillance will cover oceanic, polar and remote regions, as<br />
well as augment existing ground-based systems that are<br />
limited to terrestrial airspace. In partnership with leading<br />
<strong>ANSP</strong>s from around the world, like NAV CANADA, the Irish<br />
Aviation Authority, ENAV and Naviair, as well as Iridium<br />
Communications, Aireon will have an operational, global,<br />
space-based air traffic surveillance system by 2018.<br />
Aireon’s system will also allow for cost-effective and rapid<br />
implementation of surveillance services to meet future<br />
capacity needs and support compliance with the International<br />
Civil Aviation Organization’s (ICAO) Aviation System Block<br />
Upgrades (ASBU).<br />
Global Flight Tracking<br />
Aireon’s space-based ADS-B system will enable airlines,<br />
airports and other aviation stakeholders to precisely track the<br />
location and position of ADS-B-equipped aircraft, anywhere<br />
in the world, in real time, through a complete, gate-to-gate,<br />
global data feed that requires no additional investment in<br />
infrastructure or avionics.<br />
Unlike aggregated tracking information from ground-based<br />
surveillance systems, Aireon’s single-source flight tracking<br />
solution will enhance existing traffic handling and resource<br />
management systems, increase arrival and departure<br />
predictability, improve resource allocation, enable<br />
collaborative decision making and lower operating costs.<br />
Aireon ALERT<br />
Offered as a free, public service to pre-registered airlines and<br />
<strong>ANSP</strong>s, Aireon’s Aircraft Locating and Emergency Response<br />
Tracking (ALERT) service will allow search and rescue<br />
authorities to locate distressed aircraft in emergency<br />
situations.<br />
Aireon ALERT will leverage the 100 percent global<br />
surveillance coverage of Aireon’s space-based ADS-B<br />
system to provide precise GPS location and real-time<br />
tracking data for ADS-B-equipped aircraft flying beyond the<br />
reach of existing surveillance. Aireon ALERT will be operated<br />
by the Irish Aviation Authority (IAA) out of a 24/7<br />
communications facility, located in IAA’s North Atlantic<br />
Communications Centre in Ballygirreen, Ireland.<br />

Global Air Traffic Surveillance<br />
Aireon’s space-based ADS-B system will provide <strong>ANSP</strong>s a<br />
surveillance solution with several coverage options. Aireon<br />
subscribers will have the ability to extend surveillance<br />
coverage over oceanic and remote airspace allowing air<br />
traffic controllers and airlines to optimize flight routing,<br />
altitudes and speed and reduce operating and infrastructure<br />
costs, fuel consumption and emissions. <strong>ANSP</strong>s will also be<br />
able to leverage Aireon to complement existing surveillance<br />
systems to optimize their current surveillance infrastructure,<br />
reduce costs and improve reliability.Space-based ADS-B can<br />
also serve as a contingency surveillance layer to limit the<br />
impact of a legacy surveillance outage or system failure.<br />
Analytical ADS-B Data<br />
Unlike existing data sources with incomplete fleet data,<br />
regional surveillance limitations and significant coverage<br />
gaps, Aireon will provide the industry’s first truly global<br />
database archive of comprehensive ADS-B flight track<br />
information worldwide, based on actual aircraft movements<br />
instead of scheduled flight plans.<br />
Aireon’s space-based ADS-B system will provide precise<br />
aircraft location information to support global air traffic<br />
analysis, capacity and resource planning and predictability<br />
analysis for arrivals and departures, as well as fleet analysis<br />
and optimization, airspace and air route design and planning,<br />
as well as aviation trends and performance reporting.

ReDat3 Recording Unit<br />
ReDat3 Recording Unit is a universal device for recording<br />
and archiving telephone calls, which may be very important<br />
for your companies progress. The ReDat3 Recording Unit is<br />
a sophisticated combination of specially built-up hardware,<br />
which is assimilated to the real time operation system QNX,<br />
and software, which is a superstructure operating shell.<br />
Thanks to the modularity and availability of several extra<br />
functions, you can combine various ReDat modules<br />
according to your company requirements. However, we will<br />
not burden you with functions, which you never utilize.<br />
ReDat VoIP Recorder<br />
ReDat VoIP Recorder is a digital recording system<br />
designed for recording, archiving and subsequent viewing<br />
and playback of audio records from various communication<br />
technologies based on IP telephony, PC screens and data<br />
communications. ReDat VoIP Recorder also supports<br />
recording of general data, which contain additional<br />
information to audio records (eg. CTI data, events, and<br />
others). ReDat VoIP Recorder does not require any special<br />
hardware.<br />
ReDat Mobile Recorder<br />
ReDat Mobile Recorder is a solution for mobile phone<br />
recording. The module records all incoming and outgoing<br />
mobile communications, including voice calls, text (SMS)<br />
messages and multimedia messages (MMS), stores them in<br />
a secure storage and using only a client installation on the<br />
mobile phone. When the internet is available, ReDat<br />
Mobile Recorder can be fully implemented into current ReDat<br />
Recording System. Mobile calls are managed in theReDat<br />
eXperience archive. Mobile calls are easily searchable by<br />
number, data or contacts and are ready for use e.g. for<br />
quality management. For added security, all records are<br />
encrypted.<br />
ReDat Phone Recorder<br />
The ReDat Phone Recorder is a digital recording system<br />
that enables recording voice communication conducted on<br />
different types of digital and analogue telephones. The basis<br />
of the system is a USB module for connecting data from the<br />
specified input interface and recording software for recording<br />
