THe <strong>AIRPoRT</strong><br />

Tirana International Airport Nënë Tereza is Albania’s<br />

international airport. It thus plays a decisive role for this<br />

Sou<strong>the</strong>astern european country and is set to become one<br />

<strong>of</strong> its greatest assets. In view <strong>of</strong> <strong>the</strong> increasing interest in<br />

Albania on <strong>the</strong> part <strong>of</strong> tourists and investors and also <strong>of</strong> <strong>the</strong><br />

large numbers <strong>of</strong> Albanians living all over <strong>the</strong> world, <strong>the</strong><br />

modernization <strong>of</strong> this airport is vital for <strong>the</strong> country’s<br />

development and integration. With 15 airlines flying to 28<br />

destinations, Tirana International Airport is Albania’s<br />

gateway to <strong>the</strong> world. Since April 23, 2005, Tirana<br />

International Airport has been run by <strong>the</strong> concession<br />

company Tirana Airport Partners SHPK (TAP). This<br />

followed an international bidding process, which resulted<br />

in TAP being awarded a contract by <strong>the</strong> former owner, <strong>the</strong><br />

Albanian Government, to manage and operate <strong>the</strong> airport<br />

for twenty years.<br />

Within <strong>the</strong> framework <strong>of</strong> a BooT (Build, own, operate,


Transfer) concession agreed in October 2004, TAP is<br />

responsible for running <strong>the</strong> airport with all <strong>the</strong> rights <strong>of</strong> an<br />

owner and also for undertaking construction measures. At<br />

<strong>the</strong> end <strong>of</strong> <strong>the</strong> concession period, TAP will transfer <strong>the</strong><br />

airport back to <strong>the</strong> state.<br />

It was <strong>the</strong> enormous growth in passenger numbers since<br />

<strong>the</strong> 1990s which prompted <strong>the</strong> Albanian state to pave <strong>the</strong><br />

way for <strong>the</strong> airport to be modernized and upgraded. Now,<br />

with its broadly based expertise and experience, TAP has<br />

<strong>the</strong> task <strong>of</strong> ensuring that Tirana International Airport is<br />

brought swiftly into line with international standards. One<br />

year after <strong>the</strong> commencement <strong>of</strong> <strong>the</strong> concession, great<br />

achievements have been made in this respect. This applies<br />

in particular to <strong>the</strong> safety and security standards prevailing<br />

at Tirana International Airport, as was confirmed by<br />

international organizations and experienced airline<br />

companies.<br />

ABoUT TAP<br />

Tirana Airport Partners (TAP) is a consortium owned by<br />

HoCHTIEF AirPort, one <strong>of</strong> <strong>the</strong> world’s leading private<br />

airport managers and investors, DEG – Deutsche<br />

Investitions- und Entwicklungsgesellschaft, a member <strong>of</strong><br />

<strong>the</strong> KfW Banking Group specialized in <strong>the</strong> financing <strong>of</strong><br />

corporate and infrastructure investments in Europe, and<br />

<strong>the</strong> Albanian-American Enterprise Fund (AAEF), founded<br />

in 1995 by <strong>the</strong> United States Congress to support Albania’s<br />

transition to a free market.<br />

TAP is committed to ensuring safety and security, improving<br />

<strong>the</strong> level <strong>of</strong> customer service and <strong>the</strong> range <strong>of</strong> what is on<br />

<strong>of</strong>fer at Albania’s only international airport, and to make it<br />

into one <strong>of</strong> <strong>the</strong> country’s most modern infrastructure<br />

facilities. Until 2007, <strong>the</strong> airport will be gradually modernized<br />

and expanded in line with growing demand. Currently, a<br />

new passenger terminal is being erected, <strong>the</strong> airport’s old<br />

terminal infrastructure is being refurbished and new car<br />

parking and cargo facilities are being established. A fur<strong>the</strong>r<br />

expansion stage is likely to take place in 2009 in line with<br />

<strong>the</strong> development <strong>of</strong> <strong>the</strong> passenger traffic volumes.<br />

During this decisive period, <strong>the</strong> airport management can<br />

rely on <strong>the</strong> support and know-how <strong>of</strong> TAP’s three strong<br />

five major airports around <strong>the</strong> world and which in Tirana is<br />

<strong>the</strong> strategic investor providing <strong>the</strong> necessary operational<br />

During <strong>the</strong> period until 2007, TAP will invest a total <strong>of</strong> 50<br />

million euros in enlarging <strong>the</strong> airport and increasing its<br />

passenger-handling capacity. At <strong>the</strong> same time, a number<br />

<strong>of</strong> measures are ensuring that <strong>the</strong> services on <strong>of</strong>fer meet<br />

international standards. <strong>The</strong> first changes implemented by<br />

Tirana Airport Partners in 2005 and early 2006 are already<br />

visible: safety and security measures have been intensified<br />

and <strong>the</strong> range <strong>of</strong> services has been extended. A new café,<br />

new shops and a newly designed business lounge now<br />

enable passengers and o<strong>the</strong>r visitors to spend <strong>the</strong>ir time<br />

agreeably while waiting for flights.


Core projects in <strong>the</strong> modernization program until 2007 are<br />

a new passenger terminal, a new cargo terminal with<br />

ancillary buildings and a seven-kilometer access road,<br />

which links <strong>the</strong> airport to <strong>the</strong> Tirana-Durres Highway.<br />

Construction work started very soon after <strong>the</strong> airport’s<br />

management was transferred to TAP. A start was made on<br />

May 6, 2005, with <strong>the</strong> laying <strong>of</strong> <strong>the</strong> foundation stone for <strong>the</strong><br />

new terminal and for <strong>the</strong> new access road. <strong>The</strong> access<br />

road is due to be completed in 2007.<br />

<strong>The</strong> new terminal will have an initial capacity <strong>of</strong> one million<br />

passengers per year, and can be fur<strong>the</strong>r extended to<br />

accommodate up to three million passengers. It is striking<br />

not only in terms <strong>of</strong> performance and functionality, but also<br />

on account <strong>of</strong> its fascinating architectural design prepared<br />

by Malaysian architect Hin Tan. <strong>The</strong> modern elegant<br />

terminal merges harmoniously with <strong>the</strong> green scenery<br />

<strong>of</strong> <strong>the</strong> mountainous landscape, expressing prosperity<br />

and development, while <strong>the</strong> abundance <strong>of</strong> glass ensures<br />

transparency and provides an inviting atmosphere. <strong>The</strong><br />

new terminal building satisfies <strong>the</strong> most sophisticated<br />

demands and thus makes a marked contribution to <strong>the</strong><br />

urban transformation <strong>of</strong> Albania’s capital city.<br />

HISToRy oF THe <strong>AIRPoRT</strong><br />

1955-2006<br />

What has now evolved into Tirana International Airport<br />

Nënë Tereza was constructed between 1955 and 1957 and<br />

initially operated under <strong>the</strong> name Rinas Airport. It<br />

was served by <strong>the</strong> airlines Aer<strong>of</strong>lot, Jat, Malev, Tarom and<br />

Interflug but <strong>the</strong> number <strong>of</strong> regular flights was extremely<br />

low.<br />

Between 1960 and 1978, following Albania’s break with<br />

what was <strong>the</strong>n <strong>the</strong> Soviet Union, <strong>the</strong> country became<br />

politically isolated. This naturally also impacted on <strong>the</strong><br />

airport, where operations became increasingly restricted.<br />

Between 1965 and 1974, some work was carried out to<br />

improve <strong>the</strong> airport facilities.<br />

Fur<strong>the</strong>r improvements followed in <strong>the</strong> period 1980-1990. In<br />

<strong>the</strong> wake <strong>of</strong> general technological developments in civil<br />

aviation worldwide, <strong>the</strong>se were necessary to enable <strong>the</strong><br />

airport to meet international requirements.<br />

As a result <strong>of</strong> <strong>the</strong> political changes in eastern europe in<br />

1989/1990, contacts between Albanian government


<strong>of</strong>ficials and Eastern and Western European countries<br />

increased substantially.<br />

For Albania, <strong>the</strong> period between 1992 and 2000 was one <strong>of</strong><br />

great political and social transformation. This resulted in<br />

considerable growth in passenger numbers; more airlines<br />

started to use <strong>the</strong> airport. Facing <strong>the</strong> need for fur<strong>the</strong>r<br />

development <strong>of</strong> <strong>the</strong> airport, Albania’s Council <strong>of</strong> Ministers<br />

issued an invitation to international investors to undertake<br />

<strong>the</strong> construction <strong>of</strong> a new terminal and o<strong>the</strong>r facilities and<br />

also to assume responsibility for operating <strong>the</strong> airport. An<br />

international bidding procedure was initiated. This was won<br />

by TAP and on April 23, 2005, <strong>the</strong> consortium took over <strong>the</strong><br />

management <strong>of</strong> Tirana International Airport.<br />

How to get to <strong>the</strong> airport<br />

Tirana International Airport is located 25 kilometers outside<br />

Tirana, <strong>the</strong> capital <strong>of</strong> Albania. It is easy to reach via <strong>the</strong><br />

Tirana-Durres Motorway, <strong>the</strong> four-lane road that connects<br />

<strong>the</strong>se two main Albanian cities.<br />

<strong>The</strong> easiest way to get to Tirana International Airport is by<br />

taxi. Taxi services are available in all Albanian cities and<br />

urban areas, with <strong>the</strong> main cities operating a call-service.<br />

<strong>The</strong> journey from Tirana to <strong>the</strong> airport takes 30-45 minutes<br />

depending on traffic.<br />

Please note: We strongly recommend that passengers use<br />

only licensed taxis, which are yellow in color and have<br />

appropriate identifying signs. At <strong>the</strong> airport, <strong>the</strong>se park in<br />

front <strong>of</strong> <strong>the</strong> terminal.<br />

Parking<br />

New parking spaces are available on <strong>the</strong> left <strong>of</strong> <strong>the</strong> existing<br />

access road to <strong>the</strong> airport and can be used by any<br />

passenger arriving at or departing from <strong>the</strong> airport.<br />
